~ SITE PLAN with the following information (not to exceed 24" x 36"):
All dimensions;
North arrow;
Engineering bar scale (minimum scale one inch equals 50 feet), and date prepared;
Location map;
Footprint and size of all buildings and structures;
All required five foot setbacks as measured from property line;
All existing and proposed points of access;
All required sight triangles;
Location of all public and private easements;
Location of all street rights-of-way within and adjacent to the site;
Location of all existing and proposed sidewalks;
Lot frontage on all street rights-of-way;
Location of all freestanding (including directional) signs proposed and existing (indicate whether to be removed);
Location of all attached signs, proposed and existing (indicate whether to be removed).
o DATA TABLE for existinQ, oermitted, and orooosed signs and development, in written/tabular form:

E. WRITTEN SUBMITTAL REQUIREMENTS: (Code Section 3-1807.C)
Signage proposed as part of a Comprehensive Sign Program may deviate from the minimum sign standards in terms of numbers of signs per
business or parcel of land, maximum area of sign face per parcel of land and the total area of sign faces per business or parcel of land,
subject to compliance with the flexibility criteria outlined below. Monument signs, pursuant to Sections 3-1806.B.1.g and 3-1806B.2 shall not
be eligible for this program. As part of the program, all sign types (freestanding, attached, windows, interior site directional, etc.) shall be
reviewed for the business and/or the development parcel to achieve compliance in so far as possible with these current regulations. A master
sign program for shopping centers, including all out parcels, and office complexes shall include all types of signs for all tenants/uses within
the development parcel. These will be reviewed as a Comprehensive Sign Program application.
All existing and proposed signs must be architecturally integrated into the design of the building and/or site using similar and coordinated
design and style features, materials and colors, etc. Attached signs shall be horizontally and vertically proportionately located on each
far;ade with no protrusions above roof lines, over windows, trim, cornices or other building features.
o Provide complete responses to the COMPREHENSIVE SIGN PROGRAM CRITERIA including how the criteria are met:

Total Area of Sign Faces. Height, Area, Number and Location of Signs. The height, area, number and location of
signs permitted through the Comprehensive Sign Program shall be determined by the Community Development
Coordinator based on the following criteria: overall size of site, relationship between the building setback and sign
location, frontage, access and visibility to the site, intended traffic circulation pattern, hierarchy of signage, scale and use
of the project. and submittal of a master sign plan for the development parcel/project. Additionally, the maximum
permitted sign area shall be based on the following formula when evaluated against the above criteria:

4. 'Fatal A:ea of Sign Faces. Height, Ama, Number and Location of Signs. The height, area, number and location of
9igns permitted through the Comprehensive Sign Program shall be determined by the Community Development
Coordinator based on the following criteria: overall size of site, relationship between the building setback and sign
location, frontage, access and visibility to the site, intended traffic circulation pattern, hierarchy of signage, scale and use
of the project, and submittal of a master sign plan for the development parcel/project. Additionally, the maximum
permitted sign area shall be based on the following formula when evaluated against the above criteria:
i. Attached signs - The maximum area permitted for attached signage shall range from one percent up to a maximum
of six percent of the building fayade to which the sign is to be attached.
81i. Freestanding signs - The maximum permitted area of all freestanding signs on a site shall not exceed the range of
sign area permitted by the street frontage or building fa<;ade calculation methods set forth in Section 1806.B.1.c.i.

(1) year of the date of this Development Order (December 5, 2004). All required building
approvals shall be obtained within one (1) year of the date of issuance of the initial
building permit. Permitted time frames do not change with successive owners.
The issuance of this Development Order does not relieve you of the necessity to obtain
any building permits or pay any fees that may be required. In order to facilitate the
issuance of any permit or license affected by this approval, please bring a copy of this
letter with you when applying for any permits or licenses that require this prior
development approval.

