D. SITE PLAN SUBMITTAL REQUIREMENTS: (Code Section 4-1001 & Section 202)

Engineering bar scale (minimum scale one inch equals 50 feet), and date prepared;

Footprint and size of all buildings and structures;
All required five foot setbacks as measured from property line;

E. WRITTEN SUBMITTAL REQUIREMENTS: (Code Section 3-1807.C)
Signage proposed as part of a Comprehensive Sign Program may deviate from the minimum sign standards in terms of numbers of signs per
business or parcel of land, maximum area of sign face per parcel of land and the total area of sign faces per business or parcel of land,
subject to compliance with the flexibility criteria outlined below. Monument signs, pursuant to Sections 3-1806.8.1.g and 3-18068.2 shall not
be eligible for this program. As part of the program, all sign types (freestanding, attached, windows, interior site directional, etc.) shall be
reviewed for the business and/or the development parcel to achieve compliance in so far as possible with these current regulations. A master
sign program for shopping centers, including all out parcels, and office complexes shall include all types of signs for all tenants/uses within
the development parcel. These will be reviewed as a Comprehensive Sign Program application.
All existing and proposed signs must be architecturally integrated into the design of the building and/or site using similar and coordinated
design and style features, materials and colors, etc. Attached signs shall be horizontally and vertically proportionately located on each fa'Yade
with no protrusions above roof lines, over windows, trim, cornices or other building features.
CJ Provide complete responses to the COMPREHENSIVE SIGN PROGRAM CRITERIA including how the criteria are met:
1. Architectural Theme. The design, character, location and/or materials of all freestandina and attached signs proposed
in a comprehensive sign program shall be demonstrably more attractive than signs otherwise permitted on the parcel
proposed for development under the minimum signs standards. All signs must be architecturally integrated into/with the
design of the building and/or site using similar and coordinated design features, materials and colors, etc.

2. Height. The height of all freestanding signs proposed through the Comprehensive Sign Program shall relate to the
design of the sign and shall not exceed 14 feet in height.

3. Lighting. Any lighting proposed as a part of a Comprehensive Sign Program is automatically controlled so that the
lighting is turned off when the business is closed.

4. Total Area of Sign Faces. Height, Area, Number and Location of Signs. The height, area, number and location of
signs permitted through the Comprehensive Sign Program shall be determined by the Community Development
Coordinator based on the following criteria: overall size of site, relationship between the building setback and sign
location, frontage, access and visibility to the site, intended traffic circulation pattern, hierarchy of signage, scale and use
of the project, and submittal of a master sign plan for the development parcel/project. Additionally, the maximum
permitted sign area shall be based on the following formula when evaluated against the above criteria:
i. Attached signs - The maximum area permitted for attached signage shall range from one percent up to a maximum
of six percent of the building fagade to which the sign is to be attached.

5. Community Character. The signage proposed in the Comprehensive Sign Program shall not have an adverse impact on
the community character of the City of Clearwater.

6. Property Values. The signage proposed in the Comprehensive Sign Program will not have an adverse impact on the
value of the property in the immediate vicinity of the parcel proposed for development.

7. Elimination of Unattractive Signage. The signage proposed in a Comprehensive Sign Program will result in the
elimination of existing unattractive signage or will result in an improvement to the appearance of the parcel proposed for
development in comparison to signs otherwise permitted under the minimum sign standards.

8. Special Area or Scenic Corridor Plan. The signage proposed in the Comprehensive Sign Program is consistent with
any special area or scenic corridor plan which the City of Clearwater has prepared and adopted for the area in which the
parcel proposed for development is located.

Dear Mrs. DeTrapani:
On December 1, 2004, the Planning Staff reviewed your application for a Comprehensive Sign
Program that includes two new attached awning signs. This proposal is a request to increase the
number of attached signs from one sign of 20 square feet to two signs. Along the west elevation of the
building, a 10 square foot sign is proposed and is 0.018 percent of the west facade. It will read
"Coldwell Banker Residential Real Estate Inc" in white letters on a blue background (awning) that
includes the corporate logo. Along the south elevation of the building, a 10 square foot sign is
proposed and is 0.013 percent of the south facade. It will read "Coldwell Banker Residential Real
Estate Inc" in white letters on a blue background (awning) that includes the corporate logo. .
The application for the Comprehensive Sign Program has been approved for, and must comply with, all
of the signs as submitted and as shown within the Comprehensive Sign Program application date
received October 28, 2004 and revised plans for SGN2004-10016 date received December 2, 2004.
The application for the Comprehensive Sign Program has been approved subject to the following
conditions:
Conditions of Approval:
1. That should the architecture of the building change from the submittal within this application,
the Comprehensive Sign Program shall be resubmitted to reflect the changes with newly
designed attached signage (replacement sheets to this sign package are required);
2. That when attached signs are removed/replaced, all wall penetrations be repaired/painted to
match the approved wall finish and color; and
3. That all other Code requirements/restrictions of Division 18 (Signs) be met, including but not
limited, to grand opening banners, window, temporary, construction, sale/leasing signs, etc.
Pursuant to Section 4-303, an application for a building permit shall be made within one (1) year ofthe
date of this Development Order (December 2, 2005). All required building approvals shall be obtained

change with successive owners.

