E. WRITTEN SUBMITTAL REQUIREMENTS: (Code Section 3-1807.C)
Signage proposed as part of a Comprehensive Sign Program may deviate from the minimum sign standards in terms of numbers of signs per
business or parcel of land, maximum area of sign face per parcel of land and the total area of sign faces per business or parcel of land,
subject to compliance with the flexibility criteria outlined below. Monument signs, pursuant to Sections 3-1806.B.1.g and 3-1806B.2 shall not
be eligible for this program. As part of the program, all sign types (freestanding, attached, windows, interior site directional, etc.) shall be
reviewed for the business and/or the development parcel to achieve compliance in so far as possible with these current regulations. A master
sign program for shopping centers, including all out parcels, and office complexes shall include all types of signs for all tenants/uses within
the development parcel. These will be reviewed as a Comprehensive Sign Program application.
All existing and proposed signs must be architecturally integrated into the design of the building and/or site using similar and coordinated
design and style features, materials and colors, etc. Attached signs shall be horizontally and vertically proportionately located on each far;ade
with no protrusions above roof lines, over windows, trim, cornices or other building features.
i:J Provide complete responses to the COMPREHENSIVE SIGN PROGRAM CRITERIA including how the criteria are met:
1. Architectural Theme. The design, character, location and/or materials of all freestandina and attached signs proposed
in a comprehensive sign program shall be demonstrably more attractive than signs otherwise permitted on the parcel
proposed for development under the minimum signs standards. All signs must be architecturally integrated into/with the
design of the building and/or site using similar and coordinated design features, materials and colors, etc.

2. Height. The height of all freestanding signs proposed through the Comprehensive Sign Program shall relate to the
design of the sign and shall not exceed 14 feet in height.
Total height of proposed freestanding sign is 12 feet.
3. Lighting. Any lighting proposed as a part of a Comprehensive Sign Program is automatically controlled so that the
lighting is turned off when the business is closed.
The backlight feature will be use for the proposed freestanding sign. The light will be turn off on daylight duration.

4. Total Area of Sign Faces. Height, Area, Number and Location of Signs. The height, area, number and location of
signs permitted through the Comprehensive Sign Program shall be determined by the Community Development
Coordinator based on the following criteria: overall size of site, relationship between the building setback and sign
location, frontage, access and visibility to the site, intended traffic circulation pattern, hierarchy of signage, scale and use
of the project, and submittal of a master sign plan for the development parcel/project. Additionally, the maximum
permitted sign area shall be based on the following formula when evaluated against the above criteria:
i. Attached signs - The maximum area permitted for attached signage shall range from one percent up to a maximum
of six percent of the building fac;:ade to which the sign is to be attached.
ii. Freestanding signs - The maximum permitted area of all freestanding signs on a site shall not exceed the range of
sign area permitted by the street frontage or building fac;:ade calculation methods set forth in Section 1806.B.1.c.i.

On March 17, 2004, the Planning Staff reviewed your application for a Comprehensive
Sign Program to enable signage as follows:
1. Freestanding Sign (monument-style), 64 square feet each side, 12 feet in
height.
2. East Canopy Attached Sign, 11.80 square feet and 3.2 percent of the canopy
fa~ade.
3. West Canopy Attached Sign, 11.80 square feet and 3.2 percent of the canopy
fa~ade.
4. East Building Fa~ade, 4.52 square feet and 3.0 percent of the building fa~ade.
5. Eight attached signs~ ea~h 1.28 square feet in area to be located, one to a side,
to each of four gas pumps and 2.3 percent of the area of the gas pump.
6. Two attached signs, each 1.28 square feet in area to be located one per gas
pump to two gas pumps and 2.3 percent of the area of the gas pump.
The application for the Comprehensive Sign Program has been approved for, and must
comply with, all of the signs as submitted and as shown within the Comprehensive Sign
Program application plan set booklet for SGN2003-12012, date received February 20,
2004. This application plan set booklet is on file.

The application for the Comprehensive Sign Program has been approved subject to the
following conditions:
Conditions of Approval:
1. That the freestanding sign is to be located within a 12 square foot landscaped
area;
2. That the landscaping be maintained;
3. That the visibility of the address numbers on the freestanding sign base be
maintained; and
4. That any signage to be removed (see application booklet) be removed at time
of new signage installation.
Pursuant to Section 4-303, an application for a building permit shall be made within one
(1) year of the date of this Development Order (March 19, 2005). All required building
approvals shall be obtained within one (1) year of the date of issuance of the initial
building permit. Permitted time frames do not change with successive owners.
The issuance of this Development Order does not relieve you of the necessity to obtain
any building permits or pay any fees that may be required. In order to facilitate the
issuance of any permit or license affected by this approval, please bring a copy of this
letter with you when applying for any permits or licenses that require this prior
development approval.

