Shopping Center)
Dear Ms. St. Clair:
This letter constitutes a Development Order pursuant to Section 4-202.E of the Community
Development Code. On September 19, 2002, the Planning Staff reviewed your Comprehensive Sign
Program (CSP) application as a master signage plan with an increase in the area of attached signs for
all tenants within the redeveloped Drew/19 Shopping Center site, currently under construction. The
approval is based on and must be consistent with the sign package with site plan and elevation plans
dated received August 1, 2002 (with amendments received August 28, 2002 - Room to Go attached
sign; September 13, 2002 - Babies R Us color clarification; and September 24, 2002 - future tenants
attached signs and new freestanding sign at overpass), subject to the following conditions:
Conditions of Approval:
1. That all existing, attached signs and freestanding signs, not otherwise approved as part of this
application, be removed prior to the issuance of any permits for replacement attached or
freestanding signs;
2. That all attached signs be designed with individual, channel letters (no raceway mount, cabinet or
other design);
3. That addresses be added to freestanding signs in accord with Section 3-1805.S;
4. That no freestanding sign be located within the required sight visibility triangles;
5. That signage for all future tenants, including those not currently specified under this application, or
any changes to signs included herein, be consistent with the overall theme of the center, including
but not limited to size, location, design, material, color, etc. and be submitted to Planning Staff for
approval prior to issuance of any permits (or prior to installation should a permit not be required);
and
6. That all other Code requirements/restrictions of Division 18 (Signs) be met, including but not
limited, to grand opening banners, window, temporary, construction, sale/leasing signs, etc.

Pursuant to Section 4-303, an application for a building permit shall be made within one (1) year of the
date of this Development Order (September 24, 2003). All required building approvals shall be
obtained within one (1) year of the date of issuance of the initial building permit. Permitted time
frames do not change with successive owners.
Please be aware that the issuance of this Development Order does not relieve you of the necessity to
obtain any building permits or pay any fees that may be required. In order to facilitate the issuance of
any permit or license affected by this approval, please bring a copy of this letter with you when
applying for any permits or licenses that require this prior development approval.

We are pleased to submit this Comprehensive Sign Program package to you for the Drew 19
Shopping Center. As you know, the center is undergoing modification to accommodate a Marshalls
and a Babies "R" Us in addition to the existing Best Buy and Rooms-to-Go anchors. In conjunction
with the remodeling and construction, our Project Architects, Fisher & Associates, have redesigned
the existing freestanding sign and a new freestanding sign to be located near the U.S. 19 and Drew
Street intersection. The modern theme of the center, and the fresh new color scheme, has been
incorporated into the freestanding signage.

The attached signage proposed for the project is essential to meet the critical branding requirements
of our national tenants. We cautioned our tenants to be reasonable in their sign area requests and in
each case, the signs are well within the limits based on the building fa~ade method.

Within this Comprehensive Sign Program submittal we are requesting approval of:

a. proposed new attached sign for Rooms-to-Go
b. proposed attached sign for Babies "R" Us
c. proposed attached sign for MarshaUs
d. proposed 6% signage allowance for local tenant spaces for standard channel-letter signage;
any local signs that deviate will be submitted on a case by case basis
e. proposed new overpass sign at the Drew and U.S. Highway 19 intersection

Please note that the existing pylon sign is grandfathered and the City has already approved our
proposed modifications and relocation of this sign. The drawings referencing this sign are included

Slgnage proposed as part of a Comprehensive Sign Program may deviate from the minimum sign standards in terms of numbers of signs per
businbss or parcel of land, maximum area of sign face per parcel of land and the total area of sign faces per business or parcel of land,
SUbj~t to compliance with the flexibility criteria outlined below. Monument signs, pursuant to Sections 3-1806.8.1.g and 3-18068.2 shall not
be ell{Jible for this program. As part of the program, all sign types (freestanding, attached, windows, interior site directional, etc.) shall be
reviewed for the business andlor the development parcel to achieve compliance in so far as possible with these current regulations. A master
sign ~rogram for shopping centers, including all out parcels, and office complexes shall include all types of signs for all tenantsluses within
the dtve/opment parcel. These will be reviewed as a Comprehensive Sign Program application.
All e1isting and proposed signs must be architecturally integrated into the design of the building andlor site using similar and coordinated

