The proposed development of the land will be in harmony with the scale, bulk, coverage, density, and character of adjacent properties in which it is located. The scale and bulk of the proposed new Main Library is comparable to the existing Harborview Center just south of the site. The principal street facade, along North Osceola Avenue, presents an urbane and dignified civic building, using traditional local materials like cream-colored local stone and stucco, bracketed projecting roofs, and a civic-scaled, deeply shaded entry porch. The garden facade, which opens onto Coachman Park and the waterfront, has large windows to capitalize on the magnificent views, and a broad canopy to screen out excessive sunlight. The gently undulating roof will create a memorable profile for the building appropriate to its location near the Gulf of Mexico. 2. The proposed development will not hinder or discourage the appropriate development and use of adjacent land and buildings or significantly impair the value thereof. The Clearwater Public Library has a special responsibility to become a locally recognizable landmark, a source of civic pride, and a community-wide learning resource. It also will represent an anchor in the redevelopment of downtown Clearwater. 3. The proposed development will not adversely affect the health or safety or persons residing or working in the neighborhood of the proposed use. The proposed new Main Library will naturally attract people who are interested in educating themselves through reading. The design takes full advantage of the unique site, on a bluff overlooking Coachman Park and Clearwater Harbor, to create a building that looks optimistically to the future while respecting the building traditions of Clearwater and the region. 4. The proposed development is designed to minimize traffic congestion. The proposed position of the Library on the site will not disrupt traffic along Drew Street or Osceola Avenue in any way, shape or form. 5. The proposed development is consistant with the community character of the immediate vicinity of the parcel proposed for development. Great care is being taken to use durable materials to create a library that will be efficient to maintain and to operate. Controlled natural daylighting will supplement and reduce artificial lighting requirements. Building materials will be selected for their appropriateness to local conditions and sustain ability, as well as their beauty and utility. 6. The design of the proposed development minimizes adverse effects, including visual, acoustic and olfactory and hours of operation impacts, on adjacent properties. The proposed new Main Library will not emit any noise or unpleasant gases from any of its mechanical systems. The project site is portion of a City owned property located in Section 16, Township 29 south, Range 15 east in Clearwater, Florida. The project site is bounded by Drew Street on the north, Osceola Avenue on the east, Coachman Park on the west, and Stein Mart on the south. The adjacent Coachman Park and Stein Mart properties are both owned by the City of Clearwater. The site topo slopes to the west. Currently there is no treatment/detention pond on site. The runoff in the parking lot sheet flows to the existing parking area located to the west of the project site and subsequently to Drew Street system. The rest of the runoff is collected by roof drain and catch basins or sheet flow to the west into the Drew Street storm system, which ultimately discharges to the inter-coastal waterway. We met with Mr. Richard Alt from SWFWMD on Jan. 10,2002. Mr. Alt informed us that this project could apply for an exemption if the proposed reconstruction results in decreasing both overall impervious area and vehicular use area. However, if the project involves alteration the existing surface water management system, a Standard General permit would be required. The proposed reconstruction will reduce the total impervious area from 1.68 ac. to 1.57 ac., and vehicular use area from 0.83 ac. to 0.45 ac. There will be no adverse impact on the adjacent properties. We respectfully request storm drainage exemption for Clearwater Main Library reconstruction. Your assistance is greatly appreciated. Eliminating 3600 sq ft of the south porch, including the barrel vaulted roof over it and the supporting columns. This allowed the building's footprint to move south which, in turn, allowed the move of many mechanical systems to an enclosed courtyard at the north end of the building from the roof. The former, though attractive, served no functional purpose and it saved money while simultaneously solving the latter problem. The mechanical courtyard is more easily accessible to B&M personnel. My recollection is that the south porch reduction alone saved around $600,000. Reduction in the quantity of pre-cast stone on the building's facade. You already have this story. Reduction in the size of the west terrace by 1920 sq ft. The west terrace originally extended an additional 8' to the west and ran from the south end of the building to the grand stair--240 feet. This not only saved substantial dollars, but was also a smart move re: function and maintenance. The remaining terrace is still a sizeable 3000 sq ft. Eliminated the decorative