Engineering bar scale (minimum scale one inch equals 50 feet), and date prepared;

Footprint and size of all buildings and structures;
All required five foot setbacks as measured from property line;

Location of all public and private easements;
Location of all street rights-of-way within and adjacent to the site;
Location of all existing and proposed sidewalks;
Lot frontage on all street rights-of-way;
Location of all freestanding (including directional) signs proposed and existing (indicate whether to be removed);
Location of all attached signs, proposed and existing (indicate whether to be removed).

E. WRITTEN SUBMITTAL REQUIREMENTS: (Code Section 3-1807.C)
Signage proposed as part of a Comprehenslvfl Sign Program may deviate from the minimum sign standards in tflrms of numbers of signs per
business or parcel of land, maximum area of sign face per parcel of land and the total aF6a of sign faces per business or parcel of land, subject to
compliance with the ffexibility crttena outined below. Monument signs, pursuant to Sections 3-1806.B.1.g and 3-18068.2 shaH not be eligible for
this program. As part of the program, af sign types (freestanding, attached, windows, interior site directional, etc.) shaH be reviewed for the
business and/or the development parcel to achieve compliance in so far as possible with these current regulations. A master sign program for
shopping centers, including af out parcels, and office complexes shaH include a8 types of signs for all tenants/uses within the development parcel.
These will be reviewed as a Comprehensive Sign Program application.
All existing and proposed signs must be architecturally integrated into the design of the buDding and/or site using similar and coordinated design
and style features, materials and colors, fltC. Attached signs shall be horizontally and vertically proportionately located on each
fayade with no protrusions above roof lines, over windows, trim, cornices or other building features.
o Provide complete responses to the COMPREHENSIVE SIGN PROGRAM CRITERIA including bQYi the criteria are met:
1. Architectural Theme. The design, character, location and/or materials of all freestandino and attached signs proposed
in a comprehensive sign program shall be demonstrably more attractive than signs otherwise permitted on the parcel
proposed for development under the minimum signs standards. All signs must be architecturally integrated intolwith the
design of the buildin~ and/or site using similar and coordinated desig[l features, materi~ls and colors, $'ltc. .
Eacn element of the sign package, because the development 1S Just be1ng bU1lt,
is color coordinated, contains matching architectural features and match-
elements of all the wall signs in regard to appearance for a high degree
of consistency and comprehensive design
2. Height. The height of all freestanding signs proposed through the Comprehensive Sign Program shall relate to the
design of the sign and shall not exceed 14 feet in height.
This will be met. These signs are monuments.
3. Lighting. Any lighting proposed as a part of a Comprehensive Sign Program is automatically controlled so that the
lighting is turned off when the business is closed.
This will be met.
4. Total Area of Sign Faces. Height, Area, Number and Location of Signs. The height, area, number and location of
signs permitted through the Comprehensive Sign Program shall be determined by the Community Development
Coordinator based on the following criteria: overall size of site, relationship between the building setback and sign
location, frontage, access and visibility to the site, intended traffic circulation pattern, hierarchy of signage, scale and
use of the project, and submittal of a master sign plan for the development parcel/project. Additionally, the maximum
permitted sign area shall be based on the following formula when evaluated against the above criteria:
i. Attached signs - The maximum area permitted for attached signage shall range from one percent up to a maximum
of six percent of the building fa9ade to which the sign is to be attached.
ii. Freestanding signs - The maximum permitted area of all freestanding signs on a site shall not exceed the range of
sign area permitted by the street frontage or building fa9ade calculation methods set forth in Section 1806.B.1.c.i.
and ii.
The maximum's for this location are defined in close regard thru the
newly approved standards for the downtown district. However, the signs
requested here result from the commercial nature of a site and tenants, in the
downtown area, the distances from the street, the high amount of tenants in the
center, the large natire of this site in the area of downtown and the con-
sistency of the signage sizes selected in regard to the use of the signs, with the
larger users in first position.
5. Community Character. The signage proposed in the Comprehensive Sign Program shall not have an adverse impact
on the community character of the City of Clearwater.
The signage proposed is beneficial because of the many comprehensive ele-
ments that are attached to the site. This will present a very cohesive
signage element for the site, much better that the typical hodge-podge of
colors, design and styles that would usually be found at a site of this
nature.
6. Property Values. The signage proposed in the Comprehensive Sign Program will not have an adverse impact on the
value of the property in the immediate vicinity of the parcel proposed for development.
The sionaoe proposed willhelp support the beautiful nature and finished
quality of this site, and will be an important part of the top notch planned
archltecture of the center.
7. Elimination of Unattractive Signage. The signage proposed in a Comprehensive Sign Program will result in the
elimination of existing unattractive signage or will result in an improvement to the appearance of the parcel proposed for
development in comparison to signs otherwise permitted under the minimum sign standards.

