E. WRITTEN SUBMITTAL REQUIREMENTS: (Code Section 3-1807.C)
Signage proposed as part of a Comprehensive Sign Program may deviate from the minimum sign standards in terms of numbers of signs per
business or parcel of land, maximum area of sign face per parcel of land and the total area of sign faces per business or parcel of land,
subject to compliance with the flexibility criteria outlined below. Monument signs, pursuant to Sections 3-1806.8.1.g and 3-18068.2 shall not
be eligible for this program. As part of the program, all sign types (freestanding, attached, windows, interior site directional, etc.) shall be
reviewed for the business and/or the development parcel to achieve compliance in so far as possible with these current regulations. A master
sign program for shopping centers, including al/ out parcels, and office complexes shall include all types of signs for all tenants/uses within
the development parcel. These will be reviewed as a Comprehensive Sign Program application.
All existing and proposed signs must be architecturally integrated into the design of the building and/or site using similar and coordinated
design and style features, materials and colors, etc. Attached signs shall be horizontally and vertically proportionately located on each faqade
with no protrusions above roof lines. over windows. trim, cornices or other building features.
o Provide complete responses to the COMPREHENSIVE SIGN PROGRAM CRITERIA including how the criteria are met:
1. Architectural Theme. The design, character, location and/or materials of all freestandina and attached signs proposed
in a comprehensive sign program shall be demonstrably more attractive than signs otherwise permitted on the parcel
proposed for development under the minimum signs standards. All signs must be architecturally integrated intolwith the
design of the building and/or site using similar and coordinated design features, materials and colors, etc.
See Exhibit "B" attached for responses to Items El through 8.
2. Height. The height of all freestanding signs proposed through the Comprehensive Sign Program shall relate to the
design of the sign and shall not exceed 14 feet in height.
3. Lighting. Any lighting proposed as a part of a Comprehensive Sign Program is automatically controlled so that the
lighting is turned off when the business is closed.

4. Total Area of Sign Faces. Height, Area, Number and Location of Signs. The height, area, number and location of
signs permitted through the Comprehensive Sign Program shall be determined by the Community Development
Coordinator based on the following criteria: overall size of site, relationship between the building setback and sign
location, frontage, access and visibility to the site, intended traffic circulation pattern, hierarchy of signage, scale and use
of the project, and submittal of a master sign plan for the development parcel/project. Additionally, the maximum
permitted sign area shall be based on the following formula when evaluated against the above criteria:
i. Attached signs - The maximum area permitted for attached signage shall range from one percent up to a maximum
of six percent of the building fac;:ade to which the sign is to be attached.
ii. Freestanding signs - The maximum permitted area of all freestanding signs on a site shall not exceed the range of
sign area permitted by the street frontage or building fac;:ade calculation methods set forth in Section 1806.B.1.c.i.
and ii.
5. Community Character. The signage proposed in the Comprehensive Sign Program shall not have an adverse impact on
the community character of the City of Clearwater.
6. Property Values. The signage proposed in the Comprehensive Sign Program will not have an adverse impact on the
value of the property in the immediate vicinity of the parcel proposed for development.
7. Elimination of Unattractive Signage. The signage proposed in a Comprehensive Sign Program will result in the
elimination of existing unattractive signage or will result in an improvement to the appearance of the parcel proposed for
development in comparison to signs otherwise permitted underthe minimum sign standa'rds.
8. Special Area or Scenic Corridor Plan. The signage proposed in the Comprehensive Sign Program is consistent with
any special area or scenic corridor plan which the City of Clearwater has prepared and adopted for the area in which the
parcel proposed for development is located.

TO COMPREHENSIVE SIGN PROGRAM APPLICATION
Section E. Written Submittal Requirements
The subject property consists of 4 retail lots that are a part of the redevelopment of the
former Sunshine Mall site. This is a unique parcel in that it was approved as a Master
Planned Development in March, 1998, prior to the adoption of the new Code. Following
adoption of the Clearwater Community Development Code in 1999, the property was
zoned "C" and received several flexible development approvals. On 4/16/02 the
Community Development Board approved the current configuration of the retail parcels
(Case No. FL01-10-05) and imposed certain conditions, including:
(#6) That freestanding signs be compatible in design with the residential signs
and limited to a single, unified monument-style sign along South Missouri.
Avenue and a single, unified monument-style sign along Druid Road; and
(#7) That all attached signs be architecturally integrated into/with the design of
the buildings and/or site using coordinated design features, materials,
colors and style, to the satisfaction of Staff;
(collectively, "Sign Conditions").
The applicant requests (i) an amendment of the flexible development approval to amend
the Sign Conditions; and (ii) approval of a Comprehensive Sign Program as to the retail
lots within the project.
The sign package proposed by the applicant has been developed. in the spirit of the
Sign Conditions; however, there is one substantial change in that the applicant requests
a total of four monument signs for the Property, one for each retail lot, to be placed.
along Missouri Avenue. As shown on the attached site plan, one unified monument
sign is proposed along Druid Road, as required by the Sign Conditions.
Attached is a site plan showing the proposed locations of the monument signs, all set
back 7 feet or more from the right-of-way. Also attached is a revised landscape plan.
The only proposed changes to the approved landscape plan are the relocation of some
of the pine clusters, which are being adjusted to allow visibility of the monument signs.
There is no change to the count or type of plant material.

