This letter constitutes a Development Order pursuant to Section 4-202.E of the Community
Development Code. On October 30, 2003, the Development Review Committee (DRC) reviewed your
application for Flexible Standard Development approval to reduce the side (south) setback to a
proposed arbor from 5 feet to 3.30 feet and to reduce both front setbacks from the required 25 feet to
10.83 feet (north) and 14.42 (east) feet in association with two single-family residences located at 724
Bruce Avenue, as a residential infill project, under the provisions of Section 2-203.C. The DRC
recommended approval of the application with the following bases:
Bases for Approval:
1. The proposal complies with Detached Dwellings criteria under the provisions of Section 2-203.C;
2. The plan complies with General Applicability Criteria under the provisions of Section 3-913; and
3. The proposed development is compatible with the surrounding area.
I concur with the findings of the Development Review Committee and, through this letter, approve
your application for Flexible Standard Development. The approval is based on and must adhere to the
site plan dated received October 03, 2003 and the revised elevations submitted on January 13, 2004.
Pursuant to Section 4-303, an application for a building permit shall be made within one year of
Flexible Standard Development approval (January 16, 2005). All required certificates of occupancy
shall be obtained within one year of the date of issuance of the building permit. Time frames do not
change with successive owners.
The issuance of this Development Order does not relieve you of the necessity to obtain any building
permits or pay any impact fees that may be required. In order to facilitate the issuance of any permit or
license affected by this approval, please bring a copy of this letter with you when applying for any
permits or licenses that require this prior development approval.

ANALYSIS:
The 0.14-acre (6,020 square foot) site is located on the west side of Bruce Avenue approximately 500 feet north of
Acacia Street. It is located within a residentially developed area. The property is a corner lot that has an extra wide
street right of way on Bruce Avenue that stretches for approximately 4 lots north and south of the subject property
before going back down to a standard twenty four foot street right of way. The buildings were originally constructed
in the 1930' s and are out of character to the surrounding 1950' s style of homes built in this neighborhood. In speaking
with several of the surrounding property owners, the general consensus is that the property had been sitting for a
number of years and they are glad to see someone making the effort to preserve one of the first homes in their
neighborhood. The site is zoned Low Medium Density Residential District and the use, two single-family homes, is
considered legal non-conforming in this zoning district.
The proposal includes constructing an arbor to tie the front and rear buildings together and create a carport like area
over the driveway near the south property line. The proposal also includes a front porch addition that consists of a
new concrete front porch with a covered roof and architecturally integrated columns. The proposed additions will
have little to no impact on trees or vegetation on the subject property or surrounding properties. The proposed
development will aesthetically improve the immediate area and Clearwater as a whole. The proposed development
will result in a development in keeping with the existing character of the neighborhood. The development complies
with density and impervious surface ratio standards within the Low Medium Density Residential District.
All applicable Code requirements and criteria including but not limited to General Applicability criteria (Section 3-
913) and Residential Infill Project criteria (Section 2-203.B) have been met.

provisions of Section 2-203.C. After a preliminary review of the submitted documents, staff has
determined that the application is complete.
Please provide the following:

2. Site plan only showing additions that are included in this request;
