Dear Mr. Taylor:
On November IS, 2002, the Planning Staff reviewed your application for a
Comprehensive Sign Program (CSP) to increase the area of an attached sign from 14
square feet (1.65 percent of the fa~ade of the building to which it is attached) to 45 square
feet (4.64 percent of the fa~ade of the building to which it will be attached). The sign will
read "OLIVE GARDEN IT ALlAN RESTAURANT" with a logo located to the left of the
wording. It will be attached to the west fa~ade along U.S. Highway 19 North. The words
"OLIVE GARDEN" will be in green neon lighting and the words "ITALIAN
RESTAURANT" will be in purple neon lighting. The logo consists of purple grapes and
a vine sign. The sign will be mounted on a support backing painted a light sand color to
match the building. It will replace a single attached sign 14 square feet in area attached to
the same fa~ade. A second attached sign, 17 square feet in area located on the north
fa~ade, will also be removed. That sign reads "ITALIAN RESTAURANT" in white
letters on a maroon awning.
The application for the Comprehensive Sign Program has been approved for the attached
sign with the following three conditions:
1. That a landscape plan showing a landscape bed a minimum of 12 square feet in
area around the existing freestanding sign be submitted to and approved by Staff
prior to the issuance of any permits;
2. That the landscaping be installed prior to final inspection of the attached sign; and
3. That all existing attached signs be removed prior to final inspection.

Pursuant to Section 4-303, an application for a building permit shall be made within one
(1) year of the date of this Development Order (December 2,2003). All required building
approvals shall be obtained within one (1) year of the date of issuance of the initial
building permit. Permitted time frames do not change with successive owners.
Please be aware that the issuance of this Development Order does not relieve you of the
necessity to obtain any building permits or pay any fees that may be required. In order to
facilitate the issuance of any permit or license affected by this approval, please bring a
copy of this letter with you when applying for any permits or licenses that require this
prior development approval.

E. WRITTEN SUBMITTAL REQUIREMENTS: (Code Section 3-1807.C)
Signage proposed as part of a Comprehensive Sign Program may deviate from the minimum sign standards in terms of numbers of signs per
business or parcel of land, maximum area of sign face per parcel of land and the total area of sign faces per business or parcel of land, subject to
compliance with the flexibility criteria outlined below. Monument signs, pursuant to Sections 3-1806.B.1.g and 3-18068.2 shall not be eligible for
this program. As part of the program, all sign types (freestanding, attached, windows, interior site directional, etc.) shall be reviewed for the
business and/or the development parcel to achieve compliance in so far as possible with these current regulations. A master sign program for
shopping centers, including all out parcels, and office complexes shall include all types of signs for all tenants/uses within the development
parcel. These will be reviewed as a Comprehensive Sign Program application.
All existing and proposed signs must be architecturally integrated into the design of the building and/or site using similar and coordinated design
and style features, materials and colors, etc. Attached signs shall be horizontally and vertically proportionately located on each fa{:ade with no
protrusions above roof lines, over windows, trim, cornices or other building features.
Q Provide complete responses to the COMPREHENSIVE SIGN PROGRAM CRITERIA including how the criteria are met:
1. Architectural Theme. The design, character, location and/or materials of all freestandina and attached signs proposed
in a comprehensive sign program shall be demonstrably more attractive than signs otherwise permitted on the parcel
proposed for development under the minimum signs standards. All signs must be architecturally integrated into/with the

Dear Mark:
In response to your fax dated August 2nd, I've attached new drawings
showing a smaller 45 square foot sign. The green highlighted drawing
indicates that only the "Olive Garden" are in the green neon. The
remaining areas of the sign are painted. I've also included the revised
elevation drawing and color rendering reflecting the 45 square foot sign.
The canopy above the front door will be redone without the "Italian
Restaurant" copy.

In response to your fax dated July 10th, please find the answers to your
questions listed below:
1. Need an image showing the entire fa~ade with the proposed sign in
place.
Enclosed please Jind the drawing you requested (3 copies).
2. Indicate whether the sign has any neon lighting.
Yes, the sign has fleon lighting and is indicated on the engineered
drawings submitted.
3. Let you know who the person representing Olive Garden
should receive a copy of the final approval.

4. Indicate the percentage of the fa~ade on which the sign will be
located that the proposed sign will use.
Proposed sign is 5% of the fa{:ade (1784sj).
5. Are there any changes proposed for the existing freestanding
sign? No.
Does the existing freestanding sign include the address of the
site? No, but we will add white 8" vinyl letters.
Does the existing freestanding sign include Code required
landscaping around the base of it? No, there is landscaping at
the restaurant but not directly under the pylon sign.
6. Confirm that there are only two signs on the property - the
existing freestanding sign and the existing attached sign.
Yes, these are the only two signs on this property. However,
there is an awning located over the entrance that has copy
"Italian Restaurant" upon it. The copy area is 12" H x
17' - 2" W Photo enclosed.
The restaurants' sales have dropped drastically since the existing signage
was installed and is simply trying to improve the visibility of the
restaurant. If you have any questions or if! can be of any assistance,

I appreciate the additional information provided regarding the above-mentioned project. I still
have a few questions. I'm still unclear as to what portions of the sign will be lighted with neon.
I'm sure that is a result of my inability to correctly read the engineered drawings. Would it be
possible to get a drawing showing the neon portions in color or bolded somehow and the non-
neon portions grayed out or less bold?
I have a second concern concerning the calculation used to figure the fa~ade area of the building.
It appears that the mansard rood was used in the calculations. I can only use the actual fa~ade in
figuring out the amount of signage permitted. My calculation yield a fa~ade area of 968 square
feet (11 feet in height and 88 feet in length) which would permit a maximum of 58.08 square
footage of attached signage. The sign on the north side of the building is 17.17 square feet in
area. Subtracting that area from the maximum permitted would leave 40.91 square feet. The
proposed sign appears to be 82.25 square feet (yes, we need to include the grapes and vines - any
part of the sign is included not just the text). If you'd like to make the canopy sign smaller, that
would be fine. The preceding calculations notwithstanding, the proposed sign appears to be out
of scale with the building fa~ade upon which it will be located with the top of the "0" in "Olive
Garden" extending to the very top of the mansard roof. Please adjust the size of the sign

accordingly and resubmit I set of drawings - dimensioned, SCal.tnd reodered (making sure
to clear indicate exactly what portions of the sign will be in neon). Make sure to include altered
photos of the building with the proposed sign in place.

I need a few more pieces of information regarding the above-mentioned application:
1. I need an image showing the entire fa~ade with the proposed sign in place;
2. Indicate whether the sign has any neon lighting;
3. Let me know who the person representing Olive Garden - a copy of the final approval
letter will be copied to that person (manager, owner, etc.) - include mailing information;
4. Indicate the percentage of the fa~ade on which the sign will be located that the proposed
sign will be - use the 82.25 square foot measurement - the sign permit application will
need to be revised accordingly;
5. Are there any changes proposed for the existing freestanding sign? Does the existing
freestanding sign include the address of the site? If not it will need to. Does the existing
freestanding sign include Code required landscaping around the base of it? If not
landscaping will be required; and
6. Confirm that there are only two signs on the property - the existing freestanding sign and
the existing attached sign.
