Re: Application for Future Land Use Map Amendment for 2261 Gulf to Bay Boulevard
To whom it may concern;
In response to the Standards for review,
We are proposing a Future Land Use Map change from RLM to CG. It is our intention to place
on the property, a small retail center, aprox. 7000 sqft.
The propsed amendment furthers implementation of the Comprehensive Plan consistent with the
goals, policies and objectives of the Plan.
The amendment is not inconsistent with the other provisions of the Comprehensive Plan.
The proposed use to which the property will be put is appropriate to the property in question, and
is compatible with existing and planned uses in the area.
There are sufficient public facillities to serve the property,
The amendment will not adversely affect the natural environment.
The amendment will not adversely impact the use of proprty in the immediate area.

To whom it may concern;
In response to the Standards for review,
We are proposing a Zoning Atlas change from MHP (Mobile Home Park) to C (Commercial). It
is our intention to place on the property, a small retail center, aprox. 7000 sqft.
The Proposed ammendment is consistent with and furthers the goals, policies and objectives of
the Comprehensive Plan and furthers the purposes of the Community Development Code and
other City ordinances and actions designed to implement the Plan.
The subject ammendment to this property, is compatible with existing and planned uses in the
area, and is apprpriate for the entire Gulf to bay corridor.
This ammendment will not conflict with the needs and character of the neighbourhood and the
city.
This ammendment will not adversely or unreasonnably affect the use of other properties in the
area.

This ammendment will not adversely burden public facilities, including the traffic-carrying
capacities of streets, in an unrerasonably or disproportionate manner.
The district boundaries are appropriately drawn with due regard to locations and classifications
of streets, ownership lines, existing improvements and the natural environment.

ANAL YSIS
The Future Land Use Plan amendment and rezoning application involves one (1) vacant parcel of
land, approximately 1.31-acres in area. The site has a Future Land Use Plan designation of
Residential Low Medium (RLM) and a zoning classification of MHP, Mobile Home Park. The
applicant is requesting to amend the Future Land Use Plan designation to the Commercial
General (CG) category and to rezone it to the C, Commercial District to develop a retail center on
the site.
In accordance with the Countywide Plan Rules, the land use plan amendment is subject to
approval by the Pinellas Planning Council and Board of County Commissioners acting as the
Countywide Planning Authority. Based on the acreage and density involved in this plan
amendment, review and approval by the Florida Department of Community Affairs is not
required.
I. CONSISTENCY WITH CITY'S COMPREHENSIVE PLAN [Sections 4-602.F.1 &
4-603.F.1]
Applicable Goals, Objectives and Policies from the Clearwater Comprehensive Plan in support
of the proposed land use plan amendment are as indicated below:
3.0 Goal- A sufficient variety and amount of Future Land Use categories shall be provided
to accommodate public demand and promote infill development.
3.2.3 Policy - Commercial land uses shall be located at the intersection of arterial or collector
streets and should be sited in such a way as to minimize the intrusion of off-site impacts
into residential neighborhoods. New plats and site plans shall discourage the creation
of "strip commercial" zones by insuring that adequate lot depths are maintained and by
zoning for commercial development at major intersections.
5.4 Objective - The City shall specifically consider the existing and planned Level-of-
Service on the road network affected by a proposed development, when considering an
amendment to the land use map, rezoning, subdivision plat, or site plan approval.
The proposed plan amendment is not in conflict with Clearwater Comprehensive Plan Goals,
Objectives or Policies, and is consistent with the Clearwater Comprehensive Plan.