4. Tltal Area of Sign Faces. Height, Area, Number and Location of Signs. The height, area, number and location of
si~ns permitted through the Comprehensive Sign Program shall be determined by the Community Development
Cp-ordinator based on the following criteria: overall size of site, relationship between the building setback and sign
Iqcation, frontage, access and visibility to the site, intended traffic circulation pattern, hierarchy of signage, scale and use
of the project, and submittal of a master sign plan for the development parcel/project. Additionally, the maximum

Dear Ms. St. Clair:
This letter constitutes a Development Order pursuant to Section 4-202.E of the Community
Development Code. On September 19, 2002, the Planning Staff reviewed your Comprehensive Sign
Program (CSP) application as a master signage plan with an increase in the area of attached signs for
'all tenants within the redeveloped Drew/19 Shopping Center site, currently under construction. The
approval is based on and must be consistent with the sign package with site plan and elevation plans
dated received August 1, 2002 (with amendments received August 28, 2002 - Room to Go attached
sign; September 13, 2002 ., Babies R Us color clarification; and September 24, 2002 - future tenants
attached signs and new freestanding sign at overpass), subject to the following conditions:
Conditions of Approval:
1. That all existing, attached signs and freestanding signs, not otherwise approved as part of this
application, be removed prior to the issuance of any permits for replacement attached or
freestanding signs;
2. That all attached signs be designed with individual, channel letters (no raceway mount, cabinet or
other design);
3. That addresses be added to freestanding signs in accord with Section 3-1805.S;
4. That no freestanding sign be located within the required sight visibility triangles;
5. That signage for all future tenants, including those not currently specified under this application, or
any changes to signs included herein, be consistent with the overall theme of the center, including
but not limited to size, location, design, material, color, etc. and be submitted to Planning Staff for
approval prior to issuance of any permits (or prior to installation should a permit not be required);
and
6. That all other Code requirements/restrictions of Division 18 (Signs) be met, including but not
limited, to grand opening banners, window, temporary, construction, sale/leasing signs, etc.

date of this Development Order (September 24, 2003). All required building approvals shall be
obtained within one (1) year of the date of issuance of the initial building permit. Permitted time
frames do not change with successive owners.

obtain any building permits or pay any fees that may be required. In order to facilitate the issuance of
any permit or license affected by this approval, please bring a copy of this letter with you when

Dear Mr. Arnold:
I am writing in response to your letter dated April 9, 2002 regarding signage for Drew 19 Shopping
Center.
There is an existing sign for the shopping center located on the US 19 Highway street frontage. As you
described in your letter, you temporarily relocated the sign out of the right-of-way recently acquired by
FDOT for the widening and improvements to the Drew St./Highway 19 intersection. As described in
your letter, I approve of the secondre-Iocation of the sign so that the new location will be compatible with
the improvements made to the center. The approval of the second relocation is given based on the need to
relocate the sign compatible with your site improvements and in recognition that these final site
improvements had not been determined at the time that FDOT required the sign to be moved out of the
right-of -way. This relocation will generally be consistent with the attached site plan as well as meet the
location requirements of the sign code (i.e., not in the visibility triangle, minimum set back of five feet,
etc.)
Secondly, I approve of your proposal to make sign face changes to each sign panel in accordance with
Section l805Sof the Community Development Code. These changes as shown in the attached proposed
Sign Modification meet the City's requirements for a sign face change and are allowable. Please note that
the sign face change by itself does not require a permit. However, the relocation of the sign and any
electrical work for sign lighting do require a permit by a licensed sign contractor.

Tha.nk you very much for your time today. The intent of this letter is to confirm that you
are in agreement with our plans to relocate and make modifications to our existing pylon
sign at the Drew 19 Shopping Center.
As you know, we were required by the FDOT to relocate the existing sign [Sign A Existing
Condition photograph attached] from the proposed right-af-way area in conjunction with
the recent eminent domain taking. We temporarily relocated the sign just inside the new
property line, but we intend to move the sign again to a permanent location further south
along the site's U.S. Highway 19 frontage [see the attached site plan for the proposed new
location]. Furthermore, it is our intent to replace the sign area currently utilized for "Drew
19" with an equivalent panel for "Best Buy", with the remaining three major tencmts listed
on the panels below [Sign A Proposed Modifications is attached].
Please confirm to us in writing that the proposed relocation and the proposed modifications
to this grandfathered sign aloe acceptable to the City. Don't hesitate to call me if you have