The applicant has taken measures to ensure that the proposed signage is
architecturally similar and with the same color and style as the signs on the
adjoining residential parcels. For example, the applicant has met with both
Vision Works and Wendy's to design sign plans that are greatly reduced and
"toned down" from what is normally required by these national chains.
2. Height. The height of all freestanding signs proposed through the
Comprehensive Sign Program shall relate to the design of the sign and
shall not exceed 14 feet in height.
All proposed freestanding signs are monument signs 12 feet in height. The
grade of Missouri Avenue at this location is noticeably higher than that of the
Property. This will result in the signs appearing to passersby to be 8 feet above
the road elevation.
3. Lighting. Any lighting proposed as a part of a Comprehensive Sign
Program is automatically controlled so that the lighting is turned off when
the business is closed.
The signs will be illuminated and will comply with this requirement.
4. Total Area of Sign Faces. Height, Area, Number and Location of Signs.
The height, area, number and location of signs permitted through the
Comprehensive Sign Program shall be determined by the Community
Development Coordinator based on the following criteria: overall size of
site, relationship between the building setback and sign location, frontage,

The entire Sunshine Mall redevelopment project has been an improvement to
this area of Missouri Avenue. The proposed signs are architecturally integrated
with the entire project and are similar in color and style. The retail lots will be
well-landscaped in accordance with the previously approved landscape plans
(with minor changes as described herein) this corner of Missouri Avenue and
Druid Road will have an attractive, and updated, appearance.
6. Property Values. The signage proposed in the Comprehensive Sign
Program will not have an adverse impact on the value of the property in the
immediate vicinity of the parcel proposed for development.
Answer number 5 also applies here. The proposed signs will enhance the area.
7. Elimination of Unattractive Signage. The signage proposed in a
Comprehensive Sign Program will result in the elimination of existing
unattractive signage or will result in an improvement to the appearance of
the parcel proposed for development in comparison to signs otherwise
permitted under the minimum sign standards.
One sign depicting the owners or tenants of all four lots (expected to be
approximately 7 businesses) appears cluttered and unattractive. It is not
conducive to being read quickly by drivers on Missouri Avenue passing by the
Property. The four individual monument-style signs are much more attractive in
appearance and each is located in a landscaped island.
8. Special Area or Scenic Corridor Plan. The signage proposed in the
Comprehensive Sign Program is consistent with any special area or scenic
corridor plan which the City of Clearwater has prepared and adopted for
the area in which the parcel proposed for development is located.

1. Parks and Recreation
a) Recreation Land and Recreation Facility impact fees due for additional residential units prior to issuance of building
permits or final plat whichever comes first. Open Space impact fees do not apply since floor area of total
development continues to be within the 50% expansion threshold of previous floor area (mall and theater). Contact
Deb Richter 562-4817.
2. Stormwater:
a) No comment
3. Traffic ene:ineerine::
a) Need site plan to identify parcel lines.
b) Need plat consistent with site plan, including identification of Parcels 2, 5A, 5B.
c) Need to clarify handicap access to garage elevators.
d) All parking per City Standards, show handicap spaces as such.
e) All above comments to be addressed/clarified prior to review by CDB.

a) This case needs to go back to the CDB per the Development Order for last year's approval. It really needs to be
clarified as to why the original approval (last year) states that there will be 156 units and this application calls for
116 (calling it an increase of 11 units). Addressed at DRC
b) All signage to meet "old" Code and to be submitted prior to review by CDB;
c) Rendered elevations (with cardinal direction indicated) required prior to review by CDB;
d) Need more continuity between building colour and design. Clarify prior to review by CDB review;
e) Show parcel lines on all plans prior to review by CDB;
t) Ingress/egress easements to be shown on the site plans (notes will do) prior to review by CDB.
g) That any future development not specifically shown on the submitted site plan would match the architecture, style
and colour (for signs, building and landscaping) prior to the issuance of any permits.

Dear Mr. Armstrong:
This letter constitutes a Development Order pursuant to Section 4-206 D.6 of the
Community Development Code. On March 20, 20Ql:~he Community Development
Board reviewed your application to amend a previously approved Flexible Development
application (FL 01-01-05) with the following requests:
· To decrease the number of residential units from 156 to 116 units on Parcel 4;
· Increase the gross floor area of non-residential use from 15,602 square feet to
54,684 square feet (Parcel one to be limited to 5,602 square feet and Parcel 5 to be
limited to 49,082 square feet);
· Replace a 2,500 square foot c1ubhouse/42-space parking lot with 49 parking
spaces on Parcel 3;
· Replace a 52,236 square foot, 48-unit building with a 6,300 square foot
commercial building and a portion of a 4,050 square foot commercial building on
Parcel 5;
· Combine Parcels 2,5 and 5A into a unified Parcel 5 (consisting of Lots 7, 8,9 and
10); and
· Combine Parcels 4 and 4A into unified Parcel 4.

The proposal includes 116 attached dwellings within one, four-story, 131,542 square foot
building located on Parcel 4 in the center of the overall site. A 49-space parking lot,
serving the attached dwellings located on Parcel 4, will be located on Parcel 3. The
proposal also includes locating nonresidential uses on Parcel 5. Parcel 5 is comprised of
four lots; Lots 7, 8, 9 and 10. The existing VisionWorks, located on Parcel 5 (Lots 7, 8
and 9), will be demolished and replaced initially with three buildings totaling no more
than 13,385 square feet. This proposal does not include a site plan for Lot 10 of Parcel 5.
The Community Development Board (CDB) APPROVED the application with the
following bases and conditions:
Bases for Approval:
1. The proposal is in compliance with other standards in the Code including the General
Applicability Criteria per Section 3-913; and
2. The development is compatible with the surrounding area and will enhance other
redevelopment efforts.. .
Conditions of approval:
1. That any further additions or changes to the site plan (not included with this request)
be reviewed by the CDB;
2. That the density of the site be limited to 116 dwellings units and 49,082 square feet of
non-residential uses;
3. That the final design of the residential buildings be consistent with the conceptual
elevations submitted or as modified by the.CDB;
4. That the final design of all nonresidential buildings be better coordinated through the
use of common design features, colors and materials;
5. That the future use of proposed Lot 10 of Parcel 5 (southwest comer of South
Missouri A venue and Druid Road) be limited to nonresidential uses and comply with
the requirements of the Certified Site Plan with regard to setbacks, parking, access
and landscaping and that four-sided elevations depicting the design of the building be
submitted to Staff prior to submission of building permit application;
6. That freestanding signs be compatible in design with the residential signs and limited
to a single, unified monument-style sign along South Missouri Avenue and a single,
unified monument-style sign along Druid Road; and
7. That all attached signs be architecturally integrated into/with the design of the
buildings and/or site using coordinated design features, materials, colors and style, to
the satisfaction of Staff.