tile trim around the Osceola upper story windows. This saved just under $50,000. While Ludowici roof tile, an expansive south porch, more pre-cast stone, and decorative tile would certainly be beautiful, tough decisions had to be made to bring the GMP to $14,532,915. All of these budget-related decisions (as well as many, many others) were discussed at length by the entire project team and although different team members had different priorities, all understood the need for tough decisions to keep within the budget. These facts are Development Services and Planning Departments issues referencing permitting only (reference #1 in the letter). It will also include all associated departments that are involved in the construction permitting process. Submittal to the Planning Department staff for site plan approval was on 1/24/02. Building construction permit was issued by Development Services Department on 10/11/02. When the full activity of both the site plan approval application and building construction permit application are thoroughly considered it is apparent that there was every attempt to get construction started at the earliest possible date. Such indicators are issuance of a clearing and grubbing permit on 4/03/02, demo permit on 5/17/02, and issuance of a foundation permit on 5/31/02. There was also a comiesy review (with comments) of non-complete drawings and acceptance of building construction permit application prior to approval of the site plan. Typically the construction pennit application will not be accepted until after site plan approval is obtained from the Community Development Board. After 100% complete architectural drawings were received (8/6/02) several months passed with several resubmittals and back and forth conversations from every reviewing department including the departments involved in the site requirements. One such time consuming issue was the required mechanical smoke evacuation system. This was pointed out as a code requirement in the early plan review comments and design was not finalized until the day the permit was issued. Records indicate that there was no delay from the "permitting authority". Page 8 It . ANALYSIS: The site is 2.1 acres located on the southwest comer of Drew Street and North Osceola Avenue. It is situated on Clearwater Bluff, overlooking Coachman Park and the waterfront. The site is presently developed with the four-story main library of 49,435 square feet with a total of 59 parking spaces north and south of the building. This site is east of the 28-foot mean sea level elevation contour line, which represents the limits of construction. A referendum is required by the City Charter for any use other than open space and public utilities to the west of this point. Coachman Park is to the west, the Harborview Center is to the south, offices are to the east and the Church of Scientology Sandcastle Religious Retreat is to the north. The proposed new main library will also be four-stories, rising in height to a maximum of 86 feet above the ground floor, with 89,416 square feet of gross floor area. The architecture of the building, designed by architect Robert A. M. Stem, was reviewed and approved by the City Commission. It will provide a memorable profile with its undulating roofline overlooking the Bluff. The proposed library will complement the downtown character through the use of traditional local materials and a shaded entry porch. The west side of the building takes advantage of the views of the waterfront, through the use of large windows and a garden terrace accessible to the library patrons. Windows are proposed along the North Osceola Avenue building frontage that will provide views into the library. Public access into the building will be limited to the south side of the building. The proposal complies with many of the goals within the Downtown Clearwater Redevelopment Plan. It furthers the "People Goal" by helping to redevelop downtown Clearwater into a successful people place that attracts, retains and inspires those of all ages and incomes to use and enjoy the community town center. It reinforces the "Activity Goal" by serving as one of a broad and diverse set of activity centers that accommodate, stimulate and reinforce residing, working, visiting and purchasing in a great waterfront town setting. The library redevelopment also addresses the "Amenity Goal" by creating and enhancing a small town center quality of life that attracts and sustains a diversity of visual and use elements for cultural, entertainment, recreation and environmental experiences. It was a City Commission policy decision to collocate the library with Coachman Park as part of a mutually-beneficial design and experience. The hours of operation are expected to remain as currently programmed: Monday through Thursday 9 a.m. to 9 p.m., Friday and Saturday 9 a.m. to 5 p.m. and closed Sunday. Ten full- time employees are expected to be added, bringing the total to 60 employees. The maximum number of employees on-site at anyone time will be 45. With the proposed redevelopment, parking will be reduced to a total of 40 spaces to the south of the building. This includes the elimination of a small parking lot on the north side of the existing building that is used exclusively by