FINAL PLAT INSTRUCTIONS
The final plat shall be suitable for recording at the office of the clerk of the circuit court. It
shall be prepared and sealed buy a land surveyor registered by the state and shall conform
with the requirements of Florida Statute, Chapter 177, and the requirements of this
subsection. It shall be drawn at a scale of one inch equals 50 feet or other scale determined
appropriate by the city engineer. The overall sheet size of the plat shall be consistent with the
standards established by the clerk of the circuit court for recording. Each sheet shall be
provided with a one-inch margin on each of three sides and a three-inch margin on the left
side of the plat for binding purposes.
Eighteen (18) copies of the Final Plat must be submitted.

Review Committee on August 4,2003. Please be prepared to address these and any other
comments generated at the scheduled Development Review Meeting for 2400 Varsity
Drive on August 14,2003 at 11 :00. The city requests that yourself or a representative be
present for the Development Review Meeting at 100 South Myrtle Avenue in Clearwater,
FL on the second floor of the Municipal Services building. Please call and verify your
time with Sherrie Nicodemus at 562-4582. I look forward to meeting with you.
The DRC reviewed this application with the following comments:
1. Parks and Recreation:
a) Open Space, Recreation Land and Recreation Facility impact fees must
be satisfied prior to the issuance of building permits or final plat,
whichever occurs first. Contact Deb Richter at 562-4817.
2. Stormwater:
a) Grading plan requires typical house pad and driveway for each lot.
b) Show pond outfall on plan view sheet
c) Site requires soil boring to identify seasonal high water utilized III
drawdown cales.
d) Garage pads required to be 6" above crown of road
e) Use appropriate tail water from Alligator Creek Watershed Management
Plan for tail water at outfall structure.
f) Grade lots to streets to eliminate rear swale or pipe swale with inlets at
the rear of each property.
g) House pads will be required to be above the 100-year flood plain
elevation. Neighborhood streets will be required to be above the 10-year
flood plain elevation.
h) Any fill within the 100-year floodplain will require compensatory
storage.
i) Flood plain information from Alligator Creek Watershed Management
Plan (WMP) from node A0300 (upstream of site) and node A0290
(downstream of site). Corresponding info for 24 hr 10 year event (A0300
= 27.05, A0290 = 26.29), 24 hr 25 year event (A0300 = 27.64, A0290 =
26.86), 24 hr 100 year event (A0300 = 28.51, A0290 = 27.77). These
values are slightly higher than the FEMA 100 year elevation of 27.
However, the information from the WMP is the "best available data" and
will be used in the review of sites in the Alligator Creek Watershed.
3. Traffic Ene:ineeriD{!:
a) Private road must be a minimum of 24' wide from edge of pavement to
edge of pavement

b) Show on the site plans the proposed gate and console to operate and how
it will operate.
c) Show 20' x 20' sight visibility triangles at the intersection. No structures
or landscaping may be installed which will obstruct views at a level
between thirty inches (30") above grade and eight feet (8') above grade
within the sight distance triangle. (City's Community Development
Code, Section 3-904).
d) All ofthe above to be addressed prior to D.O
4. General En2ineeriDl!:
a) Need to show taps for both proposed water main extensions on existing
mains (example: 4" x 4" tapping sleeve and valve).
b) Need to extend the loop connection to the existing 6" water main on
Ruskin Road instead of the 4" x 4" tap connection to the existing 4" water
main on Varsity Drive.
c) Some/all of the details shown are not city details. Need to update the
detail sheet PLT2003-0007
d) Do lot lines need to extend to the center of the road? Could the plat show
a 50-foot ROW labeled as a common element?
e) Property lines for lots 7 through 13 should extend to the subdivision
boundary line and create a drainage easement for the ponds.
f) Label street names.
5. Plannin2:
a) Grade elevations indicate that site drainage is going northward at the rear
of lots 1-7 and 13-20. Yet no easements are shown. Indicate proposed
drainage easements and width;
b) Need to show where section A-A of the pond was taken from on page C-
3;
c) Based on typical lot design submitted and with required setbacks it is
noted that accessory structures, such as but not limited to sheds and
swimming pools are not provided for;
d) Need cross sections of berm (lots 4-7 and 13-20) as shown on page C-3;
e) Provide description of what the area between lot nine and ten and the
area at the north of the property are to be utilized as?
f) Provide impervious surface area calculation for the typical lot and those
noted under number two above; and
g) What are the intentions for the eight foot concrete wall along north-east
boundary of the subdivision;
h) It is not understood how a 75-foot x 50-foot structure is going to fit onto
lots 6, 7, 8, 11, 12, 13, 26, and 27. Need lot designs for these lots
showing all structures, including streets, driveways, patios and sidewalks;
i) Provide elevation drawings (typical) of proposed single family residence
j) All utilities underground.
6. Solid Waste:
a) All Black Barrels must be stored according to city code Sec.32.281
7. Land Resources:

