1. Architectural Theme.
a. The signs proposed in a Comprehensive Sign Program shall be designed as a part of the architectural theme of the
principal buildings proposed or developed on the parcel proposed for the development and shall be constructed of
materials and colors which reflect an integrated architectural vocabulary for the parcel proposed for development.

b. The design, character, location and/or materials of the signs proposed in the Comprehensive Sign Program shall be
demonstrably more attractive than signs otherwise permitted on the parcel proposed for development under the minimum
sign standards.

2. Height. The maximum height of all signs proposed in a Comprehensive Sign Program is twelve (12) feet provided,
however, that a single attached sign with a sign face of no more than twelve (12) square feet may be erected up to the
height of the principal building.
3. Lighting. Any lighting proposed as a part of a Comprehensive Sign Program is automatically controlled so that the
lighting is turned off when the business is closed.

Dear Ms. O'Reilly:
On December 17, 2002, the Planning Staff reviewed your application for a
Comprehensive Sign Program to increase the number and area of proposed attached signs
from one attached sign of 34.96 square feet (one percent of the building fac;ade facing the
street frontage from which the property is addressed) to three attached signs totaling 208
square feet. Two signs of 60 square feet each will be located on the north and west
facades of the building. The sign on the north fac;ade (facing SR 580) constitutes two
percent of the building fac;ade and the sign on the west fac;ade constitutes 2.3 percent of
the building fac;ade. The sign on the south fac;ade will be 87.96 square feet in area
constituting two percent of the building fac;ade. Each sign will read "Lifestyle Family
Fitness" in internally illuminated, red channel letters. An existing, freestanding sign of
approximately 64 square feet and 20 feet in height (along the front, north, property line
along SR 580) will be removed with this proposal. The application for the
Comprehensive Sign Program has been approved for the signs as submitted (attached)
with the condition that the existing freestanding sign be removed prior to the issuance of
any permits for the attached signs.
Pursuant to Section 4-303, an application for a building permit shall be made within one
(1) year of the date of this Development Order (December 17, 2003). All required
building approvals shall be obtained within one (1) year of the date of issuance of the
initial building permit. Permitted time frames do not change with successive owners.
Please be aware that the issuance of this Development Order does not relieve you of the
necessity to obtain any building permits or pay any fees that may be required. In order to
facilitate the issuance of any permit or license affected by this approval, please bring a
copy of this letter with you when applying for any permits or licenses that require this
prior development approval.

Based solely on the 1984 Deed to Bellwether, Parcell originally contained 30.2473 acres.
However, since that Deed was recorded, a portion of Parcel 1 was taken for road right of way, and
a portion of Parcell was conveyed to Dillard's. At this time, the specific acreage remaining in
Parcell as it now exists is not known. It appears that David Hibberd at Westfield has advised that
the entire Mall site comprises 77 acres.

According to the legal description, Parcell has 1,372.56 feet of frontage along State Road
580. It appears that David Hibberd at Westfield has advised that the entire Mall site has
approximately 2,800 feet of frontage along SR 580.
