street Northbound on Lincoln can only make a right...and the sign obviously does not interfere there, it is on that
drivers left side.
In the same vein, a driver seeking to look at traffic that is Westbound on Court is median protected. Those drivers
can only get to Eastbound Court by entering the median, thus not posing any interference to the clear site
triangle.

Location of all street rights-of-way within and adjacent to the site;
Location of all existing and proposed sidewalks;
Lot frontage on all street rights-of-way;
Location of all freestanding (including directional) signs proposed and existing (indicate whether to be removed);

E. WRITTEN SUBMITTAL REQUIREMENTS: (Code Section 3-1807.C)
Signage proposed as part of a Comprehensive Sign Program may deviate from the minimum sign standards in terms of numbers of signs per
business or parcel of land, maximum area of sign face per parcel of land and the total area of sign faces per business or parcel of land, subject
to compliance with the flexibility criteria outlined below. Monument signs, pursuant to Sections 3-1806. B. 1.g and 3-1 B06B. 2 shall not be eligible
for this program. As part of the program, all sign types (freestanding, attached, windows, interior site directional, etc.) shall be reviewed for the
business and/or the development parcel to achieve compliance in so far as possible with these current regulations. A master sign program for
shopping centers, including all out parcels, and office complexes shall include all types of signs for all tenants/uses within the development
parcel. These will be reviewed as a Comprehensive Sign Program application.
All existing and proposed signs must be architecturally integrated into the design of the building and/or site using similar and coordinated
design and style features, materials and colors, etc. Attached signs shall be horizontally and vertically proportionately located on
each far;ade with no protrusions above rooflines, over windows, trim, cornices or other building features.
Cl Provide complete responses to the COMPREHENSIVE SIGN PROGRAM CRITERIA including how the criteria are met:
1. Architectural Theme. The design, character, location and/or materials of all freestandina and attached signs proposed
in a comprehensive sign program shall be demonstrably more attractive than signs otherwise permitted on the parcel
proposed for development under the minimum signs standards. All signs must be architecturally integrated into/with the
design of the building and/or site using similar and coordinated design features, materials and colors, etc.

surrounding signage types. It is a nicer designed sign than what is existing.
There has been significant problems with patients in finding the site.
2. Height. The height of all freestanding signs proposed through the Comprehensive Sign Program shall relate to the
design of the sign and shall not exceed 14 feet in height.
This standard is met.
3. Lighting. Any lighting proposed as a part of a Comprehensive Sign Program is automatically controlled so that the
lighting is turned off when the business is closed.
This standard is met.
4. Total Area of Sign Faces. Height, Area, Number and Location of Signs. The height, area, number and location of
signs permitted through the Comprehensive Sign Program shall be determined by the Community Development
Coordinator based on the following criteria: overall size of site, relationship between the building setback and sign
location, frontage, access and visibility to the site, intended traffic circulation pattern, hierarchy of signage, scale and use
of the project, and submittal of a master sign plan for the development parcel/project. Additionally, the maximum
permitted sign area shall be based on the following formula when evaluated against the above criteria:
i. Attached signs - The maximum area permitted for attached signage shall range from one percent up to a maximum
of six percent of the building fayade to which the sign is to be attached.
ii. Freestanding signs - The maximum permitted area of all freestanding signs on a site shall not exceed the range of
sign area permitted by the street frontage or building fayade calculation methods set forth in Section 1806.B.1.c.i.
and ii.

the community character of the City of Clearwater.

value of the property in the immediate vicinity of the parcel proposed for development.

Also note that wall signage will be held to the level that it is at currently,
a signle sign of 15 SF on Court. There will be no wall sign on Lincoln.
7. Elimination of Unattractive Signage. The signage proposed in a Comprehensive Sign Program will result in the
elimination of existing unattractive signage or will result in an improvement to the appearance of the parcel proposed for
development in comparison to signs otherwise permitted under the minimum sign standards.

