Gas Station)
Dear Mr. Oij:
This letter constitutes a Development Order pursuant to Section 4-202.E of the Community
Development Code. On June 24, 2004, the Planning Staff reviewed your Comprehensive Sign
Program (CSP) application that includes removing all existing attached and two freestanding signs.
This proposal is a request to increase the number and area of attached signs from one sign of 24
square feet to three signs. Along the southeast elevation of the main building, a 20 square foot oval-
shaped sign is proposed and is 0.93 percent of the east facade. It will read "Shop" (illuminated) in
white letters on a green (non-illuminated) background. Also on the east elevation, a.20 square foot
oval-shaped sign is proposed and is 2.62 percent of the east elevation (total proposed for east
elevation is 3.55 percent). On the south elevation, a 45.7 square foot rectangular-shaped sign is
proposed and is 3.73 percent of the south elevation. It will be illuminated and read "car wash" in
white letters on a green background with yellow underline. The BP logo ("helios") is to be installed
on the north and south sides of the northern canopy over the pumps (canopy #1) and on the east and
west sides of the southern pump island canopy (canopy #2). All logos will be 7.06 square feet (0.88
or 0.96 percent of each fa<;ade).
The proposal also includes a request to increase the are(i of a freestanding sign from 20 square feet
to 88 square feet. The sign will be located at the southeast comer of the site and will be 12 feet
high. The monument-style sign will include a green base with four green gas pricing panels with
white copy. One of these panels will read "Amoco Fuels". The top portion of the sign will have a
taupe/beige background with "BP" and the logo in green.
The Comprehensive Sign Program has been approved. The approval is based on, and must be
consistent with, the site plans, elevations and drawings dated received March 24, 2004 with
revisions dated received May 14,2004, subject to the following conditions:

Conditions of Approval:
1. That the address be added to the freestanding sign that is integrated into design of the sign in
terms of color and placement to the satisfaction of Staff, prior to the issuance of a building
permit;
2. That a landscape plan be submitted to staff that shows a minimum of 12 square feet of landscape
area around the base of the freestanding sign, to the satisfaction of Staff, prior to the issuance of
a building permit;
3. That the landscaping around the base of the freestanding sign be maintained;
4. That the freestanding sign be five feet from all property lines and not within the required sight
visibility triangles;
5. That the proposed attached "car wash" sign be redesigned to no greater than 30 square feet and
no longer than the width of the bay opening;
6. That the signs on the pumps be limited to existing, small "helios"; and
7. That all other Code requirements/restrictions of Division 18 (Signs) be met, including
limitations on grand opening banners, window, temporary, construction, sale/leasing signs, etc.
Pursuant to Section 4-303, an application for a building permit shall be made within one (1) year of
the date of this Development Order (June 24, 2005). All required building approvals shall be
obtained within one (1) year of the date of issuance of the initial building permit. Permitted time
frames do not change with successive owners.
Please be aware that the issuance of this Development Order does not relieve you of the necessity to
obtain any building permits or pay any fees that may be required. In order to facilitate the issuance
of any permit or license affected by this approval, please bring a copy of this letter with you when
applying for any permits or licenses that require this prior development approval.

E. WRITTEN SUBMITTAL REQUIREMENTS: (Code Section 3-1807.C)
Signage proposed as part of a Comprehensive Sign Program may deviate from the minimum sign standards in terms of numbers of signs per
business or parcel of land, maximum area of sign face per parcel of land and the total area of sign faces per business or parcel of land,
subject to compliance with the flexibility criteria outlined below. Monument signs, pursuant to Sections 3-1806.8.1.g and 3-18068,2 shall not
be eligible for this program. As part of the program, all sign types (freestanding, attached, windows, interior site directional, etc.) shall be
reviewed for the business and/or the development parcel to achieve compliance in so far as possible with these current regulations. A master
sign program for shopping centers, including all out parcels, and office complexes shall include all types of signs for all tenants/uses within
the development parcel. These will be reviewed as a Comprehensive Sign Program application.
All existing and proposed signs must be architecturally integrated into the design of the building and/or site using similar and coordinated
design and style features, materials and colors, etc. Attached signs shall be horizontally and vertically proportionately located on each
far;ade with no protrusions above roof lines, over windows, trim, cornices or other building features.
o Provide complete responses to the COMPREHENSIVE SIGN PROGRAM CRITERIA including how the criteria are met:
1. Architectural Theme. The design, character, location and/or materials of all freestandina and attached signs proposed
in a comprehensive sign program shall be demonstrably more attractive than signs otherwise permitted on the parcel
proposed for development under the minimum signs standards. All signs must be architecturally integrated intolwith the
design of the building and/or site using similar and coordinated design features, materials and colors, etc.

2, Height. The height of all freestanding signs proposed through the Comprehensive Sign Program shall relate to the
design of the sign and shall not exceed 14 feet in height

3, Lighting. Any lighting proposed as a part of a Comprehensive Sign Program is automatically controlled so that the
lighting is turned off when the business is closed.