Pursuant to Section 4-407, an application for a building permit shall be made within one
year of Flexible Development approval (April 16, 2003). All required certificates of
occupancy shall be obtained within one year of the date of issuance of the building
permit. Time frames do not change with successive owners. The Community
Development Board may grant an extension of time for a period not to exceed one year
and only within the original period of validity.
Please be aware that the issuance of this Development Order does not relieve you of the
necessity to obtain any building permits or pay any impact fees that may be required. In
order to facilitate the issuance of any permit or license affected by this approval, please
bring a copy of this letter with you when applying for any permits or licenses that require
this prior development approval.
In addition, please be aware that an appeal of a Level Two approval (Flexible
Development) may be initiated by a property owner abutting the property which is the
subject of the approval within 14 days of the date of the CDB decision. The filing of an
application/notice of appeal shall stay the effect of the decision pending the final

This letter constitutes a Development Order pursuant to Section 4-206.D.6 of the
Community Development Code. On April 15, 2003, the Community Development Board
reviewed your Flexible Development application modifying a portion of the Development
Order (condition six) approving the Flexible Development application (case FLD 02-02-
06) which requires that freestanding signs be limited to a single, unified monument-style
sign along South Missouri A venue and.a single, unified monument-style sign along Druid
Road. The request is to permit a total of five freestanding, monument-style signs, with
four signs along South Missouri A venue and one along Druid Road, to increase the area
of an attached sign on Lot 8 (Visionworks) and to increase the area and number of
attached signs on Lot 9 (Wendy's), as part of a Comprehensive Sign Program, under the
provisions of Section 3-1807.
The Community Development Board (CDB) APPROVED the application with the

SITE HISTORY:
The site was originally the subject of a Certified Site Plan approved by the Development Review
Committee on March 12, 1998. The CDB, at its July 17, 2001 meeting, approved a Flexible
Development application (FLD 01-01-05) for this site as a further amendment to the Certified
Site Plan. Renaissance Square Apartments, Ltd., subsequently appealed the case to the Division
of Administrative Hearings, which stayed the approval pending the outcome of that action. The
appeal was withdrawn and the case was closed on February 27, 2002.
The CDB approved a Flexible Development request (FL 02-02-06) on April 16, 2002 to decrease
the number of residential units on Parcel 4, increase the gross floor area of non-residential use on
Parcels One and Five, replace a clubhouse with a parking lot on Parcel 3, replace a residential
building with a 6 commercial building on Parcel 5, combine Parcels 2, 5 and 5A into a unified
Parcel 5 (consisting of Lots 7, 8, 9 and 10), and combine Parcels 4 and 4A into unified Parcel 4 at
its April 16, 2002 meeting.
One of the conditions of that approval (condition six) required that freestanding signs be
compatible in design with the residential signs and limited to a single, unified monument-style
sign along South Missouri Avenue and a single, unified monument-style sign along Druid Road.

ANALYSIS OF CURRENT PROPOSAL:
The 3.64-acre site is located on the southwest comer of South Missouri A venue and Druid Road
and consists of four lots Lot 7 (multi-tenant retail building), 8 (Visionworks), 9 Wendy's) and 10
(CVS/pharmacy). It has a total of 670 feet of frontage on South Missouri Avenue (east) and 240
feet of frontage on Druid Road (north). These parcels are part of a larger development known as
Renaissance Square (formally the Sunshine Mall).
The Flexible Development application (FLD 02-02-06) approved last year included a condition
(condition six) that freestanding signs be compatible in design with the residential signs and
limited to a single, unified monument-style sign along South Missouri Avenue and a single,
unified monument-style sign along Druid Road.
The proposal includes a Comprehensive Sign Program modifying the portion of the condition
which limits the number of freestanding signs for the site to two signs. No changes to the site
plan are proposed. The current request includes a total of five freestanding signs with an increase
in the area of freestanding signs and an increase in the area and number of attached signs.
The application includes an increase in the area and number of freestanding signs from two signs
(per condition six of the Development Order for case FLD 02-02-06), 32.99 square feet in area
(one percent of the total amount of building fa<;ade facing the street frontage along South
Missouri Avenue, the maximum permitted under Minimum Development Standards) to five
signs totaling 168 square feet (less than the maximum of 300 square feet or one half the lot width
as measured along the widest street frontage, South Missouri Avenue). Four of the signs (signs
A, B, C and E) will be located within a drainage swale along the front (east) property line along
South Missouri A venue as illustrated on the submitted site plan. A fifth freestanding sign (sign
D) will be located on the north side of the site along Druid Road on the south side of the
driveway. Each sign will be finished with sand-colored stucco and white trim and are consistent
with the color and finish generally used for the buildings on each lot and reflect an integrated
architectural vocabulary for parcel as a whole. The signs will include the street number in black
numbers located directly on each side of the base.
Each sign located along South Missouri A venue will be 12 feet in height. Due to the placement
of the signs along the downward slope of the Missouri A venue landscape buffer, the signs will
effectively be viewed at eight feet in height. One sign each will be located on Lot 9 (Wendy's),
Lot 8 (VisionWorks), Lot 7 (multi-tenant retail) and Lot 10 (the tenant for that lot has not been
identified). Each sign will include white letters on a red background. The signs for Wendy's and
Vision Works will read "Wendy's" and "Vision Works", respectively. The freestanding signs
located on Lots 8, 9 and 10 include a sign fa<;ade area of 24 square feet and a base of 21 square
feet. The remaining freestanding sign along South Missouri Avenue, to be located on the multi-
tenant site (Lot 7), is 44 square feet in area and will read "RENAISSANCE SQUARE" in white
letters on a red background. The sign will include four tenant panels with white letters on a red
background.