trol far beyond what the sign code could applu itself here.
8. Special Area or Scenic Corridor Plan. The signage proposed in the Comprehensive Sign Program is consistent with
any special area or scenic corridor plan which the City of Clearwater has prepared and adopted for the area in which the
parcel proposed for development is located.
The signage proposed is located in the downtown district and the attempt
has been made here to meet that criteria as closely as possible.

Dear Ms. Bradley:
During the review of Building Permit #BCP2004-0544l for the bank at the above address issues
of permitted signage were raised. I have researched the Comprehensive Sign Program
#SGN2002-06020, approved by letter dated November 20,2002, for the shopping center and the
bank parcel (see attached letter). The Comprehensive Sign Program (CSP) did deal with signage
for the bank parcel under the following:
. A freestanding sign for the bank parcel was approved located at the southwest comer of
the site, five feet from any property line, six feet in height and 20 square feet in area. The
monument-style sign must include sand-colored stucco finish painted to match the
primary color of the Publix building and will read "SouthTrust Bank" in light-blue letters
on a white background. The address will consist of brushed aluminum located above the
sign panel.
. Condition #1 stated "That all attached signs be designed with individual, channel letters
(no raceway mount, cabinet or other design) with colors consistent with those contained
herein. "
. Condition #6 stated "That signage for all future tenants including the (bank) outparcel
and those not currently specified under this application, or any changes to signs included
herein, be consistent with the overall theme of the center, including but not limited to
size, location, design, material, color, etc. and be submitted to Planning Staff for
approval, prior to issuance of any permits (or prior to installation should a permit not be
required)."
While this CSP did not address specific attached signage for the bank parcel, Condition #1 above
dealt generally with attached signage. Code only permits one attached sign unless a CSP is
approved allowing additional attached signs. The building elevations submitted with Building
Permit #BCP2004-0544l indicated two attached signs, one on the north side of the building and
one on the west side of the building. As such, to permit these two attached signs, a CSP will
need to be submitted and approved prior to issuance of a sign permit for the attached signs.

This letter constitutes a Development Order pursuant to Section 4-202.E of the
Community Development Code. On November 13, 2002, the Planning Staff reviewed
your Comprehensive Sign Program (CSP) application, as part of a master signage plan
that includes a mixture of freestanding and attached signs.
Specifically, the request is to increase the area and number of attached signs from one
attached sign of 20 square feet to three attached signs for the Publix tenant. One sign
will be 57 square feet in area (0.9 percent of the fa<;ade of the building to which it will be
attached) and attached to the west end of the south facade. The sign will read "PUBLIX"
in green, channel letters attached directly to the fa<;ade of the building. The second sign
will be attached to the east end of the south fa<;ade and will be 118.5 square feet in area
(1.9 percent of the fa<;ade of the building to which it will be attached). The sign will read
"PUBLIX SUPER MARKET" in green letters, channel attached directly to the fa<;ade of
the building. The third sign is located on the west end of the north elevation. It will
read "PUBLIX" in green, channel letters and is 42.18 square feet (0.8 percent of the
fa<;ade).

