F. WRITTEN SUBMITTAL REQUIREMENTS: (Code Section 3-1807.C)
o Provide complete responses to the COMPREHENSIVE SIGN PROGRAM CRITERIA:
1. Architectural Theme.
a. The signs proposed in a Comprehensive Sign Program shall be designed as a part of the architectural theme of the
principal buildings proposed or developed on the parcel proposed for the development and shall be constructed of
materials and colors which reflect an integrated architectural vocabulary for the parcel proposed for development.
See Exhibit "e" attached for responses to Comprehensive Sign Program
Criteria 1 through 8.

b. The design, character, location and/or materials of the signs proposed in the Comprehensive Sign Program shall be
demonstrably more attractive than signs otherwise permitted on the parcel proposed for development under the minimum
sign standards.
2. Height. The maximum height of all signs proposed in a Comprehensive Sign Program is twelve (12) feet provided.
however, that a single attached sign with a sign face of no more than twelve (12) square feet may be erected up to the
height of the principal building.
3. Lighting. Any lighting proposed as a part of a Comprehensive Sign Program is automatically controlled so that the
lighting is turned off when the business is closed.
4. Total Area of Sign Faces. The total area of sign faces which are proposed as a part of a Comprehensive Sign Program
shall not exceed two (2) times the total area of sign faces permitted under the minimum sign standards on the parcel
proposed for development.

5. Community Character. The signage proposed in the Comprehensive Sign Program shall not have an adverse impact on
the community character of the City of Clearwater.
6. Property Values. The signage proposed in the Comprehensive Sign Program will not have an adverse impact on the
value of the property in the immediate vicinity of the parcel proposed for development.
7. Elimination of Unattractive Signage. The signage proposed in a Comprehensive Sign Program will result in the
elimination of existing unattractive signage or will result in an improvement to the appearance of the parcel proposed for
development in comparison to signs otherwise permitted under the minimum sign standards.
8. Special Area or Scenic Corridor Plan. The signage proposed in the Comprehensive Sign Program is consistent with
any special area or scenic corridor plan which the City of Clearwater has prepared and adopted for the are in which the
parcel proposed for development is located.
G. SUPPLEMENTAL SUBMITTAL REQUIREMENTS: (Code Section 4-202.A)

TO COMPREHENSIVE SIGN PROGRAM APPLICATION
Section F. Written Submittal Requirements
1. Architectural Theme.
a. The signs proposed in a Comprehensive Sign Program shall be
designed as a part of the architectural theme of the principal
buildings proposed or developed on the parcel proposed for the
development and shall be constructed of materials and colors which
reflect an integrated architectural vocabulary for the parcel proposed
for development.
Rally is owned by Risser Companies which has purchased many Amoco
Split Second stores, such as the subject location, and also former Texaco
and Chevron stations, along the west coast of Florida, from Pinellas
County to Lee County. The proposed signs are consistent with Rally
design and logo at other locations on the west coast of Florida. The
yellow signage with red lettering is Rally's trademark.
The Subway sign contains Subway's logo and is required by the
franchisor.

b. The design, character, location and/or materials of the signs
proposed in the Comprehensive Sign Program shall be demonstrably
more attractive than signs otherwise permitted on the parcel
proposed for development under the minimum sign standards.
2. Height. The maximum height of all signs proposed in a Comprehensive
Sign Program is twelve (12) feet provided, however, that a single attached
sign with a sign face of no more than twelve (12) square feet may be
erected up to the height of the principal building.
The proposed freestanding sign is 14 feet in height; which is reduction of the
height of the existing sign by 6 feet. The canopy over the gas pumps has a
clearance of 16 feet, making it such that sign height will not be the predominant
feature when viewing the overall site.
3. Lighting. Any lighting proposed as a part of a Comprehensive Sign
Program is automatically controlled so that the lighting is turned off when
the business is closed.

The business is open 24 hours so the signs will remain lit during night-time
hours.
4. Total Area of Sign Faces. The total area of sign faces which are proposed
as a part of a Comprehensive Sign Program shall not exceed two (2) times
the total area of sign faces permitted under the minimum sign standards on
the parcel proposed for development.
The Applicant is either replacing existing sign faces or reducing the total area of
signage on site.
The Applicant proposes to replace one freestanding 67.65 square ft. pole sign
with a 40 sq. ft. freestanding/pole sign and a 25.6 sq. ft. monument sign. This is
a 2.05 sq. ft. reduction.
The 51.5 sq. ft. Amoco Split Second sign is being replaced with the following
three signs, for a total of 51.05 sq. ft.
Subway
Rally
Market
13.5 sq. ft.
19.75 sq. ft.
18.25 sq. ft.
We have included Subway in the total calculations, although it is a separate
business located within the building.
5. Community Character. The signage proposed in the Comprehensive Sign
Program shall not have an adverse impact on the community character of
the City of Clearwater.
As stated in Item 6 below, all changes will have a positive impact on the area.
6. Property Values. The signage proposed in the Comprehensive Sign
Program will not have an adverse impact on the value of the property in the
immediate vicinity of the parcel proposed for development.
Any impact on the surrounding area should be a positive impact. The use of the
property as a convenience store and gas station has not changed. Through the
change in ownership and the proposed sign changes, the site will be revitalized.
7. Elimination of Unattractive Signage. The signage proposed in a
Comprehensive Sign Program will result in the elimination of existing
unattractive signage or will result in an improvement to the appearance of
the parcel proposed for development in comparison to signs otherwise
permitted under the minimum sign standards.

