E. WRITTEN SUBMITTAL REQUIREMENTS: (Code Section 3-1807.C)
Signage proposed as part of a Comprehensive Sign Program may deviate from the minimum sign standards in terms of numbers of signs per
business or parcel of land, maximum area of sign face per parcel of land and the total area of sign faces per business or parcel of land,
subject to compliance with the flexibility criteria outlined below. Monument signs, pursuant to Sections 3-1806.8.1.g and 3-18068.2 shall not
be eligible for this program. As part of the program, all sign types (freestanding, attached, windows, interior site directional, etc.) shall be
reviewed for the business andlor the development parcel to achieve compliance in so far as possible with these current regulations. A master
sign program for shopping centers, including all out parcels, and office complexes shall include all types of signs for all tenantsluses within
the development parcel. These will be reviewed as a Comprehensive Sign Program application.
All existing and proposed signs must be architecturally integrated into the design of the building andlor site using similar and coordinated
design and style features, materials and colors, etc. Attached signs shall be horizontally and vertically proportionately located on each far;ade
with no protrusions above roof lines, over windows, trim, cornices or other building features.
IiY" Provide complete responses to the COMPREHENSIVE SIGN PROGRAM CRITERIA including how the criteria are met:
1. Architectural Theme. The design, character, location andlor materials of all freestandina and attached signs proposed
in a comprehensive sign program shall be demonstrably more attractive than signs otherwise permitted on the parcel

4. Total Area of Sign Faces. Height, Area, Number and Location of Signs. The height, area, number and location of
signs permitted through the Comprehensive Sign Program shall be determined by the Community Development
Coordinator based on the following criteria: overall size of site, relationship between the building setback and sign
location, frontage, access and visibility to the site, intended traffic circulation pattern, hierarchy of signage, scale and use
of the project, and submittal of a master sign plan for the development parcel/project. Additionally, the maximum
permitted sign area shall be based on the following formula when evaluated against the above criteria:
i. Attached signs - The maximum area permitted for attached signage shall range from one percent up to a maximum
of six percent of the building fac;;ade to which the sign is to be attached.
ii. Freestanding signs - The maximum permitted area of all freestanding signs on a site shall not exceed the range of
sign area permitted by the street frontage or building fac;;ade calculation methods set forth in Section 1806.B.1.c.i.

4. Total Area of Sign Faces. Height, ArAvumber and Location of Signs. The height&a, number and location of
signs permitted through the Compreh_~ Sign Program shall be determined by W Community Development

authorized to execute said deed.
B. Duly authorized mortgage from Sand Dollar, LLC, an Arkansas Limited Liability Company to First National Bank
of Fort Smith, together with evidence satisfactory to the Company of the Limited Liability Company's good standing
under the laws of its domicile state and evidence satisfactory to the Company specifying the manager(s) who are

On August 15, 2003, the Planning Staff reviewed your application for a Comprehensive
Sign Program to enable signage as follows:
1. Attached Sign, 55 square feet and .058 of the building fa<;ade (N. Myrtle Avenue).
2. Attached Sign, 55 square feet and .034 of the building fa<;ade (Marshall Street).
3. Monument Sign, 32 square feet on each side, six feet in height, located at least
five feet back from the property line and outside of the visibility triangle, at the
comer of Marshall Street and N. Fort Harrison Avenue. The monument sign shall
be placed in a landscaped setting of no less than 12 square feet in area.
The two existing sign poles are to be removed.
The application for the Comprehensive Sign Program has been approved for the signs as
submitted (on file).
Pursuant to Section 4-303, an application for a building permit shall be made within one
(1) year of the date of this Development Order (August 18, 2004). All required building
approvals shall be obtained within one (1) year of the date of issuance of the initial
building permit. Permitted time frames do not change with successive owners.
The issuance of this Development Order does not relieve you of the necessity to obtain
any building permits or pay any fees that may be required. In order to facilitate the
issuance of any permit or license affected by this approval, please bring a copy of this
letter with you when applying for any permits or licenses that require this prior
development approval.