John,
I received your fax regarding the clearance for the proposed awning. You had
previously told me to get approval from the fire dept. and the engineering department.
You would also need a survey and then you could approve the compo I complied with
these requests, spending $475 for a survey. Now you are asking me to change the
proposed awnings as you are bringing in another department. I have a problem with
this process. I had told you the customer was going to have to pay for a survey and
there was no need to do so unless you were going to approve the awnings. You should
have told me that you were going to question the engineering departments approval
with another department and I would not have ordered a survey until it was all clear.
Now I have to go back to the customer, who is not very happy at this point due to the
continued delays on this project and let them know there is another problem.
Furthermore, I would like to know why this comprehensive is being held to a higher
standard than the permitting for the newly renovated Countryside Centre on
Countryside Blvd at US 19??
The following 5 stores there have newly installed awnings with a clearance of only 84"
above the sidwalk:
1.) Vacant store to the left of Albersons, 2539 Ste. 1 - Awning 84" Clearance to
sidewalk
2.) Marble Slab Creamery, Ste4 - Awning 84" Clearance to sidewalk
3.) Dr. Jay Rosenfeld, 2541 Ste. 1 - Awning 84" Clearance to sidewalk
4.) Touch of New England, 2541 Ste. 4- Awning 84" Clearance to sidewalk
5.) Mantrap, 2541 Ste. 5 - Awning 84" Clearance to sidewalk
Then there are 2 stores with a permanent solid overhang approx 3 ft deep which is
actually part of the building, these are:
1.) Tuesday Morning, 2569 Ste 8 - Solid Overhang - 84" Clearance to sidewalk
2.) Seminole Music - 2539 Ste 7 A - Solid Building Overhang - 90" Clearance to
sidewalk

These are not old building permits, these stores have all been just renovated and half of
the center is still under construction so it has to be under the same code as we are
applying for.
Again, why is my comprehensive application being held to a higher standard than
Countryside Centre?
Your fax today asked me if I can still make this work. If you are giving me a choice the
answer is no. It needs to be approved as agreed when you asked me to get fire and
engineer approval and I paid $475 for the survey.
Please see if you can approve this with the 92" clearance. The 92" clearance we are
proposing is 8" more than Countryside Centre and therefor should be acceptable.

The only existing sign at this parcel/address is an old awning frame which no longer has it's cover
therefor the signage that was once on it no longer exists. This proposed awning is replacing that
existing awning. However the new awnn.g is longer than the old awning.
E. Written Submittal
1.) Archtectual Theme: The awning is typical beach type design. There are several business to the
north and south of this business that also utilize awnings as part of their architectural theme.
2.) Height: N/ A as this is not a freestanding sign.
3.) Lighting: The lighting is internally lite using rows of fluorescent fixtures running along the
length of the awning. Lamps will be cool white slim line fluorescent. Ballase are 296/12Ovolt, one
per fixture. It will be connected to a timer for automatic control.
4.) Total Area of Sign Faces: The overall lettering on each awning is 112.5" x 12.75" totaling 10 sq
ft each awning for a total of 20 sq ft. The address is 12.5" x 32.5" for a total of 2.82 sq ft. The 20
sq ft is allowed for 1 sign under the standard sign code. However in this case the 20 sq ft is beign
split between 2 signs.
5.) Community Character: In keeping with the Community Character awnings are typically seen
in beach / resort areas.
6.) Property Values: The replacement of an awning with a new awning will only increase the value
of the property. It will in no way have an adverse effect on the value ofthe property in the
immediate vicinity of this parcel.
7.) Elimination of Unattractive signage: The only signage on this address/parcel is the old awning
which is being replaced by this new awning.
8.) Special Area or Scenic Corridor Plan. The signage proposed in the Comprehensive Sign
Program is consistent with any special area or scenic corridor plan which the City of
Clearwater has adopted for this area.

The only existing sign at this parcel/address is an old awning frame which no longer has it's cover
therefor the signage that was once on it no longer exists. This proposed awning is replacing that
existing awning. However the new awning is longer than the old awning.
E. Written Submittal
1.) Archtectual Theme: The awning is typical beach type design. There are several business to the
north and south of this business that also utilize awnings as part of their architectural theme.
2.) Height: N/ A as this is not a freestanding sign.
3.) Lighting: The lighting is internally lite using rows of fluorescent fixtures running along the
length of the awning. Lamps will be cool white slim line fluorescent. BaUase are 296/12Ovolt, one
per fixture. It will be connected to a timer for automatic control.
4.) Total Area of Sign Faces: The overaU lettering on each awning is 112.5" x 12.75" totaling 10 sq
ft each awning for a total of 20 sq ft. The address is 12.5" x 32.5" for a total of 2.82 sq ft. The 20
sq ft is aUowed for 1 sign under the standard sign code. However in this case the 20 sq ft is beign
split between 2 signs.
5.) Community Character: In keeping with the Community Character awnings are typically seen
in beach / resort areas.
6.) Property Values: The replacement of an awning with a new awning will only increase the value
of the property. It will in no way have an adverse effect on the value of the property in the
immediate vicinity of this parcel.
7.) Elimination of Unattractive signage: The only signage on this address/parcel is the old awning
which is being replaced by this new awning.
8.) Special Area or Scenic Corridor Plan. The signage proposed in the Comprehensive Sign
Program is consistent with any special area or scenic corridor plan which the City of
Clearwater has adopted for this area.