E. WRITTEN SUBMITTAL REQUIREMENTS: (Code Section 3-1807.C)
Signage proposed as part of a Comprehensive Sign Program may deviate from the minimum sign standards in terms of numbers of signs per
business or parcel of land, maximum area of sign face per parcel of land and the total area of sign faces per business or parcel of land,
subject to compliance with the nexibility criteria outlined below. Monument signs, pursuant to Sections 3-1806.B.1.g and 3-1806B.2 shall not
e eligible for this program. As part of the program, all sign types (freestanding, attached, windows, interior site directional, etc.) shall be
viewed for the business and/or the development parcel to achieve compliance in so far as possible with these current regulations. A master
sign program for shopping centers, including all out parcels, and office complexes shall include all types of signs for all tenants/uses within
the development parcel. These will be reviewed as a Comprehensive Sign Program application.
All existing and proposed signs must be architecturally integrated into the design of the building and/or site using similar and coordinated
design and style features, materials and colors, etc. Attached signs shall be horizontally and vertically proportionately located on each favade
with no protrusions above roof lines, over windows, trim, cornices or other building features.
o Provide complete responses to the COMPREHENSIVE SIGN PROGRAM CRITERIA including hQYt the criteria are met:
1. Architectural Theme. The design, character, location and/or materials of all freestandina and attached signs proposed
in a comprehensive sign program shall be demonstrably more attractive than signs otherwise permitted on the parcel
proposed for development under the minimum signs standards. All signs must be architecturally Integrated into/with the
design of the building and/or site using similar and coordinated design features, materials and colors, etc.

2. Height. The height of all freestanding signs proposed through the Comprehensive Sign Program shall relate to the
design of the sign and shall not exceed 14 feet in height.
Total height of proposed freestanding sign is 12 feet.

3. Lighting. Any lighting proposed as a part of a Comprehensive Sign Program is automatically controlled so that the
lighting is turned off when the business is closed.
The backlight feature will be use for the proposed freestanding sign. The light will be turn off on daylight duration.

Total Area of Sign Faces. Height, Area, Number and Location of Signs. The height, area, number and location of
signs permitted through the Comprehensive Sign Program shall be determined by the Community Development
Coordinator based on the following criteria: overall size of site, relationship between the building setback and sign
location, frontage, access and visibility to the site, intended traffic circulation pattern, hierarchy of signage, scale and use
of the project, and submittal of a master sign plan for the development parcel/project. Additionally, the maximum
permitted sign area shall be based on the following formula when evaluated against..the above criteria:
i. Attached signs - The maximum area permitted for attached signage shall ranl1r&11 one percent up to a maximum
of six percent of the building fayade to which the sign is to be attached.
ii. Freestanding signs - The maximum permitted area of all freestanding signs on a site shall not exceed the range of
sign area permitted by the street frontage or building fac;;ade calculation methods set forth in Section 1806.B.1.c.i.
and ii. .
Attached signs: Canopy - Proposed two(2) red illuminate channel letters "shell" signs total area of 23.60 sf.(Soutwes, Southeast)
C-Store - Proposed one(1) red non-illuminate decal "Foodmart" sign total area of 4.52 sf. (East)
Freestanding sign: proposed one (1) freestanding sign on the southeast corner of site.Total area of 64 sf. total height of 12 feet
5. Community Character. The signage proposed in the Comprehensive Sign Program shall not have an adverse impact on
the community character of the City of Clearwater.

area;
2. That the landscaping be maintained;
3. That the visibility of the address numbers on the freestanding sign base be
maintained; and
4. That any signage to be removed (see application booklet) be removed at time
of new signage installation.
Pursuant to Section 4-303, an application for a building permit shall be made within one
(1) year of the date of this Development Order (March 19, 2005). All required building
approvals shall be obtained within one (1) year of the date of issuance of the initial
building permit. Permitted time frames do not change with successive owners.
The issuance of this Development Order does not relieve you of the necessity to obtain
any building permits or pay any fees that may be required. In order to facilitate the
issuance of any permit or license affected by this approval, please bring a copy of this
letter with you when applying for any permits or licenses that require this prior
development approval.
