E. WRITTEN SUBMITTAL REQUIREMENTS: (Code Section 3-1807.C)
Signage proposed as part of a Comprehensive Sign Program may deviate from the minimum sign standards in terms of numbers of signs per
business or parcel of land, maximum area of sign face per parcel of land and the total area of sign faces per business or parcel of land, subject to
compliance with the flexibility criteria outlined below. Monument signs, pursuant to Sections 3-1806.8. 1.g and 3-18068.2 shall not be eligible for
this program. As part of the program, all sign types (freestanding, attached, windows, interior site directional, etc.) shall be reviewed for the
business and/or the development parcel to achieve compliance in so far as possible with these current regulations. A master sign program for
shopping centers, including all out parcels, and office complexes shall include all types of signs for all tenants/uses within the development
parcel. These will be reviewed as a Comprehensive Sign Program application.
All existing and proposed signs must be architecturally integrated into the design of the building and/or site using similar and coordinated design
and style features, materials and colors, etc. Attached signs shall be horizontally and vertically proportionately located on each fayade with no
protrusions above roof lines, over windows, trim, cornices or other building features.
o Provide complete responses to the COMPREHENSIVE SIGN PROGRAM CRITERIA including how the criteria are met:
1. Architectural Theme. The design, character, location and/or materials of all freestandina and attached signs proposed
in a comprehensive sign program shall be demonstrably more attractive than signs otherwise permitted on the parcel
proposed for development under the minimum signs standards. All signs must be architecturally integrated into/with the
design of the building and/or site using similar and coordinated design features, materials and colors, etc.

4. Total Area of Sign Faces. Height. Area, Number and Location of Signs. The height, area, number and location of
sigl)s permitted through the Comprehensive Sign Program shall be determined by the Community Development
Coordinator based on the following criteria: overall size of site, relationship between the building setback and sign
location, frontage, access and visibility to the site, intended traffic circulation pattern, hierarchy of signage, scale and use
of the project. and submittal of a master sign plan for the development parcel/project. Additionally, the maximum
permitted sign area shall be based on the following formula when evaluated against the above criteria:
i. Attached signs - The maximum area permitted for attached signage shall range from one percent up to a maximum
of six percent of the building fa<;:ade to which the sign is to be attached.
ii. Freestanding signs - The maximum permitted area of all freestanding signs on a site shall not exceed the range of
sign area permitted by the street frontage or building fa<;:ade calculation methods set forth in Section 1806.B.1.c.i.

Dear Mr. Hunsicker:
This letter constitutes a Development Order pursuant to Section 4-202.E of the Community
Development Code. The Comprehensive Sign Program proposal includes signs as presented in a
submittal booklet date stamp received August 9, 2004 with application material revisions on
October 5 and October 15, 2004, and on December 13, 2004. This Comprehensive Sign
Program includes two monument-style freestanding signs, at 48 square feet and six feet in height
(including the base) and three attached signs, one at 33 square feet (including a separate
illuminated "The Salvation Army" logo shield and stud-mounted non-illuminated letters to read,
"Social Services") on the north elevation of Building A and 1.5 percent of the building fa9ade,
one at 22 square feet (including a separate illuminated "The Salvation Army" logo shield and
stud-mounted non-illuminated letters to read, "THE JOY CENTER") on the east elevation of
Building B and 0.6 percent of the building fa9ade, and one at 26.25 square feet (including a
separate illuminated "The Salvation Army" logo shield and stud-mounted non-illuminated letters
to read, "CORRECTIONAL SERVICES") on the west elevation of Building C and 0.66 percent
of the building fa9ade.
The monument-style freestanding signs are to be a grey color with red lettering and trim. The
attached signs are to be red in color. The shields are to have a red background with white
lettering and trim. Directional signs are shown and specified by dimensions within the
Comprehensive Sign Program.
The request for the Comprehensive Sign Program has been approved. The approval is based on
and must be consistent with the submittal material received August 9, 2004, with revisions on
October 5 and 15,2004, and on December 13,2004, subject to the following conditions:

Conditions of approval:
1. That submittal revisions be assembled into a final Comprehensive Sign Program booklet;
2. That the existing freestanding sign, located at the southeast corner of Druid Road and South
Highland Avenue, be removed prior to the issuance of any permits for freestanding signs;
3. That no freestanding sign be located within the required sight visibility triangles and all be
located five feet from property lines;
4. That a minimum of 12 square feet of landscaping be located around the base of each
freestanding sign and maintained;
5. That the monument-style freestanding sign, to be located along Druid Road, display the
address numbers on the edge of the sign facing the street and that the address numbers
remain visible; and
6. That when or if attached signs are removed/replaced, all wall penetrations be
repaired/painted to match the approved wall finish and color; and
Pursuant to Section 4-303, an application for a building permit shall be made within one (1) year
of the date of this Development Order (December 17, 2005). All required building approvals
shall be obtained within one (1) year of the date of issuance of the initial building permit.
Permitted time frames do not change with successive owners.
Please be aware that the issuance of this Development Order does not relieve you of the
necessity to obtain any building permits or pay any fees that may be required. To facilitate the
issuance of any permit/license affected by this approval, please bring a copy of this letter with
you when applying for any permits/licenses that require this prior development approval.

