The signs proposed in a Comprehensive Sign Program shall be designed as a part of the architectural theme of the principal buildings proposed or developed on the parcel proposed for the development and shall be constructed of materials and colors which reflect an integrated architectural vocabulary for the parcel proposed for development. The materials and designs are created to match the buildings in style and color OR b. The design, character, location and/or materials of the signs proposed in the Comprehensive Sign Program shall be demonstrably more attractive than signs otherwise permitted on the parcel proposed for development under the minimum sign standards. The approach here is to place siqnaqe that is minimally necessary for 2 free standing buildings, but are both located on the same parcel. In that regard the request will have significantly reduced signage on the bank building than existing and what is proposed for the Eckerd site matches the bank in square footaqe. 2. Height. The maximum height of all signs proposed in a Comprehensive Sign Program is twelve (12) feet provided, however, that a single attached sign with a sign face of no more than twelve (12) square feet may be erected up to the height of the principal building. Any lighting proposed as a part of a Comprehensive Sign Program is automatically controlled so that the lighting is turned off when the business is closed. This standard is met. 4. Total Area of Sign Faces. The total area of sign faces which are proposed as a part of a Comprehensive Sign Program shall not exceed two (2) times the total area of sign faces permitted under the minimum sign standards on the parcel proposed for development. '!his application brings with it, along with the re-develo ment, an elimination of excesslve slgnage on e bank, located on all 4 sides of that structure. '!he end result will be 2 free standing buildings that would normally receive this level of signage requested, if located on typical outparcels, separately. 8. Special Area or Scenic Corridor Plan. The signage proposed in the Comprehensive Sign Program is consistent with any special area or scenic corridor plan which the City of Clearwater has prepared and adopted for the are in which the parcel proposed for development is located.
