WRITTEN SUBMITTAL REQUIREMENTS: (Code Section 3-1807.C) Signage proposed as part of a Comprehensive Sign Program may deviate from the minimum sign standards in terms of numbers of signs per business or parcel of land, maximum area of sign face per parcel of land and the total area of sign faces per business or parcel of land, subject to compliance with the flexibility criteria outlined below. Monument signs, pursuant to Sections 3-1806.8.1.g and 3-18068.2 shall not be eligible for this program. As part of the program, all sign types (freestanding, attached, windows, interior site directional, etc.) shall be reviewed for the business and/or the development parcel to achieve compliance in so far as possible with these current regulations. A master sign program for shopping centers, including all out parcels, and office complexes shall include al/ types of signs for all tenants/uses within the development parcel. These will be reviewed as a Comprehensive Sign Program application. All existing and proposed signs must be architecturally integrated into the design of the building and/or site using similar and coordinated design and style features, materials and colors, etc. Attached signs shall be horizontally and vertically proportionately located on each fat;ade with no protrusions above roof lines, over windows, trim. cornices or other building features. o Provide complete responses to the COMPREHENSIVE SIGN PROGRAM CRITERIA including how the criteria are met: 1. Architectural Theme. The design, character, location and/or materials of all freestandina and attached signs proposed in a comprehensive sign program shall be demonstrably more attractive than signs otherwise permitted on the parcel proposed for development under the minimum signs standards. Gulati 186 Bayside Drive Clearwater, FL 33767 RE: Development Order regarding case S~ at 1555 South Highland A venue (Publix shopping center) Dear Dr. Gulati: On August 9, 2002, the Planning Staff reviewed your application for a Comprehensive Sign Program (CSP) to increase the area and number of attached signs from one attached sign of 24 square feet (0.05 percent of the west fa~ade of the building) to three attached signs totaling 112 square feet or 2.33 percent of the west building fa~ade. One sign will be 108 square feet in area (2.25 percent of the fa~ade of the building to which it will be attached) and attached to the west fa~ade. The sign will read "PUBLIX FOOD & PHARMACY" in green letters attached directly to the fa~ade of the building. The second sign, also attached to the south fa~ade, will be four square feet (0.08 percent of the fa~ade of the building to which it will be attached) and will read "PRESTO" in yellow letters on a red background. It will be located above an A TM machine. The proposal also includes a request to increase the number and area of freestanding signs from one freestanding sign 64 square feet in area to two freestanding signs totaling 250 square feet in area (one half the lot width along South Highland Avenue of 500 feet). One freestanding sign will be 112 square feet in area, 14 feet in height and will be located along South Highland Avenue approximately 160 feet north of the south driveway. Two, columns will support the sign and will be finished sand-colored stucco. The sign will consist of four inserts. The top insert will read "LA BEll...E PLAZA" in red letters on a white background and "PUBLIX FOOD & PHARMACY" in green letters on a white background. The content of the remaining three inserts is unknown, however, all lettering will be located on a white background and will need to be reviewed for Code compliance prior to installation. The sign will be 138 square feet in area and 14 feet in height. The monument-style sign will include a sand-colored stucco finish painted to match the proposed sign to be located along South Highland A venue and will include 18 inserts. The top insert will read "LA BELLE PLAZA" in red letters on a white background and "PUBLIX FOOD & PHARMACY" in green letters on a white background. The content of the remaining 16 inserts is unknown, however, all lettering will be located on a white background and will need to be reviewed for Code compliance prior to installation. The address will be located on each side of the sign. The application for the Comprehensive Sign Program has been approved for the attached and freestanding signs with the following condition: 1. That the address of the site is located on the front of each freestanding sign in addition to the sides for greater visibility by vehicular traffic; 2. That all freestanding signs be located a minimum of five feet from any property line; and 3. That all tenant signage, as they are replaced through normal maintenance and/or tenant turnover, be designed as channel letter signs of colors compatible with the center, to the satisfaction of staff. Pursuant to Section 4-303, an