Kevin,
I suggest that you provide 1. any revised request (not previously requested) or 2. provide
the corrections/revisions as stated in my October 29, 2004 e-mail to you (your sign
calculation sheet does not match the sign drawings) .
The Comprehensive Sign Program applies to signage intended at the present time and not
long term future. If in the future there is a request for different signage, we will
review the request at that time.
Please call me with any questions. If you like, we can meet in person to discuss any
concerns that you might have. Otherwise, your application is very close to having a
development order (approval letter) finalized by the City of Clearwater. The minor
discrepancies as mentioned in my October 29, 2004 e-mail just need to be addressed.

Mike,I also wanted to say that we would like the development order to reflect the
percentages as shown as with the city putting everthing in "stone"my customer may want at
some future time the ability to change building idenity as they may do a new name to a
facility and they do not want to lock themselves out of square footage should that ever
comes into play.They currently have no intentions or foresee this happening however they
do not know what may be needed.I see this as we are extremly under the allowable and that
this is not unreasonable request, again thank You for your help and ZZI will be in touch

I have drafted a development order (letter of approval) for your Salvation Army Comp Sign
Program application. As I composed the letter, I noticed some minor discrepancies between
what you show as sign sizes and percentages on your calculation sheet (typewritten on your

I suggest that you provide 1. any revised request (not previously requested) or 2. provide
the corrections/revisions as stated in my October 29, 2004 e-mail to you (your sign
calculation sheet does not match the sign drawings) .
The Comprehensive Sign Program applies to signage intended at the present time and not
long term future. If in the future there is ,a request for different signage, we will
review the request at that time.
Please call me with any questions. If you like, we can meet in person to discuss any
concerns that you might have. Otherwise, your application is very close to having a
development order (approval letter) finalized by the City of Clearwater. The minor
discrepancies as mentioned in my October 29, 2004 e-mail just need to be addressed.

Mike,I also wanted to say that we would like the development order to reflect the
percentages as shown as with the city putting everthing in "stone"my customer may want at
some future time the ability to change building idenity as they may do a new name to a
facility and they do not want to lock themselves out of square footage should that ever
comes into play. They currently have no intentions or foresee this happening however they

See FLD2003-08040 Development Order dated 11-19-03, Approval Condition,
Number 9, "That, prior to the issuance of any permits, the applicant submit
documentation to the City that the existing freestanding, monument sign meets
current Code requirements. In the event this sign does not meet current Code
requirements, signage shall be brought into conformance with Code requirements,
with only monument-style, freestanding signage at a maximum height of six feet,

Dear Mr. Mason:
This letter constitutes a Development Order pursuant to Section 4-206.D.6 of the Community
Development Code. On November 18, 2003, the Community Development Board reviewed your
Flexible Development approval (1) to permit a mixed-use project (including social/public service agency,
congregate care and residential shelter) in the Institutional District with a reduction of the front (north -
E. Druid Road) setback from 25 feet to 15 feet (to pavement), a reduction of the front (west - S.
Highland Avenue) setback from 25 feet to 13 feet (to existing pavement), a reduction of the front (east-
terminus of Jasmine Way) from 25 feet to six feet (to existing pavement), a reduction of the side (west)
setback from 10 feet to 1.5 feet (to existing pavement), a reduction of the side (east) setback from 10 feet
to seven feet (to existing pavement and storage shed) and a deviation to allow a social/public service
agency abutting residentially zoned property, as a Comprehensive fufill Redevelopment Project, under
the provisions of Section 2-1204.A; (2) to permit non-residential off-street parking in the Low Medium
Density Residential District with a reduction of the front (north - E. Druid Road) setback from 25 feet to
10 feet (to existing pavement), a reduction of the front (east - S. Crest Avenue) setback from 25 feet to
2.5 feet (to existing pavement) and a reduction of the front (south - Jasmine Way) setback from 25 feet
to six feet (to pavement) and to retain an existing six feet high solid masonry wall within the front
setback along S. Crest Avenue and Jasmine Way at a zero feet setback, as a Residential fufill Project,
under the provisions of Section 2-204.E; and (3) to permit a reduction of the landscape buffer along S.
Highland Avenue (west) from 15 feet to 13 feet (to existing pavement), a reduction of the landscape
buffer along E. Druid Road (north) from 15 feet to 10 feet (to existing pavement), a reduction of the
landscape buffer along S. Crest Avenue (east) from 10 feet to 2.5 feet (to existing pavement), a reduction
of the landscape buffer along Jasmine Way (south) from 10 feet to six feet (to pavement), a reduction of
the landscape buffer at the terminus of Jasmine Way (east) from 10 feet to six feet (to existing
pavement), a reduction of the landscape buffer adjacent to single family dwellings (east) from 10 feet to
seven feet (to existing pavement) and a reduction of the landscape buffer along the west property line
adjacent to the YMCA from five feet to 1.5 feet (to pavement), as part of a Comprehensive Landscape
Program, under the provisions of Section 3-1202.G. The Community Development Board (CDB)