II. CONSISTENCY WITH COUNTYWIDE PLAN
The purpose of the proposed Commercial General (CG) category, as specified in Section
2.3.3.5.5 of the Countywide Rules, is to designate areas in the County that are now developed, or
appropriate to be developed, in a manner designed to provide community and countywide
commercial goods and services; and to recognize such areas primarily consistent with the need,
relationship to adjoining uses and with the objective of encouraging a consolidated, concentrated
commercial center providing for the full spectrum of commercial uses. The Commercial General
(CG) category is generally appropriate to locations in and adjacent to activity centers where
surrounding land uses support and are compatible with intensive commercial uses; and in areas in
proximity to and with good access to major transportation facilities, including mass transit.
The proposed plan amendment is consistent with the purpose and locational characteristics of the
Countywide Plan.
III. COMPATIBILITY WITH SURROUNDING PROPERTY/CHARACTER OF THE
CITY & NEIGHBORHOOD [Section 4-602.F.2 & 4-603.F.3]
Gulf to Bay Boulevard Corridor
In the subject site location, Gulf to Bay Boulevard is a six-lane divided roadway. The Gulf to Bay
Boulevard corridor in this area between U.S. Highway 19 and Belcher Road is characterized by a
variety of development including auto service station, mobile home park, multi-family
residential, office, overnight accommodation, restaurant, retail, utility/infrastructure and vehicle
sale/display uses. The Countywide Future Land Use Plan has designated land in this area on the
north and south sides of Gulf to Bay Boulevard Commercial General, Residential Low Medium,
Residential Medium and Transportation/Utility.
Immediate Surrounding Area
The Future Land Use Plan (FLUP) category for the immediate surrounding area to the north is
Commercial General and Residential Low Medium (RLM). Property to the south is designated
Residential Low Medium (RLM), while the Commercial General (CG) category borders the site
to the east and west.
The existing surrounding uses includes overnight accommodations to the east and retail and
restaurant to the west. To the north are overnight accommodations, retail, office and mobile
home park uses, while a mobile home park is located to the south.
The proposed Future Land Use Plan amendment and rezomng are compatible with the
surrounding uses due the residential character of the use.
IV. SUFFICIENCY OF PUBLIC FACILITIES [Sections 4-602.F.5. & 4-603.F.5]
The subject site is approximately 1.31-acres in area and is currently occupied by one mobile
home park. Based on a maximum permitted density in the current RLM category, 13 dwelling
units could be constructed on the site. Based on a maximum permitted intensity in the proposed

CG category of 0.55 FAR, a 31,384 square foot building could be constructed on the site
provided all code requirements are met.
Roadways
The accepted methodology for reviewing the transportation impacts of the proposed plan
amendment is based on the Pinellas Planning Council's (PPC) traffic generation guidelines. The
PPC's traffic generation rates have been calculated for the subject site based on the existing and
proposed Future Land Use Plan categories and are included in the following table.

The 2003 Transportation Level of Service (LOS) manual from the Pinellas County Metropolitan
Planning Organization assigned the Gulf to Bay Boulevard segments in the vicinity of this site a
level of service (LOS) D. Although the proposed Future Land Use Plan category could generate
an increase in PM Peak Hour traffic on this segment of Gulf to Bay Boulevard by 66 trips, the
traffic generated by this plan amendment is projected to be less than a 1 % increase and would not
result in the degradation of the existing LOS to the surrounding road network as the number of
trips possibly generated by this application are deminimus when compared to existing traffic
volumes on Gulf to Bay Boulevard.
Specific uses in the current and proposed zoning districts have also been analyzed for the level of
vehicle trips that could be generated based on the Institute of Transportation Engineer's Manual.

Based on the above ITE analysis, certain permitted uses if built at certain sizes, may exceed 1 %
of the PM Peak trips. At the time a development application is submitted, the traffic generation
associated with the application will be analyzed to determine if transportation concurrency is
met.
Mass Transit
The Citywide LOS for mass transit will not be affected by the proposed plan amendment. The
total miles of fixed route service will not change; the subject site is located within 14 mile of an
existing transit route; and headways are less than or equal to one hour. Pinellas Suncoast Transit
Authority (PST A) bus service is available along Gulf to Bay Boulevard.
Water
The current zoning district could demand approximately 3,250 gallons per day. Under the
proposed zoning district, water demand could approach approximately 3,138 gallons per day. As
the proposed amendment will create less demand, there will not be a negative affect on the City's
current LOS for water.
Wastewater
The current zoning district could demand approximately 2,600 gallons of wastewater per day.
Under the proposed zoning district, sewer demand could approach approximately 2,510 gallons
per day. As the proposed amendment will create less demand, there will not be a negative affect
on the City's current LOS for wastewater.

