WRITTEN SUBMITTAL REQUIREMENTS: (Code Section 3-1807.C) Signage proposed as part of a Comprehensive Sign Program may deviate from the minimum sign standards in terms of numbers of signs per business or parcel of land, maximum area of sign face per parcel of land and the total area of sign faces per business or parcel of land, subject to compliance with the flexibility criteria outlined below. Monument signs, pursuant to Sections 3-1806.B.1.g and 3-1806B.2 shall not be eligible for this program. As part of the program, all sign types (freestanding, attached, windows, interior site directional, etc.) shall be reviewed for the business and/or the development parcel to achieve compliance in so far as possible with these current regulations. A master sign program for shopping centers, including all out parcels, and office complexes shall include all types of signs for all tenants/uses within the development parcel. These will be reviewed as a Comprehensive Sign Program application. All existing and proposed signs must be architecturally integrated into the design of the building and/or site using similar and coordinated design and style features, materials and colors, etc. Attached signs shall be horizontally and vertically proportionately located on each fac;ade with no protrusions above roof lines, over windows, trim, cornices or other building features. /' Provide complete responses to the COMPREHENSIVE SIGN PROGRAM CRITERIA including how the criteria are met: 1. Architectural Theme. The design, character, location and/or materials of all freestandino and attached signs proposed in a comprehensive sign program shall be demonstrably more attractive than signs otherwise permitted on the parcel proposed for development under the minimum signs standards. All signs must be architecturally integrated intolwith the design of the building and/or site using similar and coordinated design features, materials and colors, etc. StY A-DDEND"'~ S- 2. Height. The height of all freestanding signs proposed through the Comprehensive Sign Program shall relate to the design of the sign and shall not exceed 14 feet in height. 3. Lighting. Any lighting proposed as a part of a Comprehensive Sign Program is automatically controlled so that the lighting is turned off when the business is closed. The height, area, number and location of signs permitted through the Comprehensive Sign Program shall be determined by the Community Development Coordinator based on the following criteria: overall size of site, relationship between the building setback and sign location, frontage, access and visibility to the site, intended traffic circulation pattern, hierarchy of signage, scale and use of the project, and submittal of a master sign plan for the development parcel/project. Additionally, the maximum permitted sign area shall be based on the following formula when evaluated against the above criteria: i. Attached signs - The maximum area permitted for attached signage shall range from one percent up to a maximum of six percent of the building fal;:ade to which the sign is to be attached. ii. Freestanding signs - The maximum permitted area of all freestanding signs on a site shall not exceed the range of sign area permitted by the street frontage or building fal;:ade calculation methods set forth in Section 1806.B.1.c.i. and ii. 5. Community Character. The signage proposed in the Comprehensive Sign Program shall not have an adverse impact on the community character of the City of Clearwater. 6. Property Values. The signage proposed in the Comprehensive Sign Program will not have an adverse impact on the value of the property in the immediate vicinity of the parcel proposed for development. 7. Elimination of Unattractive Signage. The signage proposed in a Comprehensive Sign Program will result in the elimination of existing unattractive signage or will result in an improvement to the appearance of the parcel proposed for development in comparison to signs otherwise permitted under the minimum sign standards. 8. Special Area or Scenic Corridor Plan. The sign age proposed in the Comprehensive Sign Program is consistent with any special area or scenic corridor plan which the City of Clearwater has prepared and adopted for the area in which the parcel proposed for development is located. The proposed property will be painted with a special high quality paint. which is made in California and designed not to fade nor lose its brilliant color even in the relentless Florida sun; therefore. a faded look will be avoided and the downtown district will be enhanced by the improvements to the proposed property. Foamy's Bar & Grill is taking an abandoned building and giving it a viable use. The surrounding area has been. and is being completely developed with similar uses. The Comprehensive Sign Program will help our establishment draw more business to the downtown area; therefore. the community character will be helped and there will not be an adverse impact on the Clearwater district. The color for all sides will be a light sky blue color with dark nave trim which is the blue color shown in the lettering of Foamy's Bar & Grill and the East. West. and South side. On the North side of the building we will have no separate trim color. We will paint the wall in the same light blue-sky color as the 3 other sides up to aprox. 