Bases for Approval:
1. The proposal complies with the Flexible Development criteria as a Comprehensive Infill
Redevelopment Project per Section 2-1204.A;
2. The proposal complies with the Flexible Development criteria as a Residential Infill Project per
Section 2-204.E;
3. The proposal is in compliance with other standards in the Code including the General Applicability
Criteria per Section 3-913;
4. The proposal is in compliance with Comprehensive Landscape Program criteria of Section 3-1202.G;
and
5. The development is compatible with and will have a positive influence on the surrounding area.
Conditions of Approval:
1. That the final design and color of the buildings be consistent with the conceptual elevations
submitted to, or as modified by, the CDB;
2. That the correctional services provide probation supervision, rehabilitative counseling and support
services to misdemeanor offenders only;
3. That social services provided at this site not include a "soup kitchen," serving meals to poor and
homeless individuals;
4. That the Future Social Services building shown for construction in Phase 2 be resubmitted for CDB
review and approval;
5. That building permits for the construction of the Future Senior Housing (congregate care) and the
parking lot expansion in the LMDR area, shown for construction in Phase 2, be submitted to the City
by November 18, 2006, or these portions of the site will require new review and approval by the
CDB prior to the issuance of construction permits;
6. That a Unity of Title be recorded in the public records tying all property together as one lot for
development purposes prior to the issuance of any permits;
7. That the angle of parking stalls and dimensions for angled parking on the southern portion of the
property comply with Code requirements prior to the issuance of any permits;
8. That the site plans be revised, acceptable to Stormwater Engineering, to modify the retention slopes
of the existing retention pond south of the residential shelters and a SWFWMD permit modification
for this pond be obtained prior to the issuance of any permits;
9. That, prior to the issuance of any permits, the applicant submit documentation to the City that the
existing freestanding, monument sign meets current Code requirements. In the event this sign does
not meet current Code requirements, signage shall be brought into conformance with Code
requirements, with only monument-style, freestanding signage at a maximum height of six feet, prior
to the issuance of the first Certificate of Occupancy. The Comprehensive Sign Program may be used
to retain or modify this existing freestanding, monument sign;
10. That the Fire Department access on South Crest A venue be included in Phase 1 construction
documents and include pavement markings, signage and a barricade, acceptable to the Fire
Department, to prevent parking and general vehicular traffic from this area;
11. That site and building plans show compliance with clearance requirements of the Fire Department
around fire hydrants and Fire Department connection appliances prior to the issuance of any permits.
The owner shall maintain these clearance requirements. The Fire Department connection appliances
for the southern buildings (to be retained and used for the residential shelters) shall be shown on site
and building plans prior to the issuance of any permits and all connection appliances shall be
identified with sign age identifying the building it serves on the site plans and on-site, prior to the
issuance of the Certificate of Occupancy for the building it serves;

12. That the site and landscape plans be revised prior to the issuance of any permits to include a
landscape island to break up the row of 21 spaces east of the congregate care and residential shelter
buildings and the removal of all #2 rated trees; and
13. That a Tree Preservation Plan, acceptable to the Planning Department, be submitted and approved
prior to the issuance of any permits.
Pursuant to Section 4-407, an application for a building permit shall be made within one year of Flexible
Development approval (November 18, 2004) or as outlined in Condition #5 above. All required
certificates of occupancy shall be obtained within one year of the date of issuance of the building permit.
Time frames do not change with successive owners. The Community Development Board may grant an
extension oftime for a period not to exceed one year and only within the original period of validity.
The issuance of this Development Order does not relieve you of the necessity to obtain any building
permits or pay any impact fees that may be required. In order to facilitate the issuance of any permit or
license affected by this approval, please bring a copy of this letter with you when applying for any
permits or licenses that require this prior development approval.
Additionally, an appeal of a Level Two approval (Flexible Development) may be initiated pursuant to
Section 4-502.B by the applicant or by any person granted party status within 14 days of the date of this
Development Order. The filing of an application/notice of appeal shall stay the effect of the decision
pending the final determination of the case. The appeal period for your case expires on December 3,
2003 (14 days from the date ofthis Development Order).
