The intent of the Comprehensive Sign Program is to provide private property owners and businesses with
flexibility to develop Innovative, creative and effective signage and to Improve the aesthetics of the City of
Clearwater. Signage which is proposed as part of a Comprehensive Sign Program may deviate from the
minimum sign standards In terms of numbers of signs per business or parcel of land, maximum area of sign
fac, per parcel of land and the total area of sign faces per business or parcel, subject to compliance with the
following Flexibility Criteria. The use of site plans, sections/elevations, renderings and perspectives may
necessary as supplementary information In addition to the information provided on this worksheet:
1. Architectural Theme.
a. The signs proposed In a Comprehensive Sign Program shall be designed as 8 part of the architectural theme
of the principal buildings proposed or developed on the parcel proposed for the development and shall be
constructed of materials and colors which reflect an integrated architectural vocabulary for the parcel
proposed for development.
The sign will be attached to the facia of the buildjng ~hirh ~ill hp
newly painted a 15% grey (light) color. The sign is made up of
individually cut urethane letters painted black in contrast to the
facia color. A clean, block style font called "futura" was employed
in the design. A simole graohic depicting a strjp of photo film
accents the overall look. This graphic is also constructed of urethane
and painted black.

b. The design, character, location andlor materials of the signs proposed in the Comprehensive Sign Program
shall be demonstrably more attractive than signs otherwise permitted on the parcel proposed for
development under the minimum sign standards.

Height. The max/mum height of all signs proposed in a Comprehensive Sign Program /s twelve (12) feet
provided, however, that a single attached sign with a sign face of no more than twelve (12) square feet may be
erected up to the height of the principal building.
The top of this wall sign will be installed just above the midpoint
of the second story facia. i.e. top to bottom. It will be installed
in the center of this area, ri2ht to left.

3. Lighting. Any lighting proposed as a part of a Comprehensive Sign Program is automatically controlled so
that the lighting is turned off when the business Is closed.
There is no lighting proposed with this signage.
4. Total Area of Sign Faces. The total area of sign faces which are proposed as a part of a Comprehensive Sign
Program shall not exceed two (2) times the total area of sign faces permitted under the minimum sign standards
on the parcel proposed for development.
The total sign area approximates 39.7 square feet. The overall
height is 4' and the width is 9'11".

Community Character. The signage proposed In the Comprehensive Sign Program shall not have an adverse
Impact on the community character of the City of Clearwater.

The signage has a very simple, crisp, clean look which will not
have an adverse impact on the community character of the City of
Clearwater. The sign is distinctive and readable.

Properly Values. The sign age proposed in the Comprehensive Sign Program will not have an adverse impact on
the value of the property in the immediate vicinity of the parcel proposed for development.
It is our opinion that this signage will in no manner negatively
impact the property values in the immediate vicinity of this building.
The "look" is attractive yet very conservative.
7.. Elimination of Unattractive Signage. The slgnage proposed In a Comprehensive Sign Program will result in the
elimination of existing unattractive signage or will result in an Improvement to the appearance of the parcel
proposed for development in comparison to signs otherwise permitted under the minimum sign standards.
All pre-existing signage has been removed from the front of the
building, which faces Garden Avenue.

The Intent of the Comprehensive Sign Program is to provide private property owners and businesses with
flexibility to develop Innovative, creative and effective signage and to Improve the aesthetics of the City of
Clearwater. Signage which is proposed as part of a Comprehensive Sign Program may deviate from the.
minimum sign standards In terms of numbers of signs per business or parcel of land, maximum area of sign
face per parcel of land and the total area of sign faces per business or parcel, subject to compliance with the
following Flexibility Criteria. The use of site plans, sections/elevations, renderings and perspectives may
necessary as supplementary information In addition to the information provided on this worksheet:
1. Architectural Theme.
a. The signs proposed in a Comprehensive Sign Program shall be designed as a part of the architectural theme
of the principal buildings proposed or developed on the parcel proposed for the development and shall be
constructed of materials and colors which reflect an Integrated architectural vocabulary for the parcel
proposed for development.
The sign will be attached to the facia of the building whirh will hp
newly painted a 15% grey (light) color. The sign is made up of
individually cut urethane letters painted black in contrast to the
facia color. A clean, block style font called "futura" was employed
in the desi2n. A simole 2raohic depictini a strip of photo film
accents the overall look. This graphic is also constructed of urethane
and painted black.

b. The design, character, location and/or materials of the signs proposed In the Comprehensive Sign Program
shall be demonstrably more attractive than signs otherwise permitted on the parcel proposed for
development under the minimum sign standards.

2. Height. The maximum height of all signs proposed in a Comprehensive Sign Program Is twelve (12) feet
provided, however, that a single attached sign with a sign face of no more than twelve (12) square feet may be
erected up to the height of the principal building.
The top of this wall sign will be installed just above the midpoint
of the second story facia. i.e. top to bottom. It will be installed
in the center of thi~ area, ri2ht to left.
3. Lighting. Any lighting proposed as a part of a Comprehensive Sign Program is automatically controlled so
that the lighting is turned off when the business is closed.
There is no lighting proposed with this signage.
4. Total Area of Sign Faces. The total area of sign faces which are proposed as a part of a Comprehensive Sign
Program shall not exceed two (2) times the total area of sign faces permitted under the minimum sign standards
on the parcel proposed for development.
The total sign area approximates 39.7 square feet. The overall
height is 4' and the width is 9'11".