Solid Waste
The current zoning could result in 32 tons of solid waste per year for the residential site. Under
the proposed zoning district, there could be approximately 160 tons of solid waste generated per
year. It is projected that the proposed amendment could generate a considerable increase in solid
waste, however the City's solid waste disposal program does have the capacity to handle this
Increase.
Recreation and Open Space
As the proposed land use and rezoning will change the permitted uses from residential to non-
residential, there will be no impact on the recreation facilities of the City.
V. IMPACT ON NATURAL ENVIRONMENT [Section 4-603.F.5.]
Prior to development of the subject property, site plan approval will be required. At that time, the
stormwater management system will be required to meet all City and Southwest Florida Water
Management District (SWFWMD) stormwater management criteria. Water quantity and quality
will be controlled in compliance with the Clearwater Comprehensive Plan.
VI. LOCATION OF DISTRICT BOUNDARIES [Section 4-602 .F.6.]
The location of the proposed Commercial General (CG) boundaries are logical and an
appropriate classification between the mobile home park use to the south and Gulf to Bay
Boulevard to the north. In addition, the proposed Commercial General boundary will be
consistent with the parcels fronting on Gulf to Bay Boulevard to the east and west. The district
boundaries are appropriately drawn in regard to location and classifications of streets, ownership
lines and existing improvements.
VII. CONSISTENCY OF DEVELOPMENT WITH COMMUNITY DEVELOPMENT
CODE AND CITY REGULATIONS [Sections 2-201; 2-701 & 4-602.F.1. and .2.]
The proposed C, Commercial District permits a FAR of 0.55, while the existing MHP, Mobile
Home Park District permits a FAR of 0.50. In addition, the 0.90 ISR of the proposed District is
more intensive then the current Mobile Home Park District at 0.75. The total size of the subject
site is 57,063 square feet and 158 feet wide, which exceeds the 10,000 square feet minimum lot
area requirement and 100 feet minimum lot width requirement of the Commercial zoning district.
Therefore, the parcel meets the size requirements of the proposed District and the proposed
restaurant use is permitted in the C District.
Approval of this land use plan amendment and zoning district designation does not
guarantee the right to develop on the subject property. Transportation concurrency must be
met, and the property owner will have to comply with all laws and ordinances in effect at the
time development permits are requested.

The existing and proposed use of this property is consistent with the Low Medium Density
Residential zoning district regulations.
SUMMARY AND RECOMMENDATIONS:
An amendment to the Future Land Use Plan from Residential Low Medium (RLM) to
Commercial General (CG) and a rezoning from the MHP, Mobile Horne Park District to the C,
Commercial District for the subj ect property is requested in order to develop a retail center on the
site. The neighborhood is surrounded by overnight accommodations to the east; retail and a
restaurant to the west; overnight accommodations, retail, offices and a mobile home park to the
north; and a mobile home park to the south.
The proposed Commercial General (CG) Future Land Use Plan classification and C, Commercial
District zoning district are consistent with both the City and the Countywide Comprehensive
Plans, is compatible with the surrounding area, does not require nor affect the provision of public
services, is compatible with the natural environment and is consistent with the development
regulations of the City.
The Planning Department recommends APPROV AL of the following actions on this application:
1. Amend the Future Land Use Plan designation of 2261 Gulf to Bay Boulevard
from the Residential Low Medium (RLM) category to the Commercial General
(CG) category, and
2. Amend the zoning district designation of 2261 Gulf to Bay Boulevard from the
MHP, Mobile Home Park District to ~oi!erc:al.

