E. WRITTEN SUBMITTAL REQUIREMENTS: (Code Section 3-1807.C)
Signage proposed as part of a Comprehensive Sign Program may deviate from the minimum sign standards in terms of numbers of signs per
business or parcel of land, maximum area of sign face per parcel of land and the total area of sign faces per business or parcel of land,
subject to compliance with the flexibility criteria outlined below. Monument signs, pursuant to Sections 3-1806.B.1.g and 3-18068.2 shall not
be eligible for this program. As part of the program, all sign types (freestanding, attached, windows, interior site directional, etc.) shall be
reviewed for the business and/or the development parcel to achieve compliance in so far as possible with these current regulations. A master
sign program for shopping centers, including all out parcels, and office complexes shall include all types of signs for all tenants/uses within
the development parcel. These will be reviewed as a Comprehensive Sign Program application.
All existing and proposed signs must be architecturally integrated into the design of the building and/or site using similar and coordinated
design and style features, materials and colors, etc. Attached signs shall be horizontally and vertically proportionately located on each faqade
with no protrusions above roof lines, over windows, trim, comices or other building features.
o Provide complete responses to the COMPREHENSIVE SIGN PROGRAM CRITERIA including how the criteria are met:
1. Architectural Theme. The design, character, location and/or materials of all freestandinq and attached signs proposed
in a comprehensive sign program shall be demonstrably more attractive than signs otherwise permitted on the parcel
proposed for development under the minimum signs standards. All signs must be architecturally integrated into/with the
design of the building and/or site using similar and coordinated design features, materials and colors, etc.

4. Total Area of Sign Faces. Height, Area, Number and Location of Signs. The height, area, number and location of
signs permitted through the Comprehensive Sign Program shall be determined by the Community Development
Coordinator based on the following criteria: overall size of site, relationship between the building setback and sign
location, frontage, access and visibility to the site, intended traffic circulation pattern, hierarchy of signage, scale and use
of the project, and submittal of a master sign plan for the development parcel/project. Additionally, the maximum
permitted sign area shall be based on the following formula when evaluated against the above criteria:
i. Attached signs - The maximum area permitted for attached signage shall range from one percent up to a maximum
of six percent of the building fac;:ade to which the sign is to be attached.
ii. Freestanding signs - The maximum permitted area of all freestanding signs on a site shall not exceed the range of
sign area permitted by the street frontage or building fac;:ade calculation methods set forth in Section 1806.B.1.c.i.
and ii.

On September 23, 2003, the Planning Staff reviewed your application for a
Comprehensive Sign Program to enable signage as follows:
1. Freestanding Sign (monument-style), 63.53 square feet each side, 10.66 feet in
height.
2. Attached Sign, 64.5 square feet and 3.5 percent of the building fa<;ade (east
building elevation).
3. Attached Sign, 64.5 square feet and 1.4 percent of the building fa<;ade (south
building elevation).
The application for the Comprehensive Sign Program has been approved for, and must
comply with, all of the signs as submitted and as shown within the four-page
Comprehensive Sign Program application plan set for SGN2003-07024, date received
September 22, 2003. The signs presented within this plan set include the three signs as
stated above, six directional signs, an "ATM" canopy sign, three "clearance canopy"
signs, a "commercial lane" canopy sign, two "non-account holder" signs on posts, two
"do not enter signs" on posts, an "ATM deposit" sticker, two transaction limit stickers,
one night deposit sticker, and one set of fa<;ade address numbers. This application plan set
is on file.
The application for the Comprehensive Sign Program has been approved subject to the
following conditions:

Conditions of Approval:
1. That the freestanding sign is to be located within a 12 square foot landscaped
area;
2. That the landscaping be maintained; and
3. That the visibility of the address numbers on the freestanding sign base be
maintained.
Pursuant to Section 4-303, an application for a building permit shall be made within one
(1) year of the date of this Development Order (October 2, 2004). All required building
approvals shall be obtained within one (1) year of the date of issuance of the initial
building permit. Permitted time frames do not change with successive owners.
The issuance of this Development Order does not relieve you of the necessity to obtain
any building permits or pay any fees that may be required. In order to facilitate the
issuance of any permit or license affected by this approval, please bring a copy of this
letter with you when applying for any permits or licenses that require this prior
development approval.

"do not enter signs" on posts, an "A TM deposit" sticker, two transaction limit stickers,
one night deposit sticker, and one set of fa<;ade address numbers. This application plan set
is on file.

approvals shall be obtained within one (1) year of the date of issuance of the initial
building permit. Permitted time frames do not change with successive owners.
The issuance of this Development Order does not relieve you of the necessity to obtain
any building permits or pay any fees that may be required. In order to facilitate the
issuance of any permit or license affected by this approval, please bring a copy of this
letter with you when applying for any permits or licenses that require this prior
development approval.

Comments.
V1. In order for us to clearly understand your application, please improve the organization of your submittal material.
As there are many signs proposed with your application, the detailed information about them needs to be easily
located for our review. I can show you examples of organized Comprehensive Sign Program submittals. Please make
one submittal set to consist of the application and all submittal materials.
12. Your revision submitted on August 25, 2003 does not address/incorporate information from the original
submittal on July 30, 2003.
vB. The proposed freestanding sign drawing needs to state what is illuminated. The changeable copy needs to
consist of high quality designed characters. The sign should be given a legend identifier, such as Sign A 1.
0.' A set of sign types are shown on the left side of the site plan. The signs depicted need to be shown in color and
with dimensions.
tY' The site plan needs to show traffic flow arrows.

SIGN PERMIT SUBMITTAL REQUIREMENTS:
(a) Provide a signed and sealed property survey (or copy of the signed and sealed property survey) showing dimensions, acreage, location of the property,
and all current structures and improvements. Reference Clearwater Community Development Code Sections 4-202 A. 7 and 4-1003.
(b) Provide a site plan, drawn to scale, to verify the location of all existing and proposed signage. The site plan is to show sight triangles, existing location of
trees and tree canopies, as well as setback dimensions to all monument or freestanding signs. (Freestanding signs must be a minimum of five (5) feet
from any property line.)
ADDITIONAL SIGN PERMIT REQUIREMENTS:
(c) Inventory of all existina sians on the same property and/or building on which the sign is to be located, indicating the number, type, use e.g. property
identifiCf'tion, business identification, etc.) location and surface area. (If "none", so indicate);
(d) That proposed signage meet all standards per Section 3-1806 or 3-1807 when attached to the Comprehensive Sign Program.
(e) Msvjmum and minimum height ofthe sign, as measured from finished grade;
(f) Dimensions of the sign's supporting members;
(g) For illuminated signs, the type, placement, intensity and hours of illumination. (Not more than five (5) foot-candles of light intensity for commercial signs.);
(h) Dimonsions and elevations (including the message and color(s)) of the sign; and
(i) Construction and electrical specifications, for the purpose of enabling determination that the sign meets all applicable structural and electrical requirements
of the Building and National Electric Codes. (Indicate if UL rated.)
*AII applications for signs shall include detail drawings showing how the sign is to be constructed and secured. All signs greater than 32 square feet in size
shall have structural drawing signed and sealed by licensed Florida engineer or architect.
ALL freestanding and monument signage shall contain a three square foot property address sign (not to be included in the signage square footage).
ALSO, please note that wind load requirements should conform to the 2001 edition of the Florida Building Code.
