PUBLIC ART & DESIGN ADVISORY BOARD MEETING
CITY OF CLEARWATER

Ms. Walbolt called the meeting to order at 4:04p.m. at the Municipal Services Building.
To provide continuity for research, items are in agenda order although not necessarily discussed in that
order.
ITEM #2 – Approval of Minutes of Public Art and Design Board Meeting of May 23, 2006. – Member

Warshauer moved to approve the minutes of May 23, 2006 as submitted to members. The was duly
carried.

ITEM #3 – Election of Officers -
Ms. Walbolt called for nominations to elect a new Chair and Vice-Chair.

Member Warshauer moved to appoint Member Bomstein Chair. The was duly seconded and
carried
unanimously.

Member Bissett moved to appoint Member Warshauer Vice-Chair. The was duly seconded and
carried
unanimously.
ITEM #4 – Meeting Schedule – As established by the city, the board shall meet no less than quarterly. Ms.
Walbolt suggested members determine future meeting dates for the board. Discussion ensued. The following
dates were agreed upon.
Tuesday, August 22, 2006 4pm
Tuesday, November 14, 2006 4pm
Tuesday, January 16, 2007 4pm
Meetings will be held at Municipal Service Building, 100 S. Myrtle Avenue, Conference Room 130.
ITEM #5 – Old Business –
a. Policy and Procedures – Members reviewed the Rules of Procedure and By-Laws for any additions
moved
or corrections. Member Warshauer to accept the changes discussed by members. The
motion carried
was duly seconded and unanimously. The corrections will be made and then
forwarded to city clerk’s office for review and final approval.

b. Needs Assessment - Ms. Walbolt announced the City of Clearwater website is being updated to
include a "Cultural Affairs" section in Parks and Recreation Department. Included in this section
will be Public Art. The goal is to have information about the Public Art program, including
making the Needs Assessment available for download into a PDF file. Target date of completion is
two weeks.
c. Program Guidelines - Members reviewed the program guidelines draft for changes. Discussion
will ensue at the August 2200 meeting. Once changes have been made the guidelines will be
submitted to City of Clearwater's Legal Department for review.
ITEM #6 - New Business -
a. Public Art Specialist - Ms. Walbolt has recently hired Chris Hubbard as the Public Art Specialist
in Cultural Affairs Department. Mr. Hubbard is expected to start in his new position on Monday,
July 24.
b. Public Art Master Plan - Mr. Hubbard's duties will include devoting his efforts working on
developing the guidelines on the private development process and the Public Art Master Plan.
c. CIP list - The city budget process is moving along. Suggested Public Art projects include Fire
Station 48 renovation and expansion, Druid Road improvements, and Morningside Recreation
Center (separated in two phases: planning stage in 06-07 budget, construction money in 07-08
budget).
NOT ON AGENDA
Member Flickinger mentioned that each year Americans for the Arts holds an annual convention-the largest
gathering of local and state arts leaders in the nation. There is also a group of public art administrators (Public
Art Network) that have their conference in association with that national conference. PAN developed a slide
script called "Year in Review" highlighting innovative and exciting examples of public art as selected by two
reviewers. Year in Review is an exceptional planning tool for communities developing public art programs and
projects. Member Flickinger encouraged members to take the opportunity to review the slides or purchase the
CD-ROM's by visiting www.americansforthearts.org.