I ' signs permitted through the Comprehensive Sign Program shall be determined by the Community Development
Coordinator based on the following criteria: overall size of site, relationship between the building setback and sign
location, frontage, access and visibility to the site, intended traffic circulation pattern, hierarchy of signage, scale and use
of the project, and submittal of a master sign plan for the development parcel/project Additionally, the maximum
permitted sign area shall be based on the following formula when evaluated against the above criteria:
i. Attached signs - The maximum area permitted for attached signage shall range from one percent up to a maximum
of six percent of the building fa~de to which the sign is to be attached.
ii. Freestanding signs - The maximum permitted area of all freestanding signs on a site shall not exceed the range of
sign area permitted by the street frontage or building fac;ade calculation methods set forth in Section 1806.B.1.c.i.

Written Submittal Requirements
1. Architectural Theme
The changes are consistent with the national brand marketing plan for the change
from Amoco to BP gas stations. The signs are integrated with the change in
colors and architectural features of the building. The BP imaging conversion is
designed to create a more attractive and modern service station that is consistent
with changes throughout the nation.
2. Height
The wall signs are attached to the building below the height of the building. The
freestanding signs are proposed at a height of 12 feet.
3. Lighting
The lighting is turned offwhen the business is closed.
4. Total Area of Sign Faces
BP proposes the removal of all existing "Amoco" signs

BP is proposing changes in signage that are consistent with the architectural theme
of the building and are incorporated into the color scheme in an eye-pleasing way.
The resulting gas station will be more attractive than the current Amoco station
and associated signage.

Dear Mr. Oij:
This letter constitutes a Development Order pursuant to Section 4-202.E of the Community
Development Code. On June 24, 2004, the Planning Staff reviewed your Comprehensive Sign
Program (CSP) application that includes removing all existing attached and two freestanding signs.
This proposal is a request to increase the number and area of attached signs from one sign of 24
square feet to three signs. Along the southeast elevation of the main building, a 20 square foot oval-
shaped sign is proposed and is 0.93 percent of the east facade. It will read "Shop" (illuminated) in
white letters on a green (non-illuminated) background. Also on the east elevation, a 20 square foot
oval-shaped sign is proposed and is 2.62 percent of the east elevation (total proposed for east
elevation is 3.55 percent). On the south elevation, a 45.7 square foot rectangular-shaped sign is
proposed and is 3.73 percent of the south elevation. It will be illuminated and read "car wash" in
white letters on a green background with yellow underline. The BP logo ("helios") is to be installed
on the north and south sides of the northern canopy over the pumps (canopy #1) and on the east and
west sides of the southern pump island canopy (canopy #2). All logos will be 7.06 square feet (0.88
or 0.96 percent of each fa<;ade).
The proposal also includes a request to increase the area of a freestanding sign from 20 square feet
to 88 square feet. The sign will be located at the southeast corner of the site and will be 12 feet
high. The monument-style sign will include a green base with four green gas pricing panels with
white copy. One of these panels will read "Amoco Fuels". The top portion of the sign will have a
taupe/beige background with "BP" and the logo in green.
The Comprehensive Sign Program has been approved. The approval is based on, and must be
consistent with, the site plans, elevations and drawings dated received March 24, 2004 with
revisions dated received May 14,2004, subject to the following conditions:

Conditions of Approval:
1. That the address be added to the freestanding sign that is integrated into design of the sign in
terms of color and placement to the satisfaction of Staff, prior to the issuance of a building
permit;
2. That a landscape plan be submitted to staff that shows a minimum of 12 square feet of landscape
area around the base of the freestanding sign, to the satisfaction of Staff, prior to the issuance of
a building permit;
3. That the landscaping around the base of the freestanding sign be maintained;
4. That the freestanding sign be five feet from all property lines and not within the required sight
visibility triangles;
5. That the proposed attached "car wash" sign be redesigned to no greater than 30 square feet and
no longer than the width of the bay opening;
6. That the signs on the pumps be limited to existing, small "helios"; and
7. That all other Code requirements/restrictions of Division 18 (Signs) be met, including
limitations on grand opening banners, window, temporary, construction, sale/leasing signs, etc.
Pursuant to Section 4-303, an application for a building permit shall be made within one (1) year of
the date of this Development Order (June 24, 2005). All required building approvals shall be
obtained within one (1) year of the date of issuance of the initial building permit. Permitted time
frames do not change with successive owners.
Please be aware that the issuance of this Development Order does not relieve you of the necessity to
obtain any building permits or pay any fees that may be required. In order to facilitate the issuance
of any permit or license affected by this approval, please bring a copy of this letter with you when
applying for any permits or licenses that require this prior development approval.

Having reviewed the Comprehensive Sign Program applications for BP Gas Station sites, my comments follow
here:
SGN2004-03018; 18698 US Highway 19 N.
1. See Drawing # Bldg1. The not rmitted sign displayed above the windo
