The Chair called the meeting to order at 1 :43 p.m. at City Hall.
To provide continuity for research, items are in agenda order although not
necessarily discussed in that order.
2. Approval of Minutes:
2.1 Approve the minutes of the AUQust 15. 2006. Pension Trustees Meetinq as
submitted in written summation by the City Clerk.
Trustee Hamilton moved to approve the minutes of the August 15, 2006, meeting, as
recorded and submitted in written summation by the City Clerk to each Trustee. The motion
was duly seconded and carried unanimously.
3. Pension Trustees Items
3.1. Accept listed employees into membership in the City of Clearwater's Employees' Pension
Plan.
Jacqueline Clemons, Recreation Programs/Parks & Recreation; Jared Barden, Network
Analyst/IT; Shannon Spencer, Librarian I/Library; Stephanie Gilmore, City Clerk
Specialist/ORLS; Jill Harris, Rec. Program/Parks & Recreation; David Bell, Custodial
Worker/Parks & Recreation; Miguel Santiago, Parks Service Technician l/Parks & Recreation;
Jeffrey Yatchum, Field Service Representative l/Customer Service; Christopher Hubbard,
Recreation Specialist/Parks & Recreation; James Weis, WWTP Operator Trainee/Public
Utilities; Charles Brown, Parks Service Technician l/Parks & Recreation; Shannon Kasparek,

Jacqueline Clemons was originally employed as part-time on December 2, 2002;
promoted and pension eligible as of June 24, 2006

David Bell was originally employed as part-time on March 25, 2002; made permanent
and pension eligible as of July 8, 2006.
Trustee Jonson moved to accept the listed employees into membership in the City of
Clearwater's Employees' Pension Plan. The motion was duly seconded and carried
unanimously.
3.2. Michael Walsh. Public Services Department. and Richard Rosa. Development &
neiqhborhood Services Department. be qranted reqular pensions under Section(s) 2.393 and
2.397 of the Employees' Pension Plan as approved by the Pension Advisorv Committee.
Michael Walsh, Pubic Services Technician II, Public Services Department, was
employed by the City on September 8, 1986, and his pension service credit is effective on that
date. His pension will be effective October 1 , 2006. Based on an average salary of
approximately $39,258 per year over the past five years, the formula for computing regular
pensions, and Mr. Walsh's selection of the Joint & Survivor Annuity, this pension will be
approximately $21,592 annually.

Richard Rosa, Housing Inspector, Development & Neighborhood Services Department,
was employed by the City on July 27,1981, and his pension service credit is effective on that
date. His pension will be effective August 1, 2006. Based on an average salary of
approximately $46,802 per year over the past five years, the formula for computing regular
pensions, and Mr. Rosa's selection of the 10-Year Certain & Life Annuity, this pension will be
approximately $31,686.36 annually.
These pensions were approved by the Pension Advisory Committee on August 10,
2006. Section 2.393 provides for normal retirement eligibility when a participant has reached
age 55 and completed twenty years of credited service, has completed thirty years of credited
service, or has reached age 65 and completed ten years of credited service. Mr. Walsh and
Mr. Rosa qualify under the age 55 and twenty years of service criteria.
Trustee Petersen moved that Michael Walsh, Public Services Department, and Richard
Rosa, Development & neighborhood Services Department, be granted regular pensions under
Section(s) 2.393 and 2.397 of the Employees' Pension Plan as approved by the Pension
Advisory Committee. The motion was duly seconded and carried unanimously.
3.3. James A. Berrv. Solid Waste/General Services Department. be allowed to vest his pension
under Section(s) 2.397 and 2.398 of the Employees' Pension Plan as approved by the Pension
Advisorv Committee.
James A. Berry, Solid Waste Equipment Operator, Solid Waste/General Services
Department, was employed by the City on February 16, 1987, and began participating in the
Pension Plan on that date. Mr. Berry terminated from City employment on August 4, 2006.
The Employees' Pension Plan provides that should an employee cease to be an employee of
the City of Clearwater after completing ten or more years of creditable service (pension
participation), such employee shall acquire a vested interest in the retirement benefits. Vested

pension payments commence on the first of the month following the month in which the
employee normally would have been eligible for retirement. Section 2.393 (p) provides for
normal retirement eligibility when a participant has reached age 55 and completed twenty years
of credited service, has completed 30 years of credited service, or has reached age 65 and
completed ten years of credited service. Mr. Berry would have completed at least 30 years of
service on February 16, 2017. His pension will be effective March 1, 2017. This pension was
approved by the Pension Advisory Committee on August 10, 2006.
Trustee Doran moved that James A. Berry, Solid Waste/General Services Department,
be allowed to vest his pension under Section(s) 2.397 and 2.398 of the Employees' Pension
Plan as approved by the Pension Advisory Committee. The motion was duly seconded and
carried unanimously.
