Dear Mr. Oij:
This letter constitutes a Development Order pursuant to Section 4-202.E of the
Community Development Code. This proposal includes two attached signs that will
replace two existing signs on the east and north elevations of the building fa<;ade at the
Sunset Point shopping center. Both signs are burgundy, internally-illuminated letters on a
raceway that read "BB &T". The signs are 29.25 square feet each, representing 2.66
percent of the east building facade and 2.44 percent of the north building facade.
Additionally, this proposal includes the replacement of the sign above the "ATM"
machine on the north elevation (6.24 square feet) and a replacement panel for an under
canopy sign (4.83 square feet). The request for the Comprehensive Sign Program has
been approved. The approval is based on, and must be consistent with, the application
submittal booklet date-stamped received on April 28, 2004, with revisions dated received
on May 4, 2004 and May 24, 2004, subject to the following conditions:
Conditions of Approval:
1. That the raceways match the color of the building; and
2. That all other Code requirements/restrictions of Division 18 (Signs) be met,
including but not limited, to grand opening banners, window, temporary,
construction, sale/leasing signs, etc.

approvals shall be obtained within one (1) year of the date of issuance of the initial
building permit. Permitted time frames do not change with successive owners.
The issuance of this Development Order does not relieve you of the necessity to obtain
any building permits or pay any fees that may be required. In order to facilitate the
issuance of any permit or license affected by this approval, please bring a copy of this
letter with you when applying for any permits or licenses that require this prior
development approval.

E. WRITTEN SUBMITTAL REQUIREMENTS: (Code Section 3-1807.C)
Signage proposed as part of a Comprehensive Sign Program may deviate from the minimum sign stanclan:ls in terms of numbers of signs per
business or parcel of land, maximum area of sign face per parcel of land and the total area of sign faces per business or parcel of land,
subject to compliance with the flexibility criteria outIned below. Monument signs, pursuant to Sections 3-1806.B.1.g and 3-1806B.2 shall not
be eligible for this program. As part of the program, all sign types (freestanding, attached, windows, interior site directional, etc.) shall be
reviewed for the business ancVor the development parcel to achieve compliance in so far as possible with these current regulations. A master
sign program for shopping centers, including all out parcels, and office complexes shall include all types of signs for all tenants/uses within
the development parcel. T1Iese will be reviewed 8S 8 Comprehensive SifF1 Program application.
All existing and proposed signs must be architecturally integrated into the clesign of the building and/or site using similar and coordinated
design and style features, materials and colors, etc. Attached signs shall be horizontally and vertically proporlionate/y located on each fat;ade
with no protrusions above roof lines, over windows, trim, cornices or other building features.

design of the sign and shall not exceed 14 feet in height.

3. Lighting. Any lighting proposed as a part of a Comprehensive Sign Program is automatically controlled so that the
lighting is turned off when the business is closed.

4. Total Area of Sign Faces. Height, Area, Number and Location of Signs. The height, area, number and location of
signs permitted through the Comprehensive Sign Program shall be determined by the Community Development
Coordinator based on the following criteria: overall size of site, relationship between the building setback and sign
location, frontage, access and visibility to the site, intended traffic circulation pattern, hierarchy of signage, scale and use
of the project, and submittal of a master sign plan for the development parcel/project. Additionally, the maximum
permitted sign area shall be based on the following formula when evaluated against the above criteria:
i. Attached signs - The maximum area permitted for attached signage shall range from one percent up to a maximum
of six percent of the building facade to which the sign is to be attached.
ii. Freestanding signs - The maximum permitted area of all freestanding signs on a site shall not exceed the range of
sign area permitted by the street frontage or building fa~de calculation methods set forth in Section 1806. B.1.c.i.

Written Submittal Requirements
1. Architectural Theme
The changes are part ofthe national sign and marketing plan for BB &T, which
has purchased Republic Bank and is in the process of converting all of the banks to
the new name. The signs and colors are used throughout the country to create a
bank that is instantly recognizable. The proposed signs are channel letters, which
are consistent with the existing signage for Republic Bank and the architectural
theme of the building.
2. Height
The wall signs are attached to the building below the height of the building. There
are no proposed freestanding signs at this location.
3. Lighting
The lighting is turned off when the business is closed.
4. Total Area of Sign Faces
BB & T proposes the removal of all existing Republic Bank signage which
includes two (2) 3' x 28' sets of channel letters that are 168 sq.ft. The total
square footage proposed by BB & T is 69.57 which includes two 29.25 sq.ft. wall
signs, an under-canopy sign and a face change in the ATM sign

5. Community Character
The proposed signage is in character with the surrounding businesses and
community.

values.
7. Elimination of Unattractive Signage
BB & T is proposing a large reduction in existing wall signs from the current
Republic Bank signage. The existing Republic Bank signage totals 179.07 square
feet. BB & T is proposing over 100 square feet less with 69.57 square feet.
8. Special Area or Scenic Corridor
The proposed area is not a scenic corridor or special area.
