E. WRITTEN SUBMITTAL REQUIREMENTS: (Code Section 3-1807.C)
Signage proposed as pari of a Comprehensive Sign Program may deviate from the minimum sign standards in terms of numbers of signs per
business or parcel of land, maximum area of sign face per parcel of land and the total area of sign faces per business or parcel of land,
subject to compliance with the flexibility criteria outlined below. Monument signs, pursuant to Sections 3-1806.8.1.g and 3-18068.2 shall not
be eligible for this program. As pari of the program, all sign types (freestanding, attached, windows, interior site directional, etc.) shall be
reviewed for the business and/or the development parcel to achieve compliance in so far as possible with these current regulations. A master
sign program for shopping centers, including all out parcels, and office complexes shall include all types of signs for all tenants/uses within
the development parcel. These will be reviewed as a Comprehensive Sign Program application.
All existing and proposed signs must be architecturally integrated into the design of the building and/or site using similar and coordinated
design and style features, materials and colors, etc. Attached signs shall be horizontally and veriically proporiionately located on each
far;ade with no protrusions above roof lines, over windows, trim, comices or other building features.
D Provide complete responses to the COMPREHENSIVE SIGN PROGRAM CRITERIA including how the criteria are met:
1. Architectural Theme. The design, character, location and/or materials of all freestandina and attached signs proposed
in a comprehensive sign program shall be demonstrably more attractive than signs otherwise permitted on the parcel
proposed for development under the minimum signs standards. All signs must be architecturally integrated intolwith the
design of the building and/or site using similar and coordinated desi n features, aterials and colors, c.

Total Area of Sign Faces. Height, Area, Number and Location of Signs. The heig t, area, number and location of
signs permitted through the Comprehensive Sign Program shall be determined by the Community Development
Coordinator based on the following criteria: overall size of site, relationship between the building setback and sign
location, frontage, access and visibility to the site, intended traffic circulation pattern, hierarchy of signage, scale and use
of the project, and submittal of a master sign plan for the development parcel/project. Additionally, the maximum
permitted sign area shall be based on the following formula when evaluated against the above criteria:
i. Attached signs - The maximum area permitted for attached sign age shall range from one percent up to a maximum
of six percent of the building fac;:ade to which the sign is to be attached.
ii. Freestanding signs - The maximum permitted area of all freestanding signs on a site shall not exceed the range of
sign area permitted by the street frontage or building fac;:ade calculation methods set forth in Section 1806.B.1.c.i.

On April 15, 2003, the Planning Staff reviewed your application for a Comprehensive
Sign Program to enable signage as follows:
1. Attached Sign, 24.15 square feet and 3.18 percent of the building fa~ade.
2. Attached Sign, 24.15 square feet and 2.58 percent of the building fa~ade.
3. Attached Sign, 25 square feet and 2.67 percent of the building fa~ade (tenant
sign).
4. Monument Sign, 23.10 square feet where there is a maximum allowance of 25
square feet.
Attached signs one and two will read "SUBWAY". The third attached sign is for a
tenant, unnamed at this time. One attached sign is to be located on the fa~ade facing Drew
Street. The two other attached signs are to be located on the fa~ade facing Patricia
Avenue. All of the attached signs are to be contour/channelletter signs. Intemallighting
is to be controlled by a timer to shut off when the businesses are closed.
The Development Order dated April 17, 2003 is amended here to address monument sign
location. The monument sign is to be located within the southeast comer of the site,
facing Drew and Patricia Streets. The location of the monument sign is to be in
accordance with City of Clearwater Codes for setbacks and sight triangles. The sign will
be a maximum of 6 feet in height. The sign will read "SUBW A Y" within the top half of
the sign space. The bottom half message of the sign space is for a future unnamed tenant.
The monument sign will also have a 1 foot by three feet, six inches space for the street
address number. The street number space will be white and the numbers will be brown.

Regarding the attached signs, if letters are on a raceway, the raceway needs to match the
building where it is attached. All signage, including the monument sign, will need to
have a white background. The colors of the tenant sign need to be consistent with and
compliment the other signs and the building. The application for the Comprehensive Sign
Program has been approved for the signs as submitted (attached).
Pursuant to Section 4-303, an application for a building permit shall be made within one
(1) year of the date of this Development Order (April 16, 2004). All required building
approvals shall be obtained within one (1) year of the date of issuance of the initial
building permit. Permitted time frames do not change with successive owners.
The issuance of this Development Order does not relieve you of the necessity to obtain
any building permits or pay any fees that may be required. In order to facilitate the
issuance of any permit or license affected by this approval, please bring a copy of this
letter with you when applying for any permits or licenses that require this prior
development approval.

Dear Mr. Bomar:
On April 15, 2003, the Planning Staff reviewed your application for a Comprehensive
Sign Program to enable signage as follows:
1. Attached Sign, 24.15 square feet and 3.18 percent of the building fa<;ade.
2. Attached Sign, 24.15 square feet and 2.58 percent of the building fa<;ade.
3. Attached Sign, 25 square feet and 2.67 percent of the building fa<;ade (tenant
sign).
4. Monument Sign, 23.10 square feet where there is a maximum allowance of 25
square feet.
Attached signs one and two will read "SUBWAY". The third attached sign is for a
tenant, unnamed at this time. One attached sign is to be located on the fa<;ade facing Drew
Street. The two other attached signs are to be located on the fa<;ade facing Patricia
Avenue. All of the attached signs are to be contourlchannelletter signs. Internal lighting
is to be controlled by a timer to shut off when the businesses are closed.
The monument sign is to be located within the southwest comer of the site, facing Drew
Street. The sign will be a maximum of 6 feet in height. The sign will read "SUBW A Y"
within the top half of the sign space. The bottom half message of the sign space is for a
future unnamed tenant. The monument sign will also have a 1 foot by three feet, six
inches space for the street address number. The street number space will be white and the
numbers will be brown.
Regarding the attached signs, if letters are on a raceway, the raceway needs to match the
building where it is attached. All signage, including the monument sign, will need to

have a white background. The colors of the tenant sign need to be consistent with and
compliment the other signs and the building. The application for the Comprehensive Sign
Program has been approved for the signs as submitted (attached).
Pursuant to Section 4-303, an application for a building permit shall be made within one
(1) year of the date of this Development Order (April 16, 2004). All required building
approvals shall be obtained within one (1) year of the date of issuance of the initial
building permit. Permitted time frames do not change with successive owners.
The issuance of this Development Order does not relieve you of the necessity to obtain
any building permits or pay any fees that may be required. In order to facilitate the
issuance of any permit or license affected by this approval, please bring a copy of this
letter with you when applying for any permits or licenses that require this prior
development approval.