application for a building permit shall be made within one (1) year of the date of this Development Order (August 27, 2003). All required building approvals shall be obtained within one (1) year of the date of issuance of the initial building permit. Permitted time frames do not change with successive owners. Please be aware that the issuance of this Development Order does not relieve you of the necessity to obtain any building permits or pay any fees that may be required. In order to facilitate the issuance of any permit or license affected by this approval, please bring a copy of this letter with you when applying for any permits or licenses that require this prior development approval. Comprehensive Sign Program -- La Belle Plaza Purpose: The purpose of the Comprehensive Sign Program is to: 1. Enhance Community Character: All "Attached" and/or "Freestanding" signs shall not adversely impact the community character of the City of Clearwater. 2. Enhance Property Values: All "Attached" and/or "Freestanding" signs shall not adversely impact the property values in the immediate vicinity of La Belle Plaza. 3. Achieve a Uniform Architectural Theme: The design, character, location, color scheme, and/or materials for all Attached and Freestanding signs shall be uniform throughout the shopping center. 4. Establish a Standard Lighting Schedule. 5. Have an Innovative, Creative, and an Effective Signage Program at the Shopping Center. Guidelines: The height, area, number and location of signs shall be subject to a final approval by the Community Development Coordinator at the City of Clearwater. The city's approval is based on the following primary criteria: · Overall size of the Shopping Center · Relationship between building setback and sign location . Frontage · Access and Visibility to the Shopping Center · Intended Traffic circulation pattern · Hierarchy of signage · Master Sign Plan for the Shopping Center · Fayade Area corresponding to the Tenant's Location(s) · Special Area Guidelines 1 . . Master Sign Plan: All local tenants must comply with the following master sign plan, on file, with the City of Clearwater: (a) Attached Signs: 1. Preliminary Approval : Tenant shall submit a detailed drawing( s ) including height, area, text/copy, materials, and color scheme of the sign to the Landlord for a preliminary approval. The Drawing( s) must include (i) all dimensions, (ii) bar scale, (iii) name and address of the licensed contractor, (iv) Illumination schedule, (v) areas of the sign(s) to be illuminated, (vi) location and (vii) any additional information that may be required by the Landlord, after the initial review. All costs related to the design, permitting process, installation etc, shall be the responsibility of the Tenant. 2. Permit: All signs must be permitted by the City of Clearwater Planning Department, located at 100 South Myrtle Avenue, Clearwater, FL 33756 3. Design and Installation: Only licensed contractors must be hired to design & install an Attached sign. All signs must be horizontally and vertically proportional to the existing signs at the shopping center. No protrusions above the roof lines, windows, trim, cornices, and/or other building features will be permitted. The following contractor is recommended: Thomas Sign & Awning Company 4. Color Options: Green - Red - or Blue (other corporate colors may be substituted on a case-to-case basis, subject to approval by the City of Clearwater Planning Department). 5. Height: 1.5 to 2 ft. 6. Removal: At lease termination, tenant shall be responsible for (A) removal of the sign, electrical wires etc. (B) patching/repairing of all holes and/or damages to the fa<;ade, and (D) painting the fa<;ade to its original color. All costs of removal shall be the responsibility of the Tenant. I3.Changes: All changes to an existing sign must be approved by the Landlord and by the City of Clearwater. 14. Prohibited Signs: No signs can be erected on publicly owned land adjoining La Belle Plaza, in the easement areas, and inside street right-of-way except otherwise permitted by the City of Clearwater. No signs, handbills, posters, advertisements, or notices must be attached to lampposts, telephone poles, utility poles, fence, and side walks. (b) Freestanding Signs: 1. Some of the things I need to know that I haven't found in the application include the following: 1. Calculations used to figure fa~ade area (only the fa~ade facing the street front to which the building is addressed is counted); 2. Number and area of all proposed attached signs (include percentage of associated fa~ade); 3. Number and area of all proposed freestanding signs (include which calculation used to arrive at area). Again, I think that a brief meeting is in order to go over the application. In the future, it's probably best to meet with me prior to submittal of any comprehensive sign programs to make sure I understand it fully.