A fifth freestanding sign, 52 square feet in area, 10 feet in height including a base two feet in
height, will be located along Druid Road and will be. The sign will include four large and four
small tenant panels. The top of the sign will read "RENAISSANCE SQUARE" in white letters
on a red background. All panels include a white background. The topmost panel will read "7
ELEVEN" in black and red letters on a white background. The second and fourth large panels
will read "WENDY'S" and "CVS/pharmacy", respectively, in red letters. The third panel will
read "Visionworks" in red letters and white letters with red outline. The four small panels will
include red letters on a white background. The specific tenants who will utilize those panels
have not been identified at this time.
The proposal also includes an increase in the area of an attached sign for Visionworks from one
sign of 20 square feet (the maximum permitted under Minimum Development Standards) to one
sign of 41.6 square feet (4.6 percent of the fa~ade to which it will be attached). The sign will
read "Visionworks" in red channel letters attached directly to the east fa~ade. The proposal also
includes an increase in the area and number of attached signs for Wendy's from one sign of 20
square feet (the maximum permitted under Minimum Development Standards) to three signs
31.5 square feet each totaling 94.5 square feet. One sign each will be located on the east (facing
South Missouri Avenue), north and south facades of the building (5.2, 2.2 and 2.2 percent of the
building facades to which the signs will be attached, respectively). Each sign will read
"WENDY'S" in red channel letters attached directly to the facade with a logo. Staff
recommends that the number of attached signs for Wendy's be limited to two signs.
The sign package for the site also includes four attached signs (one for each tenant) of 20 square
feet each on the multi-tenant, retail building. Each sign will consist of black channel letters
attached to the south fa~ade of the building facing South Missouri A venue with a raceway to be
painted to match the color of the building. An additional, menu sign, 16 square feet in area and
4.25 feet in height will be located on Lot 8 (Wendy's) along the rear (west) side of the site and
building. These signs meet the Minimum Development Standard of Code are not part of the
request.
CODE ENFORCEMENT ANALYSIS:
There are no outstanding enforcement issues associated with this site.

C. COMPREHENSIVE SIGN PROGRAM (Section 3-1807):
1. Architectural theme; The signs proposed in a comprehensive sign program shall be
designed as a part of the architectural theme of the principal buildings proposed or
developed on. the parcel proposed for development and shall be constructed of
materials and colors which reflect an integrated architectural vocabulary for the
parcel proposed for development or the design, character, location and/or materials
of all freestanding and attached signs proposed in a comprehensive sign program
shall be demonstrably more attractive than signs otherwise permitted on the parcel
proposed for development under the minimum signs standards. All signs must be
architecturally integrated into/with the design of the building and/or site using
similar and coordinated design features, materials and colors, etc.;
The request includes a total of five freestanding, monument-style signs. Four of the signs
will be 12 feet in height with a fifth 10 feet in height, where two are permitted and an
increase in the area of four attached signs, three associated with Wendy's and one with
Visionworks. The sign package also includes four additional, attached signs located on
the east fa~ade of the multi-tenant building and a menu board sign 16 square feet in area.
These signs all meet the minimum requirements of Code. All of the freestanding signs
will be finished with sand-colored stucco and white trim. Each of the signs along South
Missouri A venue will include white letters on a red background. The freestanding sign
proposed along Druid Road will generally include red letters on a white background for
the tenant panels and white letters on a background for the panel identifying the center at
large. The colors and materials are consistent with those used for the buildings on each
lot and reflect an integrated architectural vocabulary for parcel as a whole. In addition,
the proposed signs are more attractive than signs otherwise permitted within the
Commercial District which include "lollipop" style signs up to a height of 14 feet.
The proposed, attached Visionworks sign will include red, channel letters located directly
on the building and will match the color of the letters on the freestanding proposed along
Druid Road. The attached signs for Wendy's will differ in the font style but will include
red channel letters similar to the other attached signs on the other buildings in the center.
The multi-tenant building will include four attached signs consisting of black channel
letters attached directly to the fa~ade of the building. Each of the signs will be no greater
than 20 square feet in area meeting the Minimum Development Standards of Code.

