E. WRITTEN SUBMITTAL REQUIREMENTS: (Code Section 3-1807.C)
Sign age proposed as parl of a Comprehensive Sign Program may deviate from the minimum sign standards in terms of numbers of signs per
business or parcel of land, maximum area of sign face per parcel of land and the total area of sign faces per business or parcel of land,
subject to compliance with the flexibility criteria outlined below. Monument signs, pursuant to Sections 3-1806.B.1.g and 3-1806B.2 shall not
be eligible for this program. As parl of the program, all sign types (freestanding, attached, windows, interior site directional, etc.) shall be
reviewed for the business and/or the development parcel to achieve compliance in so far as possible with these current regulations. A master
sign program for shopping centers, including all out parcels, and office complexes shall include all types of signs for all tenants/uses within
the development parcel. These will be reviewed as a Comprehensive Sign Program application.
All existing and proposed signs must be architecturally integrated into the design of the building and/or site using similar and coordinated
design and style features, materials and colors, etc. Attached signs shall be horizontally and verlically proporlionately located on each
far;ade with no protrusions above roof lines, over windows, trim, cornices or other building features.
o Provide complete responses to the COMPREHENSIVE SIGN PROGRAM CRITERIA including how the criteria are met:
1. Architectural Theme. The design, character, location and/or materials of all freestandinCl and attached signs proposed
in a comprehensive sign program shall be demonstrably more attractive than signs otherwise permitted on the parcel
proposed for development under the minimum signs standards. All signs must be architecturally integrated into/with the
design of the building and/or site using similar and coordinated design features, materials and colors, etc.

2. Height. The height of all freestanding signs proposed through the Comprehensive Sign Program shall relate to the
design of the sign and shall not exceed 14 feet in height.

3. Lighting. Any lighting proposed as a part of a Comprehensive Sign Program is automatically controlled so that the
lighting is turned off when the business is closed.

4. Total Area of Sign Faces. Height, Area, Number and Location of Signs. The height, area, number and location of
signs permitted through the Comprehensive Sign Program shall be determined by the Community Development
Coordinator based on the following criteria: overall size of site, relationship between the building setback and sign
location, frontage, access and visibility to the site, intended traffic circulation pattern, hierarchy of signage, scale and use
of the project, and submittal of a master sign plan for the development parcel/project. Additionally, the maximum
permitted sign area shall be based on the following formula when evaluated against the above criteria:
i. Attached signs - The maximum area permitted for attached signage shall range from one percent up to a maximum
of six percent of the building fa~ade to which the sign is to be attached.
ii. Freestanding signs - The maximum permitted area of all freestanding signs on a site shall not exceed the range of
sign area permitted by the street frontage or building fa~ade calculation methods set forth in Section 1806.B.1.c.i.

the community character of the City of Clearwater.

SIGN PERMIT SUBMITTAL REQUIREMENTS:
(a) Provide a signed and sealed property survey (or copy of the signed and sealed property survey) showing dimensions, acreage, location of the property,
and all current structures and improvements. Reference Clearwater Community Development Code Sections 4-202 A. 7 and 4-1003.
(b) Provide a site plan, drawn to scale, to verify the location of all existing and proposed signage. The site plan is to show sight triangles, existing location of
trees and tree canopies, as well as setback dimensions to all monument or freestanding signs. (Freestanding signs must be a minimum of five (5) feet
from any property line.)
ADDITIONAL SIGN PERMIT REQUIREMENTS:
(c) Inventory of all existina slans on the same property and/or building on which the sign is to be located, indicating the number, type, use e.g. property
Identification, business identification, etc.) location and surface area. (If "none", so indicate);
(d) That proposed signage meet all standards per Section 3-1806 or 3-1807 when attached to the Comprehensive Sign Program.
(e) Maximum and minimum height of the sign, as measured from finished grade;
(f) Dimensions of the sign's supporting members;
(g) For illuminated signs, the type, placement, intensity and hourS of illumination. (Not more than five (5) foot-candles of light intensity for commercial signs.);

* All applications for signs shall include detail drawings showing how the sign is to be constructed and secured. All signs greater than 32 square feet in size
shall have structural drawing signed and sealed by licensed Florida engineer or architect.
ALL freestanding and monument signage shall contain a three square foot property address sign (not to be induded in the signage square footage).
ALSO, please note that wind load requirements should conform to the 2001 edition of the Florida Building Code.

