09/12/1994 COMMUNITY REDEVELOPMENT AGENCY Minutes September 12, 1994 The City Commission, meeting as the Community Redevelopment Agency, met in regular session at City Hall, Monday, September 12, 1994 at 1:01 pm, with the following members present: Arthur X. Deegan, II Chairperson Sue Berfield Vice-Chairperson Richard Fitzgerald Trustee Rita Garvey Trustee Fred Thomas Trustee Also Present: Betty Deptula City Manager Peter Gozza Executive Director Alan Zimmett Interim City Attorney Phil Henderson Chamber of Commerce David Stone Ex-officio Trustee Jacquie DeGroy Recording Secretary Absent: Elise Winters Ex-officio Trustee 2. Approval of Minutes A motion was made, seconded and unanimously carried to approve the minutes of the August 29, 1994 meeting. 3. Unfinished Business RFP Planning Services - A motion was made, seconded and unanimously carried to approve the recommendation of the Evaluation Committee and to allow the Executive Director to begin negotiations with Hanson-Taylor to prepare a comprehensive plan for the Community Redevelopment Agency. 4. New Business Interest-Free Loan Agreement Signing - The interest-free loan agreement represents financial assistance (zero interest loans) to those business and multi-family residences within the CRA district for the rehabilitation and/or life safety issues related to their property. The following banks and their representatives were on hand to formally sign the Interest-Free Loan Agreement Contract with the CRA: First Union Bank (Ken Darby, Lynn Meyer, Machelle Manager and Tom Chesnutt) for $1,000,000; Barnett Bank (Michael Neville & Teresa Inman) for $300,000; and Citizen's Bank (David Stone) for $250,000. The CRA thanked each of the banks for their interest and support of downtown Clearwater in this newest of public/private partnership. 5. Executive Director Verbal Reports Cleveland Street Lighting - Mr. Gozza announced that there is a new contractor for the maintenance of the lights on Cleveland Street and he is working diligently to "get caught up". A motion was made, seconded and unanimously approved to allow the floating holidays (one for Mr. Gozza and one for Ms. DeGroy) to be carried forward and used by November 30, 1994. 6. Other Trustee Business Trustee Fitzgerald questioned the basis of St. Petersburg Certified Development Corporation. Mr. Gozza explained that the organization is not in competition with Clearwater's CDC but actually complements it since it deals with Small Business loans, etc. Chairperson Deegan reminded the public of the special public hearing meeting on the 1994-95 proposed CRA budget to be held on Thursday, September 15, 1994 at 5:30 pm in the Commission Chambers. Public Notices were published in the Tampa Tribune. 7. Adjournment Meeting was adjourned at 1:14 pm. Chairperson Attest: Secretary
