SIGN PERMIT SUBMITTAL REQUIREMENTS:
Site Plan with the following items:
(a) Location of the sign in relation to property lines, public rights-of-way, easements, buildings, and other signs on the property including dimensions.
(Freestanding signs must be a minimum of five (5) feet from any property line.)
(b) Lot frontage on all street rights-of-way.
ADDITIONAL SIGN PERMIT REQUIREMENTS:
(c) Inventory of all existina sians on the same property and/or building on which the sign is to be located, indicating the number, type, use e.g. property
identification, business identification, etc.) location and surface area. (If "none", so indicate);
(d) Maximum and minimum height of the sign, as measured from finished grade;
(e) Dimensions of the sign's supporting members;
(f) For illuminated signs, the type, placement, intensity and hours of illumination. (Not more than five (5) foot-candles of light intensity for commercial signs.);
(g) Dimensions and elevations (including the message and color(s)) of the sign; and
(h) Construction and electrical specifications, for the purpose of enabling determination that the sign meets all applicable structural and electrical requirements
of the Building and National Electric Codes. (Indicate if UL rated.)
*AlI applications for signs shall include detail drawings showing how the sign is to be constructed and secured. All signs greater than
32 square feet in size shall have structural drawing signed and sealed by licensed Florida engineer or architect.

Statement of Authorization - Any application form which is signed by an individual other than the property owner shall be accompanied by a notarized
statement of authorization consenting to the sign placement or, if the property or building upon which the sign is to be located is leased, a copy of the executed
lease shall accompany the application form. In the event the building or property is leased and the application form is signed by an individual other than the
lessor, the application shall be accompanied by a notarized statement of authorization signed by the lessor consenting to the sign placement. (Not required for
portable signs/face changes or signs approved by variances.)

I acknowledge that all nonconforming signs are subject to the amortization provisions contained in Section 44.55 of the City of Clearwater
Code of Ordi~ances and must be brought into compliance before October 13, 1992. Furthermore, I understand that any investment made in
or to a nonconforming sign during the amortization period, including but not limited to message changes, shall not constitute grounds for
noncompliance or compliance later than October 13, 1992.

E. WRITTEN SUBMITTAL REQUIREMENTS: (Code Section 3-1807.C)
Sign age proposed as part of a Comprehensive Sign Program may deviate from the minimum sign standards in terms of number.sof signs per
business or parcel of land, maximum area of sign face per parcel of land and the total area of sign faces per business or parcel of land,
subject to compliance with the flexibility criteria outlined below. Monument signs, pursuant to Sections 3-1806.8.1.g and 3-18068.2 shall not
be eligible for this program. As part of the program, all sign types (freestanding, attached, windows, interior site directional, etc.) shall be
reviewed for the business and/or the development parcel to achieve compliance in so far as possible with these current regulations. A master
sign program for shopping centers, including all out parcels, and office complexes shall include all types of signs for all tenants/uses within
the development parcel. These will be reviewed as a Comprehensive Sign Program application.

All existing and proposed signs must be architecturally integrated into the design of the building and/or site using similar and coordinated
design and style features, materials and colors, etc. Attached signs shall be horizontally and ve1cally proportionately located on each ',1'..
fa.;:ade with no protrusions above roof lines, over windows, trim, cornices or other building features. Ie

a Provide complete responses to the COMPREHENSIVE SIGN PROGRAM CRITERIA including how the criteria are met:
1. Architectural Theme. The design, character, location and/or materials of all freestandina and attached signs proposed
in a comprehensive sign program shall be demonstrably more attractive than signs otherwise permitted on the parcel
proposed for development under the minimum signs standards. All signs must be architecturally integrated into/with the
design of the building and/or site using similar a. nd coordinated design features, materials and colors, etc.
The proposed freestandinq Albertsons sign display has a stucco
textured column cover painted to coordinate architecturally with
the Albertsons buildinq facia & decorative rockwall lower building
panels.
2. Height. The height of all freestanding signs proposed through the Comprehensive Sign Program shall relate to the
design of the sign and shall not exceed 14 feet in height.
The proposed heiqht of this display is 33'-0" which is 14'-0"
above the crown of the overpass ioad which was measur~d at 19'-0".
3. Lighting. Any lighting proposed as a part of a Comprehensive Sign Program is automatically controlled so that the
lighting is turned off when the business is closed.
Liqhting of this display will be internal and controlled to turn
off when the business is closed.

