E. WRITTEN SUBMITTAL REQUIREMENTS: (Code Section 3-1807.C)
Signage proposed as part of a Comprehensive Sign Program may deviate from the minimum sign standards in terms of numbers of signs per
business or parcel of land, maximum area of sign face per parcel of land and the total area of sign faces per business or parcel of land,
subject to compliance with the flexibility criteria outlined below. Monument signs, pursuant to Sections 3-1806.8.1.g and 3-18068.2 shall not
be eligible for this program. As part of the program, all sign types (freestanding, attached, windows, interior site directional, etc.) shall be
reviewed for the business and/or the development parcel to achieve compliance in so far as possible with these current regulations. A master
sign program for shopping centers, including all out parcels, and office complexes shall include all types of signs for all tenants/uses within
the development parcel. These will be reviewed as a Comprehensive Sign Program application.
All existing and proposed signs must be architecturally integrated into the design of the building and/or site using similar and coordinated
design and style features, materials and colors, etc. Attached signs shall be horizontally and vertically proportionately located on each
fayade with no protrusions above roof lines, over windows, trim, cornices or other building features.

Provide complete responses to the COMPREHENSIVE SIGN PROGRAM CRITERIA including how the criteria are met:
Architectural Theme. The design, character, location and/or materials of all freestandina and attached signs proposed
in a comprehensive sign program shall be demonstrably more attractive than signs otherwise permitted on the parcel
proposed for development under the minimum signs standards. All signs must be architecturally integrated intolwith the
design of the building and/or site using similar and coordinated design features, materials and colors} etc.

2. Height. The height of all freestanding signs proposed through the Comprehensive Sign Program shall relate to the
design of the sign and shall not exceed 14 feet in height.

3. Lighting. Any lighting proposed as a part of a Comprehensive Sign Program is automatically controlled so that the
lighting is turned off when the business is closed.

Total Area of Sign Faces. Height, Area, Number and Location of Signs. The height, area, number and location of
signs permitted through the Comprehensive Sign Program shall be determined by the Community Development
Coordinator based on the following criteria: overall size of site, relationship between the building setback and sign
location, frontage, access and visibility to the site, intended traffic circulation pattern, hierarchy of signage, scale and use
of the project, and submittal of a master sign plan for the development parcel/project. Additionally, the maximum
permitted sign area shall be based on the following formula when evaluated against the above criteria:
i. Attached signs - The maximum area permitted for attached signage shall range from one percent up to a maximum
of six percent of the building fac;:ade to which the sign is to be attached.
ii. Freestanding signs - The maximum permitted area of all freestanding signs on a site shall not exceed the range of
sign area permitted by the street frontage or building fac;:ade calculation methods set forth in Section 1806.B.1.c.i.

Memorial Presbyterian Church)
Dear Mr. Russell:
On July 2, 2003, the Planning Staff reviewed your application for a Comprehensive Sign Program as
follows:
1. One monument sign (integrated into fencing), 16 square feet and at a maximum height of six
feet; and
2. One existing monument sign, 38.5 square feet and at 6 feet in height.
The new monument signs will read "PEACE MEMORIAL PRESBYTERIAN CHURCH". The sign is
to have gold leaf highlights and will be integrated into a hand made metal filigree fence that is being
constructed to be historically correct for the time period the church was constructed. It will be located
on the southeast corner of the fence (South Fort Harrison A venue and Pierce Street) facing South Fort
Harrison Avenue.
The application for the Comprehensive Sign Program has been approved for the signs as submitted
(attached).
Pursuant to Section 4-303, an application for a building permit shall be made within one (1) year of the
date of this Development Order (July 2, 2003). All required building approvals shall be obtained
within one (1) year of the date of issuance of the initial building permit. Permitted time frames do not
change with successive owners.
The issuance of this Development Order does not relieve you of the necessity to obtain any building
permits or pay any fees that may be required. In order to facilitate the issuance of any permit or license
affected by this approval, please bring a copy of this letter with you when applying for any permits or
licenses that require this prior development approval.