COMPREHENSIVE PLAN OF THE CITY, TO CHANGE THE
LAND USE DESIGNATION FOR CERTAIN REAL PROPERTY
LOCATED AT THE SOUTH SIDE OF GULF-TO-BAY
BOULEVARD, APPROXIMATELY 600 FEET EAST OF
BELCHER ROAD, CONSISTING OF A PORTION OF METES
AND BOUNDS 32/121 IN SECTION 18, TOWNSHIP 29 SOUTH,
RANGE 16 EAST, WHOSE POST OFFICE ADDRESS IS 2261
GULF-TO-BAY BOULEVARD, FROM RESIDENTIAL LOW
MEDIUM TO COMMERCIAL GENERAL; PROVIDING AN
EFFECTIVE DATE.
WHEREAS, the amendment to the future land use plan element of the comprehensive
plan of the City as set forth in this ordinance is found to be reasonable, proper and appropriate,
and is consistent with the City's comprehensive plan; now, therefore,
BE IT ORDAINED BY THE CITY COMMISSION OF THE CITY
OF CLEARWATER, FLORIDA:
Section 1. The future land use plan element of the comprehensive plan of the City of
Clearwater is amended by designating the land use category for the hereinafter described
property as follows:

Section 2. The City Commission does hereby certify that this ordinance is consistent
with the City's comprehensive plan.
Section 3. This ordinance shall take effect immediately upon adoption, subject to the
approval of the land use designation by the Pinellas County Board of County Commissioners,
and subject to a determination by the State of Florida, as appropriate, of compliance with the
applicable requirements of the Local Government Comprehensive Planning and Land
Development Regulation Act, pursuant to ~ 163.3189, Florida Statutes. The Community
Development Coordinator is authorized to transmit to the Pinellas County Planning Council an
application to amend the Countywide Plan in order to achieve consistency with the Future Land
Use Plan Element of the City's Comprehensive Plan as amended by this ordinance.

PARK TO COMMERCIAL; PROVIDING AN EFFECTIVE DATE.
WHEREAS, the amendment to the zoning atlas of the City as set forth in this ordinance is
found to be reasonable, proper and appropriate, and is consistent with the City's Comprehensive
Plan; now, therefore,
BE IT ORDAINED BY THE CITY COMMISSION OF THE CITY OF
CLEARWATER, FLORIDA:
Section 1. The following described property in Clearwater, Florida, is hereby rezoned, and
the zoning atlas of the City is amended as follows:

of County Commissioners, and subject to a determination by the State of Florida, as appropriate,
of compliance with the applicable requirements of the Local Government Comprehensive
Planning and Land Development Regulation Act, pursuant to S163.3189, Florida Statutes.

To whom it may concern;
In response to the Standards for review,
We are proposing a Future Land Use Map change from RLM to CG. It is our intention to place
on the property, a small retail center, aprox. 7000 sqft.
The propsed amendment furthers implementation of the Comprehensive Plan consistent with the
goals, policies and objectives of the Plan.
The amendment is not inconsistent with the other provisions of the Comprehensive Plan.
The proposed use to which the property will be put is appropriate to the property in question, and
is compatible with existing and planned uses in the area.
There are sufficient public facillities to serve the property.
The amendment will not adversely affect the natural environment.
The amendment will not adversely impact the use of proprty in the immediate area.

WHEREAS, proposed amendments to the Countywide Future Land Use Plan, which is an
element of the Countywide Comprehensive Plan of Pinellas County, Florida, have been
presented at a public hearing to the Board of County Commissioners in their capacity as the
Countywide Planning Authority; and
WHEREAS, notices and advertisements of public hearings have been accomplished as
required by Chapter 73-594, Laws of Florida, as amended; and
WHEREAS, procedures of the Special Act and County Charter have been followed"
concerning the Pinellas Planning Council and the Countywide Planning Authority for proposed
amendment to the Countywide Future Land Use Plan; and
WHEREAS, the City of Clearwater initiated proposed amendments which were
considered at a public hearing by the Pinellas Planning Council on February 18, 2004, with
recommendation made by the Council that is documented in the Council report referred to as
Attachment A; and
WHEREAS, the Board has conducted a public hearing and taken action that is
documented by ordinance for approvals or partial approvals and partial denials and by resolution
for denials, with both documents including the relevant Council reports as attached.