2. The height of all freestanding signs proposed through the comprehensive sign
program shall relate to the design of the sign and shall not exceed 14 feet in height,
except in the D and T Districts, the height shall not exceed 6 feet in height;
The proposed freestanding sign along Druid Road will be 10 feet in height. The signs to
be located along South Missouri A venue will be located within an existing drainage
swale and will be 12 feet in height meeting the requirements of Code which limit the
heights of signs to one and a half times the width of the sign. South Missouri A venue is
approximately four feet above the grade of the site therefore the signs and will appear to
be eight feet in height as seen from the road.
3. Lighting. Any lighting proposed as a part of a comprehensive sign program is
automatically controlled so that the lighting is turned off at 12 midnight or when the
business is closed, whichever is later;

4. Height, Area, Number and Location of Signs. The height, area, number and
location of signs permitted through the Comprehensive Sign Program shall be
determined by the Community Development Coordinator based on the following
criteria: overall size of site, relationship between the building setback and sign
location, frontage, access and visibility to the site, intended traffic circulation
pattern, hierarchy of signage, scale and use of the project, consistency with Beach by
Design, Clearwater Downtown Redevelopment Plan or any other applicable special
area plan and submittal of a master sign plan for the development parcel/project.
Additionally, the maximum permitted sign area shall be based on the following
formula when evaluated against the above criteria:
a) Attached signs - The maximum area permitted for attached signage shall range
from one percent up to a maximum of six percent of the building fa~ade to which
the sign is to be attached;
The attached sign proposed for Visionworks will be 41.6 square feet (4.6 percent of
the fa~ade to which it will be attached) where one sign, 20 square feet in area is
permitted. The sign will read "Visionworks" in red channel letters attached directly
to the east fa~ade. The proposal includes an increase in the area and number of
attached signs for Wendy's from one sign of 20 square feet (the maximum permitted
under Minimum Development Standards) to three signs 31.5 square feet each totaling
94.5 square feet. One sign each will be located on the east (facing South Missouri
Avenue), north and south facades of the building (representing 5.2, 2.2 and 2.2
percent of the building facades to which the signs will be attached, respectively).
Each sign will read "WENDY'S" in red channel letters attached directly to the facade
with a logo.

The sign package for the site also includes four attached signs (one for each tenant) of
20 square feet each on the multi-tenant, retail building. Each sign will consist of
black channel letters attached directly to the south fa<;ade of the building facing South
Missouri A venue. These signs meet the Minimum Development Standard of Code
are not part of the request.
b) Freestanding signs - The maximum permitted area of all freestanding signs on a
site shall not exceed the range of sign area permitted by the street frontage or
building fa~ade calculation methods set forth in Section 1806.B.l.c.i.and ii;
The Comprehensive Sign Program application includes five freestanding signs
totaling 168 square feet (less than the maximum of 300 square feet or one half the lot
width as measured along the widest street frontage, South Missouri A venue). The
heights of the freestanding signs will not exceed one and a half times the width of
each sign.
5. Community character. The signage proposed in a comprehensive sign program shall
not have an adverse impact on the community character of the City of Clearwater;
The redevelopment of the former Sunshine Mall site constituted a dramatic improvement
for the site, general vicinity and the City as a whole. The signs will be architecturally
integrated with the proposed commercial buildings (currently under construction) with
regards to color, finish and materials and should result in a positive impact on the
community character of the City of Clearwater.
6. Property values. The signage proposed in a comprehensive sign program will not
have an adverse impact on the value of property in the immediate vicinity of the
parcel proposed for development;
The redevelopment of the parcel constituted an improvement to the site and surrounding
neighborhood. The proposed, architecturally integrated signs will continue that trend and
should result in a positive impact on surrounding property values.
7. Elimination of unattractive signage. The signage proposed in a comprehensive sign
program will result in the elimination of existing unattractive signage or will result
in an improvement to the appearance of the parcel proposed for development in
comparison to signs otherwise permitted under the minimum sign standards;
Any signage originally associated with the former Sunshine Mall has been removed. The
proposal includes five freestanding signs with four low, monument-style signs along
South Missouri and one master sign along Druid Road. Each sign will be able to be
easily read by passing motorists and will be located within extensive landscaping which
exceeds the intent of Code. The proposal will result in an improvement to the site over
what would be otherwise permitted under the Minimum Development Standards.

8. Special area or scenic corridor plan. The signage proposed in a comprehensive sign
program is consistent with any special area or scenic corridor plan which the City of
Clearwater has prepared and adopted for the area in which the parcel proposed for
development is located;
The City has not adopted a special area or scenic corridor plan along South Missouri
A venue; however, the proposed signs are consistent with the types of signs historically
approved as part of Comprehensive Sign Programs. The signs will be architecturally
integrated with the proposed commercial buildings with regards to color, finish and
materials and should result in a positive impact on the community character of
Clearwater.
D. GENERAL APPLICABILITY (Section 3-913): Conditions which are imposed by the
Community Development Coordinator and the Community Development Board
pursuant to a Level One or a Level Two Approval shall ensure that:
1. The proposed development of the land will be in harmony with the scale, bulk,
coverage, density, and character of adjacent properties in which it is located.
The site is located within a highly developed area of the City with a variety of residential
and non-residential uses. The proposal includes a Comprehensive Sign Program with a
total of five freestanding signs where one is permitted and an increase in the area and
number of attached signs. All of the proposed signs will be architecturally coordinated
with the building and overall site with regards to color, height, materials and finish.
2. The proposed development will not hinder or discourage the appropriate
development and use of adjacent land and buildings or significantly impair the
value thereof.
The site was originally approved as part of a Certified Site Plan and subsequently
modified by the Community Development Board. The site has been developed with a
mix of attached dwellings and commercial buildings (some currently under construction).
The proposed signs will be architecturally integrated with the buildings through the
consistent use of similar color, materials and finish. The proposed development should
not discourage appropriate development and use of adjacent land buildings.
3. The proposed development will not adversely affect the health or safety or persons
residing or working in the neighborhood of the proposed use.
The proposal is similar in size and scale to other developments in the area. The
development will not adversely affect the health or safety or persons residing or working
in the neighborhood.

