The Chair called the meeting to order at 1:10 p.m. at City Hall.
To provide continuity for research, items are in agenda order although not necessarily discussed in that order.
ITEM #2 - Approval of Minutes
Trustee Johnson moved to approve the minutes of the meeting of September 16, 1996, as recorded and submitted in written summation by the City Clerk to each Trustee. The motion was
duly seconded and carried unanimously.
ITEM #3 - New Business
The Mayor introduced Bob Keller, Assistant City Manager for Development.
ITEM #4 - Executive Director Verbal Reports
a) Status Report on Winn-Dixie
Economic Development Director Alan Ferri said CNHS (Clearwater Neighborhood Housing Services) has been somewhat successful in obtaining funds but is $100,000 short. CNHS is exploring
other sources and is meeting Friday with a philanthropic consortium. Mr. Ferri was optimistic the funding would be found and a Winn-Dixie will be built downtown.
Central Permitting Director Scott Shuford presented drawings of the outparcel and main store. The DRB (Design Review Board) will review the sketches. The architect tried to meet design
guidelines. He indicated a sign variance may be needed. The Winn-Dixie store will face Cleveland Street but will be located behind the outparcel shops along Cleveland Street. A request
will be made to vacate Laura Street and a segment of Prospect Avenue. The North property line will be heavily landscaped. The City Manager stated a parcel is located between this project
and Drew Street.
b) Status of Office Space Lease
Deputy City Manager Kathy Rice said the CRA's (Community Redevelopment Agency) 5-year lease remains in effect. The landlord feels he can get another renter. Once one is found, the
CRA's lease will be terminated.