NOW, THEREFORE, BE IT ORDAINED by the Board of County Commissioners of
Pinellas County, Florida, acting as the Countywide Planning Authority in regular meeting duly
assembled on March 9, 2004, as follows:
Section 1 - Amending the CountyWide Future Land Use Plan
The Countywide Future Land Use Plan for Pinellas County adopted in Section 3(a) of
Ordinance 89-4 is amended to reflect the change adopted as follows:
#CW 04-8
1.5 acres located on the southeast comer of South Ft. Harrison
Avenue and Jeffords Street, from Industrial Limited to
Commercial General.
#CW 04-9
1.3 acres located on the south side of Gulf-to-Bay Boulevard and
approximately 850 feet east of Belcher Road, from Residential
Low Medium to Commercial General.
Section 2 - Severability
If any Section, Subsection, sentence, clause, phrase, or provision of this Ordinance is for
any reason held invalid or unconstitutional by a Court of Competent Jurisdiction, such holding
shall not be construed to render the remaining provisions of this Ordinance invalid or
unconsti tutional.
Section 3 - Filing of Ordinance: Effective Date
A certified copy of this ordinance shall be filed with the Secretary of State with the
Ordinance and Attachment "A" to be filed with Clerk of the Circuit Court. This Ordinance shall
take effect upon filing with the Department of State.

Based on the background data and analysis in this report, the following findings are submitted for
consideration of the recommendation for approval of the amendment request:
A. The proposed amendment is considered a "regular" amendment because it exceeds the
subthreshold size limitations in the Countywide Rules and because it impacts one or more
of the six Relevant Countywide Considerations contained in the Countywide Rules. The
two impacted considerations are: Consistency with the Countywide Plan and Rules; and
Adopted Roadway Level of Service (LOS).

SUBJECT: Case CW 04-9 - Clearwater
B. A summarized evaluation of the impact of the amendment on the SIX Relevant
Countywide Considerations is as follows:
1) Consistency with the Countywide Plan and Rules - The proposed amendment
to Commercial General is consistent with the locational characteristics of the
Commercial General category, as enumerated by the Countywide Rules. The
proposal is also compatible with the surrounding uses and consistent with the
existing pattern of development. Although there are concerns about the negative
impacts of new strip commercial development, on balance the proposal is
consistent with the Countywide Plan and Rules.
2) Adopted Roadway Level of Service (LOS) Standard - The proposed
Commercial General category has a higher standard rate of vehicle trips per day
(vtpd) per acre than the existing Residential Low Medium category. Additional
traffic generated hy the subject amendment would impact Gulf-to-Bay Boulevard,
which is operating at LOS "F." It would also impact Belcher Road, which is
operating at LOS "D" south of Gulf-to-Bay Boulevard and at LOS "F" north of
Gulf-to-Bay Boulevard. However, the potential impact of this amendment
calculates to less than 1 % of the existing and projected Year 2025 volumes on
both roadways. This minimal impact does not outweigh the positive aspects of the
amendment, but should be limited through the City's concurrency management
system.
3) ScenicINon-Commercial Corridors (SNCC) - The amendment area IS not
located within a SNCC, so these policies are not applicable.
4) Coastal High Hazard Areas (CHHA) - The amendment area is not located
within a CHHA, so these policies are not applicable.
5) Designated DevelopmentJRedevelopment Areas - The amendment area is not
located within a Community Redevelopment District, Central Business District, or
Activity Center, so these policies are not applicable.
6) Adjacent To or Impacting An Adjoining Jurisdiction or Public Educational
Facility - Although the amendment area does not adjoin another jurisdiction, it is
approximately 18 feet from the city's municipal boundary and an unincorporated
residential area. The proposed amendment will not negatively impact the residents
of this property outside of the city, nor will it negatively impact the County's
interests.
In consideration of and based upon these findings, it is recommended that the proposed amendment
of the Countywide Plan Map to Commercial General be approved, subiect to the City evaluating the
traffic impacts and limiting the intensity of the use on the site pursuant to the City's concurrencv

IL BACKGROUND
This regular amendment to the Countywide Plan Map has been submitted by the City of Clearwater to
the Council for review in accordance with Division 5.5 of the Countywide Rules.