a) Provide a Tree Preservation Plan prepared by a Certified Arborist. This
plan must show how the proposed building, roadways, storm water and
utilities impact the critical root zones (drip lines) and how you propose to
address these impacts ie; crown elevating, root pruning and/or root
aeration systems. Other data required on this plan must show actual tree
barricade limits (2/3 of the drip line and/or in the root prune lines if
required), the tree barricade detail and any other pertinent information
relating to tree preservation.
b) Revise tree barricade detail to meet City standards, 2x2 post with lx4 rail,
no ribbon permitted.
8. Fire:
a) Ingress/egress roads are a required fire lane and shall be designated as
such by proper signage to be installed by developer and maintained by
homeowners association.
b) Maximum distance between hydrants for residential use is 500 ft. Add
hydrants as required to comply with ordinance.
9. Environmental:
a) Alligator Creek is identified in the Clearwater Wetland Atlas (7/29/16-3).

project. This exploration was authorized by Mr. Tom Heironimus on July 25,2003. The purpose
of this exploration was to determine the general subsurface conditions at the project site in order to

To accomplish this, the scope of our study has included the following items:
1. Exploring subsurface soil stratification and ground water conditions
by means offour standard penetration borings at locations designated
by the client and access on the site.
2. Obtaining standard split-spoon samples of the soils.
3. Visually inspecting the samples and assessing the pertinent engineering
characteristics to assist in the classification of these soils.
4. Perfonning a double ring infiltrometer at the proposed pond location
for the purpose of detennining an infiltration rate and a seasonal high
water line.
5. Evaluating the soils and ground water conditions as they relate to the
proposed construction of a subdivision.
SITE CONDITIONS AND PROJECT DESCRIPTION
The project site is located on the north side of Varsity Drive and east of Oberlin Road in
Clearwater, Florida. The site is fairly level and grassed. The elevation is approximately 23 to 25 feet.
There are many trees on site which vary in size from 5 to 44 inches in diameter. There is an existing
structure in place, which will be demolished prior to construction of the subdivision. The existing
structure is an old wooden barn or shed area. The site had been used as a nursery at some time and
there are several trees and/or bushes on site.

In addition, there are several posts and wire which had been used to support and water trees
on the east side of the property. There is a dirt mound on the north side of the posts and wires.
Underground irrigation lines were present. The proposed subdivision will be single story residences,
constructed of masonry and frame. Structural loads are not known at this time; however, preliminary
estimates of light to medium intensity loading conditions are anticipated.
FJELD INVESTIGATION
Soil conditions at this project location were investigated by the drilling of four test borings,
designated as B-1 through B-4, performed on July 28, 2003, located as shown on the Boring Plot
Plan, Plate 1. The test borings were extended to a depth of20 feet below the existing ground surface
and located in the field by use of a wheel and compass. Soil samples were taken continuously to a
depth of six feet and then at intervals of not more than 5 feet below that depth.
The test borings were conducted in accordance with ASTM D-15 86, Standard Penetration
Test Method, which involves driving a 2-inch diameter split-spoon sampler into the soil with a 140-
pound weight falling 30 inches. Blows on the device are recorded for each 6 inches of penetration
of the sampler; the sums of the final two driving increments are called Standard Penetration
Resistance, Value "N" (in blows per foot). These values are graphed on the attached Boring Logs.
Results of these tests are used to estimate soil bearing capacity and soils recovered from the sampler
may be used to closely verify, by examination in the laboratory, the field identification of the soils.