Statement of Authorization - Any application form which is signed by an individual other than the property owner shall be accompanied by a notarized
statement of authorization consenting to the sign placement or. if the property or building upon which the sign is to be located is leased, a copy of the executed
lease shall accompany the application form. In the event the building or property is leased and the application form is signed by an Individual other than the
lessor, the application shall be accompanied by a notarized statement of authorization signed by the lessor consenting to the sign placement. (Not required for
portable signs/face changes or signs approved by variances.)
CERTIFICATION
I certify that all information submitted on this application and attachments thereto are true and correct to the best of my knowledge and belief.
I understand that any inaccurate information may result in revocation of the sign permit and removal of any sign erected pursuant to such
permit. I will be responsible for the installation of the subject sign in accordance with the sign regulations of the City of Clearwater.
I acknowledge that all nonconforming signs are subject to the amortization provisions contained in Section 44.55 of the City of Clearwater
Code of Ordinances and must be brought into compliance before October 13, 19 2. Furthermore. I understand that any investment made in
or to a nonconforming sign during the amortization period, including but not ited to message changes, shall not constitute grounds for
no mpliance or compliance later than October 13. 1992.

RE: Development Order regarding case CSP 00-10-26 at 2475 Sunset Point Road
Mr. Henley:
On December 26, 2000, the Planning Staff reviewed your application for Comprehensive Sign
Program to increase the area of a proposed, 14-foot tall freestanding sign from 49 square feet to
84.4 square feet which will have three placards, one each for the Premier Community Bank,
American Red Cross and Jani-King (as attached). The request also includes an attached sign for
the Red Cross building with an increase in area from 10 square feet to 20 square feet which reads
"American Red Cross". The application for the Comprehensive Sign Program has been approved
for the two signs as submitted with the condition that the existing freestanding and roof signs
identifying Premier Community Bank be removed within 30 days or receipt of any sign permit.
Pursuant to Section 4-303, an application for a building permit shall be made within one (1) year
of the date of this Development Order (December 28, 2001). All required building approvals
shall be obtained within one (1) year of the date of issuance of the initial building permit.
Permitted time frames do not change with successive owners.
Please be aware that the issuance of this Development Order does not relieve you of the necessity
to obtain any building permits or pay any fees that may be required. In order to facilitate the

You have submitted a Comprehensive Sign Program application submittal for 2475 Sunset Point Boulevard. Your
application proposes an amendment to a previous Comprehensive Sign Program application, CSP 00-10-26.
There is no record of any application fee payment for your submittal. The "Submit application fee $300.00" (which is a
printed check off box on the form) has been penned through (the $300.00 crossed out), apparently by the applicant, with
$75.00 handwritten beside it. The Comprehensive Sign Program application fee, new or amended is $300. If the
application is proposing a minor amendment, the fee is $75.00. Please note that any further review of the application will
not take place until the application fee is paid.
The file for Comprehensive Sign Program application, CSP 00-10-26, is out of the office for processing to microfiche. This
file is expected to be returned from the microfiche process to the Planning Department by tomorrow (Friday).
Your application submittal needs to be revised to show what was approved previously (CSP 00-10-26) in December 2000,
what is existing, and what you are proposing. Please provide this information with drawings and building elevations or
photographs (label with dimensional arrows). Your site plan needs to show this information (label it) as well. Your submittal
needs to include a data table/calculation sheet for the proposed sign age.
Upon review of the file material for CSP 00-10-26 and your revised application, we can determine if your proposed
amendment is minor and decide the application fee amount to be paid. I will be happy to meet with you to discuss the
application. I can show you examples of other Comprehensive Sign Program submittals.