Dear Mr. Deal:
On August 15, 2003, the Planning Staff reviewed your application for a Comprehensive
Sign Program to enable signage as follows:
1. Attached Sign, 55 square feet and .058 of the building fa~ade (N. Myrtle Avenue).
2. Attached Sign, 55 square feet and .034 of the building fa~ade (Marshall Street).
3. Monument Sign, 32 square feet on each side, six feet in height, located at least
five feet back from the property line and outside of the visibility triangle, at the
corner of Marshall Street and N. Fort Harrison A venue. The monument sign shall
be placed in a landscaped setting of no less than 12 square feet in area.
The two existing sign poles are to be removed.
The application for the Comprehensive Sign Program has been approved for the signs as
submitted (on file).
Pursuant to Section 4-303, an application for a building permit shall be made within one
(1) year of the date of this Development Order (August 18, 2004). All required building
approvals shall be obtained within one (1) year of the date of issuance of the initial
building permit. Permitted time frames do not change with successive owners.
The issuance of this Development Order does not relieve you of the necessity to obtain
any building permits or pay any fees that may be required. In order to facilitate the
issuance of any permit or license affected by this approval, please bring a copy of this
letter with you when applying for any permits or licenses that require this prior
development approval.

Thank you for sending me your e-mail with Dollar General sign specifications and examples of attached signs. Your
information was very helpful.
I am sending you this e-mail to outline a guidelines summary when considering sign design for 1600 N. Myrtle Avenue in
Clearwater.
1. Sign Mix. As to types of signs and number, you can propose two monument signs and one attached sign, or two
attached and one monument sign, or three attached signs.
2. A monument sign cannot be placed in front of an attached sign.
3. There can be three signs total for Dollar General at this site.
4. The two existing sign poles need to be removed, and the application/proposal should indicate same.
5. Colors for attached signs. Yellow (including the yellow with the black outline) or black letters on a white background or
white letters on a yellow background. Yellow (including the yellow with the black outline) or black letters can also be
placed on a taupe or light beige color (consider painting the existing yellow band this color).
6. Colors for monument signs. Same as for attached signs. The base cannot be red. It is suggested that the base be
gray with black numbers (1600).
7. Monument sign placement. Monument signs must be located outside of sight visibility triangles and must meet the five
foot setback requirement.

I am attaching an exhibit of our "black backer raceway sign" as well as a
photo showing its actual installation on a light colored store front and a
photo showing our standard individual letters installed on a light colored
store front. I believe you will agree that the "black backer raceway sign"
is the superior of the 2 when dealing with light colored fascias such as the
Clearwater store has. We hope that you will allow us to install this type
and color sign instead of having to install white letters. I believe that
white letters would be a visibility hindrance. As we discussed, our yellow
and black colors are trademarked and are our daily identification with our
customers. I have also attached an exhibit showing our monument sign
option. Of course, we would make a color adjustment to the base in that the
metal would be painted a medium shade of gray and have the number 1600
painted (or vinyl applied) in black. I look forward to hearing from you on
Friday.

RE: Development Order regarding case SGN2003-05005 at 1600 N. Myrtle Avenue
(Dollar General)
Dear Mr. Deal:
On August 15, 2003, the Planning Staff reviewed your application for a Comprehensive
Sign Program to enable signage as follows:
1. Attached Sign, 55 square feet and .058 of the building fa~ade (N. MYrtle Avenue).
2. Attached Sign, 55 square feet and .034 of the building fa~ade (Marshall Street).
3. Monument Sign, 32 square feet on each side, six feet in height, located at least
five feet back from the property line and outside of the visibility triangle, at the
comer of Marshall Street and N. Fort Harrison Avenue. The monument sign shall
be placed in a lartdscaped setting of no less than 12 square feet in area.
The two existing sign poles are to be removed.
The application for the Comprehensive Sign Program has been approved for the signs as
submitted (on file)..
Pursuant to Section 4-303, an application for a building permit shall be made within one
(1) year of the date of this Development Order (August 18, 2004). All required building
approvals shall be obtained within one (1) year of the date of issuance of the initial
building permit. Permitted time frames do not change with successive owners.
The issuance of this Development Order does not relieve you of the necessity to obtain
any building permits or pay any fees that may be required. In order to facilitate the
issuance of any permit or license affected by this approval, please bring a copy of this
letter with you when applying for any permits or licenses that require this prior
development approval.
