The applicant is rezoning 2.9 acres to Institutional for a Medical Office complex, and rezoning 1.6 acres to RU/LMDR for parking and drainage retention for the proposed medical office. Although the applicant intends to build only 50,000 square feet, the 0.65 floor area ratio (FAR) allowed in the Institutional (I) district would pemit up to 83,000 square feet. In order to be conservative we will analyze 83,000 square feet of Medical Office uses per ITE Trip Generation. 6th Edition, Land Use Code 720 (Medical-Dental Office Building). As you requested PM Peak period (4-6 PM) intersection turning movement counts will be conducted at the following signalized intersections: McMullen Booth Road I SR 580 McMullen Booth Road / Mease Drive McMullen Booth Road / Curlew Road Intersections will be analyzed using the ReS software and the 1.8 mile segment of McMullen Booth Road (SR 580 - Curlew Road) will be analyzed using ARTPLAN or HCS to account for roadway specific traffic and signalization characteristics. According to ITE, 83,000 square feet of medical office space would generate 2,998 daily trips, 202 trips during the AM peak hour, and 304mps during the PM peak hour. INTRODUCTION McMullen Booth Developers, LLC intends to build a 50,000 square foot medical office complex on a 2.9 acre property located on the western side of McMullen Booth Road north of Mease Drive. The property is the subject of a Land Use Plan Amendment, Rezoning, which would change the land use to Insitutional (I), Residential Urban (RU), and the zoning to 1 and LMDR. McMullen Booth Road is listed as a "constrained roadway" per the Pinellas County Concurrency Test Statement, however, the MPO 2003 Level of Service Report shows the adjacent segment of McMullen Booth Road to be operating at an acceptable level of service. This traffic Impact Study was prepared to evaluate the traffic impacts of 83,000 square feet of medical office development which is the maximum allowed under the Instututional zoning. Prior to completing this analysis a methodology was established with the City of Clearwater. II. EXISTING CONDITIONS Existing conditions were established by conducting PM peak period (4-6 PM) intersection turning movement counts at the following locations in May 2004: McMullen Booth Road / SR 580 McMullen Booth Road / Mease Drive McMullen Booth Road / Curlew Road All traffic counts were converted to annual averages using FDOT seasonal adjustment factors. In addition intersection geometrics and signal timings were obtained in the field. The intersections were analyzed using the 2000 Highway Capacity Manual procedures as replicated by the HCS software. Existing PM peak hour traffic volume is shown in Figure 2 and the HCS printouts are included in Appendix A. It is controlled by traffic signals at SR 580, Mease Drive, and Curlew Road. Presently this segment of McMullen Booth Road carries 60,559 vehicles per day average daily traffic (ADT). When converted Annual Average Daily Traffic (AADT) using FDOT seasonal adjustment factors, the AADT is 58,138. This roadway segment was analyzed using the ARTPLAN software to account for peak hour traffic and signalization characteristics. _ Pr.e~ent1y the peak hour / peak direction level of service is LOS B with an average travef speeQ of 33.7 MPH. FUTURE CONDITIONS WITH PROJECT The existing 14 apartments and one single-family detached house that exist will be demolished. The applicant intends to build 50,000 square feet of medical office space, however, since the Institutional zoning district allows a 0.65 FAR, up to 83,000 square feet could theoretically be permitted. As agreed to in the methodolo~y, this report analyzes 83,000 square feet to be conservative. The roadway segment of McMullen Booth Road between SR 580 and Curlew Road was again analyzed using the ARTPLAN software to account for peak hour traffic and signalization characteristics and include project traffic. With project traffic added, the peak hour / peak direction level of service would continue to be LOS B with an average travel speed of33.4 MPR. The ARTPLAN printout is included in Appendix B. Project access will be limited to a right-in / right-out driveway connection to McMullen Booth Road. Eastbound right turns exiting the site would operate at LOS F with an average of 98.5 seconds of delay per vehicle. Due to the limited access southbound-to- northbound V-turns will be added the McMullen Booth / Mease Drive intersection. The southbound left turn lane is of sufficient length to accommodate these movements. In addition a significant amount of northbound-to-southbound V-turns will be added to the median opening at Mil-Ray Drive immediately north of the project driveway. IV. CONCLUSION This report demonstrates that McMullen Booth Road between SR 580 and Curlew Road operates at an acceptable level of service. If developed to the maximum potential allowed by Institutional zoning, acceptable levels of service will be maintained and average travel speed will not be significantly reduced. The applicant is rezoning 2.9 acres to Institutional for a Medical Office complex, and rezoning 1.6 acres to RU/LMDR for parking and drainage retention for the proposed medical office. Although the applicant intends to build only 50,000 square feet, the 0.65 floor area ratio (FAR) allowed in the Institutional (I) district would permit up to 83,000 square feet. In order to be conservative we will analyze 83,000 square feet of Medical Office uses per ITE Trip Generation., 6th Edition, Land Use Code 720 (Medical-Dental Office Building). As you requested PM Peak period (4-6 PM) intersection turning movement