4. The proposed development is designed to minimize traffic congestion.
The proposal includes signage exclusively and is expected to have little or no increased
effect on parking demands or traffic congestion.
5. The proposed development is consistent with the community character of the
immediate vicinity of the parcel proposed for development.
The community character is comprised of several mid-rise apartment buildings to the
north, south and west. Extensive commercial uses exist to the south, north and east along
South Missouri A venue. The proposed development is consistent with the community
character of the immediate vicinity that includes an emerging redevelopment pattern of
existing commercial buildings and attached dwellings. The proposed signs will be
aesthetically more attractive than other signs in the area.
6. The design of the proposed development minimizes adverse effects, including visual,
acoustic and olfactory and hours of operation impacts, on adjacent properties.
The request includes a mix of freestanding, monument-style signs and attached signs. All
of the freestanding signs will be finished with sand-colored stucco and white trim and
include the address of each lot on their respective base in black numbers. The colors and
materials of all signs are consistent with those used for the buildings on each lot and
reflect an integrated architectural vocabulary for parcel as a whole. The proposed signs
are more attractive than signs otherwise permitted within the Commercial District. There
should be no adverse effects generated by the proposed development.
SUMMARY AND RECOMMENDATION:
The Development Review Committee reviewed the application and supporting materials on
March 13, 2003. The Planning Department recommends APPROVAL of the Flexible
Development application modifying a portion of the Development Order (condition # 6)
approving the Flexible Development application (case FLD 02-02-06) which requires that
freestanding signs be limited to a single, unified monument-style sign along South Missouri
A venue and a single, unified monument-style sign along Druid Road. The request is to permit a
total of five freestanding, monument-style signs with four signs along South Missouri A venue
and one along Druid Road, to increase the area of an attached sign on Lot 8 (Visionworks) and
increase the area and number of attached signs on Lot 9 (Wendy's), as part of a Comprehensive
Sign Program, under the provisions of Section 3-1807 for the site at 810 South Missouri Avenue,

Bases for Approval:
1. The proposal is in compliance with the criteria as a Comprehensive Sign Program per Section

The Comprehensive Sign Program application includes an increase in the area and number of
freestanding signs from one sign (per condition six of the Development Order for case FLD 02-
02-06), 32.99 square feet in area (one percent of the total amount of building fa~ade facing the
street frontage along South Missouri A venue the maximum permitted under Minimum
Development Standards) to four signs totaling. square feet (less than the maximum of 300
square feet or one half the lot width as measured along the widest street frontage, South Missouri
Avenue). Three of the signs will be located within a drainage swale along the front (east)
property line along South Missouri A venue and will be a maximum of eight feet in height as
measured from existing, average grade of the site including a base three feet in height. Each sign
will be finished with sand-colored stucco and white trim. One sign each will be located on the
Wendy's, VisionWorks and multi-tenant retail lots. The signs for Wendy's and VisionWorks
will read "Wendy's" and "VisionWorks", respectively, in white letters on a red background.
These freestanding signs will include a sign fa~ade area of . square feet and a base of ..

CHARACTER OF THE
IMMEDIA TE VICINITY: High-density residential and commercial uses dominate the
immediate vicinity.
SITE HISTORY:
The site was originally the subject of a Certified Site Plan approved on March 12, 1998.
The Community Development Board (CDB), at its March 20, 2001 meeting, approved a Flexible
Development application (FLD 01-10-05) to amend a previously approved Certified Site Plan
(Sunshine Mall) that authorizes a change of use for undeveloped parcels (from commercial to
multi-family) totaling 156 units and 15,602 square feet of existing commercial use.
The CDB, at its July 17, 2001 meeting, approved a Flexible Development application (FLD 01-
01-05) for this site as an amendment to a Certified Site Plan. Renaissance Square Apartments,
Ltd subsequently appealed the case to the Division of Administrative Hearings which stayed the
approval pending the outcome of that action. The appeal was withdrawn and the case was closed
on February 27, 2002.
The CDB subsequently approved a Flexible Development request to decrease the number of
residential units from 156 to 116 units on Parcel 4, increase the gross floor area of non-
residential use from 15,602 square feet to 54,684 square feet (Parcel one to be limited to 5,602
square feet and Parcel 5 to be limited to 49,082 square feet), replace a 2,500 square foot
clubhouse/42-space parking lot with 49 parking spaces on Parcel 3, replace a 52,236 square foot,
48-unit building with a 6,300 square foot commercial building and a portion of a 4,050 square
foot commercial building on Parcel 5, combine Parcels 2, 5 and 5A into a unified Parcel 5
(consisting of Lots 7, 8, 9 and 10), and combine Parcels 4 and 4A into unified Parcel 4 at its
April 16, 2002 meeting.
One of the conditions of that approval (condition # six) required that freestanding signs be
compatible in design with the residential signs and limited to a single, unified monument-style
sign along South Missouri A venue and a single, unified monument-style sign along Druid Road.

