WRITTEN SUBMITTAL REQUIREMENTS: (Code Section 3-1807.C) Signage proposed as part of a Comprehensive Sign Program may deviate from the minimum sign standaTds in terms of numbers of signs per business or parcel of land, maximum area of sign face per parcel of /and and the total area of sign faces per business or parcel of land, subject to compliance with the flexibility criteria outlined below. Monument signs, pursuant to Sections 3-1806.8.1.g and 3-18068.2 shall not be eligible for this program. As part of the program, all sign types (freestanding, attached, windows, interior site directional, etc.) shall be reviewed for the business and/or the development parcel to achieve compliance in so far as possible with these current regulations. A master sign program for shopping centers, including all out parcels, and office complexes shall include all types of signs for all tenants/uses within the development parcel. These will be reviewed as a Comprehensive Sign Program application. All existing and proposed signs must be architecturally integrated into the design of the building and/or site using similar and coordinated design and style features, materials and colors, etc. Attached signs shall be horizontally and vertically proportionately located on each ~e with no protrusions above roof lines, over windows, trim, cornices or other building features. a Provide complete responses to the COMPREHENSIVE SIGN PROGRAM CRITERIA induding how the criteria are met: 1. The height, area, number and location of signs permitted through the Comprehensive Sign Program shall be determined by the Community Development Coordinator based on the following criteria: overall size of site, relationship between the building setback and sign location, frontage, access and visibility to the site, intended traffic circulation pattern, hierarchy of signage, scale and use of the project, and submittal of a master sign plan for the development parcel/project. Additionally, the maximum permitted sign area shall be based on the following formula when evaluated against the above criteria: i. Attached signs - The maximum area permitted for attached signage shall range from one percent up to a maximum of six percent of the building fa~e to which the sign is to be attached. ii. Freestanding signs - The maximum permitted area of all freestanding signs on a site shall not exceed the range of sign area permitted by the street frontage or building fayade calculation methods set forth in Section 1806.B.1.c.i. andii. Architectural Theme Winn- Dixie is proposing changes to their wall sign package that are consistent with changes in their national image update. They are removing two wall signs and replacing them with one main identification wall sign and a small entrance sign. The result is a facade that is more attractive than the existing sign package and complements the building. 2. Height The wall signs are attached to the building below the height ofthe building. Winn Dixie does not have its own individual freestanding signage, but has tenant panels on the existing Northwood Plaza signs. 3. Lighting The lighting is turned offwhen the business is closed. 4. Total Area of Sign Faces Winn Dixie proposes the removal of two wall signs that are 184.50 square feet combined. Attached signs are proposed as follows: One "Winn Dixie" sign at 160.32 sq.:ft. and 3.07% of the facade One "entrance" sign at 9.38 sq.:ft. and .18% ofthe facade Total signs proposed are 169.70 sq. ft. and 3.25% of the facade No changes are proposed to tenant panels in existing freestanding signs 5. Community Character The proposed signage is in character with the surrounding community. Winn-Dixie is a current tenant in Northwood Plaza and its signage is similar to other businesses within the shopping center. 6. Property Values The proposed signage is in a commercially zoned area and comparable to signage on adjacent properties and therefore should not have a negative impact on property values. 7. Elimination of Unattractive Signage Winn Dixie is proposing a reduction in square footage of 14.80 sq.:ft. The proposed signage gives the appearance of one sign, since the "entrance" sign is very small compared to the facade of building. The result is a building that is more attractive than the one that currently exists. 8. This proposal includes two attached signs that will replace two existing signs on the east and north elevations of the building fa~ade at the Sunset Point shopping center. Both signs are burgundy, internally-illuminated letters on a raceway that read "BB &T". The signs are 29.25 square feet each, representing 2.66 percent of the east building facade and 2.44 percent of the north building facade. Additionally, this proposal includes the replacement of the sign above the "ATM" machine on the north elevation (6.24 square feet) and a replacement panel for an under canopy sign (4.83 square feet). The request for the Comprehensive Sign Program has been approved. The approval is based on, and must be consistent with, the application submittal booklet date-stamped received on April 28, 2004, with revisions dated received on May 4, 2004 and May 24, 2004, subject to the following conditions: .