Soil and ground water conditions encountered in the test borings have been evaluated and are
shown on the individual Soil Boring Logs as attached. As actual changes between adjacent soils are
generally gradual, soil stratum changes indicated on the Soil Boring Logs may be interpretive. The
legend provided in the Appendix indicates the general description of soil types commonly found in
the area.
In addition, a double ring infiltrometer test was performed within the proposed pond area on
the north side of the site. The test was performed at a depth of two feet below the existing surface.
An auger classification boring was performed to determine the seasonal high water line and shallow
soil conditions. The test was conducted in general accordance with ASTM D 3385. A data sheet
showing the quantity of water, infiltration rate curve and soil profile is attached to this report. The
infiltration rate for the inner ring is generally used for design purposes since it is most representative
of the true vertical infiltration rate. The infiltration rate for the outer annular space is higher due to
divergent horizontal flow.

SOIL DISCUSSION
In general, the soil profile indicated by test boring B-1, located within the northeast comer
area of Lot 4, was loose to medium dense fine sands in the upper 7-1:. feet. Very stiff sandy clay then
extend to a depth of 17-1:. feet and is underlain by loose clayey sands then to the termination depth of
20 feet.
Boring B-2 was located in the southern portion of Lot 8 and indicated medium dense fine sand
in the upper 1.5-1:. feet, underlain by loose to medium dense fine sands with a heavy organic stain then
to a depth of 4.5-1:. feet. From 4.5-1:. to 17-1:. feet, medium dense and loose fine sands occurred and were
underlain by very stiff clays then to the termination depth of 20 feet.
In boring B-3, located in the west center of Lot 15, the soils were medium dense fine sands
in the upper 4.5-1:. feet. These sands were underlain by dense fine sands then to a depth of 7-1:. feet.
From 7et:. to 12et:. feet, loose fine sands were encountered. The weight of the hammer dropped the
sampler approximately 4 inches at the depth for the 15 foot sample. Loose fine sands were then
found to a depth of 17et:. feet and were underlain by very stiff sandy clays then to the termination
depth of 20 feet.
Boring B-4, located near the lot line of Lots 25 and 26, indicated loose fine sands from the
surface to a depth of 4.5-1:. feet. From 4.5-1:. to 7-1:. feet, medium dense fine sands were encountered.
Very loose fine sands were found from a depth of 7-1:. to 17et:. feet and underlain by medium dense fine
sands then to the termination depth of 20 feet.

SOIL DISCUSSION
No loss of circulation was noted nor any other indications of sinkhole activity.
Ground water levels were encountered at a depth of 4:1: feet at the time of our exploration;
however, these levels may vary due to seasonal fluctuations.
FOUNDA TION RECOMMENDATIONS
On the basis of the above considerations and the soils conditions encountered, it is our
recommendation that the proposed structures may be supported on a conventional strip and/or spread
foundation system. This report was prepared for the exclusive use of the Lehigh Group, Inc. and
their designated consultants for the design of the previously described project. Variations from
conditions encountered by the borings may exist intermediate of the boring locations. If such
variations are encountered, it may be necessary to re-evaluate our conclusions and recommendations
based upon on-site observations of these conditions. We request that we be informed of changes in
design, or if our stated assumptions are incorrect, so that we might make further evaluations and
revise our recommendations as may be appropriate.

Any grass, topsoil and root systems from beneath and to 7 feet beyond the proposed building
lines should be removed. The exposed soils should then be proof-rolled a minimum of 7 passes in
each of two perpendicular directions. The purpose of the proof-rolling is two-fold. First, it will
detect any areas where shallow unsuitable soils are present, and second, it will density the near-
surface loose soils for support of shallow foundations. Any soft or unstable areas which rut or deflect
excessively during the proof-rolling process should be undercut to firmer soils and backfilled as
indicated in the following subsections.
Any fill required to grade the site prior to construction should be placed in loose lifts no
greater than 18 inches and each lift is to be compacted to a minimum density of 95 percent of a
Modified Proctor Test (ASTM D-1557). A compactor of sufficient size to produce the desired
density should be used. All material should be at approximately the optimum moisture content during
compaction and may require wetting. Density testing should be conducted to verifY that compaction
has been achieved.

