04/07/1988 79. 04/07/88 `COMMUNITY REDEVELOPMENT AGENCY MEETING` April 7, 1988 The City Commission, met as the Community Redevelopment Agency at the City Hall, Thursday, April 7, 1988, at 6:00 p.m., with the following members present: Rita Garvey Mayor/Commissioner James Berfield ViceMayor/Commissioner Lee Regulski Commissioner Don Winner Commissioner William Nunamaker Commissioner Ed Armstrong Exofficio member Also Present were: Ron H. Rabun City Manager Joseph R. McFate, II Planning & Urban Development Director Milton A. Galbraith, Jr. City Attorney Cynthia Goudeau City Clerk ITEM #2  Minutes  Commissioner Winner moved to approve the minutes of the February 18, 1988 meeting. `Motion` was duly seconded and `carried` unanimously. ITEM #3  Free Saturday Parking Downtown interests have requested that the City consider free parking within the Downtown Redevelopment Area on Saturdays. The Traffic Engineer estimates the annual revenue from Saturday parking in the Redevelopment Area to be $10,000 to $15,000. The City has indicated its willingness to stop meter collections on Saturdays provided the parking system is reimbursed for the lost revenues. The recommendation is to authorize the payment of $7,500.00 to the City of Clearwater Parking System in lieu of Saturday parking revenues within the redevelopment area through September 30, 1988. A mid year budget amendment will be processed which will have the effect of reducing funds available for payment into escrow for future dept service. In response to a question, it was reported approval would have no effect on the City's bonding agreement for the parking fund. The program is to begin on Saturday, April 9, 1988. Ed Armstrong, exofficio member, stated the Downtown Development Board unanimously supported approval. Commissioner Nunamaker moved to authorize the payment of $7,500.00 to the City of Clearwater Parking System in lieu of Saturday parking revenues within the Downtown Redevelopment Area. `Motion` was duly seconded and `carried` unanimously.