Additional attached signs on the south elevation include three, 12 square foot signs (four
percent of the fa~ade of the tenant spaces to which they are attached). The signs will read
"Price Ruler" (black letters), "T & T Nails" (black letters) and "CAPPELLO & CO."
(green letters). A 32 square foot sign to read "Blockbuster" designed as a ticket with blue
background and yellow letters and outline will be located on the western tower. It will
cover 4.5 percent of the building fa~ade. A 20 square foot, red, channel letter sign will
read "MAIL BOXES ETC." (seven percent of the fa~ade, but minimum of 20 square feet
is permitted for attached signs).
On the west elevation, three signs are proposed. Two signs are 20 square foot, channel
letter signs. One will read "Quizno's SUBS" with blue/green and red letters the other
will read "China City" in black letters (both are seven percent of the fa~ade, but minimum
of 20 square feet is permitted for attached signs). A 32 square foot sign to read
"Blockbuster" designed as a ticket with blue background and yellow letters and outline
will be located on the tower. It will cover three percent of the building fa~ade.
The proposal also includes a request to increase the number and area of freestanding signs
from one freestanding sign 20 square feet in area to two freestanding signs. One
freestanding sign will be 40 square feet in area, six feet in height and will be located
along the front (west) property line along South Fort Harrison A venue on the south side
of the driveway (five feet from the property line). The monument-style sign will include
a minimal base with sand-colored stucco finish painted to match the primary color of the
Publix building. The sign will consist of seven inserts. Five of the tenants are known.
The known tenant inserts will read "PUBLIX DELI * BAKERY" in green letters,
"BLOCKBUSTER" in black letters with yellow trim, "MAIL BOXES ETC." in dark blue
letters, "JERSEY Mike's SUBS" in black letters and "SouthTrust Bank" in light blue
letters. All lettering will be located on a white background. The address will consist of
brushed aluminum and will be located on the top of the sign.
The second freestanding sign will be located at the southwest comer of the site, five feet
from any property line. It will be six feet in height and will be 20 square feet in area. The
monument-style sign will include sand-colored stucco finish painted to match the primary
color of the Publix building and will read "SouthTrust Bank" in light-blue letters on a
white background. The address will consist of brushed aluminum located above the sign
panel.
The Comprehensive Sign Program and master signage plan has been approved. The
approval is based on, and must be consistent with, the site plan dated received July 15,
2002, freestanding sign plans both dated received August 8, 2002, and elevation plans
dated received October 29,2002, subject to the following conditions:

Conditions of Approval:
1. That all attached signs be designed with individual, channel letters (no raceway
mount, cabinet or other design) with colors consistent with those contained herein;
2. That the primary freestanding sign be designed with similar colors, materials and
design consistent with the shopping center building, not to exceed six feet in height;
3. That the secondary freestanding sign be designed with similar colors, materials and
design consistent with the shopping center and outparcel buildings, not to exceed four
feet height;
4. That all tenant panels within freestanding signs be of white background;
5. That all freestanding signs include the address numerals;
6. That signage for all future tenants including the (bank) outparcel and those not
currently specified under this application, or any changes to signs included herein, be
consistent with the overall theme of the center, including but not limited to size,
location, design, material, color, etc. and be submitted to Planning Staff for approval;
prior to issuance of any permits (or prior to installation should a permit not be
required); and
7. That all other Code requirements/restrictions of Division 18 (Signs) be met, including
but not limited, to grand opening banners, window, temporary, construction,
sale/leasing signs, etc.
Pursuant to Section 4-303, an application for a building permit shall be made within one
(1) year of the date of this Development Order (November 20, 2003). All required
building approvals shall be obtained within one (1) year of the date of issuance of the
initial building permit. Permitted time frames do not change with successive owners.
Please be aware that the issuance of this Development Order does not relieve you of the
necessity to obtain any building permits or pay any fees that may be required. In order to
facilitate the issuance of any permit or license affected by this approval, please bring a
copy of this letter with you when applying for any permits or licenses that require this
prior development approval.

