05/23/2006 PUBLIC ART & DESIGN ADVISORY BOARD MEETING CITY OF CLEARWATER May 23, 2006 Present: George Ann Bissett Board Member Josh Bomstein Board Member Mark Flickinger Board Member Davida Milne Board Member Alex Plisiso. Jr. Board Member John Timberlake Board Member Howard Warshauer Board Member Also Present: Margo Walbolt Cultural Affairs Manager Marsha Beall Staff Assistant Guest: John Doran Councilmember Cyndie Goudeau City Clerk Ms. Walbolt called the meeting to order at 4:05p.m. at Municipal Services Building. To provide continuity for research, items are in agenda order although not necessarily discussed in that order. ITEM #2 – Welcome and Introductions. ITEM #3 – Cyndie Goudeau, City Clerk - Ms. Goudeau reviewed the basic rules of an advisory board. The Public Art & Design Advisory Board is advisory in nature to the City Council and the City Council ultimately will determine which, if any, of the Public Art & Design recommendations will be implemented. This Board is a public body subject to Sunshine Laws, members must be a Clearwater resident, be appointed for a term of four (4) years and should not have more than three consecutive absences at meetings. A quorum shall consist of four members are responsible for adopting rules and procedures in carrying out the duties of (4) members. Board the board. Councilmember Doran expressed confidence that City Council will embrace and provide great consideration to all the Public Art & Design Advisory Board recommendations. ITEM #4 – Meeting Schedule - Meetings will be held no less than quarterly and the board will determine if they should meet more often. The next meeting is scheduled for Tuesday, July 18, 2006 at 4:00pm at the Municipal Services Building, Room 130. ITEM #5 – Overview of Public Art and Design Program – ?? Scope of Public Art - Ms. Walbolt presented a power point presentation exploring “What is Public Art”. ?? Review Of Ordinance - On October 6, 2005 the City Council approved the establishment of a public art and design program by approving Ordinance No. 7489-05. One of the provisions of the program was the establishment of a Public Art and Design Board to oversee the public art program. Responsibilities and duties of Board members include, but not limited to, developing guidelines, selection procedures, acquisition and placement of public art. Public Art Advisory 2006-05-23 1 . . . . Public Master Art and Design Plan Guideline - The purpose of the program is to enhance Clearwater for those who live and visit here and contribute a legacy for generations to come. The goals and objectives of the master plan will be to define policies, criteria, priorities and expenditures of funds. Discussions ensued and members were encouraged to express their opinions and concerns about what their responsibilities will entail. Each member displayed various levels of expertise. The collaboration of these various backgrounds should result in a successful contribution to the Public Art Program. ITEM #6 - Next meeting agenda - Topics for discussion include: Election of Officers, Policies and Procedures, Needs Assessment and Public Art and Design Program Guidelines.
