The proposed development of the land will be in harmony with the scale, bulk, coverage, density and character of adjacent properties in which it is located. 1. This is request for an amendment to the existing Ruth Eckerd Hall Institutional approved zoning. The applicant is proposing an addition of 47,472 sq. ft. to the existing 73,269 sq. ft. Ruth Eckerd Hall. Ruth Eckerd Hall has been in existence since the early 1980's and is looking to renovate and expand the existing hall to bring it up to 21 st Century Standards. 2. The proposed development will not hinder or discourage the appropriate development and use of adjacent land and buildings or significantly impair the value thereof. 2. The adjacent land is either existing wetlands residential development which is sufficiently buffered from the existing hall and the hall as proposed for expansion. The proposed development will help alleviate existing parking shortages. 3. The proposed development will not adversely affect the health or safety of persons residing or working in the neighborhood of the proposed use. 3. The existing development is currently buffered from the surrounding residential development and will remain sufficiently buffered. No additional access to McMullen Booth Road is proposed. 4. The proposed development is designed to minimize traffic congestion. 4. The proposed development will help alleviate the current parking shortage at Ruth Eckerd Hall by the addition of as many spaces as possible. Due to the nature of the use of the hall, it is not felt that this project currently causes traffic congestion. 5. The proposed development is consistent with the community character of the immediate vicinity of the parcel proposed for development. 5. The existing Ruth Eckerd Hall is 17 years old and this expansion and renovation can be considered an enhancement in order to bring the hall up to 21 st Century standards. 6. The design of the proposed development minimizes adverse effects, including visual, acoustic and olfactory and hours of operation impacts, on adjacent properties. 6. The existing hall is sufficiently buffered from the surrounding residential area and the proposed expansion and renovation will not impact the surrounding areas. Increased landscaping will be installed in order to further buffer the surrounding areas. The renovation of the hall will visually enhance the existing building. The hours of operation will remain as they currently exist. . This request meets the eritt for approval of a Comprehensive III Redevelopment Project, as follows: 1. The development or redevelopment of the parcel proposed for development is otherwise impractical without deviations from the use, intensity and development standards. The current zoning classification does not allow expansion of the facility. Therefore, the proposed facility expansion cannot be achieved without deviations from the standards. The proposed expansion allows for enhancing the programs and services currently offered at the facility. The proposed expansion enables the facility to make upgrades in equipment, furnishings, and decorating. 2. The development of the parcel proposed for development as a Comprehensive Inf"Ill Redevelopment Project will not materially reduce the fair market value of abutting properties. Ruth Eckerd Hall prides itself on the positive impact it has had on the cultural and economic development of the community. The proposed expansion of the facility will position its mission of presenting the finest in the performing arts to all segments of the community well into the 21 st century. 3. The uses within the comprehensive infill redevelopment project are otherwise permitted in the City of Clearwater. The zoning for the property IS "Institutional". Indoor Recreation IS a permitted use In Institutional Zoning. 4. The uses or mix of uses within the comprehensive infill redevelopment project are compatible with adjacent land uses. As zoned by the City, Indoor Recreation use is permitted and, therefore, compatible.. 5. Suitable sites for development or redevelopment of the uses or mix of uses within the comprehensive infill redevelopment project are not otherwise available in the City of Clearwater. The site has been developed and improvements have been made to facility and property over the past seventeen years. The proposed expansion will enhance the current use of the facility. It would not be feasible or practical to consider relocating to another site. 6. The development of the parcel proposed for development as a comprehensive infill redevelopment project will upgrade the immediate vicinity of the parcel proposed for development. The proposed expansion project will include upgrades to the existing parking, signage, lighting, as well as the existing facility. The recent installation of a new entry sign reflects the upgrade intent. ... . . 7. The design of the proposed comprehensive innII redevelopment project creates a form and function which enhances the community character of the immediate vicinity of the parcel proposed for development and the City of Clearwater as a whole. The Frank Lloyd Wright Foundation's architectural firm, Taliesin Architect, with the late William Wesley Peters as Chief Architect, was commissioned for the original design. The architectural firm of H. Patterson Fletcher, a Taliesin Fellow, and the southeastern states associate of Taliesin Architects during the construction of the existing facility, has been commissioDed for the design of the addition and renovations. It is the goal of the Architect to preserve the beauty, integrity and acoustics of the facility and he has assembled a highly talented professional design team to do that. 8. Flexibility in regard to lot width, required setbacks, height and off-street parking are justified by the benefits to community character and the immediate vicinity of the parcel proposed for development and the City of Clearwater as a whole. The only flexibility issue requested is the ability to expand the existing facility. 