You are authorized to share six (6) parking spaces with the City of Clearwater's Parks and Recreation
facility parking lot immediately adjacent to the north side of your propeny at 405 N. Myrtle Avenue,
Clearwater, Florida.
As a condition of trus approval, you must agree that these spaces will be used by staff only and not
patrons. Additionally, you must Obtain and hold sufficient insurance to hold the City harmless in
the event of accident or injury.
We will work out a specific contract as soon as possible.

Department letter dated April 17, 2003, I will also be providing you with thirteen (13) copies of a
letter of authorization from the City of Clearwater regarding the six (6) off-site parking spaces
provided on City of Clearwater Parks and Recreation property located immediately to the north
of the subject property.
It is my understanding that Mr. Myers is working with Religious Community Services,

Dear Mark,
The following is my response to items #2 through 5 of your letter of June 20,
2003.
Item #2: I have given the rendered elevations you have requested to the
staff of RCS to be forwarded to you.
Item #3: Our application does not indicate that any new fences or walls
will be constructed.
Item #4: I recently visited the City of Clearwater Parks and Recreation
Department maintenance and equipment yard next to the proposed food
pantry site and spoke with Mr. Tom Long about the parking situation. Parks
and Recreation has a maintenance facility east of Vine st. which consists of
two buildings used for shops, storage and a few offices. West of those
buildings, between Vine and Myrtle and immediately north of the food
pantry site is the Parks and Recreation parking lot which is now used
entirely for parking of personal vehicles and some park equipment. There
are sixty-three parking spaces, measuring approximately 9' by 19' each, on
this site for automobiles. Fifty-one of these spaces are assigned to city staff,
and twelve are un-assigned. The City of Clearwater has granted RCS the
use of six of these currently un-assigned parking places. These six places
combined with the thirty-eight specified on the RCS site plan bring the total
RCS parking places (forty-four) required by Ms. Cynthia Tarapani's letter of
April 17, 2003.

Please note from our submitted drawings that we have re-aligned the
south entrance to the food pantry property and added DO NOT ENTER
signs which will make it very difficult for any vehicle on the property to exit
via Hart Sf.. This should decrease the concern of the neighbors concerning
traffic generated by the addition of the food pantry to their neighborhood.
Item #5: I have re-examined the submitted site data and confirm that the
FAR and floor area of the building has not changed.

The Food Pantry ofRCS is a non-profit feeding program that has been in existence since
1980. The primary function of the program is to provide food to households that are
struggling fmancially to pay their bills and feed their families. Food is provided to
households for take-home use and preparation. Approximately 80-85 households are seen
at the Food Pantry between the hours of 12:30pm-3:45pm Monday thru Friday and the
fIrst Saturday of each month 9:00am to 12 noon. Business hours are 8:30am-4:30pm.
Our target population is the working poor, those on fixed income and most recently more
ofthe unemployed. There are 7 employees and we utilize 20-25 volunteers in the day to
day operation ofthe Food Pantry Program. The program is primarily donation based and
is supported by 82 congregations in upper Pinellas County. Donations are usually
received in the morning via private vehicles. Twice a month in the mornings a semi will
come to make a delivery.
Parking Study: Monday through Friday between the hours of8:00am-12 noon there are
6-8 volunteers at the Food Pantry. From 12 noon to 3:45pm there are 18 volunteers and
80-85 clients, who receive services within that time frame. Clients wait time to be seen is
no longer than 45 minutes, therefore creating a continual flow of vehicle traffic. 60% of
clients stated that came with someone (carpooled); 20% came alone; and the other 20%
use public transportation or bicycles as a means to access the Food Pantry Program.
Deliveries are received during the morning hours and do not conflict with the parking of
clients, staff and volunteers. The RCS Administrative office has a total of7 staff and their
hours of operation are 8:30am-4:30pm Monday thru Friday.
The City of Clearwater has agreed to provide 6 additional parking spaces on the adjacent
lot north ofthe site to meet the required 44 parking spaces needed to meet the proposed
development requirements.

The following items /data are required:
1. A letter issued from the Planning Department, dated April 17, 2003 is referenced but does
not appear to have been submitted. Please submit 13 copies of that letter;
2. Rendered elevations (all four sides)
3. Clarification of whether any fencing/walls is proposed;
4. It appears that a portion of the required parking will be located on City of Clearwater-
owned property. The City of Clearwater needs to be a party to the application. Please
provide a letter of authorization from a designated representative of the City. In addition,
evidence will need to be submitted which indicates that the six spaces provided on City
property are in excess of what is required for that property. Indicate the use of the site,
size of the building and total number of existing, Code-compliant parking spaces;
5. Please confirm that the site data submitted is correct (updated) specifically the FAR
which appears to have decreased and the floor area of the building which appears to have
increased; and
6. Please provide a parking study which actually counts the number of parking spaces
utilized during various times of operation. The submitted study indicates the approximate
number staff, volunteers and clients along with their typical wait times.
The Development Review Committee (DRC) will review the application for sufficiency on July
17, 2003 in the Planning Department conference room - Room 216 - on the second floor of the
Municipal Services Building. The building is located at 100 South Myrtle Avenue in downtown
Clearwater. Please call Sherrie Nicodemus, Administrative Analyst at 727.562.4582 no earlier
than one week prior to the meeting date for the approximate time that your case will be reviewed.
You or your client must be present to answer any questions that the DRC may have regarding
your application. Additional comments will be generated at that meeting.