The structures may be supported by a conventional strip and/or spread foundation system
bearing at a depth of 1.5 feet below the final soil surface. An allowable bearing capacity of 2000

pounds per square foot may be utilized in the design. The strip footings should maintain a minimum
If
width of20 inches and any column or spread footings should be a minimum of 42 inches square.
Total and differential building settlements are expected to be within tolerable limits if the
--
recommendations outlined in this report are adhered to. It is recommended that all strip footings be
i
suitably reinforced to minimize the effects of anticipated differential settlements.
The foundations should be designed by a registered professional engineer familiar with the
i
contents of this report and should be proportioned for all imposed loading conditions.
i
GROUND WATER CONTROL
i
In general, some ground water related problems may be anticipated during the foundation
construction phase of the project. Construction excavations extending below the water table in
--
predominantly granular soils are expected to encounter moderate to heavy volumes of water.
--
Furthermore, the granular soil at the bottom of the excavation tends to become unstable by ground
water effects. Construction excavations extending more than 1 to 2 feet below the water level are

expected to require positive dewatering measures. A properly designed dewatering system or
II
combination of systems will be the responsibility of the contractor.

FIELD MONITORING
Soil conditions at the site may vary from those generalized on the basis of test borings made
at specific locations. It is therefore recommended that a qualified Geotechnical Engineer be retained
to provide soil engineering services during the site preparation, excavation and foundation phases of
the proposed project. This is to observe compliance with design concepts, specifications and
recommendations. Also, monitoring will allow design changes, if necessary, to be made in the event
that subsurface conditions differ from those anticipated prior to the start of construction.
LIMITATIONS
This exploration and analysis covers only the soil zones and deposits associated with the
shallow subsurface exploration. It is not intended to include deep soil or rock strata where cavities
or caverns may exist. Furthermore, this study does not deal with, nor does Geoscience & Materials
Engineers, Inc. accept responsibility for, the possibility of eventual sinkhole development. Deep
structural borings, geophysical investigation or resistivity surveys must be conducted in order to
evaluate the structural conditions and stability of soil and rock formations and is beyond the scope
of this exploration.

ENGAGEMENT
As you requested, on Tuesday, July 22,2003, I met on-site with you and Mr. Rick
Albee, L.A., City of Clearwater, Florida.
ASSIGNMENT
My assignment was to design a set of Tree Preservation Specifications to be
implemented at the Hunt property and submit these specifications in a written
report.
SPECIFICATION PROTOCOL
All specifications contained in this written report comply with American National
Standards Institute (ANSI) A-300, ANSI A-300, part 2, the Department of
Agriculture and Consumer Services (DACS), Office of Entomology, and only
published, research-backed data furnished by land grant universities.
SPECIFICATIONS
The word "shall" indicates a practice that is mandatory. The word "should" refers
to a practice that is strongly recommended.
· All pruning shall be completed by a certified arborist or a certified arborist
shall supervise all pruning.
· All root pruning shall be completed utilizing equipment authorized by the
consulting arborist of record. The root pruned trenches shall be back-filled
with the removed site soil.
· All chemicals, except fertilizer, shall be applied by a certified pest control
operator or current 1.0. card holder, holding a current certificate in the
category of Lawn and Ornamentals.
· All mulch shall be clean, recycled tree chips or pine bark applied at the
depth of three inches (3") to targeted areas under tree canopies.
Shredded cypress mulch shall not be accepted.
· All targeted areas to be mulched shall first be mowed at a cutting height of
one inch (1") to one and one half inch (1 'Y:1"). Immediately after mowing,
Round-Up shall be applied to target areas. Mulch may be applied within
four (4) hours after treatment with Round-Up.
· The defined targeted limits of mulching or the limits of root pruning shall
be treated with Subdue and Cleary's fungicides at the highest labeled
rates. Application shall be by sub-surface soil injection to a depth of eight
inches (8") on two foot (2') grids.