5. Community Character. The signage proposed In the Comprehensive Sign Program shall not have an adverse
Impact on the community character of the City of Clearwater.
The signage has a very simple, crisp, clean look which will not
have an adverse impact on the community character of the City of
Clearwater. The sign is distinctive and readable.
e. Property Values. The slgnage proposed in the Comprehensive Sign Program will not have an adverse impact on
the value of the property in the immediate vicinity of the parcel proposed for development.
It is our opinion that this signage will in no manner negatively
impact the property values in the immediate vicinity of this building.
The "look" is attractive yet very conservative.
7.. Elimination of Unattractive Signage. The slgnage proposed In a Comprehensive Sign Program will result in the
elimination of existing unattractive slgnage or will result In an Improvement to the appearance of the parcel
proposed for development In comparison to signs otherwise permitted under the minimum sign standards.
All pre-existing signage has been removed from the front of the
building, which faces Garden Avenue.

8. Special Area or Scenic Corridor Plan. The slgnage proposed in the Comprehensive Sign Program Is consistent
with any special area or scenic corridor plan which the City of Clearwater has prepared and adopted for the

flatter than one foot vertical to four feet horizon-
tal.
B. The required buffer width may be reduced
by not more than one-third in a portion of the
buffer, by providing additional width in another
portion of the buffer which will result in an
equivalent or greater square footage of cumula-
tive buffer area.
C. No structure or other surface impervious to
water shall be permitted within the vegetative
buffer, with the exception of structures which
would be allowed as a part of a level one or level
two approval within the preservation district.
D. Within the vegetative buffer, any native
vegetation shall be protected so that the buffer
will retain the character of the immediately adja-
cent vegetation within the preservation district.
Native vegetation within the buffer shall not be
removed or altered unless the removal or alter-
ation of the vegetation will not adversely affect
the hydrological or ecological integrity of the
adjacent wetland. All prohibited trees existing
within the buffer shall be removed by the land-
owner and shall be prevented from re-emergence.
This subsection shall not be construed to prohibit
routine maintenance trimming of non wetland veg-
etation in accordance with procedures developed
by the city manager.
E. If prior to October 4, 1990, the native veg-
etation within a vegetative buffer has been re-
moved or altered, the owner shall not be required

to restore the vegetation to its natural state. The
owner shall not, however, impede the natural
succession of native vegetation into the buffer.

Section 3-908. Permitted encroachments
into setbacks and over street
rights-of-way.
Certain building and other projections shall be
permitted to extend into setback areas and may
be permitted to encroach over street rights-of-way
as follows:
A. Building projections which are affixed
solely to the building and not directly
affixed to the ground such as building
fascias, canopies other than freestanding
canopies, awnings, marquees, and other
similar projections, shall be permitted to
project into required setbacks as specified
below.
1. In the Tourist, Commercial and
Downtown Districts, such projec-

tions shall be limited to ten feet and
shall be permitted into any required
setback and over street rights-of-
way provided a clearance of nine feet
over grade is maintained. In no case
shall such projection be closer than
five feet from the curbline or the
shoulder of the roadway. Any awning
with supports may be located up to
the property line and any awning
that projects into a right-of-way shall
be cantilevered.
2. In all other Districts, such projects
shall be limited to 40 percent of the
setback or ten feet, whichever is less.
E. The roof fascia of a freestanding canopy
shall be set back a minimum of ten feet
from a street right-of-way boundary and
any side and rear property line. The sup-
porting posts or columns of a freestanding
canopy shall not encroach into required
structural setbacks. No part of a freestand-
ing canopy shall encroach into or over a
street right-of-way.
C. Open or unenclosed fire escapes and out-
side stairways shall be permitted to ex-
tend into a required setback area not
more than three feet provided through
access is not obstructed.
D. Balconies, decks, bay windows, and simi-
lar features that linearly extend 50 per-
cent or less of the width of the building
wall to which they are attached shall be
permitted to extend into a required set-
back area not more than 30 inches pro-
vided through access is not obstructed.

Section 3-909. Newsracks.
A. General provisions. All newsracks shall com-
ply with the following general provisions.
1. No newsrack shall obstruct the flow of
pedestrian or vehicular traffic.
2. No newsrack shall be located in a manner
that impairs a motor vehicle operator's

view of motor vehicles, bicycles, or pedes-
trians upon entering, or existing a right-
of-way.
3. No newsrack shall be located in a visibil-
ity triangle.
4. No newsrack shall reduce the width of a
sidewalk or travel route below ADA re-
quirements.
5. No newsrack shall be used for advertising
purposes other than advertising for the
publication being distributed or sold.
6. No newsrack shall be chained, bolted, or
attached in any other manner to a utility
pole, traffic sign or other fixture.
7. Newsracks shall be maintained in a neat
and clean condition and in good repair at
all times.
8. The telephone number of a working tele-
phone service shall be affixed to each
newsrack in a readily visible place so that
reports of malfunctioning newsracks or
any newsrack in violation of these provi-
sions can be made.
9. The location of any newsrack shall not
block the view of any historic building or
scenic vista.
B. Additional requirements for newsracks lo-
cated on public rights-of-way.
1. No portion of any newsrack shall be in-
stalled or maintained upon or over any
part of a roadway or bicycle path.
2. Newsracks may be located upon a side-
walk in excess of five feet in width, at the
edge of the sidewalk and on either side of
the sidewalk but not directly opposing
another newsrack, and fronting towards
the center of the sidewalk. However, a
newsrack shall not be installed or main-
tained within five feet of a curb or the
edge of roadway pavement.
3. If the sidewalk adjoins a landscaped area
of the public right-of-way of a sufficient
size to fully and lawfully accommodate a
newsrack, and if the sidewalk is five feet
or less in width, the community develop-
