WRITTEN SUBMITTAL REQUIREMENTS: (Code Section 3-1807.C) Signage proposed as part of a Comprehensive Sign Program may deviate from the minimum sign standards in terms of numbers of signs per business or parcel ot"Jand, maximum area of sign face per parcel of land and the total area of sign faces per business or parcel of land, subject to compliance with the flexibility criteria outlined below. Monument signs, pursuant to Sections 3-1806.8.1.g and 3-18068.2 shall not be eligible for this program. As part of the program, all sign types (freestanding, attached, windows, inferior site directional, etc.) shall be reviewed for the business anellor the development parcel to achieve compliance in so far as possible with these current regulations. A master sign program for sho~ping centers, including all out parcels, and office complexes shall include all types of signs for all tenants/uses within the development parcel. These will be reviewed as a Comprehensive Sign Program application. All existing and proposed signs must be architecturally integrated into the design of the building anellor site using similar and coordinated design and style features, materials and colors, etc. Attached signs shall be horizontally and vertically proportionately located on each far;ade with no protrusions above roof lines, over wIndows, trim, cornices or other building features. o Provide complete responses to the COMPREHENSIVE SIGN PROGRAM CRITERIA including how the criteria are met: 1. Architectural Theme. The design, character, location and/or materials of all freestandinq and attached signs proposed in a comprehensive sign program shall be demonstrably more attractive than signs otherwise permitted on the parcel proposed for development under the minimum signs standards. The height. area, number and location of signs permitted through the Comprehensive Sign Program shall be determined by the Community Development Coordinator based on the following criteria: overall size of site, relationship between the building setback and sign location, frontage, access and visibility to the site, intended traffic circulation pattern, hierarchy of signage, scale and use of the' project, and submittal of a master sign plan for the development parcel/project. Additionally, the maximum permitted sign area shall be based on the following formula when evalu~ted against the above criteria: i. Attached signs - The maximum area permitted for attached signage shall range from one percent up to a maximum of six percent of the building fatrade to which the sign is to be attached. 5. ii. Freestanding signs - The maximum permitted area of all freestanding signs on a site shall not exceed the range of sign area permitted by the street frontage or building fatrade calculation methods set forth in Section 1806.B.1.c.i. andii. WRITTEN SUBMITTAL REQUIREMENTS: (Code Section 3-1807.C) Signage proposed as part of a Comprehensive Sign Program may deviate from the minimum sign standards in tenns of numbers of signs per business or parcel of land, maximum area of sign face per parcel of land and the total area of sign faces per business or parcel of land, subject to compliance with the flexibility criteria outlined below. Monument signs, pursuant to Sections 3-1806.B.1.g and 3-1806B.2 shall not be eligible for this program. As part of the program, all sign types (freestanding, attached, windows, interior site directional, etc.) shall be reviewed for the business and/or the development parcel to achieve compliance in so far as possible with these current regulations. A master sign program for shopping centers, including all out parcels, and office complexes shall include all types of signs for all tenants/uses within the development parcel. These will be reviewed as a Comprehensive Sign Program application. All existing and proposed signs must be architecturally integrated into the design of the building and/or site using similar and coordinated design and style features, materials and colors, etc. Attached signs shall be horizontally and vertically proportionately located on each fayade with no protrusions above roof lines, over windows, trim, cornices or other building features. o Provide complete responses to the COMPREHENSIVE SIGN PROGRAM CRITERIA including how the criteria are met: 1. Architectural Theme. The design, character, location and/or materials of all freestandina and attached signs proposed in a comprehensive sign program shall be demonstrably more attractive than signs otherwise permitted on the parcel proposed for development under the minimum signs standards. The original Flexible Standard Development application, approved on May 20, 2002, included a comprehensive redevelopment of the Clearwater Mall with 788,948 square feet of mixed retail sales, service and restaurant use within 13, one-story structures with the following requests: a) reduce the required front (west and north) setbacks along US Highway 19 North and Gulf to Bay Boulevard, respectively, from 25 feet to 15 feet to pavement; b) increase in building height from 25 feet to 35 feet; c) permit an automotive service station within the Commercial District; d) and reduce the required number of parking spaces from 3,973 spaces (five spaces per 1,000 square feet of gross floor area) to 3,812 spaces (4.83 spaces per 1,000 square feet of gross floor area). The application was amended and approved with some minor changes including: building footprint, dumpster location, landscaping and building facades/architecture amendments. The overall building area has increased to 795,902 square feet (including common areas, garden centers, and Ouparcels "d", "e", "f') and the number of buildings increased to 14. A second Development Order was issued on September 20,2002 (Amendment #1). The current request is for additional minor amendments including those detailed in your letters of April 21,2003 and May 27,2003 and as reflected on revised plans LP2.0 (which supercedes LP1.9) and LS- 7, AC1.0, L-3 and A-6.