The appearance of the parcel is greatly improved by the proposed signs. The
replacement of one freestanding sign at the corner with a freestanding sign on
Sunset Point Road and a monument sign on Hercules will clearly indentify the
entrance drives. The new signs are attractively designed and will be
appropriately landscaped and set back according to Code requirements.
8. Special Area or Scenic Corridor Plan. The signage proposed in the
Comprehensive Sign Program is consistent with any special area or scenic
corridor plan which the City of Clearwater has prepared and adopted for
the area in which the parcel proposed for development is located.

The arch is constructed of an .040 aluminum face with baked-on white enamel finish, with black 1" x 1"
retainers on both sides, top and bottom.
The yellow stripe and the black stripe between the yellow and white stripes are applied vinyl. 3M film
#7725-015 Bright Yellow is used for the yellow stripe.
Black vinyl used will be 7725-12(gloss) or 7725-22(matte), determined by retainer paint finish.
The arch is notched as shown so that the "Market" letters will fit into the arch and be installed flush to the wall.
The arch has angle supports as necessary to prevent "oil-canning" of face.
The arch is installed by first attaching 900 clips to the wall, then using screws into the retainer returns
to attach arch to clips.

our response to
of the City's comments as a result of the meeting Ed
attended with you, Lisa Fierce and Mary Jo Fox on March 6,
the referenced Comprehensive Sign Program application, and
each (shown in bold) :
1. The height of the freestanding sign on Sunset Point Road should not
exceed 8.125 feet (this is based on the calculation of 1.5' x width of the
sign). The City would like the sign to have a solid base.
The Sunset Point sign was redesigned to lower it and give it a solid base,
making it more of a monument sign. The height was reduced to 1.5 times the
width. The revised sign is shown on the plan as Sign B. The proposed
location of the sign is shown on the same plan.
2. The address should be shown horizontally, rather than vertical, and
preferably at the bottom of the sign.
This was corrected, as shown on the revised sign plan.
3. All lettering on the signs should be of high quality, professional,
durable material.
The applicant will comply with this request - the specifications are shown
on the plans.
4. The car wash signs (on the freestanding sign, the attached sign on
the building and the directional sign) should be redesigned to eliminate the
blue with white bubbles. Preferably they would be white lettering on black
or similar combination.
The applicant complied with the City's request and has redesigned all 3 car
wash signs--the attached sign, the directional sign and the car wash sign on
Sign B.
5. please check the illumination of the Rally attached sign. The City
requires the entire illuminated area to be included in the sign area.
Hopefully, you can adjust the illumination so we can continue to use the
square footage as shown on the plans.
The applicant will comply and make the illumination match the proposed sign
size. The applicant would like to have this done when the sign company is
at the site making the other proposed changes, so we ask if it can be a
condition of approval.
6. Provide the City information on the "market" and arch trademark. If
the arch is included in the trademark, it must be added to the sign area.
The arch is not included in the trademark.
7. It is understood that the monument sign on Hercules, freestanding
sign on Sunset Point and the directional signs are all to be situated in
landscaped beds and outside of the required setback.
This is an acceptable condition.

indicated that the site continues to have violations. Examples are removal
of pump-toppers, portables signs and window signs exceeding 8 sq. ft. per
window.
The applicant indicates this has been done.
9. Consider having the Rally name on the gas pumps instead of on the
canopies.
During our meeting, Lisa suggested that the City would consider leaving the
"Rally" signs on the pumps if the canopy signs were removed. Accordingly,
the applicant would like to withdraw the request for the replacement of the
canopy signs, and instead be permitted to leave the Rally signs on the
pumps. We've turned in a separate plan showing the size of these pump signs.
"Rally" will be removed from all sides of the canopy.
By separate e-mail, I will attach the revised table showing the sign sizes.