9. Adequate off-street parking in the immediate vicinity according to the shared parking formula in Division 14 of Article 3 will be available to avoid on-street parking in the immediate vicinity of the parcel proposed for development. As mentioned the Handicap spaces previously shown and approved to the south and west of the building and main drive aisle have been relocated directly adjacent to the south and southwest of the building to provide a direct handicap access. There has also been some minor restriping to provide additional handicap spaces within Parking Lot uN" and "0". The net result is there are now 22 Handicap Spaces proposed (21 required) and 1113 total parking spaces (1105 previously approved). We have also proposed some minor asphalt overlay within the existing Dropoff area M to reduce the cross-slope for a more reasonable ADA grading transition. These minor modifications have involved only restriping and some minor overlay of existing pavement areas and did not involve any relocation or removal of any previously approved or existing landscape areas. As discussed, this minor revision would not require a DRe review and you will notify the Transportation Department of these proposed changes. ANALYSIS: The site is a flag lot and contains 41 acres located on the east side of McMullen Booth Road, approximately 1,350 feet north of San Bernadino Street. The lot has 55 feet of frontage on McMullen Booth Road (west) and extends over 2,000 feet in depth. The site contains a 73,269 square foot masonry-block building that is home to Ruth Eckerd Hall, a performing arts facility. The building is located between 110 and 350 feet from any property line and stands 80 feet in height. Existing parking spaces are located within four distinct parking lots, zero feet from the west (side) property line, 60 feet from the south (side) property line, 35 feet from the north (side) property line and 200 feet from the east (side) property line, containing 959 parking spaces. Existing development is located on the west half of the property. There is also a 5,400 square foot studio building located north of the access drive approximately 240 feet north of Ruth Eckerd Hall. The studio building is a one-story, masonry block building 15 feet in height with a sand-colored stucco finish. The site consists of three zoning districts; Open Space/Recreation, Preservation and Institutional Districts. The OS/R District includes the far east and small area located in the north central portion of the site. The Preservation District is located along the north portion of the site between the two OS/R sections. The OS/R and Preservation District portions of the site are vacant and are not a part of this application. All development is exclusive of the Institutional District portion of the site. The site, located within a residential area along McMullen Booth Road, consists of property owned by PACT, Inc (4.24 acres) and the City of Clearwater (36.76 acres). PACT, Inc owns the central portion of the site on which Ruth Eckerd Hall is located. The City owns the remainder of the site which consists of the access drive from McMullen Booth Road, the 5,400 square foot studio building located north of the access road and all the parking lots. Ruth Eckerd Hall was built in 1983 and has been in continuous operation for 18 years. The City and PACT, Inc have had a joint access/use agreement since 1981. By the end of 2001, the portion of the property owned by PACT, Inc will revert to the City. At that point, the entire property will be owned by the City. The site will continue to be operated by PACT, Inc. Page 2 e e The applicant seeks to expand Ruth Eckerd Hall by adding a three-story addition encompassing 19,462 square feet to the northeast portion of the building. The addition will be approximately 40 feet in height and will expand the footprint of the building outwards approximately 60 feet. The total building area will increase from 73,269 square feet to 120,741 square feet. The proposal also includes additional space under the existing seating area of the auditorium located on the southwest side of the building. This portion of the project will provide internal access between the northwest and southwest sides of the building. It will not result in any expansion of the footprint of that portion of the building. This addition, including a complete renovation of the fa<;ade, constitutes the first major renovation in its history and will match the existing exterior of the building to provide a unified appearance. The proposal also includes extensive landscaping throughout the site that will exceed the intent of the Code. New landscaping will be provided at the entrance along McMullen Booth Road around the existing freestanding sign and along the entire access drive. All redesigned parking areas will receive landscaping which will exceed the intent of Code. All other areas will have any dead and dying plant material replaced. Other uses to be located within the addition include classrooms, rehearsal and practice rooms, an expanded loading dock, new ticket office and restrooms. Currently, there is no interior corridor connecting the building to get from one end to the other. Patrons must