develop innovative, creative and effective signage and to improve the aesthetics of the City of Clearwater. This program provides an altemative

Signage proposed as part of a Comprehensive Sign Program may deviate from the minimum sign standards in terms of numbers of signs per
business or parcel of land, maximum area of sign face per parcel of land and the total area of sign faces per business or parcel of land,
subject to compliance with the flexibility criteria outlined below' Monument signs, pursuant to Sections 3-1806,B, l.g and 3-18068.2 shall not
be eligible for this program, As part of the program, all sign types (freestanding, attached, windows, interior site directional, etc) shall be
reviewed for the business andlor the development parcel to achieve compliance in so far as possible with these current regulations, A master
sign program for shopping centers, including all out parcels, and office complexes shall include all types of signs for all tenants/uses within
the development parcel, These will be reviewed as a Comprehensive Sign Program application
All existing and proposed signs must be architecturally integrated into the design of the building andlor site using similar and coordinated
design and style features, materials and colors, etc, Attached signs shall be horizontally and vertically proportionately located on each far;ade
with no protrusions above roof lines, over windows, trim, cornices or other building features,
o Provide complete responses to the COMPREHENSIVE SIGN PROGRAM CRITERIA including how the criteria are met:
1, Architectural Theme, The design, character, location and/or materials of all freestandina and attached signs proposed
in a comprehensive sign program shall be demonstrably more attractive than signs otherwise permitted on the parcel
proposed for development under the minimum signs standards, All signs must be architecturally integrated intolwith the
design of the building and/or site using similar and coordinated design features, materials and colors, etc.
2. Height. The height of all freestanding signs proposed through the Comprehensive Sign Program shall relate to the
design of the sign and shall not exceed 14 feet in height.

4. Total Area of Sign Faces. Height, Area, Number and Location of Signs. The height, area, number and location of
signs permitted through the Comprehensive Sign Program shall be determined by the Community Development
Coordinator based on the following criteria: overall size of site, relationship between the building setback and sign
location, frontage, access and visibility to the site, intended traffic circulation pattern, hierarchy of signage, scale and use
of the project, and submittal of a master sign plan for the development parcel/project. Additionally, the maximum
permitted sign area shall be based on the following formula when evaluated against the above criteria:
i. Attached signs - The maximum area permitted for attached signage shall range from one percent up to a maximum
of six percent of the building fac;ade to which the sign is to be attached.
ii. Freestanding signs - The maximum permitted area of all freestanding signs on a site shall not exceed the range of
sign area permitted by the street frontage or building fac;ade calculation methods set forth in Section 1806.B.1.c.i.

This letter constitutes a Development Order pursuant to Section 4-206 D.6 of the
Community Development Code. On December 11, 2001, the Community Development
Board approved an application for a Comprehensive Infill Redevelopment Project (case
FL 01-10-34) for the subject site with a reduction in the front (west) setback along
Keystone A venue from 25 feet to 20 feet to building, reduction in the front (north)
setback along Gulf to Bay Boulevard from 25 feet to 20 feet to building and a reduction
in the required number of parking spaces from 21 spaces to 13 spaces. The proposal
included a 4,200 square foot retail sales and service establishment. The building will be
painted taupe with white trim. The awning color approved was hunter green. A
Comprehensive Sign Program under the provisions of Section 3-1807 was also approved.
The original request was to increase the area and number of attached signs from one
attached of 10 square feet to two attached signs of 20 square feet each. The proposal also
included a request to increase the area of a six-foot tall, freestanding sign from 10 square
feet to 20 square feet.