ANALYSIS OF CURRENT PROPOSAL:
The 3.64-acre site is located on the southwest comer of South Missouri Avenue and Druid Road
and consists of four lots Lot 7 (multi-tenant retail building), 8 (Visionworks), 9 Wendy's) and 10
(CVS/pharmacy). It has a total of 670 feet of frontage on South Missouri Avenue (east) and 240
feet of frontage on Druid Road (north). These parcels are part of a larger development known as
Renaissance Square (formally the Sunshine Mall) approved as part of a Certified Site Plan.
There are three additional parcels (6, 7 and 8) part of the overall site that have been developed
with attached dwellings.
The Flexible Development case approved last year included a condition (condition # six) that
freestanding signs be compatible in design with the residential signs and limited to a single,
unified monument-style sign along South Missouri Avenue and a single, unified monument-style
sign along Druid Road.
The proposal includes a Comprehensive Sign Program modifying condition SIX of the
Development Order approving application FLD 02-02-06 which limits the number of
freestanding signs for the site to one sign. The request includes a total of four freestanding signs
where one is permitted and an increase in the area of two attached signs.
The request includes a total of four freestanding, monument-style signs, approximately" feet
above existing average grade of the site, where one is permitted and an increase in the area of
two attached signs. The sign package also includes four attached signs located on the east fac;ade
of the multi-tenant building. All of the freestanding signs will be finished with sand-colored
stucco and white trim. Each of the signs along South Missouri A venue will include white letters
on a red background. The freestanding sign proposed along Druid Road will generally include
red letters on a white background for the tenant panels and white letters on a background for the
panel identifying the center at large. The colors and materials are consistent with those used for
the buildings on each lot and reflect an integrated architectural vocabulary for parcel as a whole.
In addition, the proposed signs are more attractive than signs otherwise permitted within the
Commercial District which include "lollipop" style signs up a height of 14 feet.
No other changes are proposed.

C. COMPREHENSIVE SIGN PROGRAM (Section 3-1807):
1. Architectural theme; The signs proposed in a comprehensive sign program shall be
designed as a part of the architectural theme of the principal buildings proposed or
developed on the parcel proposed for development and shall be constructed of
materials and colors which reflect an integrated architectural vocabulary for the
parcel proposed for development or the design, character, location and/or materials
of all freestanding and attached signs proposed in a comprehensive sign program
shall be demonstrably more attractive than signs otherwise permitted on the parcel
proposed for development under the minimum signs standards. All signs must be
architecturally integrated into/with the design of the building and/or site using
similar and coordinated design features, materials and colors, etc.;

directly on the building and will match the color of the letters on the freestanding
proposed along Druid Road. The attached sign for Wendy's will differ in the font style
but will include red channel letters similar to the other attached signs on the other
buildings in the center. The multi-tenant building will include four attached signs
consisting of black channel letters attached directly to the fa~ade of the building. Each of
the signs will be up to 20 square feet in area meeting the requirements of Code.
2. The height of all freestanding signs proposed through the comprehensive sign
program shall relate to the design of the sign and shall not exceed 14 feet in height,
except in the D and T Districts, the height shall not exceed 6 feet in height;
The proposed freestanding signs will all be . feet in height as measured from grade.
The signs to be located along South Missouri A venue will be located with an exis~
drainage swale and will also be . feet in height as measured from grade but will be .
feet as measured from the average grade of the site. South Missouri A venue is
approximately four feet above the bottom of the drainage swale in which the signs will be
located therefore the signs and will appear to be no higher than eight feet in height as seen
from the road.

3. Lighting. Any lighting proposed as a pad of a comprehensive sign program is
automatically controlled so that the lighting is turned off at 12 midnight or when the
business is closed, whichever is later;

4. Height, Area, Number and Location of Signs. The height, area, number and
location of signs permitted through the Comprehensive Sign Program shall be
determined by the Community Development Coordinator based on the following
criteria: overall size of site, relationship between the building setback and sign
location, frontage, access and visibility to the site, intended traffic circulation
pattern, hierarchy of signage, scale and use of the project, consistency with Beach by
Design, Clearwater Downtown Redevelopment Plan or any other applicable special
area plan and submittal of a master sign plan for the development parcel/project.
Additionally, the maximum permitted sign area shall be based on the following
formula when evaluated against the above criteria:
a) Attached signs - The maximum area permitted for attached signage shall range
from one percent up to a maximum of six percent of the building fa~ade to which
the sign is to be attached;
The attached sign proposed for Visionworks and Wendy's will constitute 3.2 percent
and. percent, respectively, of the building fa<;ades to which they will be attached.
The attached signs for the multi-tenant building will consist of black channel letters
attached directly to the east fa<;ade of the building and will be no more than 20 square
feet in area and will meet the Minimum Development Standards of the Code.
b) Freestanding signs - The maximum permitted area of all freestanding signs on a
site shall not exceed the range of sign area permitted by the street frontage or
building fa~ade calculation methods set forth in Section 1806.B.1.c.i.and ii;
The total area of the all the freestanding signs will be . square feet which
constitutes less than the maximum of 300 square feet or one half the lot width as
measured along the widest street frontage, South Missouri A venue
5. Community character. The signage proposed in a comprehensive sign program shall
not have an adverse impact on the community character of the City of Clearwater;
It is generally agreed that the redevelopment of the former Sunshine Mall site constituted
a dramatic improvement for the site, general vicinity and the City as a whole. The signs
will be architecturally integrated with the proposed commercial buildings with regards to
color, finish and materials and should result in a positive impact on the community
character of the City of Clearwater.