As I stated in our telephone call today, I am providing you with comments regarding your Comprehensive Sign Program
application for Auto Buy.
Staff Comments:
1. Complete pages 2 and 3 of the application form. Please be more specific with the information requested. Item 1,
page 2: Demonstrate/show the architectural compatibility/integration. The signage needs to be architecturally integrated
into the design of the site and/or buildings per condition of COB approval on June 17, 2003. Item 2, page 2: Provide the
freestanding sign height computation. Item 4, page 3: Show calculations. Item 7, page 4: Address the elimination of all
existing signs. Item 6, page 4: All property owners need to sign the application form.
2. Provide a photo of the building facade where the wall (attached) sign is proposed. Label all photos submitted
(North elevation, South elevation, etc.).
3. Revise your submittal for the freestanding sign. Propose a monument-style freestanding sign (not a pole sign),
with the address number at the sign base.
4. The freestanding sign needs to meet setbacks. Locate the freestanding sign on the site plan to be shown to meet
setbacks and located outside of the visibility triangles.
5. Locate the freestanding sign within a 12 square foot landscaped area and show how the sign is to be integrated
with the approved site plan/landscape plan.
6. The site triangles shown need to be 20 x 20.
7. Clarify (label) what is existing and proposed signage with your specifications sheet, site plan, and photographs.
8. Organize your submittal materials, with page numbers into booklet form.

Dear Ms. Lochmondy:
This letter constitutes a Development Order pursuant to Section 4-206D.6 of the Community
Development Code. On June 17, 2003, the Community Development Board reviewed your
Flexible Development application to reduce the lot width from 200 feet to 70 feet, reduce the
front (west) setback from 25 feet to 15 feet, reduce the side (south) setback from 10 feet to 0.44
feet, reduce the side (north) setback from 10 feet to four feet, and reduce the lot size from 40,000
square feet to 19,250 square feet, as part of a Comprehensive Infill Redevelopment Project, under
the provisions of Sections 2-704., with a Comprehensive Landscape Program under the
provisions of Section 3-1202. Based on the application and the staff recommendation, the
Community Development Board (CDB) APPROVED the application with the following bases
and conditions:
Bases for Approval:
1. The proposal complies with the Flexible Development criteria as a Comprehensive Infill
Redevelopment Project per Section 2-704.
2. The proposal is in compliance with other standards in the Code including the General
Applicability Criteria per Section 3-913.
3. The development is compatible with the surrounding area and will enhance other
redevelopment efforts.
4. The proposal complies with the Flexible Development criteria as a Comprehensive
Landscape Program under the provisions of Section 3-1202.
Conditions of Approval:
1. The outdoor vehicle display will not encroach into any customer or employee parking
spaces, drive aisles or landscaped areas;
2. The asphalt removal will require removing base and to backfill with proper soil;
3. That the solid waste dumpster (shared) on Ham Boulevard comply with City codes;

4. That the on-loading or off-loading of vehicles from any transport vehicle occur on-site
and not within any abutting right-of-way; and
5. That all signage meet Code and be architecturally integrated into the design of the site
and/or buildings. All signage needs to be brought into compliance and inspected by the
Sign Inspector prior to the issuance of an Occupational License.
Pursuant to Section 4-407, an application for a building permit shall be made within one year of
Flexible Development approval (June 17, 2003). All required certificates of occupancy shall be
obtained within one year of the date of issuance of the building permit. Time frames do not
change with successive owners. The Community Development Board may grant an extension of
time for a period not to exceed one year and only within the original period of validity.
The issuance of this Development Order does not relieve you of the necessity to obtain any
building permits or pay any impact fees that may be required. In order to facilitate the issuance
of any permit or license affected by this approval, please bring a copy of this letter with you when
applying for any permits or licenses that require this prior development approval.
Additionally, an appeal of a Level Two approval (Flexible Development) may be initiated
pursuant to Section 4-502.B by the applicant or by any person granted party status within 14 days
of the date of this Development Order. The filing of an application/notice of appeal shall stay the
effect of the decision pending the final determination of the case. The appeal period for your
case expires on July 7, 2003 (14 days from the date of this Development Order, plus three
additional days due to July 4 and the weekend).