Recent changes to the Community Development Code permit greater sign area and more
signage, provided all signs are architecturally integrated with the design of the site and
building facade. The revised Comprehensive Sign Program request is to increase the
number of attached signs from one attached sign to two attached signs and to increase the
area from 20 square feet (two percent of the building faced to which the sign will be
attached) to 39.5 square feet (four percent of the building faced to which the sign will be
attached). Each attached sign will read "BUDDY'S HOME FURNISHINGS" with the
words "BUDDY'S" in dark red and "HOME FURNISHINGS" in dark blue. Each sign
will also include a logo and the words "BI-RITE" in red beneath the logo. The channel
letter signs will be attached directly to the north fac;ade along Gulf to Bay Boulevard and
the east fac;ade over the main entrance.
The 20 square foot freestanding monument-style sign will read "BUDDY'S HOME
FURNISHINGS RENT TO OWN" and will be seven feet in height. The sign will be
located north side of site along Gulf to Bay Boulevard. The sign will have a taupe,
stucco-finish frame to match the building. The word "BUDDY'S" will be in red,
"HOME FURNISHINGS" dark blue and "RENT TO OWN" in white letters within a red
rectangle. The background of the sign will be off-white.
The Comprehensive Sign Program has been APPROVED with the following conditions:
Conditions:
1) That the existing nonconforming, freestanding sign be removed prior to the
issuance of a sign permit to be confirmed through an inspection by Staff to be
arranged by the applicant;
2) That all signage comply with Code, be architecturally coordinated with the
building and limited to two attached signs and one monument-style, freestanding
sign, to the satisfaction of Staff;
3) That the awnings be constructed of Dickson Acrylic fabric (low sheen and gloss)
with color 6168/60, Ocean Blue;
4) That the blue portions of the signs match the color of the awnings; and
5) That all required landscaping be installed prior to the issuance of a Certificate of
Occupancy.
Pursuant to Section 4-303, an application for a building permit shall be made within one
(1) year of the date of this Development Order (July 9, 2003). All required building
approvals shall be obtained within one (1) year of the date of issuance of the initial
building permit. Permitted time frames do not change with successive owners.
Please be aware that the issuance of this Development Order does not relieve you of the
necessity to obtain any building permits or pay any fees that may be required. In order to
facilitate the issuance of any permit or license affected by this approval, please bring a
copy of this letter with you when applying for any permits or licenses that require this
prior development approval.

Section 80. Article 3. Division 18. Prohibited Signs. Section 3-1803.L. is hereby amended by as
follows:
L. Signs located on publicly owned land or easements or inside street rights-of-way,
except signs required or erected by permission of the City Manger Manager or
City Commission, signs or transit shelters erected pursuant to Section 3-2203,
and sandwich board signs to the extent permitted in the Downtown District.
Prohibited signs shall include but shall not be limited to handbills, posters,
advertisements, or notices that are attached in any way upon lampposts,
telephone poles, utility poles, bridges, and sidewalks.
Section 80A. Article 3. Division 18. Prohibited Signs. Section 1803.U. is hereby amended by
deleting the subsection and re-lettering the subsequent subsections as appropriate:
y, Temporary window signs in residential distriots.
Section 81. Article 3. Division 18. Signs Permitted Without a Permit. Section 3-1805. A. is
hereby amended as follows:
A. One address sign of no more than two square feet of total sign face area for each
parcel of land used for residential purposes and no more than three square feet of
total sign face area for each parcel of land used for commercial purposes. The
square footage for the address sign shall be allowed in addition to the total
square of signage footage allowed in Section 3-1806.
Section 82. Article 3. Division 18. Signs Permitted Without Development Review. Section 3-
1805.S. is hereby amended as follows:
S. A change in a sign message or panel on a previously approved, lawful sign~ ~
any sign allowed under this ordinance may contain, in lieu of any other COPy,
any otherwise lawful noncommercial message that complies with all other
requirements of this ordinance.
Section 83. Article 3. Division 18. Permitted Signs Requiring Development Review. Section 3-
1806.B. Non-residential is hereby amended as follows:
B. Non-residential. All signs must be architecturally integrated into the design of
the building and/or site using similar and coordinated design and style features,
materials and colors, etc. Attached signs shall be horizontally and vertically
proportionately located on each facade with no protrusions above roof lines, over
windows. trim. cornices, or other building features. Master signage plans are
required for shopping centers, including all out parcels, and office parks or any
other master vlanned developments where a substantial development or
redevelopment is undertaken or proposed. These will be reviewed as a
Comprehensive Sign Program application.
Section 84. Article 3. Division 18. Permitted Signs Requiring Development Review. Section 3-
1806. B.l Freestanding Signs is hereby amended as follows:

a. One freestanding sign per parcel proposed for development with no more than
sign two sign faces. A parcel located at a comer may be permitted two signs,
one at each street frontage, provided that the maximum area of the sign faces of
the two signs shall not exceed the total maximum allowable area. Sign area is
measured from the road frontage which results in the greatest square footage.
Section 85. Article 3. Division 18. Permitted Signs Requiring Development Review. Section 3-
1806. B.1.c. Area of Freestanding Signs is hereby amended as follows:
111. Sixty-four square feet; whichever is less. However, a minimum of tea 20 square
feet per parcel proposed for development shall be allowed.
Section 86. Article 3. Division 18. General Standards. Section 3-1806.B.1. is hereby amended
by adding subsection 3-1806.B.1. Freestanding signs at Elevated Intersections as follows:
h. Freestanding Signs at Elevated Intersections. Sites which front on an elevated
roadway (including US 19 and McMullen Booth Road) having limited visibility
are permitted one freestanding sign to a maximum of 14 feet in height above the
crown of the road, as measured at the highest point of the roadway within the
property lines that are perpendicular and adiacent to the elevated roadway
excluding any service or frontage roads.
Section 87. Article 3. Division 18. Permitted Signs Requiring Development Review. Section 3-
1806.B. Attached Signs is hereby amended as follows:
3. Attached signs. The following signs shall be permitted in all non-residential
districts:
a. One attached sign per business establishment. The area of an attached
sign face shall not exceed:
1. One square foot per 100 square feet of the fa<;:ade of the building facing
the street frontage to which the sign is to be attached: or
11. Twenty-four square feet; whichever is less. However, a minimum of tea
twenty square feet per business establishment with a principal exterior
entrance shall be allowed. The Community Development Coordinator
may permit signs for second story or above businesses in the Downtown
and Tourist Districts if they meet all other criteria for attached signage.
b. Where individual building business establishments with exterior
entrances are located in a single building.. eF--ffi multiple multi-tenant
buildings ';lhich are attached, or as part of a business/office complex or
shopping center, attached signs shall be designed according to a common
theme but be sufficiently different in including similar style, color,
material and other characteristics to provide ;weid a sense of uniformity
or sameness. Changes to individual tenant signage shall be reviewed for
compliance with the established or proiected theme of the development
site.

c. Projecting signs may be used as a type of attached sign in the Downtown
CD) and Tourist (T) districts, unless otherwise permitted by the
Community Development Coordinator. They shall be installed with a
minimum eight-foot clearance from the bottom of the sign to grade or
the sidewalk. Projecting signs shall comply with encroachment into
setback and rights-of-way Section 3-908.
Section 88. Article 3. Division 18. Comprehensive Sign Program. Section 3-1807.B. Permitted
Signage is hereby amended as follows:
B. Permitted signage. Signage which is proposed as part of a comprehensive sign program
may deviate from the minimum sign standards in terms of aumber of signs per business
or parcel of land, maximum area of a sign faee per parcel of land and the total area of
sign faces per business or parcel of land, sabject to compliance with the flexibility
oriteria set out in Section 3 1807.C. Monument signs, permittee purSl.:1ant to seotion 3
1 806.B.l.g and Section 3 1806.B.2 shall not be eligible f-or comprehensive sign program.