10 feet high. After that point we will paint 2 waves on each side with a sun set colors in the middle. On top of this mural we will place a 60 SF sign. We have shown an artist rendering which shows the mural I have explained however the sigh will only be 60 SF not as shown on the attached picture. ADDENDUM 5 1. Architectural Theme. The design, character, location, and/or materials of all freestanding and attached signs processed in a Comprehensive Sign Program shall be demonstratively more attractive than signs otherwise permitted on the parcel proposed for development under the minimum sign standards. All signs must be architecturally integrated into/with the design of the building and/or site using similar and coordinated design features, materials, and color, etc. Cleveland Street is a busy thoroughfare and the proposed property is slightly set back off the street. more than the surrounding businesses. The Comprehensive Sign Program will allow us to attract the attention of passersby. The front facade of said property would not have sufficient coverage with the standard signage permitted in the downtown district area by the City of Clearwater. The parcel of land is currently abandoned and has an unappealing color and appearance. Through the Comprehensive Sign Program. we will be able to enhance the appearance and increase the attractiveness of the property to the area. All signs will be architecturally integrated with similar colors. materials. and design features. 2. Height. The height of all freestanding signs proposed through the Comprehensive Sign Program shall relate to the design of the sign and shall not exceed 14 ft. in height. All freestanding signs at the proposed location will not exceed six feet in height and will relate in design and color to the attached sign used on the facade of the building. which fall within the Comprehensive Sign Program regulations in regards to height. The height of the building. in the proposed location. is approximately 20 ft. high. and will not to be changed. The current height of the building falls well within the regulations designated for the downtown district by the City of Clearwater. . . 3. Lighting. Any lighting proposed as a part of a Comprehensive Sign Program is automatically controlled so that the lighting is turned offwhen the business is closed. All lighting pertaining to signage on proposed property will be regulated by an automatic timing system. which will be set to operate only during business hours in order to comply with the Comprehensive Sign Program. 4. Total Area of Sign Faces. 1. Attached signs - the maximum area permitted for attached signage shall range from one percent up to a maximum of six percent of the building facade to which the sign is to be attached. The proposed location is situated on a comer lot. The front facade on Cleveland Street is 1001 SF and the facade on Greenwood Street is 1301 SF. The Comprehensive Sign Program permitted us to use up to 6% of the facade for attached signage. We have enclosed a copy (addendum 1) which is a detailed explanation and drawing of the proposed attached sign. In the signs we have used 60 SF on the Cleveland side and 78 SF on the Greenwood side. II. Freestanding signs - the maximum permitted area of all freestanding signs on a site shall not exceed the range of sign area permitted by the street frontage or building facade calculation methods set forth in section 1806.B.l.c.i. and ii. Foamy's Bar & Grill is taking an abandoned building and giving it a viable use. The surrounding area has been. and is being completely developed with similar uses. The Comprehensive Sign Program will help our establishment draw more business to the downtown area; therefore. the community character will be helped and there will not be an adverse impact on the Clearwater district. 6. Property Values. The signage proposed in the Comprehensive Sign Program will not have an adverse impact on the value of the property in the immediate vicinity of the parcel proposed for development. The proposed location is vacant at this time. Adding bright and colorful signs. as shown in the artist renderings (addendum 1 ). will in fact increase the value of the immediate vicinity. The area of the proposed location is already fully developed with an assortment of businesses. restaurants. hotels. retails stores. and office buildings. Foamy's Bar & Grill will return the building to its intended use. as a restaurant serving the community. Consequently. the value of adiacent land and buildings will be increased. 7. Elimination of Unattractive Signage. The signage proposed in a Comprehensive Sign Program will result in the elimination of existing unattractive signage or will result in an improvement to the appearance of the parcel proposed for development in comparison to signs otherwise permitted under the minimum sign standards. The signage at the proposed property at the present time is a dull color and hard to see when driving on either Cleveland Street or Greenwood Avenue. The current colors are a dull gray with burgundy trim and the windows are covered with tom and broken awnings. The Comprehensive Sign Program will allow us to eliminate the existing unattractive signs and replace them with signs that will create an improved and more attractive appearance to the building. In addition. we intend to paint and replace the existing awnings. . . 8. Special Areas or Scenic Corridor Plan.
