Dear Mr. Oij
On November 18, 2002, the Planning Staff reviewed your application for a
Comprehensive Sign Program to replace an existing 61.3 square foot attached sign
(located on the east fa<;ade of the building) with a 102 square foot attached sign. The
replacement will increase the area of attached signage from 97.2 square feet (2.8 percent
of the building fa<;ade facing the street frontage from which the property is addressed) to
137.9 square feet (four percent of the building fa<;ade facing the street frontage from
which the property is addressed). The new sign will read "Walgreens" in red channel
letters attached to the east fa<;ade of the building. There are four additional existing,
attached signs on the building totaling 35.9 square feet. The existing signs all consist of
red channel letters attached directly to the east fa<;ade and read "I-HOUR PHOTO",
"LIQUOR", "PHARMACY" and "DRIVE THRU PHARMACY".
There is also a freestanding sign 63.63 square feet in area located along the front (east)
property line along South Missouri A venue and a second freestanding sign 64 square feet
in area located along the front (north) property line along Belleair Road. The signs total
127.63 square feet (132.82 feet or half the lot width of 265.63 is permitted). No changes
to the existing freestanding or attached signs are requested or required. No additional
freestanding signs are proposed with this application. The application for the
Comprehensive Sign Program has been approved for the sign as submitted (attached)
with the following two conditions:
1) That the any new or replacement, attached signs be designed with individual,
channel letters (no raceway mount, cabinet or other design); and
2) That all other provisions of the Code relative to signs be met.

Pursuant to Section 4-303, an application for a building permit shall be made within one
(1) year of the date of this Development Order (December 2, 2003). All required building
approvals shall be obtained within one (1) year of the date of issuance of the initial
building permit. Permitted time frames do not change with successive owners.
Please be aware that the issuance of this Development Order does not relieve you of the
necessity to obtain any building permits or pay any fees that may be required. In order to
facilitate the issuance of any permit or license affected by this approval, please bring a
copy of this letter with you when applying for any permits or licenses that require this
prior development approval.

Walgreens Comprehensive Sign Plan
Written Submittal Requirements
1. Architechural Theme
a. The Walgreens sign package is designed to complement the architechural design of the
building.
b. The size of the building signage and freestanding sign on Missouri Avenue are undersized
for the size of the building facade and parcel size. Enlarging the "Walgreens" building
sign and the freestanding signage allows identification of the building that is similar to
adjacent properties.
2. Height
The wall signs are attached to the building below the height of the building. The freestanding
sign is proposed at 25' high.
3. Lighting
The lighting is turned off when the business is closed.
4. Total Area of Sign Faces
The total building facade is 3433.55 square feet. Six percent of that area is 206.01 square feet.
The proposed building signage is 137.90 sq.ft.
The freestanding signage is proposed to be increased from 64 square feet to 88.80 square feet on
Missouri Avenue.
5. Community Character
The proposed signage is in character with the surrounding businesses and community.
6. Property Values
The proposed signage is in a commercially zoned area and comparable to signage on adjacent
propertiess and therefore should not have a negative impact on property values.
7. Elimination of Unattractive Signage
Increasing the size of the signage creates additional visibility of the business for customers and
other Clearwater residents.
8. Special Area or Scenic Corridor
The proposed area is not a scenic corridor or special area.

Thanks for sending the additional information I needed. While the attached signage portion of
your comprehensive sign program request falls within the dimensional allowances provided for
by Code, the freestanding signage portion does not. The wider of the two stated lot widths is
265.63 feet (and as shown on the submitted site plan). Half of that amount is 132.82. The
maximum amount of freestanding signage permitted as part of a comprehensive sign program is
132.82 square feet. The site currently has 128 square feet of freestanding signage. 180.43 square
feet of freestanding signage is proposed with this application. This will exceed the amount of
signage permitted by 47.61 square feet. Your application needs to be picked up and revised to
show no more than 132.82 square feet of freestanding signage.

d) Maximum and minimum height of the sign, as measured from finished grade;
