04/04/1994 COMMUNITY REDEVELOPMENT AGENCY MEETING
April 4, 1994
The City Commission, meeting as the Community Redevelopment Agency, met in regular session at City Hall, Monday, April 4, 1994, at 9:10 am, with the following members present:

2. Approval of Minutes
Trustee Berfield moved to approve the minutes of the February 28, 1994 meeting. The motion was seconded and carried unanimously.
3. February Financial Report
Peter Gozza reviewed the financial report, addressing the miscellaneous items of $322.00 used for tree lighting maintenance and $428.00 used for advertising purposes. Trustee Berfield
moved to accept the February financial report. The motion was seconded and carried unanimously.
4. Unfinished Business
Aids coalition Pinellas - Mr. Gozza reported that ACP has taken occupancy of the 1180 Cleveland Street building and that the CRA is in the process of having the building painted and
some landscaping work done. Due to a break-in of the building, ACP has installed a security system at their expense.
CDC Update - Mr. Gozza reported that a Certificate of Incorporation was received from the State of Florida on March 28, 1994 for the Clearwater Community Development Corporation. State
funding in 1994 for any new CDC's is "highly unlikely", but organization and planning for the CDC will continue. Letters have been written to the Pinellas County legislative delegation
requesting support for this funding. Costs associated with the CDC would be advertising related.
Cleveland Street Tree Lighting - To date, $3,080.08 has been spent on the Cleveland Street tree lighting project. An additional cost of $774.00 will be expended on 12 sample electrical
units that should substantially extend the life of the lights and will in turn cut down on maintenance and material costs. These units will be sampled in the larger trees prior to
using them overall.
5. New Business
CRA budget revisions will be submitted at the April 18th meeting in time for mid-year adjustments.
6. Executive Director Verbal Reports
Peter Gozza will be attending and working the booth at the Value Retailing Convention held in Tampa on April 19th-21st in an effort to attract new business to downtown Clearwater.
Goals & Objectives Update - The prospect tracking system, property inventory, Main Street program and East End property projects have all been completed as outlined in Peter Gozza's
goals and objectives. The system to facilitate the permit process and development is currently being worked on - an advertising campaign has been launched and Scott Shuford is working
on a video depicting the permit process.
The publication, Downtown Promotions Reporter, has been ordered since Mr. Gozza will be working closely with Joyce Baskin (Chairperson of the Promotions Committee) and Al Bitman (President
of the Downtown Clearwater Association) to increase the number and quality of downtown promotions. Elise Winters commented that volunteers are needed for this committee.
A new street vendor (hot dog cart), will soon be in Station Square Park. City staff is reviewing a sample street vendor contract from the City of St. Petersburg. A final contract
will be submitted for approval. The CRA requested that Mr. Gozza research and report on the "downtown business owner vending cart vs. vending cart in the park" issue. Trustee Thomas
requested that dress code standards for street vendors be established and presented (by Peter Gozza) to the board for approval.
7. Other Trustee Business
The Downtown Partnership Group will meet on Tuesday, April 26, 1994 at 5:30 pm followed by the DDB/CRA Joint Meeting, followed by the regular DDB meeting. The DDB/CRA Joint Meeting
agenda was reviewed and approved.
Discussion regarding the downtown logo contest took place. The Downtown Partnership Group will participate in the judging of the logo winner. Trustee Thomas recommended that the CRA
Board give final approval of the design and usage of a downtown logo.
