Carter==Burgess July 15, 2003 Mr. Chase Broward Project Development Manager KDA Holdings, Inc. 350 Franklin Road Marietta, Georgia 30067-7734 Re: Eastern Financial Florida Credit Union - Parking Demand Study 29383 US Highway 19 Clearwater, Florida Dear Mr. Broward: As requested, we have performed a review of the attached site plan to determine parking demand and the relationship of this demand to minimum parking requirements as set forth in the City of Clearwater's Development Code. The current zoning of the proposed credit union facility ("C" District) requires that a proposed retail sales and services use have a minimum of five (5) off-street parking spaces per 1,000 square feet of gross floor area. As such, a minimum of 21 parking spaces will be required for the proposed 4,100 square foot credit union facility. Due to physical limitations on site, only 17 parking spaces can be constructed to serve the credit union facility. The City of Clearwater maintains a Flexible Standard Development Code that relaxes the minimum off-street parking space requirement to four (4) off-street parking spaces per 1,000 square feet of gross floor area. Under the flexible standards provision the proposed credit union facility would meet the required number of parking spaces (16 parking spaces). To further assess the adequacy of parking on site, estimates for parking demand were obtained from the Institute of Transportation Engineer Parking Generation manual. Using the fitted curve equation contained in the manual [Ln (P) = 1.01 Ln (X) + 1.38] to estimate parking demand, indicates that 17 parking spaces are typically occupied during a weekday by similar banking facilities. Therefore, the manual suggests that the 17 parking spaces provided on site are adequate to meet future parking demand. Copies of the relevant pages of this manual are included in Attachment A. Based on the above-mentioned information, we believe that there are an adequate number of parking spaces to serve the proposed credit union facility.
