E. WRITTEN SUBMITTAL REQUIREMENTS: (Code Section 3-1807.C)
Sign age prqJosed as part of a Comprehensive Sign Program may deviate from the minimum sign standards in tenns of numbers of signs per
business or parcel of land, maximum area of sign face per parcel of land and the total area of sign faces per business or parcel of land,
subject to compliance with the flexibility criteria outlined below. Monument signs, pursuant to Sections 3-1806.B.1.g and 3-18068.2 shall not
be eligible for this program. As part of the program, all sign types (freestanding, attached, windows, interior site directional, etc.) shall be
reviewed for the business and/or the development parcel to achieve oompliance in so far as possible with these current regulations. A master
sign program for shopping centers, including all out parcels, and office complexes shall include all types of signs for all tenants/uses within
the developrrent parcel. These will be reviewed as a Comprehens/ve Sign Program application.
All existing and proposed signs must be architecturally integrated into the design of the building and/or site using similar and coordinated
design and style features, materials and colors, etc. Attached signs shall be horizontally and vertically proportionately located on each far;ade
with no protrusions above roof lines, over windows, trim, comices or other building features.
Cl Provide complete responses to the COMPREHENSIVE SIGN PROGRAM CRITERIA including how the cr~eria are met:
1. Architectural Theme. The design, character, location and/or materials of all freestandinq and attached signs proposed
in a comprehensive sign program shall be demonstrably more attractive than signs otherwise permitted on the parcel
proposed for development under the minimum signs standards. All signs must be architecturally integrated into/with the
design of the building and/or site using similar and coordinated design features, materials and colors, etc.

2. Height. The height of all freestanding signs proposed through the Comprehensive Sign Program shall relate to the
design of the sign and shall not exceed 14 feet in height.

3. Lighting. Any lighting proposed as a part of a Comprehensive Sign Program is automatically controlled so that the
lighting is turned off when the business is closed.
Business is open 24 hours, therefore signage will remain lit at all times

4. Total Area of Sign Faces. Height, Area, Number and Location of Signs. The height, area, number and location of
signs permitted through the Comprehensive Sign Program shall be determined by the Community Development
Coordinator based on the following criteria: overall size of site, relationship between the building setback and sign
location, frontage, access and visibility to the site, intended traffic circulation pattern, hierarchy of signage, scale and use
of the project, and submittal of a master sign plan for the development parcel/project. Additionally, the maximum
permitted sign area shall be based on the following formula when evaluated against the above criteria:

i. Attached signs - The maximum area permitted for attached signage shall range from one percent up to a maximum
of six percent of the building facade to which the sign is to be attached.
ii. Freestanding signs - The maximum permitted area of all freestanding signs on a site shall not exceed the range of
sign area permitted by the street frontage or building facade calculation methods set forth in Section 1806.B.1.c.i.

(1) year of the date of this Development Order (September 19, 2004). All required

initial building permit. Permitted time frames do not change with successive owners.
The approval is based on and must adhere to the plan set date stamp received May 13,
2003. Plan sheets PSI, PS3, and PS4 were revised and are date stamp received August
25,2003.
The issuance of this Development Order does not relieve you of the necessity to obtain
any building permits or pay any fees that may be required. In order to facilitate the

2. The sign is on an extension of the wall, perpendicular to the street, and 8'-0" height

Marriott (120 Gulf Boulevard). The comments are restated in this e-mail.
0. Sheet PS3. Please provide the square footage of the entry area (where the five canopies are shown) where the west
elevation signage is proposed. Label the square footage and show the dimensions. Please recalculate the "allowable" sign
area.
~. Sheet PS4. Please provide the square footage of the "center space area". Label the square footage and show the
dimensions. Please recalculate the "allowable" sign area. The channel letters as proposed will need to be reduced in
size.

My recollection is that with past questions on "B" the City's position has been we will follow current Code re such things as
signage, landscaping, etc. In other words, the provisions of "B" that were carried over thru the settlement agreement were
those which allowed certain uses/densities to remain, and the applicant would be judged under the current Comprehensive
Sign Code provisions. I am checking our opinion files to see whether any specific opinions re signs were issued.

The City's zoning map shows a B zoning district. There is an asterisk by the B which states, "Feb 4 1987 settlement
stipulation US Steel vs City of Clearwater". I also have a photocopy of the stipulation for entry of amended final
judgment dated February 4, 1987.
Property at 1201 Gulf Boulevard is located within a B district. I am reviewing a Comprehensive Sign Program
application submittal for this property. The City's sign code does not specifically address the B zone.
What criteria or code should be followed when reviewing proposed signage in the B zone?

I've looked through our files and find nothing in the Settlement Agreement or otherwise that would preclude our applying
the current sign code to the development. The S.A. deals with use, density, and initial site plan review only.

to develop up to three hundred sixty (360) residential dwelling
units on Parcel III provided that such development is in
substantial accordance with any of the alternati,ve schematic site
plans prepared by community Design Corp. and dated August 28,
1986, and which are attached hereto as Exhibits "B-1""" through