walk around the exterior of the building. The auditorium has 2,175 seats. The expansion of Ruth Eckerd Hall includes a new studio theater that will seat an additional176 patrons. The total number of seats will increase to 2,351. The proposal also includes the net gain of 82 parking spaces. These spaces will be located primarily in the northeast portion of the site (Lots T though W). Several of the existing parking lots (Lots N, 0 and S) will be reconfigured to improve site circulation and to add additional parking spaces. The proposal also includes the construction of a 3,060 square foot addition to the existing one- story, 5,400 square foot studio building. The addition will be used as supplementary studio and workshop space. The existing building, located on the City owned portion of the site, is three feet from a property line separating City and PACT, Inc. owned portions of the site. The addition will cross this property line resulting in a zero foot setback. Ruth Eckerd Hall is an indoor recreation/entertainment use. The Institutional District does not permit indoor recreation/entertainment uses and, as such, Ruth Eckerd Hall is a nonconforming use. The Code prohibits the expansion of nonconforming uses. The proposal also includes a 6,339 square foot, underground hallway/lobby to be located under the existing seating of the auditorium located on the southwest side of the building. This portion of the project will provide access between the northwest and southwest sides of the building and will not result in any expansion of the footprint of that portion of the building. The site consistently experiences a shortage of parking for many events throughout the year. The proposal includes increasing the amount of parking by 82 spaces to 1,041 spaces. Several of the existing parking lots will be reconfigured to improve site circulation and provide additional parking spaces. This expansion will result in almost twice the amount of parking spaces required on the site in an attempt to address the existing parking shortage. The proposal also includes the expansion of a one-story, 5,400 square foot, masonry block studi%ffice building located on the City owned portion of the site. The 3,080 square foot expansion will cross the property line separating PACT Inc, and City owned property lines resulting in a zero foot setback. The two properties have been used in tandem for support of Ruth Eckerd Hall since 1984. 2. The development of the parcel proposed for development, as a Comprehensive Infill Redevelopment Project will not materially reduce the fair market value of abutting properties. Ruth Eckerd Hall has been operating since 1984 and in that time has had a positive impact on the cultural and economic development of Clearwater. The proposal includes the first, major upgrade of the building and will provide additional parking, a larger lobby, expanded office space and the ability to safely transverse the building. Currently, the only way to get from one side to the other is to exit the building and walk around it. The proposal will not result in an insignificant increase in intensity of use, as the number of seats (2,175), will increase to 2,351. The current assessed value of the property is $1,543,000. After the proposed improvements are made (in addition to other improvements not included in this request) the value is expected to be $2,033,000. Much of the site (north and east) is designated as wetlands and undeveloped. This also the portion of the site where the expansion of the footprint and a majority of the additional parking spaces will take place. Single family homes are located to the south and are well buffered by landscaping. Attached dwellings are located to the west and are buffered by a six-foot masonry block wall and landscaping. Attached dwellings are also located to the north and extensive perimeter landscaping and undeveloped, wetland areas buffer these. Page 6 e e 3. The uses within the Comprehensive Infill Redevelopment Project are otherwise permitted in the District. The City of Clearwater permits indoor recreation/entertainment uses. The proposed use is an addition to a permitted use. 4. The uses or mix of uses within the Comprehensive Infill Redevelopment Project are compatible with adjacent land uses. Ruth Eckerd Hall has been operating at this site for almost 20 years. The surrounding uses are a mix of attached and single-family dwellings. Site is well buffered from all adjacent properties by walls, undeveloped wetlands and extensive landscaping. Ruth Eckerd Hall itself is located a minimum of 120 feet from any property line. This proposal will be compatible with adjacent land uses. The expanded auditorium/concert hall, as proposed, has been and will continue to be compatible with adjacent land uses. 5. Suitable sites for development or redevelopment of the uses or mix of uses with the comprehensive in fill redevelopment project are not otherwise available in the City of Clearwater. The site has been in operation for almost 20 years. It would not be feasible to move the operations to another site. There are no other sites within the City of Clearwater that are large enough to accommodate the existing use. The site also uniquely located on a major corridor with easy access from all parts of the Tampa Bay area. 6. The development of the parcel proposed for development as a Comprehensive Infill Redevelopment Project will upgrade the immediate vicinity of the parcel proposed for development. The architecture and materials will be coordinated with and will enhance the existing structure. Existing, extensive landscaping along the