01/30/1995 COMMUNITY REDEVELOPMENT AGENCY Minutes January 30, 1995 The City Commission, meeting as the Community Redevelopment Agency, met in regular session at City Hall, Monday, January 30, 1995 at 9:05 am, with the following members present: Arthur X. Approval of Minutes A motion was made, seconded and unanimously carried to approve the minutes of January 17, 1995. 3. Financial Report - December 1994 Peter Gozza reviewed the financial report. A motion was made, seconded and unanimously carried to accept the December financial report. 4. Unfinished Business CRA Plan Update/Hanson Taylor - Richard Gehring of Prime Interests, Inc. and Randy Hollingworth of Hanson Taylor were in attendance to give a brief update on the CRA Downtown Plan: a). The team is currently working on summarizing the results of the first workshops held at Peace Memorial Presbyterian Church. b). They are also familiarizing themselves with previous CRA Redevelopment Plans. b). Another team member, A. Nelessen Associates, is tabulating the results of the Visual Preference Survey and will be able to present the results at a public meeting on *March 8th at 8:00 pm as a kickoff to a 3-1/2 day charrette (workshop). c). Will preside over the 3-1/2 day charrette starting *March 8th through March 11th for the purpose of conducting key interviews with the members of the Community Redevelopment Agency, the Downtown Clearwater Association, the Downtown Development Board, Chamber of Commerce and City of Clearwater Commission and Management; to discuss and implement CRA goals & objectives; and to solicit input in planning and design. This charrette will be in held in downtown Clearwater at 519 Cleveland Street in order to accommodate members of the downtown boards, City staff and the public. Peter Gozza stated that 400+ surveys have been requested and that over 200 completed surveys have been returned to the CRA office. CRA Office Relocation Update - Mr. Gozza briefed the Trustees on the current search for a CRA office in the downtown area. The site recommended is a storefront owned by Mr. Terry Tsafatinos located at 425 Cleveland Street in the Colony Building. Steve Fowler of Fowler & Associates has designed a recommended office space/layout of the property and has submitted it for approval. Renovations & build-out of the property will be at the expense of the property owner. A discussion ensued regarding the sharing of office space with the Downtown Development Board staff. Elise Winters, DDB Chairperson, indicated that the DDB would be interested in pursuing this idea. Additional vacant office space adjoins the proposed CRA site that could be leased by the DDB. Trustee Thomas suggested to Ms. Winters that if the DDB is seriously interested in pursuing the concept of the joint office space that they move quickly to meet with the Mr. Gozza and/or Mr. Tsafatinos (the landlord) to work out the details, so that the CRA can move forward with lease arrangements, office layout, etc. This item is scheduled for discussion at the Downtown Development Board meeting of January 31, 1995. Trustee Thomas made a motion, which was seconded, to give direction to the Executive Director to continue to pursue discussions with the landlord relative to preparing a lease incorporating the submitted floor plan, along with project costs. Trustee Garvey indicated that she will vote against this motion because she feels the DDB should be allowed more input on this issue. Motion carried on 3-2 vote, Trustees Garvey and Fitzgerald voting against. *Tentative date(s) 5. New Business Recruitment/Retention Update - Peter Gozza reported that he will be issuing a quarterly report to the CRA of new businesses that have moved into the district. This information is obtained from Central Permitting and is a list of companies that have applied for Occupational Licenses. 16 new businesses have moved into the CRA district between the dates of September 1, 1994 through December 31, 1994. Trustee Fitzgerald requested that this item be acknowledged as a partnership effort. 6. Executive Director Verbal Reports None 7. Other Trustee Business None 8.