· The canopies of subject trees shall be treated with a Diathane-type
fungicide, Neutral Copper, and Sequesterine Iron at highest labeled rates
to the point of run-off.
· Target areas shall be fertilized with a 10-3-15 analysis fertilizer containing
50% ureaformaldahyde and 50% sulfur coated urea at the rate of four
pounds (4 Ibs) of actual nitrogen per 1,000 square feet of area.
· Pruning objectives shall be proposed at the time the building permit is
submitted. Pruning requirements shall be determined by the consulting
arborist, site engineer, and the City of Clearwater. Pruning cuts shall be in
accordance with ANSI A-300 pruning standards.
· All work shall be performed in accordance with ANSI Z-133.1 safety
regulations as required by OSHA.

In response to your letter of July 24, 2003 to property owners within 200 feet of the property at 2400
Varsity Drive, Clearwater, my wife and I have the following concerns about the request.
a) Reduction of front setbacks from 25 feet to zero feet
b) Placing 32 new residential lots on the subject parcel.
The parcel in question consists of approximately 7 acres of land, of which several acres appear to be low
and not available for development. Placing 32 lots in such a small area adjacent to existing homes that
were subjected to deed restrictions setting minimum square footage ofliving area at 1,200 square feet of
living area suggests that values of the older homes may suffer serious reductions. Most of the homes that
were built in that neighborhood consist of at least 1,800 square feet of living area, and some as much as
4,000 square feet in addition to a 25 foot setback that equates to 2,000 or more additional square feet of
area.
Since the area within 200 feet of the subject parcel is already subjected to flooding with almost any
heavy rain, can we assume that if the City approves this request for plat approval, the City will also
accept responsibility for additional drainage problems that may result from the addition of 32 homes
bordering Alligator Creek? Alligator Creek is narrow and shallow, and overflows its banks now on a
regular basis. What plans has the City made to protect the existing homes as well as new homes from
additional flood risk if you approve this aggressive development plan?

Dear Mr. Scholdtler, As a 30 year resident of Varsity drive, I find it very disturbing
that our city is even considering an application described in your July, 2003 notice! How
are you going to allow 32 new residence to be built in that small area? Front "setbacks"
at "zero" feet is ridiculous, as well as, the phrase "Make Us Your Favorite" in your letter.
Some years back, we, as a concerned neighborhood, bought the property on the northeast
corner of Oberlin and Sharkey, and deeded it to the city. This was to prevent
substandard housing to be built on this property. Later, we had to spend more money to
protect our area from the "Phillies" stadium being built on St. Pete Jr. College property,
which contained chemicals unfit for people to be around.
Now, you are considering this "stupid" move, by our City Specialist' S". What logic or
special talent is being used in this approval? We are opposed to any such approval and,
again, we, as a very sound and secure neighborhood, will fight to have this
even considered!

To Surrounding Property Owners:
As a property owner within 200 feet of 2400 Varsity Drive, the City of Clearwater Planning
Department gives notice that an application for Flexible Standard Development has been filed for that
property. The request is for Plat approval (PLT2003-00007) to create thirty-two new residential lots
and Flexible Standard approval (FLS2003-07032) to reduce the front setbacks from 25 feet to zero feet
(to private streets), under the provisions of Section 2-203.C. The proposal includes the development of
thirty-two single-family dwellings.
On August 14,2003, the Development Review Committee (composed of the City's professional staff)
will review and determine whether the application demonstrates compliance with the City's
Community Development Code. Following that review and determination, the Planning Director will
issue a Development Order approving, approving with conditions or denying the application and a
copy of this Development Order will be mailed to you. The earliest date that the City will make a
decision on the application will be August 22, 2003.
The City encourages you to participate in the review process of this application. You may visit our
office to review the files and/or submit written comments to be considered in the City's review of the
application.
An appeal of the decision to the Planning Director may be initiated by the applicant or property owners
within the required notice area who present competent substantial evidence at, or prior to, the
Development Review Committee meeting (August 14, 2003). An appeal must be filed, including an
appeal fee, with the Planning Department within seven days of the date of the Development Order.

Dear Mr. Watts:
The Planning staff has reviewed your applications to create thirty-two new residential lots (PLT2003-
00007) and Flexible Standard approval (FLS2003-07032) to reduce the front setbacks from 25 feet to
zero feet (to private streets) at 2400 Varsity Drive, under the provisions of Section 2-203.C. After a
preliminary review of the submitted documents, staff has determined that the application is complete.
