The intent ofthe ComprehensIve Sign Program Is to provide private property owners and businesses with
flexibility to develop innovative, creative and effective slgnage and to Improve the aesthetics of the City ~f
Clearwater. Signage which Is proposed as part of. Comprehensive Sign Program may deviate from the
minimum sign standards In terms of numbers of signs per business or parcel of land, maximum area of sign
face per parcel of land and the total area of .Ign faces per buslnes~ or parcel, subject to compliance with the
following Flexibility Criteria. The use of site plans, sectlons/elevatfons, renderings and perspectives may
necessary as supplementary Infonnatfon In addition to the Information provided on this worksheet:
1. Archltedura' Theme.
a. The signs proposed In a Comprehensive Sign Program shall be designed as 8 part of the architectural theme
of the principal buildings proposed or developed on the parcel proposed for the development and shall be
construded of materials and colors which reflect an Integrated architectural vocabulary for the parcel
proposed for development,
The proposed sign shall have colors that are intergrated into the architectural
theme of the building. The sign is also a part of the ove~all corporate image
update and a key part of the remodeling pro~ect.

provkMd I however, that a ~Ingle attached sIgn with a sign face of no more than twelve (12) square feet may be
erected up to the height of the princIpal buIldIng.
Popeye~s is not proposing a free standing sign as part of this
Comprehensive Sign Program. One (1) building sign is proposed at a height of
12 - 15 feet above the level of the adjacent sidewalk.
3. lighting. Any lighting proposed as a part of a Comprehensive SIgn Program Is automatIcally controned so
that the lighting Is turned off when the business Is closed.
Popeye's will comply with this requirement.
4. Total Area of Sign races. The total area of sign faces which are proposed as a part of 8 Comprehensive Sign
Program shall not exceed two (2) times the total area of sign faces permitted under the minimum sign stand ards
on the parcel proposed for development.
Popeye's is proposing to replace the two (2) existing building signs.
The two (2) existing si~ns are 64 sf each and are located on the south and west
sides of the buildings. The new sign is proposed at 17 sf which does not exceed
two (2) times the total allowable sf for the Comprehensive Sign Program.

5. Community Character. The slgnage proposed In the Comprehensive Sign Program shall not have an adverse
Impact on the community character of the City of Clearwater.
The proposed signage will not adversly impact the character of the Downtown
Distrct. The placement and style of the signage match the design standards
of the Downtown District by providing a modern sign band above the entra~ce
to the building.
6. Property Values. The slgnage proposed In the Comprehensive SIgn Program win not have an adverse Impact on
the value of the property In the ImmedIate vicinity of the Plrce, proposed for development.
The Popeye's signage will not impact the adjacent property owners. The total
square footage is being reduced and there will not be exposed lighting which
does exist on the signs in current use.
7. Elimination of Unattractive Slgnage. The signage proposed In Q Comprehensive Sign Program will result In the
elrmlnation of existing unattractive slgnage or will result In an improvement to the appearance of the parcel
proposed for development In comparison to signs otherwise permitted under the minimum sign standards.
The proposed signage will be eliminating two (2) large box signs, with exposed
lighting. The proposed signage is modern, simple in design, matches the theme
and colors of the building and is a net reduction of greater than 86 percent.

Dear Mr. Grant:
On March 26, 2001, the Planning Staff reviewed your application for a Comprehensive Sign
Program to increase the area of a proposed attached sign from 10 square feet to 17 square feet.
The sign will read "POPEYES" and will be attached to the north fayade of the existing
restaurant. Two existing, attached signs of 64 square feet each will be removed as part of this
proposal. The application for the Comprehensive Sign Program has been approved for the sign
as submitted (attached).
Pursuant to Section 4-303, an application for a building permit shall be made within one (1) year
of the date of this Development Order (April 12, 2002). All required building approvals shall be
obtained within one (1) year of the date of issuance of the initial building permit. Permitted time
frames do not change with successive owners.
Please be aware that the issuance of this Development Order does not relieve you of the necessity
to obtain any building permits or pay any fees that may be required. In order to facilitate the
issuance of any permit or license affected by this approval, please bring a copy of this letter with
you when applying for any permits or licenses that require this prior development approval.