Analysis:
The proposed amendment would change the designation of a 1.3-acre site from Residential Low
Medium to Commercial General. The site is now vacant but contained mobile homes in the recent
past. This amendment would allow the site, which fronts on Gulf-to-Bay Boulevard (SR 60), to be
developed with a commercial use similar to others along this major commercial corridor.
Due to the size of the amendment area and the Countywide Plan category proposed by the City, the
amendment is considered a regular amendment and has been reviewed according to two Relevant
Countywide Considerations: Consistency with the Countywide Plan and Rules, and Adopted Roadway
Level of Service (LOS) Standard. An analysis of each of these considerations follows.
Consistency with the Countywide Plan and Rules:
A mix of uses surrounds the amendment area: hotels, retail stores, a shopping center, a restaurant and
mobile home parks. The adjacent retail/commercial uses are designated Commercial General and
have access from Gulf-to-Bay Boulevard, as does the amendment area. The amendment area's
Residential Low Medium designation is the same as that of the mobile home park to the south.
Section 2.3.3.2.1 of the Countywide Rules states that the Residential Low Medium category is
appropriate in areas proximate to activity centers and serve as a transition between low density and
high density residential areas. The category is typically appropriate for sites accessed by minor and
collector roadways that connect to the major arterial roadway network. The subject site is not in a
location to provide a transition between differing residential densities, and it is located on a major
commercial arterial roadway. Therefore, it is inconsistent with the locational characteristics of the
existing Residential Low Medium category.

facilities, including mass transit. The subject site is consistent with these characteristics due to its
frontage on Gulf-to-Bay BoulevardlSR 60.
Several policies of the Countywide Plan are relevant to the proposed amendment, as listed below.
· Reduce the excessive amount of land now zoned for business use by cutting back or
eliminating highway strip or ribbon commercial development with its resultant traffic
access problems.
The subject amendment is inconsistent with this policy. However, the parcel's relatively small
size, its configuration, and the surrounding uses limit the potential negative impacts of the
development. These concerns could be further ameliorated by cross-access easements or other
connections between the subject site and the adjacent Commercial General developments.
· The scale of development should be appropriate to locational accessibility. Areas of high
locational aceessibility can supp0l1 more intensive development.
The amendment area is located along a major arterial roadway, and the Commercial General
category is consistent with this high locational accessibility.
· Land planning should weigh heavily the established character of predominantly
developed areas when changes of use or intensity of development is contemplated.
The proposed amendment is consistent with Gulf-to-Bay Boulevard's established character as a
primary commercial corridor.
In summary, the subject site is consistent with the locational characteristics of the Commercial
General category and compatible with the surrounding land uses. Although there are concerns about
the negative consequences of new strip commercial development, on balance the amendment is
consistent with the Countywide Plan policies. Cross-access between this amendment area and the
adjacent commercial uses, as encouraged by the supplemental recommendation, would mitigate some
of the potential negative impacts of commercial development on the site.
Adopted Roadway Level of Service (LOS) Standard:
The amendment area is located on Gulf-to-Bay Boulevard (SR 60), a six lane divided state arterial
roadway that is operating at LOS "F" between US Highway 19 and Belcher Road. Traffic generated
by development of the amendment area is also expected to impact Belcher Road, a four lane county
arterial roadway. North of Gulf-to-Bay Boulevard to Cleveland Street, Belcher Road is operating at
LOS "F." South of Gulf-to-Bay Boulevard to Druid Street, Belcher Road is operating at LOS "D."
All three roadway segments are projected to operate at LOS "F" in Year 2025, with or without the
proposed amendment.
The proposed Commercial General category has a higher standard rate of vehicle trips per day (vtpd)
per acre than the existing Residential Low Medium category, as detailed in the traffic impact analysis
included with this report as Attachment I. However, the potential traffic increase associated with the
amendment is less than I % of the existing and proposed traffic volumes on all three roadway