On May 15, 2002, the Planning Staff reviewed your application for a Comprehensive
Sign Program (CSP) to replace/continue the use of existing, attached and freestanding
signs at 1971 Sunset Point Road (Rally Gas Station).
The following list reflects the size and location of all signs to be replaced and the size of
the replacement signs:
Attached Signs:
1. One 51.5 square foot attached sign located on the east fa~ade of the principal
structure which reads "SPLIT SECOND" to be replaced with the three attached
signs totaling 51.05 square feet all located on the east fa~ade as follows:
. One 19.75 square foot sign to read "RALLY" in red letters with white edging;
. One 18.25 square foot sign to read "Market" in white letters; and
. One 13.5 square foot sign to read "SUBWAY" with the letters "SUB" in white
and the letters "W A Y" in yellow with black edging.
2. One 30 square foot attached sign located on the north fa~ade of the detached car
wash building which reads "Car Wash" to be replaced with a 30 square foot
attached sign to read "Car Wash" in white letters on a black background; and
3. Twelve attached signs, each 3.76 square feet in area to be located on each gas
pump. Each sign will read "RALLY" in red letters with black edging on a yellow
background (These signs are currently in placed on each pump.)

Freestanding: signs:
1. One 67.65 square foot freestanding sign located along the front (north) property
line along Sunset Point Road to be replaced with two freestanding signs totaling
65.6 square feet as follows:
. One 40 square foot sign, approximately eight feet in height with four separate
reader boards which read "RALLY" in red letters and white edging on a
yellow background, "SUBWAY" with the "SUB" in white and the "WAY in
yellow all on a black background, "Car Wash" in white letters on a black
background and a price panel with prices in black letters on a yellow
background. The sign will be located on the northeast comer of the site; and
. One 25.6 square foot sign, approximately eight feet in height with a price
panel with prices in black letters on a yellow background. The sign will be
located on the north side of the driveway along Hercules A venue.
The application for the Comprehensive Sign Program has been approved for the attached
sign as submitted (see attached) with following conditions:
1. That all existing attached signs, as indicated above, be removed or brought into
compliance with Code prior to the issuance of any permits;
2. That all existing window signs be removed or brought into compliance with Code
prior to the issuance of any permits;
3. That the bases of all freestanding signs including onsite directional signs be finished
in a beige or cream color to match the color of the principle building; and
4. That a sign inspection, to be requested by the applicant, be performed by Staff to
verify removal of all nonconforming signs prior to the issuance of any permits.
Pursuant to Section 4-303, an application for a building permit shall be made within one
(1) year of the date of this Development Order (June 6, 2003). All required building
approvals shall be obtained within one (1) year of the date of issuance of the initial
building permit. Permitted time frames do not change with successive owners.
Please be aware that the issuance of this Development Order does not relieve you of the
necessity to obtain any building permits or pay any fees that may be required. In order to
facilitate the issuance of any permit or license affected by this approval, please bring a
copy of this letter with you when applying for any permits or licenses that require this
prior development approval.

SIGN PERMIT SUBMITTAL REQUIREMENTS:
Site Plan with the following items:
(a) Location of the sign in relation to property lines, public rights-of-way, easements, buildings, and other signs on the property including dimensions.
(Freestanding signs must be a minimum of five (5) feet from any property line.)
(b) Lot frontage on all street rights-of-way.
ADDITIONAL SIGN PERMIT REQUIREMENTS:
(c) Inventory of all existino sions on the same property and/or building on which the sign is to be located, indicating the number, type, use e.g. property
identification, business identification, etc.) location and surface area. (If "none", so indicate);
(d) Maximum and minimum height of the sign, as measured from finished grade;
(e) Dimensions of the sign's supporting members:
(f) For illuminated signs, the type, placement, intensity and hours of illumination. (Not more than five (5) foot-candles of light intensity for commercial signs.);
(g) Dimensions and elevations (including the message and color(s)) of the sign; and
(h) Construction and electrical specifications, for the purpose of enabling determination that the sign meets all applicable structural and electrical requirements
of the Building and National Electric Codes. (Indicate if UL rated.)
'AII applications for signs shall include detail drawings showing how the sign is to be constructed and secured. All signs greater than
32 square feet in size shall have structural drawing signed and sealed by licensed Florida engineer or architect.
ALSO, please note that wind load requirements should conform to the 1997 edition of the Southem Standard Building Code.

Jayne,
can you redo the worksheet? I just want to make sure that I understand what
is out there and what is requested.
It looks like a third freestanding sign is requested. I also need to know the
colour and materials of the base of the freestanding directional signs. Let
me know what the deal is with the gas pump sign. will it be at every gas
pump? Just one of them? In addition, what happened to all the attached signs?
I don't have drawings for them anymore.
We may need to meet again to iron out the final (hopefully) details.