in Section 3-1803 are not eligible for a comprehensive sign program.
2. As part of a comprehensive sign program, the Community Development
Coordinator shall review all sign types (freestanding, attached, windows,
interior site directional. etc.) for the business and/or the development
parcel to achieve compliance in so far as possible with these current
regulations. A master sign plan for shopping centers, including all out
parcels, and office complexes shall include all types of signs for all
tenants/uses within the development parcel. The Community
Development Coordinator may allow for flexibility in reviewing the
master sign plan if it results in a substantially improved and
comprehensive proposal. With a master sign plan, the Community
Development Coordinator may permit interior site directional signs at a
size and location(s) related to the development project, with up to a
maximum height of six feet.
Section 89. Article 3. Division 18. Comprehensive Sign Program. Section 3-1807.C.1.
Flexibility Criteria Architectural Theme is hereby amended as follows:

4. Height. Area. Number and Location of Signs. The height. area, number and
location of signs permitted through the Comprehensive Sign Program shall be
determined by the Community Development Coordinator based on the following
criteria: overall size of site, relationship between the building setback and sign
location, frontage, access and visibility to the site, intended traffic circulation
pattern, hierarchy of signage, scale and use of the proiect, and submittal of a
master sign plan for the development parcel/proiect. Additionally, the maximum
permitted sign area shall be based on the following formula when evaluated
against the above criteria:
1. Attached signs - The maximum area permitted for attached signage shall
range from one percent up to a maximum of six percent of the building
facade to which the sign is to be attached.
11. Freestanding signs - The maximum permitted area of all freestanding signs
on a site shall not exceed the range of sign area permitted by the street
frontage or building facade calculation methods set forth in Section
1806.B.l.c.i.and ii.
Section 92. Article 3. Division 21. Temporary Uses. Section 3-2103.B.3.g. Portable storage units

Michael Coleman, Lisa Fierce and I met on Thursday, March 21, 2002 to discuss outstanding
issues on the Buddy Bi.Rlte site, 1641 Gulf-toBay Boulevard.
Lisa expressed concerns about the proposed signs She likes the proposed awning material
(Sunbrella crimson), which is a dark red. She wants the signs to match the dark red awning color,
and not the bright red color which is presently shown on the renderings. She also requests that
the red chevron stripe which is shown on the attached signs be deleted, Her preference is for the
attached signs to be made of channel letters.
Michael said that channel letters are not acceptable to the client. The chevron stripe which is
shown behind the attached signs will be deleted. Sign colors will conform to the city's request to
the greatest extent possible; however, there may need to be some flexiblility when it comes to
matching the end user's corporate color scheme.
Lisa me~tioned that the sign code may change in the near future to allow increased sign area for
attached signs. The current maximum of 10 square feet (for developments that don't have a
comprehensive sign program) may be increased to 20 sq. f1. This would allow a comprehensive
sign program to increase the maximum permitted sign area to 40 square feet. The intent would
be to allow signs to be more proportionate to the facade area.
This will go the the City Commission on April 18. Mike suggested that we would wait to resolve
our sign issues until after this meeting.
Mike asked that he be able to begin construction of the building, and let the sign issue be sorted
out while construction is ongoing. Lisa said that the development order for the building has been
verbally approved, and that the sign issue will be handled separately. Lisa said that the building
permit will take about 6 working days to release. as it has not been reviewed by the building staff
yet. Chris asked jf we could get a foundation permit so that he could start work while the building
plans are being reviewed. Usa and Kevin Garriot said that this could be done. Additional sets of
"foundation only" plans would have to be submitted. The foundation plans should be approved
about 3 days after they are submitted.

I understand that any inaccurate information may result in revocation of the sign permit and removal of any sign erected pursuant to such
permit. I will be responsible for the installation of the subject sign in accordance with the sign regulations of the City of Clearwater.
I acknowledge that all nonconforming signs are subject to the amortization provisions contained in Section 44.55 of the City of Clearwater
Code of Ordinances and must be brought into compliance before October 13, 1992. Furthermore, I understand that any investment made in
or to a nonconforming sign during the amortization period, including but not limited to message changes, shall not constitute grounds for
noncompliance or compliance later than October 13, 1992.