employees. The driveway on the south side of the library will be relocated farther south to provide for the new building, while preserving existing trees, including a 60-inch specimen oak tree to the southwest of the building. The design of the parking will continue to direct patrons to the shared spaces to the southwest. There are 252 shared parking spaces in the parking lots to the south and west of the library, which are used by the patrons of the library, Coachman Park and the Harborview Center. Employees will park in Page 8 e - the lower level spaces. There may be times when there is inconvenient parking available in this area due to concurrent activities at these locations. The library is on a PST A bus route, which was an important design consideration. While the Code includes the library as a government use, it also requires one standard for parking (three to five spaces per 1,000 square feet of gross floor area). Libraries do not generate the same demand for parking as other administrative, government offices because of the significant amount of space devoted to book storage and other non-demand generating uses. The peak use time is Monday evenings and Saturday afternoons. Stormwater attributable to this redevelopment project is being directed to an existing pond in Coachman Park. The proposal relocates the existing dumpster( s) from the main parking area south of the library to a properly contained and screened area meeting Code requirements on the north side, accessible from Drew Street. One monument-type sign four-feet in height is proposed at the southeast comer of the building adjacent to Osceola Avenue. This sign will be constructed of materials similar to the building and will be simple and respectful of the building's architecture. The increased height results in an improved site plan and/or improved design and appearance. The proposed height of 86 feet is within the Flexible Development guidelines for government uses. The professional design of the site and architecture will enhance the quality of life for library patrons and downtown customers. 2. All street frontage is designed and used for commercial purposes or comparable governmental service purposes. The main library is considered a government use. It will support substantial pedestrian activity that will enhance the downtown experience. The building is designed with windows along the North Osceola Avenue street frontage that will provide views into the library. 3. Off-street parking: a. The physical characteristics of a proposed building are such that the likely uses of the property will require fewer parking spaces per floor area than otherwise required or that the use of significant portions of the building for storage or other non-parking demand-generating purposes or the physical context, including adjacent buildings and uses are such that there is a high probability that patrons will use modes of transportation other than the automobile to access the use; b. Adequate parking is available on a shared basis as determined by all existing land uses within 1,000 feet of the parcel proposed for development, or parking is available through any existing or planned and committed parking facilities or the shared parking formula in Article 3, Division 14. For governmental use, Code requires three to five spaces per 1,000 square feet of gross floor area, or 268 to 447 spaces for a 89,416 square foot building. The library, however, does not generate the same demand for parking as an administrative, government office, due to the significant amount of space devoted to book storage and other non-demand generating uses. The site presently has a total of 59 spaces located to the north and south of the building. Of the 59 spaces, 19 are currently designated for use by employees only. With the proposed redevelopment, parking will be reduced to a total of 40 spaces, all to the south of the library building. The result will be parking availability similar to current conditions. The west side of the building takes advantage of the waterfront views through the use of large windows and a garden terrace (accessible only to the library patrons). This proposal will represent a new landmark for the downtown. D. GENERAL APPLICABILITY: (Section 3-913): Conditions which are imposed by the Community Development Coordinator and the Community Development Board pursuant to a Level One or a Level Two Approval shall ensure that: 1. The proposed development of the land will be in harmony with the scale, bulk, coverage, density, and character of adjacent properties in which it is located. The scale and bulk of the proposed library building is comparable to the Harborview Center which is located to the south. There are no restrictions on the lot coverage or floor area ratio in the downtown area. 2. The proposed development will not hinder or discourage the appropriate development and use of adjacent land and buildings or significantly impair the value thereof. The redesign of the main library has been anticipated for some time and represents an anchor in the redevelopment of downtown Clearwater. With the City's lead in this redevelopment effort of this new library, it can be viewed as a catalyst for other private development projects that would strengthen