WRITTEN SUBMITTAL REQUIREMENTS: (Code Section 3-1807.C) Signage proposed as part of a Comprehensive Sign Program may deviate from the minimum sign standards in terms of numbers of signs per business or parcel of land, maximum area of sign face per parcel of land and the total area of sign faces per business or parcel of land, subject to compliance with the flexibility criteria outlined below. Monument signs, pursuant to Sections 3-1806.B.1.g and 3-18068.2 shall not be eligible for this program. As part of the program, all sign types (freestanding, attached, windows, interior site directional, etc.) shall be reviewed for the business and/or the development parcel to achieve compliance in so far as possible with these current regulations. A master sign program for shopping centers, including all out parcels, and office complexes shall include all types of signs for all tenants/uses within the development parcel. These will be reviewed as a Comprehensive Sign Program application. All existing and proposed signs must be architecturally integrated into the design of the building and/or site using similar and coordinated design and style features, materials and colors, etc. Attached signs shall be horizontally and vertically proportionately located on each faqade with no protrusions above roof lines, over windows, trim, cornices or other building features. o Provide complete responses to the COMPREHENSIVE SIGN PROGRAM CRITERIA including how the criteria are met: 1. Architectural Theme. The design, character, location and/or materials of all freestandina and attached signs proposed in a comprehensive sign program shall be demonstrably more attractive than signs otherwise permitted on the parcel proposed for development under the minimum signs standards. All signs must be architecturally integrated intolwith the design of the building and/or site using similar and coordinated design features, materials and colors, etc. 2 he height of all freestanding signs proposed through the Comprehensive Sign Program shall relate to the the sign and shall not exceed 14 feet in height. Any lighting proposed as a part of a Comprehensive Sign Program is automatically controlled so that the lighting is turned off when the business is closed. Height, Area, Number and Location of Signs. The height, area, number and location of signs permitted through the Comprehensive Sign Program shall be determined by the Community Development Coordinator based on the following criteria: overall size of site, relationship between the building setback and sign location, frontage, access and visibility to the site, intended traffic circulation pattern, hierarchy of signage, scale and use of the project, and submittal of a master sign plan for the development parcel/project. Additionally, the maximum permitted sign area shall be based on the following formula when evaluated against the above criteria: i. Attached signs - The maximum area permitted for attached signage shall range from one percent up to a maximum of six percent of the building fa<;ade to which the sign is to be attached. ii. Freestanding signs - The maximum permitted area of all freestanding signs on a site shall not exceed the range of sign area permitted by the street frontage or building fa<;ade calculation methods set forth in Section 1806.B.1.c.i. andii. 5. Community Character. (Quality Self-Storage) Dear Mr. Creenan: On July 3,2001, the Planning Staff approved your application for a Comprehensive Sign Program (CSP) to increase the area of a proposed attached sign from 10 square feet to 14 square feet. The application also includes a request to increase the area of a proposed freestanding sign from 10 square feet to 20 square feet. On October 14, 2002, the Planning Staff reviewed a revised application for a Comprehensive Sign Program (CSP) to increase the area and number of proposed freestanding signs from one sign of 20 square feet to two signs totaling 81 square feet (less than one half the width of the property of 200 feet along Nursery Road). The proposal includes installing a new, 61 square foot sign along the front (east) property line along U.S. Highway 19 North. The sign will read "QUALITY SELF STORAGE" in white letters with the phone number of the establishment listed below also in white letters and four inches in height. The background of the sign will be teal and will include two reader boards beneath with black letters on a white background. The sign will be located on the north side of the existing driveway five feet from the front (east) property line along US Highway 19 North. The sign will be 13.5 feet in height and nine feet in width. The base, four feet 10 inches in width, will be light beige in color to match the primary color of the existing building. It constitutes 6.5 feet of the overall height of the sign. Black address numbers six inches in height will be located on the base approximately five feet above grade. BRIAN]. No changes are proposed for the appearance and physical dimensions of the sign. The application for the Comprehensive Sign Program has been approved for the signs as submitted (see attached) with the following three conditions: 1. That all banners and other nonconforming signs be removed prior to the issuance of any permits; 2. That all flags be removed from the right-of-way prior to the issuance of any permits; 3. That an inspection be arranged by the applicant to ensure that all requirements of Section 3-1801 are met, prior to the issuance of any permits, 4. That all setback and sight visibility triangle requirements be met, and 5. That all signs be located within a minimum 12 square foot landscape area. Pursuant to Section 4-303, an application for a building permit shall be made within one (1) year of the date of this Development Order (November 8, 2003). All required building approvals shall be obtained within one (1) year of the date of issuance of the initial building permit. Permitted time frames do not change with successive owners. Please be aware that the issuance of this Development Order does not relieve you of the necessity to obtain any building permits or pay any fees that may be required. In order to facilitate the issuance of any permit or license affected by this approval, please bring a copy of this letter with you when applying for any permits or licenses that require this prior development approval. Under the provisions of Section 3-1806.B.l.e. (The height of a freestanding sign shall not exceed one and one-half times the width of the sign structure or 14 feet whichever is less.) the submitted sign is too tall. The width of the sign is nine feet. One and a half times the width would be 13.5. The height of the sign is shown at 14 feet. 2. Under the provisions of Section 8-102 Sign area or surface area means the area, in square feet, enclosed by a rectangle, parallelogram, triangle, circle, semicircle, cross, other geometric figures, or other architectural design, the side of which make contact with the extreme points or edges of the sign, excluding the supporting structure which does not form part of the sign proper or of the display. Unless otherwise indicated, area means area per sign face. Illuminated portions of a sign structure shall be considered part of the sign area. Also. any portion of the surface area of a freestandin2 si2n structure that exceeds 50 percent of the permitted area of the si2n face shall be considered part of the si2n area. The area of a sign for attached signs is based on the smallest geometric shape(s) around the graphics/text; area for sign cabinets used as attached signs shall be based on the entire sign cabinet. Note the bolded, underlined portion of the definition. The base of the ~l is 67.5 square feet or 110 percent 0' tip area of the sign face. The allowable area of the base is 30.5 square feet. Reducing the height of the base to 3.89 feet will provide a base with an area of 30.5 square feet, permitted by Code. It would also meet the height limitations by providing a sign with an overall height of approximately 11 feet. Resubmit one rendered, scaled and dimensioned drawing for review. Include the exact color and materials of the base. Clarify whether the base will be as dark a brown as shown and if it is simply painted emu or if will be a stucco finish.
