January 28,2004 The proposed Comprehensive Plan Amendment is consistent with the goals and objectives of the Comprehensive Plan, and is appropriate and compatible for its location and the general neighborhood. The property is already a portion of an older mixed use office/retail development at the SEC of Sunset Point Rd. & Keene Rd. The purpose of the proposed Plan Amendment is to facilitate the commercial redevelopment of the entire comer. This redevelopment will be similar in character to the existing buildings on the site, although of a much improved construction and design quality, and will not adversely impact the general area. As part of the redevelopment, a vacant residential lot will be purchased and utilized as a buffer between the commercial land and the low density residential lots to the south. The Keene Rd. extension is scheduled to be completed and open within the next 60 days. The road improvements completed by this construction will be more than sufficient for the proposed commercial redevelopment. The other public facilities currently at the site are also more than adequate for the anticipated commercial redevelopment. Negotiations are underway with the City of Clearwater and SWFWMD regarding the wetlands on the eastern end of the property. Much of the existing wetlands have been substantially degraded. The proposed redevelopment plan will upgrade and modify the wetland area, with no adverse effect to the environment, resulting in an enhanced visual amenity for the development and the neighborhood. COMPREHENSIVE PLAN AMENDMENT 1825 SUNSET POINT RD. January 28, 2004 The proposed Comprehensive Plan Amendment is consistent with the goals and objectives of the Comprehensive Plan, and is appropriate and compatible for its location and the general neighborhood. The property is already a portion of an older mixed use office/retail development at the SEC of Sunset Point Rd. & Keene Rd. The purpose of the proposed Plan Amendment is to facilitate the commercial redevelopment of the entire comer. January 28, 2004 The proposed Comprehensive Plan Amendment is consistent with the goals and objectives of the Comprehensive Plan, and is appropriate and compatible for its location and the general neighborhood. The property is already a portion of an older mixed use office/retail development at the SEe of Sunset Point Rd. & Keene Rd. The purpose of the proposed Plan Amendment is to facilitate the commercial redevelopment of the entire comer. This redevelopment will be similar in character to the existing buildings on the site, although of a much improved construction and design quality, and will not adversely impact the general area. Based upon this review, the Division has found that this Land Use Amendment and Rezoning request is generally NOT in conformance with the goals and objectives of the Transportation Element of the 2000 Comprehensive Plan in respect to: · Mass Transit Policy 8.1.1 : No consideration to provide for mass transit facilities. · Traffic Circulation Policy 5.4: The applicant did not submit a traffic impact study.