4. Total Area of Sign Faces. Hel ,Area, Number and Location of Signs. Th ght, area, number and location of
signs permitted through the Comprehensive Sign Program shall be determined by the Community Development
Coordinator based on the following criteria: overall size of site, relationship between the building setback and sign
location, frontage, access and visibility to the site, intended traffic circulation pattern, hierarchy of signage, scale and use
of the project, and submittal of a master sign plan for the development parcel/project. Additionally, the maximum
permitted sign area shall be based on the following formula when evaluated against the above criteria:
i. Attached signs _ The maximum area permitted for attached signage shall range from one percent up to a maximum
of six percent of the building fa~ade to which the sign is to be attached.
ii. Freestanding signs _ The maximum permitted area of all freestanding signs on a site shall not exceed the range of
sign area permitted by the street frontage or building fa~ade calculation methods set forth in Section 1806.B.1.c.i.
and ii.
The main buildinq facade is 251' in length.
If a calculation of 251' x 20' is used, we have 5020 square feet.
The new freestandinq siqn is 5'-6" x 26' or 143 square feet, a
little less than 3% of the facade area.
5. Community Character. The signage proposed in the Comprehensive Sign Program shall not have an adverse impact on
the community character of the City of ClealYiater.
This proposed new display is architecturally designed to simulate
the building architecture and allow Albertsons bus~ness to be
identified from the new overpass. Presently the store cannot be
seen from the freeway.
6. Property Values. The signage proposed !p the Comprehensive Sign Progranii will not have an adverse impact' on the
value of the property in the immediate vicinity of the parcel proposed for development. ..
This display will not have any adverse impact on the value of
immediate property in the vicinity. A new planter is also
proposed around the sign base to enhance its already architectural
appearance.
7. Elimination of Unattractive Signage. The signage proposed in a Comprehensive Sign Program will result in the
elimination of existing unattractive signage or will result in an improvement to the appearance of the parcel proposed for
development in comparison to signs otherwise permitted under the minimum sign standards.
This display will be an improvement to the parcel both in
its coordinated desiqn with the Albertsons store architecture and
the new landscaped planter.
8. Special Area or Scenic Corridor Plan. The signage proposed in the Comprehensive Sign Program is consistent with
any special area or scenic corridor plan which the City 0 has re ared and adopted for the area in which the

Dear Sirs:
Reference is made to that certain Shopping Center Lease, dated May 26, 1981 ("Lease"), between Countryside
Village Ltd., predecessor in interest to Countryside Shoppes, LLC, ("Landlord") and Albertson's, Inc., a
Delaware corporation, ("Albertson's"), as ("Tenant"). Any words and phrases not defined herein have the same
definition as they do in the Lease.
Albertson's proposes to, but is not obligated to, remodel its store at the above-referenced location. Section 8 of
the Lease provides that if permitted by government authorities, Landlord shall furnish two sound and
substantial, well designed sign pylons in the Shopping Center, in the areas designated "Sign" on a site plan
referenced in the Lease, but not attached thereto. It further provides that Tenant shall have a permanent
designation on each sign in a location, style and size approved by Tenant and shall have first choice of location
on such sign for its designation. At the time the Lease was executed, government authorities did not allow
pylon signs in this Shopping Center. Albertson's has recently been informed that the sign ordinances have
changed due to the addition of a bypass road directly in front of the Shopping Center.
Albertson's proposes to furnish and install one (1) pylon sign on our Leased Premises, designating only
Albertson's name. Enclosed for your review and approval find Production Drawings (11x17 color copy also
attached) drawn by Image National, Inc. Boise, Idaho, showing the proposed location and details of the sign.
Image National would contract V.A. Sign Service & Installation, Oldsmar, Florida to install the proposed sign.
Albertson's hereby requests that Countryside Shoppes LLC, approve the signage plans as the Landlord under
the Lease. Please arrange for Countryside Shoppes LLC, to signify approval and acknowledgment of
Albertson's signage plans in the space provided below. In addition a Comprehensive Sign Program Application
is required by the City of Clearwater Planning Department; the Application requires a notarized signature of the
owner of the Shopping Center. Please return to me, one executed original of this letter along with the notarized,
executed Application, in the envelope provided herewith. I will forward the Application to Image National for
their handling.

Dear Mr. Deal:
On October 31, 2002, the Planning Staff reviewed your application for a Comprehensive
Sign Program to increase the area of a proposed freestanding sign from 54 square feet
(one percent of the building fa<;ade facing the street frontage from which the property is
addressed) to 143 square feet (maximum permitted is 240 square feet based on one half
the lot width of 480 feet as measured along the front (west) property line along U.S.
Highway 19 North). The sign will read "Albertsons" in white letters on a blue
background with a logo. The site is adjacent to an elevated roadway and the sign will be
33 feet in height (14 feet above the road elevation of 19 feet). The sign will be located at
the northwest corner of the site. There no other freestanding signs on the site. There are
three existing, attached signs on the building totaling 146.23 square feet (2.7 percent of
the building fa<;ade facing the street from which the site is addressed). The existing signs
all consist of channel letters attached directly to the facade. Two signs are attached to the
west fa<;ade (one reads "Albertsons" in dark blue letters with a logo and the second reads
"Liquor" in dark blue letters) and one is attached to the north fa<;ade and reads
"Albertsons" in dark blue letters with a logo. No changes to the existing attached signs
are requested or required. No additional attached signs are proposed with this
application. The application for the Comprehensive Sign Program has been approved for
the sign as submitted (attached) with the following conditions:
1) That the any new or replacement, attached signs be designed with individual,
channel letters (no raceway mount, cabinet or other design); and
2) That all other provisions of the Code relative to signs be met.