perimeter and interior of the site exceeds Code requirements. Building improvements include an upgraded building fayade to the entire structure to match the existing building in color and material and will provide a safe, convenient access between the north and south sides of the building. The economic value of the structure and site is expected to increase with the proposed enhancements and will compliment the neighborhood. Continued reinvestment in properties will aid in the sustainability of the neighborhood. Page 7 e e 7. The design of the proposed Comprehensive Infill Redevelopment Project creates a form and function which enhances the community character of the immediate vicinity of the parcel proposed for development and the City of Clearwater as a whole. The proposed improvements to the site and structure will further the cultural aspect of the City of Clearwater enhancing Ruth Eckerd Hall as a destination point for tourists and residents. The addition is part of an overall fayade and site improvement to the existing auditorium/concert hall. The proposal will add much needed parking, provide additional lobby and office space and a convenient mode of pedestrian circulation within the building. The investments made to this site will benefit the immediate neighborhood through aesthetics, increased property values, and the potential to influence adjacent property owners to further improve their properties. 8. Flexibility in regard to lot width, required setbacks, height, off-street parking are justified by the benefits to community character and the immediate vicinity of the parcel proposed for development and the City of Clearwater as a whole. The proposed improvements to the site and structure include an upgraded, improved fayade, additional, much needed parking, improved pedestrian and vehicular circulation will result in increased property values and enhanced community character. Setbacks on all sides (except between the City and PACT, Inc. owned property lines where the setback will be reduced to zero feet) will remain the same. The proposed zero-foot setback will provide for a much need expansion of the existing 5,400 square foot studio building located on the north side of the site. The property line will be eliminated in 2001 when all property reverts to City ownership. The improvements to this site may promote continued reinvestment in the neighborhood. 9. Adequate off-street parking in the immediate vicinity according to the shared parking formula in Division 14 of Article 3 will be available to avoid on-street parking in the immediate vicinity of the parcel proposed for development. The parking requirement for the complex including the proposed addition is 604 parking spaces (at five spaces per 1,000 square feet of gross floor area). The proposal includes the addition of 82 parking spaces increasing the total number of spaces to 1,041. The site experiences parking shortages throughout the year at several events. This proposal will attempt to address and correct this situation. Page 8 e e D. The proposal will have minimal impact on density or impervious surface ratio. Ruth Eckerd Hall is smaller in scale compared to the attached dwellings located immediately to the south. The addition, located primarily on the northeast side of the building, will be 40 feet in height or half the height of the existing structure. The scale and bulk of the building will not significantly increased. The development is well buffered from all adjoining properties through landscaping, walls and wetlands and will continue to be in harmony with the scale and character of the area. All existing, perimeter setbacks will be maintained and the intensity of the use will not change with this development as no additional seats are proposed. Page 9 e e 2. Ruth Eckerd Hall has been operating at this site since 1984. The proposal will greatly upgrade the look of the building as well as its operations but will not increase the intensity of use. The proposed expansion of the parking lot will remedy current parking shortages during some events. The proposal also includes upgrading the site's landscaping and site circulation. The proposed development should not discourage appropriate development and use of adjacent land buildings. 3. The proposed development will not adversely affect the health or safety or persons residing or working in the neighborhood of the proposed use. The use will not change with this proposal. The proposal will improve parking availability as well as vehicular and pedestrian circulation. 4. The proposed development is designed to minimize traffic congestion. The intensity of use of the site will not change with this proposal. As you know, during review of our permit application to the Southwest Florida Water Management District it became apparent that there would have to be revisions to the original layout as a result of a permit obtained by the City of Clearwater, from the Southwest Florida Water Management District, on this property. Our Site Plan now shows a small retention pond in the northeast comer of the site, relocatiol). of a portion of the existing, ditch on the east side of the existing parking lot, and a revised parking layout. . Please note --- that on the previous Site Plan there was a net increase of 85 parking spaces. The revised Site Plan, however, has a net increase of 146 parking spaces above those that currently exist on site. Hopefully, this minor revision can be reviewed by the Development Review Committee at its regularly scheduled July meeting. Please let me know if you have any questions concerning this submittal.