Consideration for sign height variance
Dear Sirs or Madams;
The following special circumstances should be brought to your attention when
considering this request for a variance to the "sign" at the southeast corner of Peace
Memorial Presbyterian Church.
The words "Peace Memorial Presbyterian Church" will in fad be part of the fence
itself. It will not be attached to the fence. It will not be of a different material than the
fence. It will be built and installed by the same man who has designed, built and
installed the fence with the same materials. The letters will not proiect from the fence
but will be in line with it. The letters cannot be removed, as they are the fence, one
and the same. In the City of Clearwater Development Standards Section 3-1805, "Signs
permitted without a permit", the fallowing signs may be developed without
development review pursuant to Article 4 of this developmental code.. ...1. Art work
and/or architectural detail. Alex Klahm, the Metalsmith (credentials attached) who has
been contraded by the church is not a sign company making a sign. He is an artist who
works in metal. The City of Saint Petersburg commissioned Alex for a $100,000 public
artworks proiect in downtown Saint Petersburg. We should not let this opportunity
pass. The garden fence is designed to be there along with the church for along long
time. lets not let the code keep something that will uphold it's very intent of enhancing
the urban environment and promoting the continued well-being of the city.
The church is a historical asset to the city from it's distindive Florida style to the
priceless TiRany stained glass windows. Alex has taken every effort to hand built this
fence piece by piece in the same way it would have been built at the time the church
was built. The bracing, the gates and even the finish will be handled carefully to look
like it has always been there. The proposed lettering on the fence and it's careful
placement have been designed with the same consideration.
What we're proposing is to simply let the fence arch slightly higher than the rest of the
fence at one location, the corner element. The arch would start at 6 feet above grade
and curve to a height of iust over 7 feet. This will not be out of scale or context with

the surrounding architectural and natural features. Behind this element the church
tower rises to approximately 100 feet. The Canary Island palm tree, within arms reach
of the central lettered element, rises to 50 or 60 feet. Sixty feet to the south we have
the 10 story historic Fort Harrison Hotel and the grand addition to the east, which rises
even higher. The backdrop of this fence element is the arched colonnade of the
sanduary and chapel, and iust to the north is the 15' arched doors to the church. One
small arch at the center of the fence will appropriately complement the beautiful
church and enhance the scenic charaderistics of this waterfront resort community.
This fence started out of the necessity of to proted the garden from the unfortunate
realities of an urban setting and has blossomed into a complementory work of art that
the members of the church, Alex and I will be proud to add to the fabric of the City of
Clearwater. We invite the City of Clearwater and it's citizens to share in our pride.

Alex Klahm is a metalsmith designer who has been creatively active in the
ornamental metals industry for more than twenty years, as a craftsman whose
work has been nationally awarded throughout his career and as an industry leader
at the national level. He holds a Bachelor of Arts from the University of California
at Davis (1969), and a Master of Arts from California State University at Los
Angeles (1970). He has been a frequent speaker and demonstrator at national
professional conferences, often contributing educational and technical articles to
journals serving the metal arts.
Alex has studied in Reims, France traditional repousse techniques with
international artisans in a guild hall setting at Les Compagnons Du Devoir.
He has designed and produced architectural metalwork of exceptional quality for
private and public commissions nationally and internationally. His work on
estate properties has included original design in bronze, iron, copper, brass and
aluminum. He has crafted grand staircases, monumental gates, balconies,
decorative railings, chandeliers, metal art entrances, and sculptural pieces such
as fire screens, sconces and art work, as well as church ornamentation.
Alex Klahm is active in the historic preservation community, having restored the
original metalwork on ten national lighthouses as well as other historic
properties, including Vizcaya and the Miami/Dade County Courthouse. He often
serves as the metal consultant to the architects and restoration team.
He is a two-term past president of the National Ornamental Metals Association
(1990-1992) and served on its national Board of Directors for ten years. Since 1994,
he has served as Trustee of the National Ornamental Metal Museum in
Memphis, Tennessee, where his work is on permanent display.