counts will be conducted at the following signalized intersections: McMullen Booth Road I SR 580 McMullen Booth Road I Mease Drive McMullen Booth Road I Curlew Road Intersections will be analyzed using the HCS software and the 1.8 mile segment of McMullen Booth Road (SR 580 - Curlew Road) will be analyzed using ARTPLAN or HCS to account for roadway specific traffic and signalization characteristics. According to ITE, 83,000 square feet of medical office space would generate 2,998 daily trips, 202 trips during the AM peak hour, and 304 trips during the PM peak hour. The property is contiguous with the existing City boundaries to the north, south and west; therefore, the proposed annexation is consistent with Florida Statutes with regard to voluntary annexation. The applicant is requesting this annexation so the property can be included as part of a medical office redevelopment project that includes the adjacent parcel to the west. A companion application to change the Future Land Use Plan category of this site from the Residential Suburban (RS) category (County) to Institutional (INS) category (City), and to rezone it from the A-E, Agricultural Estates District (County) to the Institutional (I) District (City) is being processed concurrently with this annexation request in LUZ2003-12014 (see agenda item F-5). I. IMPACT ON CITY SERVICES: Water and Sewer The property currently receives water service from Pinellas County. Sewer service will be provided by the City of Clearwater and capacity for the project is available for this utility. The closest sewer line is located in the adjacent parcel to the west. The applicant is aware of the costs to extend service to this site, as well as the applicable impact fees and utility deposits that must be paid at the time building permits are issued. Solid Waste Solid waste will be provided by the City of Clearwater. The City has an interlocal agreement with Pinellas County to provide for the disposal of solid waste at the County's Resource Recovery Plant and capacity is available to serve the property. Police The proposed annexation is located within Patrol District 3 in which there are currently 56 patrol officers and 7 patrol sergeants and a lieutenant assigned to this District. The District Station is located at 2851 North McMullen Booth Road. Community policing service will be provided through the City's zone system and officers in the field. The Police Department will be able to serve this property and the annexation will not adversely affect police service and response time. Fire and Emergency Medical Services Fire and emergency medical services will be provided to the property by Station #50 located at 2681 Countryside Boulevard. The Fire Department will be able to serve this property and the annexation will not adversely affect fire and EMS service and response time. CONSISTENCY WITH CITY'S COMPREHENSIVE PLAN: [Section 4-604.F.1] The proposed annexation is consistent with promoting the following goal of the City of Clearwater Comprehensive Plan: 2.4 Objective - Compact urban development within the urban service area shall be promoted through application of the Clearwater Community Development Code. In summary, the proposed annexation is consistent with the City's Comprehensive Plan. III. CONSISTENCY OF DEVELOPMENT WITH COMMUNITY DEVELOPMENT CODE AND CITY REGULATIONS: [Sections 2-1001.1. & 4-604.F.5.] The site is currently zoned AE, Agricultural Estates District in the County. The applicant proposes to rezone the property to the Low Medium Density Residential (LMDR) District. The proposed rezoning is being processed concurrently with the annexation and is more thoroughly analyzed and discussed in the staffreport for LUZ2003-12014 (see agenda item F-5). IV. CONSISTENCY WITH THE COUNTYWIDE PLAN: A change is requested to the Future Land Use Plan category of this site from the Residential Suburban (RS) (County) category to the Institutional (INS) (City) category. This amendment is being processed concurrently with the annexation and is more thoroughly analyzed and discussed in the staff report for LUZ2003-12014 (see agenda item F-5). V. CONSISTENCY WITH PINELLAS COUNTY AND FLORIDA LAW: Pursuant to Pinellas County Ordinance No. 00-63, the Pinellas Planning Council and County staffs have reviewed this annexation and determined it complies with the ordinance criteria. Florida Statutes require that a proposed annexation be both contiguous with the existing municipal boundaries and compact in its concentration (Florida Statutes Chapter 171). This site is contiguous with the existing City boundaries to the north, south and west and represents a logical extension of the existing boundaries. The compactness standard of Florida law requires that the annexation does not create an enclave or a serpentine pattern of municipal boundaries. The annexation of this property is consistent with these standards. In summary, the annexation of this property is consistent with Florida law. VI. CODE ENFORCEMENT ANALYSIS: There are no current code enforcement violations or any code enforcement history on this site. This was done because Robert Pergolizzi indicated that the future build-out LOS in the traffic impact study is not dependant on the mitigation suggested in the Traffic Impact Study. However, traffic operations division encourages these mitigation measures for improving traffic operations and minimizing conflict points at the nearby roadway network. Since this is a County road, traffic operations division will support the recommendations of any necessary improvements of the county to the applicant on McMullen Booth Road.