E. WRITTEN SUBMITTAL REQUIREMENTS: (Code Section 3-1807.C)
Signage proposed as part of a Comprehensive Sign Program may deviate from the minimum sign standards in terms of numbers of signs per
business or parcel of land, maximum area of sign face per parcel of land and the total area of sign faces per business or parcel of land,
subject to compliance with the flexibility criteria outlined below. Monument signs, pursuant to Sections 3-1806.8.1.g and 3-18068.2 shall not
be eligible for this program. As part of the program, all sign types (freestanding, attached, windows, interior site directional, etc.) shall be
reviewed for the business and/or the development parcel to achieve compliance in so far as possible with these current regulations. A master
sign program for shopping centers, including all out parcels, and office complexes shall include all types of signs for all tenants/uses within
the development parcel. These will be reviewed as a Comprehensive Sign Program application.
All existing and proposed signs must be architecturally integrated into the design of the building and/or site using similar and coordinated
design and style features, materials and colors, etc. Attached signs shall be horizontally and vertically proportionately located on
each fat;ade with no protrusions above roof lines, over windows, trim, cornices or other building features.
1:1 Provide complete responses to the COMPREHENSIVE SIGN PROGRAM CRITERIA including how the criteria are met:
1. Architectural Theme. The design, character, location and/or materials of all freestandina and attached signs proposed
in a comprehensive sign program shall be demonstrably more attractive than signs otherwise permitted on the parcel
proposed for development under the minimum signs standards. All signs must be architecturally integrated into/with the
design of the building and/or site using similar and coordinated design features, materials and colors, etc.
The signage proposed is designed specifically to improve the site and meet surrounding signage types. In regard to color,
style, architectural improvement, colors and style, the sign proposed is better than what is at the. site, and will meet
surrounding type signs.
2. Height. The height of all freestanding signs proposed through the Comprehensive Sign Program shall relate to the design
of the sign and shall not exceed 14 feet in height.

3. Lighting. Any lighting proposed as a part of a Comprehensive Sign Program is automatically controlled so that the lighting
is turned off when the business is closed.
This standard is met. The sign will be lit around business hours.

4. Total Area of Sign Faces. Height, Area, Number and Location of Signs. The height, area, number and location of
signs permitted through the Comprehensive Sign Program shall be determined by the Community Development
Coordinator based on the following criteria: overall size of site, relationship between the building setback and sign
location, frontage, access and visibility to the site, intended traffic circulation pattern, hierarchy of signage, scale and use
of the project, and submittal of a master sign plan for the development parcel/project. Additionally, the maximum
permitted sign area shall be based on the following formula when evaluated against the above criteria:
i. Attached signs - The maximum area permitted for attached signage shall range from one percent up to a maximum
of six percent of the building far;ade to which the sign is to be attached.
ii. Freestanding signs - The maximum permitted area of all freestanding signs on a site shall not exceed the range of
sign area permitted by the street frontage or building far;ade calculation methods set forth in Section 1806.B.1.c.i.
andii.
The sign proposed for this site is ~hin these parameters. No wall signage change is requested, and the site's wall sign
is below what is allowed by code. The free standing sign proposed is in the middle range of the parameters outlined above.

5. Community Character. The sign age proposed in the Comprehensive Sign Program shall not have an adverse impact on
the community character of the City of Clearwater.
The sign does has some architectural features, admittedly minor, but the sign is still an upgrade as to what is at the site now.
6. Property Values. The signage proposed in the Comprehensive Sign Program will not have an adverse impact on the
value of the property in the immediate vicinity of the parcel proposed for development.
The sign proposed is not a major feature of the site, it is not very large and it is an improvement to what s at the site now.
The sign is proposed as an improvement and will enhance the site, and the surrounding neighborhood This is in conjunction
with a wall sign that is already below what is allowed in regard to size..
7. Elimination of Unattractive Signage. The signage proposed in a Comprehensive Sign Program will result in the
elimination of existing unattractive signage or will result in an improvement to the appearance of the parcel proposed for
development in comparison to signs otherwise permitted under the minimum sign standards.
The sign proposed removes an unattractive sign from the site and it will be an improvement to the area.
8. Special Area or Scenic Corridor Plan. The signage proposed in the Comprehensive Sign Program is consistent with
any special area or scenic corridor plan which the City of Clearwater has prepared and adopted for the area in which the
parcel proposed for development is located.