Dear Mr. Mastos:
On December 2, 2003, the Planning Staff reviewed your application for a Comprehensive
Sign Program to enable signage as follows:
1. Attached Sign, 20 square feet and 0.55 percent of the building fac;ade (east
building elevation).
2. Freestanding Sign (monument-style), 35 square feet each side, 10.5 feet in
height.
The application for the Comprehensive Sign Program has been approved for, and must
comply with, all of the signs as submitted and as shown within the within the 13-page
Comprehensive Sign Program application plan set for SGN2003-009008, revised from
September 18, 2003 and date received November 25, 2003. The signs presented within
this plan set include the signs as stated above. This application plan set is on file.
The application for the Comprehensive Sign Program has been approved subject to the
following conditions:

1. That the freestanding sign is to be located within a minimum of a 12 square
foot landscaped area;
2. That the landscaping be maintained;
3. That the visibility of the address numbers on the freestanding sign base be
maintained; and

4. That the existing sign on the north side of the building be painted over to
match the color of the building, without the sign "bleeding through" the new
paint.
This approval is consistent with Condition of Approval number 5. of the June 20, 2003
Development Order for Case FLD2003-04020 - 19246 US Highway 19 N, "That all
signage meet Code and be architecturally integrated into the design of the site andlor
buildings. All signage needs to be brought into compliance and inspected by the
Sign Inspector prior to the issuance of an Occupational License."
Pursuant to Section 4-303, an application for a building permit shall be made within one
(1) year of the date of this Development Order (December 5,2004). All required building
approvals shall be obtained within one (1) year of the date of issuance of the initial
building permit. Permitted time frames do not change with successive owners.

SIGN PERMIT APPLICATION

SIGN PERMIT SUBMITTAL REQUIREMENTS:
(a) Provide a signed and sealed property survey (or copy of the signed and sealed property survey) showing dimensions, acreage, location of the property,
and all current structures and improvements. Reference Clearwater Community Development Code Sections 4-202 A. 7 and 4-1003.
(b) Provide a site plan, drawn to scale, to verify the location of all existing and proposed signage. The site plan is to show sight triangles, existing location of
trees and tree canopies, as well as setback dimensions to all monument or freestanding signs. (Freestanding signs must be a minimum of five (5) feet
from any property line.)
ADDITIONAL SIGN PERMIT REQUIREMENTS:
(c) Inventory of all existina sians on the same property and/or building on which the sign is to be located, indicating the number, type, use e.g. property
identification, business identification, etc.) location and surface area. (If "none", so indicate);
(d) That proposed signage meet all standards per Section 3-1806 or 3-1807 when attached to the Comprehensive Sign Program.
(e) Maximum and minimum height of the sign, as measured from finished grade;
(f) Dimensions of the sign's supporting members;
(g) For illuminated signs, the type, placement, intensity and hourS of illumination. (Not more than five (5) foot-candles of light intensity for commercial signs.);
(h) Dimensions and elevations (including the message and color(s)) of the sign; and
~) Construction and electrical specifications, for the purpose of enabling determination that the sign meets all applicable structural and electrical requirements
of the Building and National Electric Codes. (Indicate if UL rated.)
* All applications for signs shall include detail drawings showing how the sign is to be constructed and secured. All signs greater than 32 square feet in size
shall have structural drawing signed and sealed by licensed Florida engineer or architect.
ALL freestanding and monument signage shall contain a three square foot property address sign (not to be included in the signage square footage).
ALSO, please note that wind load requirements should conform to the 2001 edition of the Florida Building Code.

Statement of Authorization - Any application form which is signed by an individual other than the property owner shall be accompanied by a notarized
statement of authorization consenting to the sign placement or, if the property or building upon which the sign is to be located is leased, a copy of the executed
lease shall accompany the application form. In the event the building or property is leased and the application form is signed by an individual other than the
lessor, the application shall be accompanied by a notarized statement of authorization signed by the lessor consenting to the sign placement (Not required for
portable signs/face changes or signs approved by variances.)
CERTIFICATION
I certify that all information submitted on this application and attachments thereto are true and correct to the best of my knowledge and belief.
I understand that any inaccurate information may result in revocation of the sign permit and removal of any sign erected pursuant to such
permit. I will be responsible for the installation of the subject sign in accordance with the sign regulations of the City of Clearwater.
I acknowledge that all nonconforming signs are subject to the amortization provisions contained in Section 44.55 of the City of Clearwater
Code of Ordinances and must be brought into compliance before October 13, 1992. Furthermore, I understand that any investment made in
or to a nonconforming sign during the amortization period, including but not limited to message changes, shall not constitute grounds for
noncompliance or compliance later than October 13. 1992.
