BEAUTIFICATION COMMITTEE MEETING

#1 Call to Order – The Chair called the meeting to order at 8:07 a.m. at Municipal Services Building Parks & Recreation Conference Room. Ms. Foote said she would like to see meetings
last no longer than 1½ hours.
To provide continuity for research, items are in agenda order although not necessarily discussed in that order.
#2 Approval of Minutes of August 7, 2002 – Member Curry pointed out a misspelling of Ms. Millie McFadden’s name. With that correction, it was moved and duly seconded to approve the
minutes as corrected. The motion carried unanimously.
#3 Landscape Standards: Ms. Rhonda Gracie, Landscape Architect, Parks & Recreation Department – Ms. Gracie pointed out items to look for in judging beautification would include overall
eye appeal, quality of architectural design, color and balance, quality of design and placement and preservation of trees and natural amenities. She handed out guidelines used by other
Florida cities and counties and will get information from Southwest Florida Water Management District (SWIFTMUD) to send to members.

#5 Old Business
a) Status of Capital Improvement Projects – Mr. Chin described CIP status as follows:
Community Sports Complex – Project under design at Home Depot site.
Skate Park – Project on hold while City talks with college about acquiring site.
East/West Train – Cliff Stephens section – New bridge installed.
Park Amenities – Ongoing.
City-wide P&R Master Plan –
Tennis Court Resurfacing – Projects for 2002-03 include Bay Park at Sand Key, CBRC, Forest Run, and Ed Wright Park.
McKay Park – Project on hold because of backlog of projects.
Long Center – Education Center project under way.
Allen’s Creek Park (Maple Swamp) – Final landscaping under way.
Ruth Eckerd Hall – Construction of education center under way.
North Greenwood Recreation & Aquatic Complex – Project on track to be completed in November. The City has saved substantial tax monies by purchasing its own materials.
Ross Norton Complex – Design team members for complex are Mr. Chin, Mr. Art Kader, Mr. Glen Bahnick, Ms Kathy LaTerza, Mr. Mark Richardson, and two members from the community. Groundbreaking
expected in about six months.
Fencing Replacement Program, Light Repair and Replacement, Trail bridges and sections – All under way.
Dog Park – Permits are being obtained; final budget being put together.
Eddie C. Moore Fields 8 & 9 -- Have grant money for project. Calvary Baptist Church expected to break ground for new sanctuary at Chesapeake property in February.
b) Beautification Awards – Awards put on hold until members develop criteria in selecting winners. Mr. Chin suggested setting aside portions of meetings to work on that project. He
will converse with members via e-mail to set up guidelines to present to the full committee.
#6 New Business
a) Master Plan -- Mr. Chin said it is an Action and Implementation program of where Parks & Recreation is
heading for the next 20 years. Recommendations amount to $90 million in projects.
b) Glen Oaks -- Mr. Chin showed drawings of proposed retention pond/passive park area. It is proposed to
build two soccer fields, playground, picnic area, canoe launch, and serve as a trail head.
Ms. Curry suggested taking a field trip to the Pinellas County Extension Service to see native plant life.