I am submitting a partial rough draft plan for you to consider (one per each of you).
When we last spoke, we had decided to try a few new things:
1) I have had the site plan redrawn and enlarged correctly so that it is all in scale and the details
are very clear.
2) I have had the channeled southward auto movement, a left turn from Court, onto Lincourt,
included. This is to allow you to evaluate the placement of the proposed free standing sign into the
clear site triangle. My thinking is that the channeled lane removes any concerns of the site
visibility triangle that could normally negatively affect drivers with this specific placement. This is
a unique situation and that is why we have continued to look at the sign location as shown.
Your communication before I left on vacation, as I recall, is that you would look to determine if
this placement is OK, specifically in regard to the site triangle.
3) I am attaching a revised color sign elevation that responds to the last set of comments I got from
Mike.

This letter constitutes a Development Order pursuant to Section 4-202.E of the
Community Development Code. On July 20, 2004, the Planning Staff reviewed your
Comprehensive Sign Program (CSP) application that includes removing an existing
freestanding sign and replacing it with a 62.37 square foot monument-style sign at a
height of 10.5 feet. The sign will be located at the northwest corner of the site. The sign
message areas will have a pantone brown color. The sign posts and framing will be
painted beige. The words LINCOURT Medical Center and the address are to be painted
pantone brown. All other sign copy is to be white.
The Comprehensive Sign Program has been approved. The approval is based on, and
must be consistent with, the revised site plan and drawings dated received July 12, 2004,
subject to the following conditions:
Conditions of Approval:
1. That the address be incorporated within the body of the freestanding sign (not as an
appendage on the bottom) to the satisfaction of staff prior to issuance of a sign permit;
2. That a landscape plan be submitted to staff that shows a minimum of 12 square feet of
landscape area around the base of the freestanding sign, to the satisfaction of Staff,
prior to the issuance of a building permit;
3. That the landscaping around the base of the freestanding sign be maintained; and
4. That the freestanding sign may need to be relocated, at the owner's expense, should
the City make right-of-way improvements that impact the sign location, or should
City of Clearwater Traffic Engineering deem it necessary for pedestrian/vehicular
safety.

Dear Mr. Pressman:
This letter constitutes a Development Order pursuant to Section 4-202.E of the
Community Development Code. On July 20, 2004, the Planning Staff reviewed your
Comprehensive Sign Program (CSP) application that includes removing an existing
freestanding sign and replacing it with a 62.37 square foot monument-style sign at a
height of 10.5 feet. The sign will be located at the northwest comer of the site. The sign
message areas will have a pantone brown color. The sign posts and framing will be
painted beige. The words LINCOURT Medical Center and the address are to be painted
pantone brown. All other sign copy is to be white.
The Comprehensive Sign Program has been approved. The approval is based on, and
must be consistent with, the revised site plan and drawings dated received July 12, 2004,
subject to the following conditions:
Conditions of Approval:
1. That the address be incorporated within the body of the freestanding sign (not as an
appendage on the bottom) to the satisfaction of staff prior to issuance of a sign permit;
2. That a landscape plan be submitted to staff that shows a minimum of 12 square feet of
landscape area around the base of the freestanding sign, to the satisfaction of Staff,
prior to the issuance of a building permit;
3. That the landscaping around the base of the freestanding sign be maintained; and
4. That the freestanding sign may need to be relocated, at the owner's expense, should
the City make right-of-way improvements that impact the sign location, or should
City of Clearwater Traffic Engineering deem it necessary for pedestrian/vehicular
safety.

I am providing you with comments to your revised submittal.
1. Re-do the lettering on the freestanding sign that reads, L1NCOURT, as it is not proportional.
2. The address number should be 6 inches.
3. On the freestanding sign specification sheet, state the height of the sign message portion and state the square
footage of the sign area.
4. The sign needs to have a minimum of a 12 square foot landscaped base.
5. The bottom of the freestanding sign should be either solid (no lattice).
6. The site plan needs to be to scale with dimensions. Use dimensional arrows (including one to show the 5 foot
setback).
7. The site plan needs to show dimensional arrows to indicate frontage.
8. Draw in the visibility triangle onto the site plan.
9. The freestanding sign cannot be located within the visibility triangle.
10. All sign copy needs to be white with the red/maroon color (your submittal color)