the downtown core. 3. The proposed development will not adversely affect the health or safety of persons residing or working in the neighborhood of the proposed use. Stormwater attributable to this redevelopment project is being directed to an existing pond in Coachman Park. 4. The proposed development is designed to minimize traffic congestion. The driveway on the south side of the library will be relocated farther south to provide for the new building, while preserving existing trees. The parking lot to the south of the building reduces the amount of parking immediately adjacent to the building, but continues to direct incoming traffic to parking areas to the south and west. This incoming, westbound drive aisle has been designed to preserve the branches of a 60- inch specimen oak tree located at the west end of the site. Page 8 . . 5. The proposed development is consistent with the community character of the immediate vicinity of the parcel proposed for development. This is a civic building being designed for the specific use as a public library that will take visual advantage of the magnificent views afforded by the Bluff of the waterfront area. It is similar in scale and bulk of surrounding buildings, including the Harborview Center. The building is being designed with traditional local materials that will blend the building in with the surrounding architecture. The undulating roof of the building will provide a distinctive and memorable profile on the Bluff. Windows on the street side along Osceola Avenue provide a scale reminiscent of older office and retail buildings in the downtown, while windows on the west side of the building are designed to take advantage of the views of the waterfront. 6. The design of the proposed development minimizes adverse effects, including visual, acoustic and olfactory and hours of operation impacts, on adjacent properties. The library will continue to serve as a backdrop to the active urban Coachman Park, where frequent concerts and events are planned. The new building will provide more needed space for customers who frequent it. The existing and anticipated hours of operation of the main library will be Monday though Thursday 9 a.m. to 9 p.m., Friday and Saturday 9 a.m. to 5 p.m. and closed on Sunday. The maximum number of employees at anyone time will be 45. Employees will park on the lower level of the Bluff. SUMMARY AND RECOMMENDATION: The Development Review Committee reviewed the application and supporting materials on February 14, 2002. Osceola Avenue (Main Library) Dear Mr. Trezza: This letter constitutes a Development Order pursuant to Section 4-206.D.6 of the Community Development Code. On March 19, 2002, the Community Development Board (CDB) reviewed your application to permit a governmental use in the Downtown District under the provisions of Section 2-903. The proposal includes a new 89,416 square- foot four-story main library. Based on the application and the staff recommendation, the Community Development Board (CDB) APPROVED the application with the following bases and conditions: Bases for approval: 1. The proposal complies with the Flexible Development criteria for a governmental use under the provisions of Section 2-903.E. 2. The proposal is in compliance with other standards in the Code, including the General Applicability Criteria of Section 3-913. 3. The proposed library is in conformance with the People, Activity and Amenity goals of the Downtown Redevelopment Plan. 4. The development is compatible with the surrounding area and may encourage and act as a catalyst for further redevelopment of the downtown area. Conditions of approval: 1. That all measures shall be taken to preserve the 60-inch oak tree at the southwest side of the site, during all phases of construction; 2. That all signage meet Code; and 3. That dumpster(s) no larger than four cubic yards be provided within an enclosure, to the satisfaction of the Solid Waste Department. BRL~N J. March 20, 2002 Trezza - Page 2 Pursuant to Section 4-407, an application for a building permit shall be made within one year of Flexible Development approval (March 20, 2003). All required certificates of occupancy shall be obtained within one year of the date of issuance of the building permit. Time frames do not change with successive owners. The Community Development Board may grant an extension of time for a period not to exceed one year and only within the original period of validity. Please be aware that the issuance of this Development Order does not relieve you of the necessity to obtain any building permits or pay any impact fees that may be required. In order to facilitate the issuance of any permit or license affected by this approval, please bring a copy of this letter with you when applying for any permits or licenses that require this prior development approval. In addition, please be aware that an appeal of a Level Two approval (Flexible Development) may be initiated by a property owner abutting the property which is the subject of the approval within 14 days of the date of the CDB decision. The filing of an application/notice of appeal shall stay the effect of the decision pending the final determination of the case. The appeal period for your case will expire on April 2, 2002.