6. Property values. The signage proposed in a comprehensive sign program will not
have an adverse impact on the value of property in the immediate vicinity of the
parcel proposed for development;
The redevelopment of the site of the former Sunshine Mall constituted an improvement to
the site and surrounding neighborhood. The proposed, architecturally integrated signs
will continue that trend and should result in a positive impact on surrounding property
values.
7. Elimination of unattractive signage. The signage proposed in a comprehensive sign
program will result in the elimination of existing unattractive signage or will result
in an improvement to the appearance of the parcel proposed for development in
comparison to signs otherwise permitted under the minimum sign standards;
Any signage originally associated with the former Sunshine Mall has long been removed.
The original condition (condition # six) required two monument-style freestanding signs,
one each along South Missouri A venue and Druid Road, to provide adequate, readable
signage for approximately seven separate businesses. This would result in cluttered,
difficult to read signs. The proposal includes three low, monument signs along South
Missouri and one master sign along Druid Road. Each sign will be able to be easily read
by passing motorists and will located within extensive landscaping which exceeds the
intent of Code. The proposal will result in an improvement to the site over what would
be otherwise permitted under the Minimum Development Standards.
8. Special area or scenic corridor plan. The signage proposed in a comprehensive sign
program is consistent with any special area or scenic corridor plan which the City of
Clearwater has prepared and adopted for the area in which the parcel proposed for
development is located;
The City has not adopted a special area or scenic corridor plan along South Missouri
A venue; however, the proposed signs are consistent with the types of signs historically
approved as part of Comprehensive Sign Programs.. The signs will be architecturally
integrated with the proposed commercial buildings with regards to color, finish and
materials and should result in a positive impact on the community character of the City of
Clearwater.

D. GENERAL APPLICABILITY (Section 3-913): Conditions which are imposed by the
Community Development Coordinator and the Community Development Board
pursuant to a Level One or a Level Two Approval shall ensure that:
1. The proposed development of the land will be in harmony with the scale, bulk,
coverage, density, and character of adjacent properties in which it is located.
The site is located within a highly developed area of the City with a variety of residential
and non-residential uses. The proposal includes a Comprehensive Sign Program with a
total of four freestanding signs where one is permitted and an increase in the area of two
attached signs. All of the proposed signs will be architecturally coordinated with the
building and overall site.
2. The proposed development will not hinder or discourage the appropriate
development and use of adjacent land and buildings or significantly impair the
value thereof.
The site was originally approved as part of a Certified Site Plan. The bulk of the site has
been developed with attached dwellings. The subject site will be developed with non-
residential uses as outlined in the master plan for site and the proposed signs will be
architecturally integrated with the buildings through the use of color, materials and finish.
The proposed development should not discourage appropriate development and use of
adjacent land buildings.
3. The proposed development will not adversely affect the health or safety or persons
residing or working in the neighborhood of the proposed use.
The proposal is similar is size and scale to other development in the area. The
development will not adversely affect the health or safety or persons residing or working
in the neighborhood.
4. The proposed development is designed to minimize traffic congestion.
The proposal is expected to have little or no increased effect on parking demands or
traffic congestion.
5. The proposed development is consistent with the community character of the
immediate vicinity of the parcel proposed for development.
The community character is comprised of several mid-rise apartment buildings to the
north, south and west. Extensive commercial uses exist to the south, north and east. The
proposed development is consistent with the community character of the immediate
vicinity that includes an emerging redevelopment pattern of existing commercial and
attached dwellings. The proposed signs will be aesthetically better than other signs in the
area.

6. The design of the proposed development minimizes adverse effects, including visual,

The current request is for a Comprehensive Sign Program to increase the area and number of a
freestanding signs from one sign (per condition six of the Development Order for case FLD 02-02-
06), 32.99 square feet in area (one percent of the total amount of building fac;:ade facing the street
frontage along South Missouri A venue the maximum permitted under Minimum Development
Standards) to four signs totaling" square feet (less than the maximum of 300 square feet or one
half the lot width as measured along the widest street frontage, South Missouri Avenue). Three of
the signs will be located within a drainage swale along the front (east) property line along South
Missouri A venue and will be a maximum of eight feet in height as measured from existing, average
grade of the site including a base three feet in height. Each sign will be finished with sand-colored
stucco and white trim. One sign each will be located on the Wendy's, VisionWorks and multi-
tenant retail lots. The signs for Wendy's and VisionWorks will read "Wendy's" and
"VisionWorks", respectively, in white letters on a red bac~und. These freestanding signs will
include a sign fac;:ade area of II square feet and a base of'" square feet. Under th~visions
of Section 8-102 a base of. square feet is permitted. The proposal includes a base" square
feet in excess of the maximum permitted and must be added to total amount of signage requested
resulting in a total of _ square feet of signage. A third freestanding sign, located along South

Dear Mr. Armstrong:
The Planning staff has reviewed your application to amend a previously approved Certified Site
Plan (Sunshine Mall) that authorizes a change of use for undeveloped parcels (from commercial
to multi-family) totaling 156 units and 15,602 square feet of existing commercial use as
previously amended by the Community Development Board (July 17,2001- case FL 01-01-05),
as part of a Comprehensive Infill Project under the provisions of Section 2-704 at 1100 South
Missouri A venue. After a preliminary review of the submitted documents, staff has determined
that the application is complete.
The application has been entered into the Department's filing system and assigned the case
number: SGN2003-02009
The following items need to be clarified and/or provided:
1. Scaled dimensioned drawings of each sign. Not all dimensions are shown and it is not
indicated what scale they are. Engineer scale is preferred;
2. Provide the existing grade of the site and how that compares to the height of the sign.
The level of Missouri A venue is immaterial;
3. Provide the area of the base of each sign;
4. Revise the Druid Road sign to be a maximum of 1.5 times the width of the sign. It
appears that the sign is 4.5 feet in width which will allow 6.75 feet of height.
5. Indicate the color and font style of the four smaller panels on the freestanding along
Druid road and on the four panels on the multi-tenant sign along South Missouri Avenue;

It appears that only top portion which reads "RENAISSANCE SQUARE" is included in
the square footage calculation;

8. Revise the package to label each freestanding sign as Sign A, B, Cor D, as the case may