1. For some concerns, I have marked some pages of the application form and will FAX to you.
2. Please note that the correct address of the site is 501 South Lincoln Avenue and not 501 Court Street.
3. Complete the applicant and owner information on the application form, page 1.
4. Provide the sign contractor state license number.
5. Submit a calculation sheet to show how sign dimensions are proposed.
6. The submittal is unclear regarding the intention if the existing freestanding sign. Is it intended to remain? Where
is it on site?
7. What part of the proposed freestanding sign is intended to be illuminated?
8. On the site plan, label the size (in square feet) of the building footprint,
9. Label, with dimensional arrows, the five foot setback, to any freestanding sign proposed or intended to remain.
10. Label the site visibility triangles with dimensions.
11. Clearly show all curb cuts/means of vehicular access on site.
12. Label, with dimensional arrows, the lot frontage.
13. Label the photograph sheet showing signage with location and if the existing freestanding sign is proposed to
remain.
14. Revise the layout of the proposed freestanding sign to show the address at the lower portion of the sign.
15. Clarify the proposed freestanding sign area total amount in square feet. The amount stated within the data table
conflicts with what is shown on the sign specification sheet.

E. WRITTEN SUBMITTAL REQUIREMENTS: (Code Section 3-1807.C)
Signage proposed as part of a Comprehensive Sign Program may deviate from the minimum sign standards in terms of numbers of signs per
business or parcel of land, maximum area of sign face per parcel of land and the total area of sign faces per business or parcel of land,
subject to compliance with the flexibility criteria outlined below, Monument signs, pursuant to Sections 3-1806,8, 1.g and 3-18068.2 shall not
be eligible for this program. As part of the program, all sign types (freestanding, attached, windows, interior site directional, etc.) shall be
reviewed for the business and/or the development parcel to achieve compliance in so far as possible with these current regulations. A master
sign program for shopping centers, including all out parcels, and office complexes shall include all types of signs for all tenants/uses within
the development parcel. These will be reviewed as a Comprehensive Sign Program application.
All existing and proposed signs must be architecturally integrated into the design of the building and/or site using similar and coordinated
design and style features, materials and colors, etc. Attached signs shall be horizontally and vertically proportionately located on
each fa9ade with no protrusions above roof lines, over windows, trim, cornices or other building features.
o Provide complete responses to the COMPREHENSIVE SIGN PROGRAM CRITERIA including how the criteria are met:
1. Architectural Theme. The design, character, location and/or materials of all freestandina and attached signs proposed
in a comprehensive sign program shall be demonstrably more attractive than signs otherwise permitted on the parcel
proposed for development under the minimum signs standards. All signs must be architecturally integrated into/with the
design of the building and/or site using similar and coordinated design features, materials and colors, etc.
The signage proposed is designed specifically to improve the site and meet surrounding signage types. In regard to color,
style, architectural improvement, colors and style, the sign proposed is better than what is at the. site, and will meet
surrounding type signs.

I am providing my comments to your Comprehensive Sign Program (CSP) application for the above stated site.
1. For some concerns, I have marked some pages of the application form and will FAX to you.
2. Please note that the correct address of the site is 501 South Lincoln Avenue and not 501 Court Street.
3. Complete the applicant and owner information on the application form, page 1.
4. Provide the sign contractor state license number.
5. Submit a calculation sheet to show how sign dimensions are proposed.
6. The submittal is unclear regarding the intention if the existing freestanding sign. Is it intended to remain? Where
is it on site?
7. What part of the proposed freestanding sign is intended to be illuminated?
8. On the site plan, label the size (in square feet) of the building footprint,
9. Label, with dimensional arrows, the five foot setback, to any freestanding sign proposed or intended to remain.
10. Label the site visibility triangles with dimensions.
11 . Clearly show all curb cuts/means of vehicular access on site.
12. Label, with dimensional arrows, the lot frontage.
13. Label the photograph sheet showing signage with location and if the existing freestanding sign is proposed to
remain.
14. Revise the layout of the proposed freestanding sign to show the address at the lower portion of the sign.
15. Clarify the proposed freestanding sign area total amount in square feet. The amount stated within the data table
conflicts with what is shown on the sign specification sheet.
