The Chair called the meeting to order at 9:06 a.m. at City Hall.
To provide continuity for research, items are in agenda order although not necessarily discussed in that order.
ITEM #2 - Approval of Minutes
Trustee Johnson moved to approve the minutes of the January 16, 2001, meeting, as recorded and submitted in written summation by the City Clerk to each Trustee. The motion was duly
seconded and carried unanimously.
ITEM #3 - Adopt amended First Quarter Fiscal Year 2000-2001 CRA budget; authorize appropriation of entire balance of CRA Trust Fund remaining as of 9/30/01 to CRA Miscellaneous Redevelopment
CIP
Operating revenues and expenditures reflect a net increase of $44,534. The additional revenue is due to an increase in tax increment revenues from Pinellas County, the City of Clearwater,
and the Downtown Development Board. This increase is due to the difference between preliminary and final property tax valuations provided by Pinellas County. The major increases in
operating expenditures include a $33,076 increase to the Miscellaneous Redevelopment CIP to support future redevelopment projects in the CRA district and a $9,000 increase to support
Main Street Program activities.
The tax increment revenues increased by $45,034 due to the difference between the preliminary and final property valuations.
The Other Misc. Revenue line item under the Other Revenues section decreased by $102,107. The DDB interlocal agreement was $500 less than previously budgeted and the $101,607 was incorrectly
identified on the wrong line item. This amount is accounted for on the Misc. Redevelopment Fund line item under the Transfers In section.
The Payments to Other Agencies - DDB line item increased by $2,197 to match the increase in tax increment revenues from the DDB to the CRA.
Economic Development Program Manager Diane Smith said staff is looking at architectural design, etc. and the types of projects and activities that are required to preserve the historical
heritage.
It was suggested that the Economic Development Director position should remain at the Assistant City Manager level.
Trustee Clark moved to adopt the amended First Quarter Fiscal Year 2000-2001 CRA budget and to authorize appropriation of the entire balance of the CRA Trust Fund remaining as of September
30, 2001, to the CRA Miscellaneous Redevelopment Capital Improvement Project. The motion was duly seconded and carried unanimously.