An initial review has yielded the following comments:
1 . I need an uncut copy of the rendered freestanding signs;
2. I need the length of each store front and the area of each store front facade - meaning the actual area to be
occupied by each tenant;
3. I need to know what each attached sign will say (simply saying "tenant" won't cut it unless each sign will be black,
block letters);
4. I need to know the area and dimensions of each attached sign;
5. I need to know the percentage of the facade each proposed attached sign will constitute;
6. Indicate the facade direction on the rendered elevations;
7. Indicate all dimensions on the rendered elevations;
8. Indicate the required, five foot setback on the site plan for each freestanding sign;
9. Label each attached sign and show the location of each attached sign on the site plan;
10. Indicate any illuminated area for all signs;
11. It appears that the freestanding signs will contain and off-white background with letters of the same colour with a
grey outline (no colours proposed for the lettering) - is that accurate?
12. Provide an address for the primary freestanding sign (Publix);
13. Clarify whether the landscape plan (as approved by the DRC and for permitting) will be modified to accommodate
a freestanding sign with tenant signs extending to within inches of the ground;
14. Indicate the area of each freestanding sign.

Dear Cyndi:
Enclosed for your review and consideration are exhibits showing the signage that we
need for the new Publix shopping center. I apologize for not leaving them for you
yesterday, but Mark Parry did not tell me that you had requested I do so.
I have discussed signage with a number of people since the beginning of this project 18
months ago and believed that the signage I am now presenting would be acceptable. I
was so confident of the City's support that a drawing depicting this signage was attached
to the Publix lease I signed last fall. My failure to provide this signage would be a
default under the Publix Lease and would technically give them grounds to terminate the
lease and not go forward with this site. I doubt that they would, but I want to avoid that
possibility.
We all have the same goal here, and that is to make sure that Harbor Oaks is an attractive
and successful shopping center. Therefore I am confident that if we work together we
can agree on signage that accomplishes that goal. Thank you.

It was agreed that the square footage of the tenant signs (20 sq.ft. each) excluding Blockbusters was not
necessarily the issue. However, a comprehensive sign program is, by its nature, comprehensive. This means
that all signs are reviewed when anyone (or more as the case may be) is part of a comprehensive sign program.
The Publix signs are part of the comprehensive sign program due to the number and area of the signs. The
Blockbuster sign would also be required to be reviewed as a part of a comprehensive sign program due to the
number and area of proposed signage. It takes just one sign reviewed as a comprehensive sign program to kick
in all the other proposed sign to also be reviewed regardless of the size and/or number of those other signs.
It was agreed that, with permitting of the Publix signs, that all other signs (regardless of area) for the site would
be submitted to Staff to be reviewed as part of the comprehensive sign program prior to the issuance of any
permits as required by Code (Section 1806.B). No approvals for any additional signs was given or implied. The
only portion of the sign package accepted, as a matter or exception to the rule and not as a rule in and of itself,
were the Publix signs.

This is absolutely not what was agreed upon!!
It was agreed that the all the signage submitted was acceptable, and that only Blockbuster wall
signage was not acceptable. and would be excluded. I eliminated the Blockbuster wall signage
myself in Mark's office, drawing an "X" over that wall signage. I am working to get that modified by
the tenant currently.
The City administration, along with Cyndi, accepted the submitted signage package.
All the wall signs for individual tenants are in conformance anyway, for
square footage. Only Blockbuster as an individual tenant was much, much larger than
normally allowed by code and required further modification and that was accepted by Jim White.
The master plan requires other cohesion elements. Publix also had larger wall signs, and that was
more than acceptable to the City for obvious reasons.
Approval was given for the signage plans submitted, the order was then communicated to the
individual tenants, and they have begun production and their wall signs are complete. The tenants
are moving in. They must have an immediate sign-off on their individual permits.
