GENERAL PRINCIPLES: The intent of the Comprehensive Sign Program is to provide private property owners and businesses with flexibility to
develop innovative, creative and effective signage and to improve the aesthetics of the City of Clearwater. This program provides an alternative to
minimum standard signage subject to flexibility criteria which ensure that signage will not have an adverse impact on the aesthetics, community
character and quality of life of the City of Clearwater.

E. WRITTEN SUBMITTAL REQUIREMENTS: (Code Section 3-1807.C)
Signage proposed as part of a Comprehensive Sign Program may deviate from the minimum sign standards in terms of numbers of signs per
business or parcel of land, maximum area of sign face per parcel of land and the total area of sign faces per business or parcel of land, subject to
compliance with the flexibility criteria outlined below. Monument signs, pursuant to Sections 3-1806.B.1.g and 3-18068.2 shall not be eligible for
this program. As part of the program, all sign types (freestanding, attached, windows, interior site directional, etc.) shall be reviewed for the
business and/or the development parcel to achieve compliance in so far as possible with these current regulations. A master sign program for
shopping centers, including all out parcels, and office complexes shall include all types of signs for all tenants/uses within the development
parcel. These will be reviewed as a Comprehensive Sign Program application.
All existing and proposed signs must be architecturally integrated into the design of the building and/or site using similar and coordinated design
and style features, materials and colors, etc. Attached signs shall be horizontally and vertically proportionately located on each far;ade with no
protrusions above roof lines, over windows, trim, cornices or other building features.
D Provide complete responses to the COMPREHENSIVE SIGN PROGRAM CRITERIA including how the criteria are met:
1 . Architectural Theme. The design, character, location and/or materials of all freestandino and attached signs proposed
in a comprehensive sign program shall be demonstrably more attractive than signs otherwise permitted on the parcel
proposed for development under the minimum signs standards. All signs must be architecturally integrated into/with the
design of the building and/or site using similar and coordinated design features, materials and colors, etc.
The colors on the freestanding and attached sign have the same
colors used & match the colors incorporated in the building.
Appearance superior to existing signage.
2. Height. The height of all freestanding signs proposed through the Comprehensive Sign Program shall relate to the
design of the sign and shall not exceed 14 feet in height.

3. Lighting. Any lighting proposed as a part of a Comprehensive Sign Program is automatically controlled so that the
lighting is turned off when the business is closed.
Advance Discount Auto Parts will utilize a timer in the store to
meet this requirement.

4. Total Area of Sign Faces. Height, ea, Number and Location of Signs. The height, area, number and location of
signs permitted through the Comprehensive Sign Program shall be determined by the Community Development
Coordinator based on the following criteria: overall size of site, relationship between the building setback and sign
location, frontage, access and visibility to the site, intended traffic circulation pattern, hierarchy of signage. scale and use
of the project, and submittal of a master sign plan for the development parcel/project. Additionally, the maximum
permitted sign area shall be based on the following formula when evaluated against the above criteria:
i. Attached signs - The maximum area permitted for attached signage shall range from one percent up to a maximum
of six percent of the building faQade to which the sign is to be attached.
ii. Freestanding signs - The maximum permitted area of all freestanding signs on a site shall not exceed the range of
sign area permitted by the street frontage or building faQade calculation methods set forth in Section 1806.B.1.c.i.
and ii.

submitted with this application.

total proposed for a freestanding on each street is less than
total allowed.
5. Community Character. The signage proposed in the Comprehensive Sign Program shall not have an adverse impact on
the community character of the City of Clearwater.
The signs as proposed fit the community character of the area
located and the city of Clearwater. The upgrade of the signs
will not have any adverse impact on that character.
6. Property Values. The sign age proposed in the Comprehensive Sign Program will not have an adverse impact on the
value of the property in the immediate vicinity of the parcel proposed for development.
If anything the building & signage upgrades will enhance the
value of surrounding properties in the immediate vicinity.
7. Elimination of Unattractive Signage. The signage proposed in a Comprehensive Sign Program will result in the
elimination of existing unattractive signage or will result in an improvement to the appearance of the parcel proposed for
development in comparison to signs otherwise permitted under the minimum sign standards.

Dear Mr. Davis:
This letter constitutes a Development Order pursuant to Section 4-202.E of the Community
Development Code. On July 12, 2004, the Planning Staff reviewed your Comprehensive Sign Program
(CSP). The proposal includes a request to increase the area of an attached sign from 20 square feet to
60.95 square feet and is 5.2 percent of the west facade. It will read "Advance Discount Auto Parts"
(neon) in yellow letters on an exposed raceway painted to match the background. The proposal also
includes the removal of two freestanding pole signs to be replaced with two 27 square foot monument
style freestanding signs. They will read "Advance Discount Auto Parts" in yellow letters on a red
background. One sign will be located on the US Highway 19 frontage (will include the property
address) and the other along the State Road 590 frontage. The maximum height for both freestanding
signs is six feet.
The Comprehensive Sign Program has been approved. The approval is based on, and must be
consistent with, the site plans, elevations and drawings dated received June 3, 2004 with revisions
dated received July 13, 2004, subject to the following conditions:
Conditions of Approval:
1. That a landscaped area of a minimum of 12 square feet be provided around both freestanding signs;
2. That the sign bases of the freestanding signs be no larger than 13.5 square feet in area and of the
same color and texture as the primary building.
Pursuant to Section 4-303, an application for a building permit shall be made within one (1) year of the
date of this Development Order (July 14, 2005). All required building approvals shall be obtained
within one (1) year of the date of issuance of the initial building permit. Permitted time frames do not
change with successive owners.

Mr. Schodtler:
The following is a list of responses to your comments of 6/15/04 (copy attached).
1. NEED SURVEY - site plan is attached showing location of signs on the
property and lot widths.
2. NEED LANDSCAPE PLAN - drawings are attached showing landscape plan.
3. NEEDS ADDRESS - drawings are attached showing 6" vinyl address
numbers on the pylon signs.
ZONING CONDITION -
1. Signs are more attractive than present signs, as shown by the "Original 1
Proposed" pylon drawings attached.
2. Monument style is not appropriate for this location due to the construction on-
going on US 19 which will raise the grade of the existing roadway.
3. The framing effect has been eliminated by replacing the entire yellow band
with a red band. (see drawings attached).
4. The Quick Lube building has been removed from the property (see photos
attached.)