segments, even when combined with previous amendments. These minimal impacts do not outweigh
the positive aspects of the amendment. However, any impacts to roads operating at or below LOS "D"
should be evaluated and mitigated. Therefore, the recommendation of approval is subject to the City
evaluating traffic impacts and limiting the intensity of use on the site through its concurrency
management system. The supplemental recommendation encouraging cross-access between adjacent
commercial uses would also address the potential traffic impacts.
Local Government Transmittal:
On January 15, 2004, the City Commission of the City of Clearwater, acting as the applicant local
government, gave initial approval to amend the City's Comprehensive Plan, and authorized an
application for amendment of the Countywide Plan Map.
In summary, the proposed amendment to Commercial General is consistent with the Countywide
Plan and Rules and the subject area is an appropriate location in which to apply this Countywide
Plan category. It is recommended that the proposed amendment be approved. subiect to the City
evaluating the traffic impacts and limiting the intensity of use on the site pursuant to the City's
concurrencv management svstem. Separatelv and in addition. it is recommended that future
development include cross-access between the subiect site and adiacent Commercial General uses.
Planners Advisory Committee (PAC):
On February 9, 2004, the PAC recommended approval of the staff recommendation (Vote 8-0). The

COUNTYWIDE FUTURE LAND USE PLAN
The Pinellas Planning Council (PPC) and the Board of County Commissioners, in their
. capacity as the Countywide Planning Authority (CPA), will conduct public hearings on
proposed land use plan amendments to the "Countywide Future Land Use Plan for Pinellas
County" (Countywide Plan), pursuant to the "Rules Concerning the Administration of the
Countywide Future Land Use Plan", as amended (Countywide Rules), as set forth below.
The PPC public hearing will be held on Wednesday, February 18, 2004, at 9:30 A.M. in the
Board of County Commissioners Assembly Room, 5th Floor, Pinellas County Courthouse,
315 Court Street, Clear\^Jater, Florida.
The CPA public hearing will be held on Tuesday, March 9, 2004. at 9:30 A.M. in the Board
of County Commissioners Assembly Room, 5th Floor, Pinellas County Courthouse, 315
Court Street, Clearwater, Florida.
The PPC will make a recommendation to the CPA on proposed amendments to the
Countywide Plan, or.to other plan categories as determined appropriate, submitted by
Pinel/as County and the cities of South Pasadena and Clearwater, in accordance with
Chapter 88-464, Laws of Florida, as amended, and the Countywide Rules.
Any amendment that qualifies as a subthreshold amendment will be considered under the
official acceptance process and will be approved by the PPC and CPA as subthreshold,
unless by majority vote of either board, it is removed from the subthreshold portion of the
agenda and continued for consideration as a regular amendment at a later date. Any
meril ber gf the public or interested person may be heard at the public hearings with respect
to a request to remove a subthreshold amendment for continuation and consideration at a

Public Hearings before the Pinellas Planning Council are governed by Pinellas Planning
Council Resolution No. 96-2 which is outlined on the reverse side.
Because this process encourages and provides for testimony to be submitted in writing in
. advance of the hearing, the following guidelines are expected to be sufficient to accommodate
efficient presentations:
· The applicant should complete t.heir presentation in ten (10) minutes.
· Persons who have been authorized to represent an organization or group of five (5)
or more persons should limit their presentation to ten (10) minutes. It is expected
that others in the organization or group will waive their time.
· All other persons may speak: up to a total of three (3) mir,lUtes each.
The Planning Council procedure provides that, at the conclusion of each of the respective
